Consulting service for preparation of Estimation Guideline for Power Connection Management at

Seraikela Distribution followed by filling of proposal for State Electricity Regularity Commission
and follow-up its approval in time bound manner.

Overview: JUSCO is the second power distribution licensee in the revenue district of Seraikela
Kharsawan and currently is supplying power to all categories of consumers at Seraikela Area.

SCOPE:
Preparations of estimation guideline are to be done in strict compliance to the requirements
of Supply Code Regulations 2015 (JSERC), Safety Regulation Central Electricity Authority
(CEA) and accordance with our present network condition.
All data and key assumptions / rate required to collect from genuine source and approval for
assumption / rate required to taken from JUSCO.
Consultant is required to bring / study the comparative data, and provisions existing in other
states and Private Utilities to support the Estimation Guideline proposal and filings.
Draft estimation guideline for each type of connection should be ready at least 15 days
before the mutually agreed schedule date.
Experience of the Key personal: Key personal to be deputed for the job should have
minimum of 5 years of experience in preparation of Business Plan, Estimation and ARR and
tariff petition for power distribution licensee.
The Proposal for Estimation Guideline should include the following-
o Capital investment plan for LT distribution network
o Basis and calculation for installation charges in two part for all categories of
consumer connection , as
Service Line Cost: The cost associate to providing power connection from
nearest source to consumer premises
Feeder Line Cost: The cost / Charges required collecting from consumer for
installation or strengthening of backward network.
o Basis and calculation for energy security and Meter Security
o Any other charges as per above mentioned regulations

Technical Requirement

a) Consultant should have relevant experience and should have executed similar work in the last 5
years.
b) Personnel planned to be deployed on this work should have worked on at least 2 similar work and
should have working experience of not less than 5 years.
c) Party to submit the necessary work orders/documents supporting his experience in similar works
in support to their credentials.
d) Support for filling and getting approval for State Electricity Regularity Commission- It is expected
that once the proposal is ready, the same will be files to Honable Regularity Commission for
approval. Consultants will be required to provide support for filling of proposal followed by approval
of same.
Time line:- It is expected to complete the preparation of Estimation Guideline within 3 months of
placement of order.

Payment Terms: Payment will be made as per the following -

Preparation of the proposal: 60% of the order value against this line item will be paid after
preparation of the estimation guideline and balance 40% will be paid once the proposal is approved
by the Honble JSERC.

BID Submission: Bid is to be submitted in two parts,

1. Technical Bid:- (to be submitted by 10-11-2015)
Technical bid should contain the following-
a) Credentials of the consulting firm
b) Acceptance of the payment terms.
c) Signed copy of the RFQ document as an evidence of accepting it.
d) Any deviation from the requirement / scope if being asked by the consulting firm.
