SECTION A INSTRUCTION TO APPLICANTS
1. Please read Section A Instruction to Applicants carefully before filling in the Pre-Qualification Document.
2. Applicants must:
a) Be locally incorporated (in compliance with the requirements of the Companies Commission of
Malaysia) with a minimum of three years of incorporation to-date;
b) Hold a valid Grade G7 company registration certificate from the Construction Industry Development
Board (CIDB);
c) Have, amongst others, experience in basement excavation of more than three levels, construction of
deep basement slab and bored piles and undertaking earthworks; and
d) Have experience in similar projects with a minimum contract sum of RM100 million in the last five
years.
3. Joint Venture or Consortium between local companies (maximum three companies) is allowed to
participate in this Pre-Qualification exercise provided that:
a) All companies must be locally incorporated and in compliance with Item 2a), 2b) and 2c) above; Each
company in the Joint Venture or Consortium must have experience in similar works with a minimum
single contract sum of RM 50 Million;
b) Each applicant is allowed to form a Joint Venture or Consortium for this purpose only ONCE. If any
applicant is found to have participated in more than one application, all members of the Joint
Venture or Consortium will be disqualified.
c) Applicants who apply via Joint venture or Consortium will no longer be eligible to submit as individual
companies.
4. The Pre-Qualification submission for Joint Venture or Consortium must complete with the followings:
a) Duly filled Section G Joint Venture / Consortium Arrangement.
b) Duly filled Pre-Q Document of each member company together with the supporting documents.
Kindly indicate the Lead Partner in Section G Joint Venture / Consortium Arrangement. All
communications in regards to this Pre-Qualification exercise shall be directed to the Lead Partner only.
5. All documents submitted are non-returnable.
6. The Pre-Qualification Document must be FULLY completed in English and all the required attachments
must be attached. Please do not leave any items unanswered, stating Not Applicable or Nil. All
information supplied must be accurate and up-to-date.

7. All questions in this Pre-Qualification Document must be answered in the manner described. Reference to
attached catalogues or company brochures as the only means to answer the question is not acceptable.
Catalogues and company brochures may be provided as supplemental supporting documents. Applicants
are allowed to duplicate the table format if the space provided is insufficient. All supporting
documentation must be properly cross referenced to the question and labelled with the name of the
applicant on top left corner of the document.
8. Applicants will not be reimbursed for any expenses and/or loss incurred in the participation of this pre-
qualification exercise.
9. Applicants to take note that participation in this pre-qualification exercise does not guarantee invitation to
the subsequent stage of Request for Proposal or tender submission. Only shortlisted applicants will be
notified to proceed to the subsequent stage of Request for Proposal or tender submission.
10. Applicants are required to submit the following:

a) A duly completed pre-qualification document with comprehensive supporting information (one
hardcopy and one CD containing electronic copies of the pre-qualification document and supporting
information in PDF format), to be submitted in an arch file (type 2 rings) with properly indexed
dividers for each section; and
b) A non-refundable administration fee in a bankers cheque of RM500 (Ringgit Malaysia: Five Hundred
Only) payable to 1MDB Real Estate Sdn. Bhd.
in a plain sealed envelope marked:

Pre-Q No. RE/PQ/002 Project-Specific Pre-Qualification of Contractor for the Proposed Construction and
Completion of Earthwork and Rock Excavation Works, Retaining Structures, Bored Piles, Basement Slab
and Other Associated Works at the Proposed Kuala Lumpur International Financial District.
The titles are to be written/printed at the top centre of the envelope, addressed to
1MDB Real Estate Sdn. Bhd.
Level 8, Menara IMC, Jalan Sultan Ismail, 50250 Kuala Lumpur, Malaysia.
11. Failure to comply with any one of the above instructions shall render the application liable to rejection.
1MDB RE reserves the right to reject any application with insufficient information for the purpose of this
Pre-Qualification without giving any reason for rejection.
12. 1MDB RE reserves the right to accept or reject any application, request for further information from any
applicant and to annul the Pre-Qualification process and reject all such applications at any time without
assigning any reason, and further without thereby incurring any liability of whatsoever nature to the
affected applicant(s) or any obligation to inform the affected applicant(s) of the grounds for such decision.
13. All requests for clarification by any intended applicant shall be made in writing to PQ002@1mdb.com.my
no later than 23 December 2011. No change in any substance of the Pre-Qualification submission shall be
sought, offered or permitted.

8. Validity : This *joint venture or consortium shall remain valid and in force
until completion of all obligations arising from this Pre-
Qualification Exercise for the Proposed Construction and
Completion of Earthwork and Rock Excavation Works, Retaining
Structures, Bored Piles, Basement Slab and Other Associated
Works at the Proposed Kuala Lumpur International Financial
District subject always to the rights of the *joint venture or
consortium parties to determine this *joint venture or consortium
arrangement should the *joint venture or consortium not be
shortlisted pursuant to this Pre-Qualification Exercise for the

3. We hereby declare that in consideration of being permitted to present its application for pre-qualification,
the undersigned waive any claim whatsoever against 1MDB RE and his authorised representatives and
consultants which may arise from the submission or use of decisions made relating to the information
contained in this application.
4. We understand that 1MDB RE reserves the right to accept or to refuse any application for pre-qualification
without requiring any explanation for such a decision. And such decision shall be accepted by us as final
and not subject to any appeal.
5. We understand that any approval of this application does not oblige 1MDB RE, contractually or otherwise,
to shortlist us for any Request for Proposal/tender exercise.
