PART I COURSE OVERVIEW

1. TITLE: Road Construction and Operation (for Plurinational State of Bolivia)

2. DURATION: June 8 (Thurs.) June 24 (Sat.), 2017

3. GOAL
To increase capacities for preparing various strategic policies with regard to
road construction and maintenance

4. OBJECTIVES

a) To understand various activities and policies on Korea expressway;

b) To learn recent technological developments in road;

c) To foster road/transport sector specialists by experiencing the advanced


knowledge and technology of Korea;

d) To contribute to the progress of Bolivia in the road sector through human


resource development;

e) To enhance mutual understanding and cooperation between Bolivia and


Korea

10. QUALIFICATIONS OF APPLICANTS:

- This is the third-year course to support the capacity of construction and


maintenance management about roads. It is aimed at middle manager level of
the government who manage construction and maintenance on field.
a) Be nominated by his/her government;
b) Be in good health both physically and mentally, to
undergo the course;
c) Has not participated in the same KOICA fellowship
program in the past 3 years - unless otherwise
specified;
d) Be involved in the field of road and structure

e) Has more than five years of experience in the
mentioned above field;
f) Be middle-ranking officials;
g) Show a high level of participation and commitment
throughout the course and promote capacity building in
his/her organization after the completion of the
program;

PART III PREPARATION FOR COUNTRY REPORT

1. GUIDELINES FOR THE PREPARATION OF THE COUNTRY REPORT

A Country Report is an in-depth report that contains an analysis of the current


development issues facing your countries in your fields of expertise. The
KOICA's Fellowship Program includes a Country Report session where
participants have an opportunity to share these issues with other participants
and Korean experts. Throughout the course, you engage in debates and
discussions to resolve them.

A Country Report is directly connected to an Action Plan. Based on what you


present and discuss throughout the course, you are requested to present an
Action Plan on the last day to develop practical measures to apply the
knowledge, technology and experience to your worksite.

Program participants are requested to prepare and submit their country report
individually or as a group to the KEC (Korea Expressway Corporation) Program
Manager via e-mail at baramdori@ex.co.kr or zazz@ex.co.kr no later than
May 31, 2017.The Country Report should be in MS PowerPoint or Word format.
The length of the report should not exceed twenty A4-sized pages. The report
should be written in English and double-spaced.

All participants are required to give a 15-minute presentation on the second day
of the program on your Country Report individually or as a group. For more
effective presentations, a projector, slide projector, overhead projector, and
multimedia TV will be available (PowerPoint presentations are preferred).

PART IV PREPARATION FOR ACTION PLAN

1. GUIDELINES FOR PREPARATION OF THE ACTION PLAN


All participants are requested to prepare a presentation on their action plan as a
group at the end of the course.

The participants are encouraged to make the most of their weekends and leisure
time to further their knowledge acquired from the program and better prepare their
presentation for the action plan.

The Inno-Meeting (i.e., a compound word of Innovation & Meeting) is a problem-


solving method through members discussions by adjusting GEs town meeting to
KEC. It will provide the best tool to share each participants opinion and to set
priorities on what they have to do

2. TOPICS TO BE COVERED IN THE ACTION PLAN

a) Identify various problems related to Bolivian current situation of management in


the road and structure sector (e.g.,road construction & maintenance, etc.)

b) Analyze causes and devise the best way to solve problems and make proposals.

c) Consider how it will affect the current problems and the advantages it will bring
in the future.

d) Discuss how it can be applied to your current work.

e) Expected results/impact

3. STEPS FOR THE ACTION PLAN
[Step 1] Present Country Report (June 12)
- On June 13th, participants are to share their current situation and issues of their
interests through Country Report presentation

[Step 2] Introduction Action Plan Methodology / Grouping (June 12)


- KECs program manager will provide an orientation for writing an Action Plan
- Form Action Plan working groups

[Step 3] Preparing for Action Plan (Through all courses)


- Brainstorm and discuss for making an Action Plan with other members and
KECs experts
- Consult with experts and receive feedbacks for idea

[Step 4] Group Discussion & Making an Action Plan (Inno-Meeting) (June 22)
- On June 24th, participants are requested to make an Action Plan for new
development/ upgraded policies or programs by Inno-Meeting for the whole day
- Lecture on Action Plan methodology
- Analysis on current situation, problems and causes
- Find an appropriate idea or solution to solve the problems
- Discussion in groups for developing an Action plan
- Consult with experts and receive feedbacks
- Presentation on the final Action Plan and feedback

4. SIGNIFICANCE OF THE ACTION PLAN

The action plan is to identify Bolivias current problems and propose appropriate solutions
in order to solve these problems.

All participants should prepare a feasible Action Plan based on lectures and study visit
with regard to road construction, maintenance, operation management, etc.

By establishing a practical action plan tailored to Bolivia`s needs, which defines across
government, at national, regional and local level, increase capacities for planning and
implementing various strategic policies with regard to road operation and management.
Participants will have an opportunity to review and foster their system on road and
structure sector through sharing with colleagues at current work in the courses.

Korea Expressway Corporation (KEC) is a government-owned corporation which


has constructed and managed expressways in Korea since its establishment in
1969. It has also created an innovative road culture and best practices,
representing a customer-oriented road builder in Korea.

The construction of expressways has increased the cost efficiency of transportation


and much contributed to balanced national development. That allows people to
travel in comport and safety without traffic congestion and improving quality of life
and national competitiveness.

KEC plans to increase the total length of expressways to 6,160km by the year of
2020. When this plan becomes a reality, customers will be able to reach an
expressway anywhere in the country within thirty minutes.

KECs business does not stay in the domestic area. With rich experience and
cutting-edge technologies in the field of road transport, it is expanding our business
abroad, especially to developing countries to support the road network
development and improve their quality of life. For that purpose, it is participating in
development assistance as well as in various road projects.

Appendix 1.

INTRODUCTION OF KOICA

is a development cooperation agency of the Republic of Korea


which was established in 1991. KOICAs mission is to reduce
poverty, promote living standards and help realize sustainable, equitable and
inclusive development in developing countries. To accomplish its mission, KOICA has
been actively involved in enhancing developing countries socio-economic
infrastructure and institutions, providing the people of the developing world with
opportunities for better lives and improving their well-being.

KOICA Fellowship Program

Human Resource Development (HRD) has been one of the most important factors
in Koreas escape from the vicious cycle of poverty and underdevelopment which
had existed for many decades. With scarce natural resources, HRD played a vital
role in Koreas development; thus, Korea has emerged as an exemplary showcase of
national development powered by HRD. From its own experience Korea came to
fully recognize the significance of HRD. With extensive experience and know-how in
HRD, Korea contributes greatly to the international community by sharing its unique
development experience with other countries.
The KOICA Fellowship Program is one of KOICAs main projects to support partner
countries secure human resources for their development. The primary objective of
the Fellowship Program is to share important technical skills and knowledge as well
as to build capacities for sustainable socio-economic development. The program is
composed of a wide range of topics, including public administration, economic
development, science and technology, agriculture and health, etc. In order to meet
the changing needs of partner countries, KOICA always strives to renovate and
improve its Fellowship Programs.

KOICA FELLOWSHIP PROGRAM (CIAT)

KOICA has launched a brand-new name for


the KOICA Fellowship Program in order to
more effectively raise awareness about the
program among the public and its partner
countries.

In English, CIAT stands for Capacity Improvement and Advancement for Tomorrow
and in Korean it means seed () with hopes to contributing in the capacity
development of individual fellows as well as the organizations and countries to which
they belong.

The CIAT Program provides participants with opportunities to gain first-hand


knowledge of Koreas development experience. The programs are designed to
enable participants to apply what they have learned for the development of their
home countries. Since 1991, KOICA has offered about 4,255 courses to more than
69,981 participants from 172 countries.
