Mode of Selection: Depending on the number of applications, selection mode may have Entrance
Test/ Merit of the Qualifying Examination and/or Interview. Entrance test if conducted shall be
aimed to judge the general aptitude of the candidate. The date of Entrance test (if any) will be
notified on CSIO website later on.

Application Fee: Rs 1200/- for General/OBC and Rs 600/- for SC/ST Candidates. The fee is to be
deposited directly in any branch of State Bank of India into the Power Jyoti Account Number
33004547024 on a Fee Slip downloaded from the website as per instructions given in Information
Brochure (PG)-2017.

PART 1

1 INTRODUCTION
Indo-Swiss Training Centre (ISTC) of CSIR-Central Scientific Instruments Organisation (CSIO) was
established in the year 1963 in collaboration with the Swiss Foundation for Technical Assistance,
Switzerland. It was formally inaugurated on 18th December 1963 by the first Prime Minister of India, Pandit
Jawahar Lal Nehru.

Today, ISTC is a Training Centre of repute in the field of Technical Education. The Indian Industry has
been impressed with the performance of the ISTC trainees and even today after 50 years of its inception, the
Centre has maintained an excellent quality of training. The basic aim of this Training Centre is to produce
young technical personnel with solid practical background in the area of mechanical, die & mould,
manufacturing, design, electronics, mechatronics and industrial automation.

The Training Centre is excellently equipped with the latest machines and equipments. These are regularly
upgraded. During the training, emphasis is laid on:

Teamwork & pride in labour

Because of these features, integrated with practice oriented training, the industry has been accepting
the trainees of ISTC with open arms.

The Training Centre started with a 3-year course Diploma in Instrument Technology. With the passage
of time, new courses were added to keep pace with the changing industrial requirements. In 1973 Post
Diploma Course in Industrial Electronics was added. In 1977, another course Advanced Diploma in Die
& Mould Making was started. Both the courses were established with the help of Swiss Foundation. From
1996 onwards, the course Post Diploma Course in Industrial Electronics was upgraded to Advanced
Diploma in Mechatronics and Industrial Automation.

Following the tradition of keeping the training updated, as per need of the modern industry, an ambitious
Moderanisation Plan was taken up in 2009. Hostels and Labs have been renovated and a new workshop
building constructed.

Workshops have been equipped with most modern machinery like CNC Machining Centres, CNC Turning
Machine, EDM, Wirecut EDM machines, RPT, Injection Moulding Machines, Coordinate Measuring
Machine, Profilometer, Flexible Manufacturing Systems (FMS), Computer Integrated Manufacturing (CIM)
facility, etc. in addition to conventional machines.

Latest Mechatronics and Industrial Automation Equipment such as PLCs, AC DC drives, SCADA system,
Process Control and DCS system, Industrial Automation system, Robicts Lab, Simulation Lab, Design &
development of PCB, SMD Unit, Embedded System Trainers, Transducers and Actuator Trainers, Data
Communication Equipment, Servers, SAN system, Computers and a variety of Electrical & Electronics Lab
equipment has been installed in the moderanised labs.

The course structure has been revamped starting from the session 2013-14. Two new courses Diploma in
Mechanical Engineering (Tool & Die) and Diploma in Electronics Engineering were started in 2013
based upon the new facilities created during ISTC modernization plan. The modified structure has been
designed keeping in view more employment opportunities and in line with the Diploma courses offered by
other Technical Education Boards.

The 4-years advanced diplomas have been restarted from the session 2016-17 on the huge demand of
industries in the area of Die & Mould making and Mechatronics & Industrial Automation.

2 EMPLOYMENT

The passouts of ISTC are well versed in fabrication of precision components and their assembly, CNC
Technology, Jig Boring, EDM & Wirecut EDM, Manufacture of Injection and Compression Moulds, Press
Tools, Jigs & Fixtures, FMS, CIM, RPT, Industrial Automation, Mechatronics, Robotics,PCB, SMD,
Computer Technology, Embedded systems, Process Control, PLCs, DCS and SCADA etc. depending upon
their area of specialisation. They are capable of performing multifarious functions, so they are in great
demand in the Industry.

Some of the reputed organizations employing ISTC passouts are: Honda Car, Godrej, Philips, SML
Microtek, LOreal, Sonalika, Fanuc India, ALP-Nishikawa, Eicher, Essel Propack, Auxien Medical,
Exicom, Siemens, Rockwell Automation, IBM, Moserbaer, HCL, Wipro, Havells India Ltd, GE Motors
India Ltd, Makfin Tools India Pvt Ltd, International Electron Devices Ltd, Trident, Continental Device
India Ltd, Raunaq Automotive Components Ltd, Purewal & Associates Ltd, Goetze (India) Ltd, Quazar
Technologies Pvt Ltd, Motherson Sumi Systems Ltd, Prasha Technologies Ltd, Schlumberger Asia Services
Ltd, Samtel Colors Lab Ltd etc. They are presently holding high positions. ISTC passouts are also very
successful abroad. A number of passouts from this institute are running their own ventures
successfully.

ISTC is brand in skill based education and is well recogonized by the private industries. The job placement
oppurtunities for the students of Post Graduate diploma Courses which strated under the CSIR Integrated
Skill Initiative are equally bright.

3 COURSES OFFERED
The following Post-Graduate diploma courses of CSIR-CSIO have been started under the CSIR Integrated
Skill Initiatives:
1. 1-Year Post Graduate Diploma Course in CAD/CAM
2. 1-YearPost Graduate Diploma Course in Mechatronics

The post graduate courses run by CSIR-CSIO under CSIR Integrated Skill Initiative will be autonomous. A
certificate will be issued to the successful candidate by CSIR-CSIO for the course taken by the candidate.

4 ADMISSION PROCEDURE
The admission is open to the interested candidates who have passed their qualifying examination (refer Para
4.3) from the institute recognized by universities/AICTE.
Depending on the number of applications, selection mode may have Entrance Test/ Merit of the Qualifying
Examination and/or Interview. Entrance test if conducted shall be aimed to judge the general aptitude of the
candidate. The date of Entrance test (if any) will be notified on CSIO website later on.

4.1 Total number of seats is 40, (20 in each of the courses). The reservation of seats in different
categories shall be as per the norms of Govt. of India.

4.2 Criteria for OBC Reservation: OBC reservation will be available as per Govt of India rules to non-
creamy layer only. For applying to avail reservation under OBC category, the candidates will be required to
submit adequate proof / certificate, issued by the competent authority as may be prescribed from time to
time in evidence of his/her not belonging to creamy layer. The criteria of creamy layer will be applied as
may be prescribed by the Govt. of India (http://ncbc.nic.in/backward-classes/index.html,
http://ncbc.nic.in/html/creamylayer.html). The above proof / certificate should pertain to the financial year
2016-17 and certificate for the same issued after 31.03.2017 only in the given format will be considered.

4.3 Essential Qualifications: Candidate must have passed the following graduate examination from the
institute which should be recognized by the universities/AICTE:

a) Post-Graduate Diploma Course in CAD/CAM

4.4 AGE: Maximum age is 30 years as on 01.08.2017. Those born on or after 1st August 1987 (1st August
1984 in case of SC/ST candidates) are eligible to apply.

4.5 HOW TO APPLY ON-LINE:


The application form is required to be filled on-line only.
Application form along with detailed relevant information is available on our websites www.csio.res.in
or www.istc.ac.in w.e.f. 28-07-2017.
Before applying on-line, the candidates are advised to read instructions carefully given in the
Information Brochure.
The non-refundable charges for cost of Application form including examination fee are Rs. 1200/- for
General/OBC candidates and Rs. 600/- for SC/ST candidates.
The fee is to be deposited directly in any branch of State Bank of India into the Power Jyoti Account
Number 33004547024 with the help of Fee Deposit Slip downloaded from our website.
Last date for online submission of application form is 14-08-2017 up to 5.00 PM.
The valid mobile number/email id of the applicant/parents/guardian is mandatory for applying
and future communication.

5 INSTRUCTIONS FOR FILLING ON-LINE APPLICATION FORM

Read the instructions carefully before filling the online form. The candidate can submit his/her On-
Line application from 28-07-2017 to 14-08-2017 up to 5:00 PM.

5.1. Candidates are required to apply On-Line through websites www.csio.res.in or www.istc.ac.in. Before
submitting the On-Line application, the candidate must ensure that he/she has filled the form completely &
correctly.
5.2. The requisite fee must be deposited into the SBI Power Jyoti Account Number 33004547024 before
online submission of application form.
5.3. The detailed instructions to fill the On-Line application form are given below in the table:

5.4.After going through above instructions and having got Journal Number issued by SBI bank, after
depositing the fee as mentioned above, the candidate may proceed to complete the online application
submission.
5.5.A soft copy of applicants photograph & signature having size between 20-50 KB & 10-20 KB
respectively must be ready before applying online for uploading his/her image on application form.
5.6.After completing the form as per above instructions, the candidate would be required to press submit
button shown at the bottom.
5.7.On successful submission, a Registration number would be generated by the system. The
applicant should note this registration number and password carefully as it would be required for all
subsequent purposes such as printing of Application form/ e-Admit card (If any)/ future
correspondence etc.
5.8.Registration number and password will also be sent on the registered mobile number filled in
online application form.
a) If a candidate desires to change any entry in the already submitted online application form, he/she may
click on Edit Application. Enter the Registration No. and password to open the filled online application
form. Do the required changes and resubmit the application again.

b) A candidate can also change the password after editing, before resubmitting the online application form.
A Candidate can edit his/her online application form upto 5.00 pm, 14th Aug, 2017.
c) If a candidate forgets password, he/she may click on the Forgot Password and enter the registered
mobile number (filled in the online application form) alongwith Captcha appeared. The password will be
resent on the registered mobile number for the editing of application form.
5.9. A print out of the submitted application form with a recent (not older than three months) passport size
colour photograph (Size 3.5 cm 4.5 cm) affixed at appropriate place duly attested by the gazetted officer
or principal of school/College along with Fee Deposit Slip (CSIO Copy) and attested photocopies of all
documents would be required at the time of counseling on 28-08-2017 at 10:00 a.m at ISTC.
5.10. All relevant certificates in original must be submitted at the time of counseling.
5.11. If a candidate has problem in the submission of On-Line application form, he/she may visit
CSIO-ISTC office.

6 SELECTION PROCEDURE & FEE DETAILS


6.1 Depending on the number of applications, selection mode may have Entrance Test/Merit of the
Qualifying Examination and/or Interview. The final merit list for admission will be prepared based on
Ranks of entrance exam (If conducted)/Percentage of qualifying examination and/or interview. Allocation
of course will be on the basis of this merit list.

6.2 The candidates in order of merit will be called for counseling. Candidate should visit regularly to
CSIR-CSIO or ISTC websites for admission/counseling updates. The candidates should satisfy
themselves fully about the eligibility conditions of admission as given in Section 4 viz. Qualification,
Age, Category, Physical fitness etc.

6.3 PROCEDURE FOR ADMISSION: The candidates called for counseling are required to report at
ISTC at the time and date given in the counselling letter along with their original certificates and fees &
funds as described below. If a candidate fails to report for admission at the given time and date, his/ her seat
will be offered to the next eligible candidate. If he/she fails to meet the requisite eligibility conditions,
he/she will not be admitted to the training centre even if his/her name has been projected in the merit
list.

6.4 The following documents to be handed over at the time of counseling:

a) Original certificates of SSC / Matric, 10+2/Diploma, Date of Birth, B. Tech/ B.E., Caste Certificate,
Migration Certificate, Character Certificate, etc. The original certificates will not be given back to the
candidates under any circumstance till they complete the scheduled study period at this Institute. Therefore
candidates are advised to take sufficient number of Xerox copies to keep with them before submitting the
originals to CSIO at the time of counseling.

b) Certificate of Physical fitness from Civil Surgeon. The Institute reserves the right to send the candidate
for further Medical examination, if necessary.

c) The candidates/parents shall give an undertaking for good conduct and behavior and to abide the rules &
regulations as prescribed by the Institute.

6.6 UNIFORM AND STATIONERY: The trainees are required to wear prescribed uniform during their
training at ISTC. The details of ISTC uniforms will be provided at the beginning of every session. Uniform,
stationery items, tool kits etc., as prescribed by the Institute, are to be arranged by the trainees at their own
expense.

6.7 PHYSICAL STANDARDS: The training is career-oriented demanding a lot of physical work from the
trainees. The trainee must be physically fit.

6.8 RULES AND REGULATIONS: Rules and regulations are strictly enforced during training. A booklet
entitled Indo-Swiss Training Centre Rules is available in the ISTC for reference. The Training Centre
reserves the right to amend/modify these rules & regulations, from time to time, without assigning any
reason.

6.9 Ragging is strictly prohibited in ISTC and CSIR-CSIO Campus as well as in the Hostels.

7 HOSTEL ACCOMMODATION
Hostel accommodation on sharing basis within the campus is available for boys only on First Come First
Serve basis. The climate of Chandigarh is very warm in summer and very cold in winter. For guidance of

hostlers, a list of items required will be sent along with their letters of admission. Detailed information
regarding hostel may be got from warden at the time of admission.

8 GENERAL RULES FOR ADMISSION/TRAININGS


1. Terms & Conditions For Candidates Admitted to Fulltime PG Diploma Courses:
a) The Institute reserves the right not to conduct any course at its sole discretion. The seats mentioned in
all the courses are provisional. The Institute reserves the right to increase or decrease the number of seats
and cancellation of the program.
b) No traveling allowance or any other allowance will be paid for attending the entrance examination,
counseling, joining the course or on termination thereof.
c) The student shall not cause any damage or loss to the property of the Institute/CSIO, failing which they
are liable to bear the loss.
d) The trainees are expected to maintain utmost discipline and good manners inside and outside the campus
and not get involved in activities which cause blemish to the good image of the institute.
e) Any information given in the application by the candidate, if found incorrect after selection to the
course, is liable for such punishment as may be deemed fit including his/her disqualification and/or
dismissal from the course.
f) Once the selected candidates report for the course and pay the fees by the prescribed date, the
admissions are treated as closed and the waiting list ceases. Fee once paid will not be refunded.
g) The Institute reserves the right to terminate at any time at its discretion for misconduct/indiscipline,
breach of rules etc. In such an event the course fee paid by the candidate shall not be refunded.
h) The rules are liable for change from time to time depending upon the exigencies of the course.
i) Candidates should not be studying in any other course or undergoing any other training at the time of
admission.
j) The medium of instruction is English.
k) The Institute reserves the right to alter, vary change and / or modify the rules governing the admissions,
or any other procedure from time to time depending upon exigencies of training and the trainees have to
abide by these rules.
l) The Institute reserves the right to alter and/or change the eligibility criteria/qualification for admission.
m) Fee & funds/ Curriculum/ Rules & Regulations are subject to change, from time to time, by the
competent authority, without assigning any reason.
n) Decision of the competent authority will be final in case of any discrepancy.

b) A proper and continuous evaluation system shall be followed to judge the skill of trainees trained under
these post-graduate courses. The trainees will have to strictly undergo the training as per the schedule and
instructions and comply with all the rules of discipline as may be in force from time to time. Copying in
examination and malpractice during the exams will be viewed seriously.
c) The basic philosophy of the course will be learning by doing. Approximately 80 % time will be devoted

2. EXAMINATIONS
Examinations will be conducted and result declared in accordance with Indo-Swiss Training Centre
Rules.

3. ATTENDANCE
The attendance of 85% in each semester is compulsory. Mass Absenteeism by the trainees is an act of
indiscipline and is viewed seriously. Parents / guardians are advised to take a special note of the
above.

4. LIBRARY
The library has thousands of books, several periodicals Journals, and ISI Standards & E- documents. It has
open access system. It has circulation section, reference, textbook section, periodical section, and
newspaper & general reading section.

5. MEDICAL FACILITIES
The Institute has its own dispensary where the medical facilities of general nature exist for the students
and staff. The trainees can get medical consultation from CSIO dispensary.
