responsibilities
Review and process the Procurement requests according to organizations policy and donor
rules.
Process the national and international tenders according to threshold and donor procurement
rules, also following the rules of national public procurement regulator authorities ppra.
Updating the procurement policy procurement softwares.
Organizing the procurement sessions for Project managers and procurement staff to understand
procurement procedure.
Training to the Procurement and logistics staff that how to maintain transparency, presentations
to the management meeting and donors during the visits on ongoing procurement status
Supporting the Program for preparing project procurement Plan and Annual procurement plan
Preparing the procurement reports for donors.
Interfaces with project/program Manager to plan and prioritize purchasing activities.
Reviews planned orders, creates requisitions for purchased items, and manages approval
process.
Transmits and prioritizes approved purchase orders and supporting documents to
supplier.
Tracks order acknowledgement, prepares and communicates shortage and backlog
reports, and provides visibility of potential interruptions to internal customers.
Tracks orders and confirms system lead times, delivery dates, and costs.
Reviews, updates, and maintains purchase orders until they are closed
Leads finance and logistics staff in resolving reception and invoice discrepancies.

Major
responsibilities
Project (1st October - 2015 to till date
Objectives: Budget holder of Log, Admin, Finance and HR and responsible
for coordinating, consolidating, and ensuring smooth implementation of and
adherence to logistic, human resource, administration and security procedures and
provides operational support to the Nutrition / Food Security / Water and Sanitation
programs on an RWF base in RWF mission. in charge of building the capacity of the
local support team in the base.
Management: Depending on the context and program needs, the Head of
Base is in charge of managing the opening, closing and/or regular running of the base
including management of all or part of support staff, program activities,
administration, and security of the base as well as coordination with program staff on
the base level. Head of Base ensures that RWF procedures and donor regulations
applicable to projects implemented on the base in regards to logistics, security & HR,
are closely followed.
Logistics: While the context may vary, the Head of Base is typically in charge
of managing the proper set up / rehabilitation / running of base premises (office /
guest house), ensures the proper functioning of supply chain including procurement
planning, purchasing of goods and services, their transport and storage, supervises
the organization, planning, and maintenance of the fleet, evaluates/reports the need
and ensures the proper use of RWF equipment, assesses and ensures the functioning
of the means of communication appropriate for the RWF base.
Administration/ Human Resources: Responsible for set up and
implementation of standard RWF Administration. Ensures the proper management
of finances on the base (under the supervision of Admin Coordinator) including
planning, authorization of expenses, and reporting. The Head of Base also ensures
the management of Human Resources in accordance with the RWF guidelines and
the legal requirements in the host country.
Security: Responsible for the security on the base including staff, premises, as
well as security of RWF materials and assets. The HoB assesses monitors and reports
the security situation and develops security procedures relevant to the context.
Representation: Represents the organization at the local / regional level
including general meetings with humanitarian actors, local authorities, protocol
meetings, security meetings, as well as sector program meetings when requested by
the mission coordination. The HOB manages the visit of donors representatives / HQ
visitors / other stakeholders whenever requested

Major To develop an overall action plan and play an active leadership role to implementing (logistics
responsibilities & distribution operations management strategies and objectives in the designated area under
the scope and focus of the program objectives to deliver the predefined goals
Managing the following tasks on daily basis:
Receipt, Storage, Dispatch, Record Keeping of goods and Warehouse management etc.
Building relationships with key clients: (suppliers, vendors, factory owners etc)
- Supervise off-loading of the commodity movements going in & out of the store;
- Implement proper stocking according to commodity and price;
- Carry out accurate tally during off-loading stocks; receive stocks to store or for subsequent
transport.
- Logistics including stocking, Stock Control, Past Control etc
- Handling all import & export related matters
Language Good command over verbal and written English, Arabic, Urdu, Sindhi, and Punjabi.
