SKILLS AND PHILOSOPHY

My experience with the U.S. Fish and Wildlife Service over the past 30 years in four Service
program areas across seven Regions provides me with perspectives and skill sets of value to
Service Project Leaders as we reflect upon where the Service has been, where we are today, and
where we can be in the future. I believe in landscape-level, cooperative approaches to
conservation and in the importance of an enduring Service legacy of conservation through
recruitment efforts and mentoring employees.

Although the bureaucracy significantly restraints government employees in applying private


sector business approaches, I have, throughout my career attempted to do so to the maximum
extent possible. My philosophy is simple: The missions of Department of the Interior agencies
are more relevant to the American public when they strive to create innovative,
government/private partnerships to arrive at mutually-acceptable solutions to conservation issues.
This can only be accomplished by creating an atmosphere of trust and mutual respect through
listening and seeking a deep understand of the perspectives of those citizens that make their living
from the land. Whether it be hunters and anglers, cattlemen, watermen, civic leaders or local
politicians, until one has gained their perspective by walking a mile in their boots, one cannot
begin to seek balanced solutions to natural resource issues.

The depth and diversity of my Service experience and training as described below is serving me
well. The past 2 years as Project Leader of Chincoteague NWR Complex have been absolutely
amazing. It has been a tremendous and rewarding challenge to arrive in the midst of divisive
controversy and then regain trust and achieve success through working with our local and
congressional partners to improve relationships and identify and focus on commonalities rather
than differences. Im eternally grateful to my staff for the support they have shown and to the
Regional NWRS leadership for the freedom to do what I thought was best without question.
