1. ORGANIZATION OVERVIEW
1.1. BACKGROUND
SICE, Sociedad Ibrica de Construcciones Elctricas, was founded in Bilbao (Spain) on January 8, 1921 by
Mr. Juan Urrutia y Zulueta and Mr. Lzaro Levi Laurel, making SICE the oldest of all the companies within
the ACS Group (www.grupoacs.com).

From that date until the 80s decade, there were several changes of
ownership, till General Electric acquired it. GE divided the company into
several sectors of activity dedicated to different business lines: Medicine,
Appliances, Traffic, Lighting and Railways.

In April 1986 the CAE Group (Control y Aplicaciones) purchased the Railways,
Lighting and Traffic business lines from General Electric, creating independent
companies becoming a national leader in the involved sectors. In 1989, Plessey
(Siemens) purchased the 49% of the company and separated the railway
branch. In 1992, the CAE Group part was purchased by the industrial division
of Dragados Group. With this operation the 51% of the company was owned by
Dragados and the 49% by Siemens.

This situation changed in 2000, when Dragados purchased the whole Company.
From that moment on, SICE has been acquiring other companies such as SEI
and Dyctel, to extend its activities. In July of 2003 the ACS Group and Dragados
merge to form Europes 2nd largest construction company with 90,000
employees and sales of 10.8 Billion Euros. In 2013, the ACS Group acquired
Hochtief and Leighton Construction companies, becoming the largest private
construction agglomerate in the world.

Between 1921 and the 1970s, SICE worked on projects in the electrical applications field, after which it
began to specialise in the design and manufacture of analogue-type electronic traffic regulators. In the
last 30 years, SICE focused on the fields of Intelligent Traffic and Transport Systems (ITS), Industrial and
Environmental Control Systems and Telecommunications, providing added value to its solutions.

SICE has over 95 years of existence as a company and 30 years in the IT sector.

At present, SICE is 100% part of the ACS Groups Industrial Services Division.

One of our core values is represented by the Human Team this team is the key to achieve or goals. A

1.9. SERVICES
SICE is able to offer a host of services in the analysis of a project, from the very beginning of the project
through to the on-going operations. SICE can provide a complete end to end solution for any Toll System
project around the world.
The following figure summarises what SICE can offer.

For each of the phases depicted in the figure above, SICE can provide several value-added services. We
are willing to partner with our clients for any and all phases, covering the particular needs of each case
for an efficient collaboration.

The following list includes the typical services we have provided in the past for several clients worldwide:
1. Business Plan: Due to the knowledge of both the industry and the local environment, SICE can help
the Concessionaire in putting together the Business Plan; defining the business rules and business
procedures as well as the business processes that will rule over the functional definition of the system
to be implemented or customised.
This phase is critical for the success of the project and a deep knowledge of the business is essential to
allow a complete definition of how to deal with different situations, especially treating exceptions that
may represent a small percentage of the cases but which take a great part of the on-going operational
costs if not properly addressed.
2. Functional engineering: In this phase SICE can assist or completely perform the definition of the
system from a functional perspective, independent of the technology or products that will be used, and
aligned with the Business Plan.
3. Technical engineering: Producing all the elements to properly drive the supply of the system. This
includes the following:

a. Producing the System Design Specifications or SDS: Addressing all the functionality and
requirements from the previous phase into a proper design, both for software and hardware.
b. Traceability Matrix to show the compliance of the requirements by the design.
c. Management Plans an Procedures, including but not limited to the following:

Software Development Plan

4. Supply: This includes all the services for development, installation, testing and commissioning of all
the components of the project. The following list highlights some of the services included within this
phase:

Software development /customisation


Hardware vendor selection
Hardware sizing
Performance checking and tuning of the application
Familiarisation sessions
Installation
Training
Commissioning, including all the testing required: FAT, SAT, SIAT, plans, procedures,
configuration management, change records

For the phase described above for functional engineering, technical engineering and supply, SICE can
perform either the role of the supplier, generating all of the documentation and products identified
above, or as a Project Management Office (PMO), independently supervising and ensuring compliance
from whomever is in charge of the delivery. The testing aspects may be included in both roles, depending
on the specific project.

5. Operation: SICE is involved with the operation of several projects worldwide. We have the
experience and capacity to recruit and train the required local resources to offer different operational
services and remote support. This includes:

a. Level 1 support
b. Complete IT administration, taking care of the corporate services for the operators and
personnel, such as e-mail or shared folders
c. Complement the capacity of the Concessionaire, assuming tasks such as monitoring and
supervision of the TOS alarms and roadside status monitoring

6. Maintenance: As part of the maintenance of the system, SICE can provide the Concessionaire with a
variety of services (as required), including maintenance of the entire system. Some services that can
be provided in isolation are:
a. Design Authority: A committee of level 3 resources that oversee and drive all major changes to
the system, ensuring coherence and cohesiveness of the system
b. Upgrades & patches: Testing and applying required changes (if any) in order to apply an
upgrade or patch to the operating system, the database, or any other third party software that
may impact the system
c. Migration: Typically to another operating system
d. New developments: This may be required in order to incorporate new functionality or to adapt
to new needs. This may include the following examples:

o New functionality to treat a group or company in a different way that was not
previously expected,

o Adapt the system to work with newer software versions or to new mobile devices, such
as iPad 3 or iPhone 6
o Incorporate new security requirements
o Incorporation of new business within the same system
o Incorporation of new roadside providers, integrated within the system

e. Operation of the backups, defining the windows to perform them, controlling tapes that are
being used, periodically taking the tapes to an external safe location, etc.

f. Archiving: Supervising or performing the archiving of all data ensuring consistency of the data
after deleting the information from the production system and ensuring the archived data can
be restored if required

g. Periodic audits to check the correct operation of the system, such as:

o Usage of memory and CPU by the processes, detecting potential situations where a
given process is deteriorating and may give problems in the future
o Detecting mistakes in automatic or manual classification of transactions that follow a
given pattern and may be fixed automatically or operationally
o Analyse customers complaints to detect potential patterns of system functionality
and/or operation that may be generating those complaints and which may be fixed.

This project involves the installation of a coordinated security system as well as the maintenance
service plan for a period of 10 year period.

All the equipment that is covered by the comprehensive maintenance plan will be renewed upon
