1.0 EXECUTIVE SUMMARY:

The client, SPDC required the services of LADOXINTEGRATED SERVICES


LTD for corporate Substation upgrade services for East & Western regional
areas of its operations.
LADOX is required to oversee the following phases of the compact
- Engineering
- Procurement /fabrication
- Installation civil /Electrical. (substation and Generator Hut building)
- Commissioning /Training

LADOX will work closely with SPDC in the Project planning, executive
monitoring team and operation team throughout the active phase of the
project enumerated above.
The SPDC host community would also be carried board on all the execution
phases. The essence of this interfacing relationship is to allow for smooth and
timely and safe delivering of the project since the execution would likely be
within SPDC operation areas.
All relevant standard electrical operation guide lines and SPDC DEPS would be
adhered as to guarantee a seamless Tie- in of the new project to SPDC
electrical power ring System

2.0 PROJECT EXECUTION

2.1 SCOPE OF WORK


LADOX is responsible for engineering, procurement, Fabrication, factory
acceptance test, Customers clearance and package delivering to site (SPDC)
Civil and electrical installations, commissioning, cut-over and trading/.

2.2 PROJECT MANAGEMENT.

The Project Management Team will cover all aspect of Project organisation,
Planning, administration, supervision of subcontractors, finance and general
coordination of the entire Project. This activity spans through the entire
Project period of One year for a typical substation as described in the Project
Schedule in AppendixA9

The Project management team (PMT) will be based in the main office at 2 Old
Aba road or branch office at 52 Effurum road Warri and will be interfacing with
the site activities at the Shell site Office.

The Manpower requirement for this Project is as described in Appendix A3


Manpower Plan

The activities of the PMT will include


Project Planning and Reporting
Organization of Personnel
Management of subcontractors
Management of project interfaces between LADOX and SHELL,
Subcontractor, Communities and Government Agency like NEPA etc
Management of Procurement /logistics
Management of Construction/Installation
General Administration

2.2.1 PLANNING /PRE EXECUTION OF CONSTRUCTION

LADOX Project management team would ascertain following prior to Sub-


station Execution works.
Develop and maintain a workable project schedule.
Perform installation analysis.
Generate project procedures and plans
Plan and execute the pre-lay survey
Procure /fabricate /transport materials
Arrangement for equipment remobilization
Preview all HSE documentations.
Provide site office
Execute /mobilized required sub-contractors
Train relevant indigenous manpower
Interface with SPDC CLO /host community leaders
Communicate with SPDC representatives
HEMP /JHA challenge session /approval

2.3 ENGINEERING

LADOX is to improve professional engineering designs/review advice to SPDC


as to ascertain the operation workability of the new sub-stations proposed.
This would cover quick approval of design documentation prior to
commencement of Fabrication and seamless Tie in at commissioning. We
shall review documentation provided by SPDC and seek clarification if in
down.
The Engineering Design activity which is divided into Civil and Electrical
designs will be Subcontracted to our Engineering Design Contractor Point
Engineering (with office at 29 Bodo street GRA, PH).
They will be managed and supervised by our Project Engineering Team.

LADOXintends to train two Nigerian Engineers who will be attached to the


subcontractor with the purpose of learning and development.
Point Engineering is equipped with modern Engineering Design Facility to
carry out this activity.
This Engineering Design will include
Detail design drawings for foundation and construction of Substation
(switchroom) and generator House
Detail design of steel support and Pipe works for Diesel tank
Detail design of cable route, cable schedules, earthing drawings, Electrical
equipment specification
Conduct HAZOP and SAFOP, reviews/recommendation incorporated into
design actions
As built drawings

The overall Engineering Design period as attached in the Project schedule in


Appendix A9 will be about one month

2.4 PROCUREMENT /FABRICATION/ FAT

LADOX shall be responsible for the procurement of all Equipments, Power


cables, of Low Voltage (LV) switchgears, High Voltage (HV) switchgears,
High Voltage (HV) switchgears, Perimeter Lighting fittings, galvanized
poles and accessories, and Earthing and Lightning protection materials
necessary for the completion of the project. However all Procurement of Long
lead Equipments and materials to be procured will be approved by SPDC
before order is placed.

LADOX Procurement activity will undergo normal procurement process as


described in Appendix A13(Procurement Plan) Vendor selection, requisition,
request for quotation, evaluation, Purchase order, material expediting,
manufacturing inspection, Factory acceptance test, shipping, custom
clearance, duty payments, transportation/delivery, storage and issue to use.

For Most OEM equipment, Factory acceptance test will be done between
LADOX, the manufacturers and SPDC witnessing the tests. SPDC agree on
time will give final approval on this activity

LADOX has also identified Equipments and materials to be Procured Abroad


and those to be procured locally as described below.

LADOX Project schedule for Procurement activity to cover a period of 4-

MATERIALS MANAGEMENT/LOGISTICS
LADOX is to provide logistics for transportation of all Materials relevant to the
Project to site. Only pre-mobbed equipment would be used in all our
operations. Whenever necessary, SPDC would be required to provide cranes,
and operator to load out permanent materials in SPDC site/locations.
LADOX would however manage, supervise and direct the handling of items to
be loaded out.

2.5 GENERAL EXECUTION

CONSTRUCTION ORGANIZATION

LADOX construction organogram is consistent with various task description

of the project. As the overall site activities, responsibilities and authorities of

LADOX/Sub-contractors activities and interface management between LADOX/

SPDC would be managed by our Project Manager who is also our site

representative who overseas our day-day activities on site documentation

report on the site progress to LADOX and client. LADOX would only mobilized

professionally registered manpower resources to this project as to guarantee

quality device.

FUNCTION OF KEYS OFFICER

PROJECT MANAGER

Our project manager will manage the execution of the contract in a safe

manner by discharging all contractual responsibilities. He has the

responsibilities, authority and accountability for the fulfillment of Contractual

obligations.

The Project Manager has overall management authority for all operations on
site, and is also responsible for ensuring that all project activities are
completed in accordance with Project requirements, in this plan. In the
absence of the Manager, the Engineering Manager will assume his
responsibilities. His functions include:

Implementing the company HSE management project plan


Ensuring compliance with the HSE plan
Requiring a prompt and thorough investigation of all accidents.
Scheduling and leading an Accident Review Board with 2 days of an injury
Developing and reviewing of HSE management guidelines
Monitoring of actual HSE performance.

HSE/COMMUNITY MANAGER

He Is responsible for the safety of all personnel at the work site. He is also

responsible for HAZOP and SAFOP reviews as well as conducting HAZID

Manages HSE issues at site in accordance with the procedures set forth
in the HSE policy/plan,
Ensure all HSE risks are reduced to as low as practicable.
Also liaise with Clients liaison officer to deal with community issues
He is the custodian of LADOXHSE site documentations.
He ensures site HEMP management and also development our site HSE
Statistics & reports to our client representative.

2.6.2 ELECT/CIVIL/MECH WORKS

2.6.3 ELECTRICAL WORK

2.6.3a INSTALLATION /TEST OF HV/LV AMF/ACO PANELS &


SWITCH BOARD

The equipment will be procured from The Original Equipment Manufacturers
after fabrication via agency subcontractor where applicable. Then after
fabrication, LADOX and SPDC will witness the Factory Acceptance Test at an
agreed date. Any Punch list/snags would close the out before shipment to
SPDC for safe and secured storage before installations.

2.7 PROJECT COMMISSIONING


The contract being a multi- Disciplinary project aim at a seamless delivery of
3 phase power supply at 0.415KV and consignment inclusion of new sub-
station into the SPDC main power supply HV ring system requires that
LADOXmust not only conform to the National electrical supply standard but
also to the SPDC standard installation and operation guide times as dictated
by the relevant sections of the Design and Engineering Practice Guide liver of
SPDC towards the successful completion of the project and consignment
commissioning, which LADOX intend to achieve would be done by meticulous
consideration of the following :

Appropriate functional review of AFC drawings whenever necessary.


Adherent to Used of electrical engineering Civil Engineering best practice
on material sections for used on the sustain construction work.
Development of dedicated engineering manpower for every phase of the
construction.
Conducting all required test on site and company site result to fat result.

Earth insulation test to be carried out at intervals for obtain value not
greater than +/ -4 ohms
Power supply phase sequence for effective synchronization either at up/
down stream switching area.
Confirming the qualify /autonomy time of auxiliary supply to motorize ABC
and ATS unit of HV/ LV switchboard depending of area requirement
Making sure that the electrical resistance at copper busbar joints are
reasonably as low as acceptable
Confirming on the functionally of all power control device with respect to
control /switch in text.
Developing /closed art of snack items /checklist on site with SPDC C.S.R.
LADOX will require the transformer, RMV switch boards and HV/LV cables
be left on soak before the due commissioning date.
At sub-station commissioning. The vendor for HV/LV commissioning /test
Engineering would be available on ground
LADOX would ensure that all necessary permits /completely permits like
the HV CERT, LV CERT, PTW are dully processed and the switching
programme drawn for commissioning.
LADOX should prepare adequate JHA and all commissioning team including
SPDC for effective seamless power injection into the sub-station.

2.8 TRAINING
After project commissioning COBIEX/SPDC contract holder would agree on a
local venue, time and training scope which is to be provided by LADOX/
Equipment manufacturer vendor
Basically the essence of the training is to ascertain that the key operational
principal of the sub-station is understood by the SPDC operation/
maintenance team.
Training scope is to also include power system trouble shouting, ACB
protection settings and interpretation of system fault signal from the
manufacturer interface module.
On completion of training, LADOX would present certificate of participation to
the trained staff.

2.9 DEVELOPMENT OF LOCAL CONTENT


LADOX understands that Nigerian content for this Project is:

(1) Any work, services and procurement that directly results in the
employment of local Nigerians; and/or
(2) Expenditures which result in the establishing or extending the capability of
Nigerians to produce goods and services.
(3) Any activity, that maximizes the opportunities for Nigeria capacity and
development of in-country expertise.

Based on the above definitions LADOX understands that the following


works /services constitute Nigerian Local Content:

Engineering, Procurement and Construction activities and other services to


be performed by Nigerian subcontractors

Fabrication or assembly to be performed in Nigeria (but excluding cost of


imported Equipment/materials).

Nigerian Staff and labor for work to be performed in Nigeria.

Supply Services of any equipment and materials to be performed by


Nigerian suppliers

Nigerian Agents fees

Duties, Taxes and surcharges


A detailed Nigerian content plan for this Project is described in Appendix A14

2.10 DOCUMENTATION
LADOX document numbering/index would be used to track document via a
muster document registration which LADOX would also issue to SPDC.
To track the status of document submission and reviews, a revision
designation will be given to all documents as follows:
o Alphabets for revisions indicate that the document need to be approved
o Numeric for revisions indicates that the documents have been approved,
but SPDC /LADOX has requested for a change.

2.11 REPORTING
LADOX Int. would provide all necessary project reporting to SPDC to enable
SPDC track progress of project work /task as laid out in the project schedule .

DAILY JOB REPORTING (DJR)
This document would provide the primary report medium during project
execution, as if provide the details record of exert and work performers on
site.
The LADOX/SPDC report would approve this document prior to issue

MINUTES OF MEETINGS
Minutes of all meetings held by SPDC and LADOX/ or primary sub-contractor
or other agencies would be generated by LADOX and signed by leaders of
participating team. The reviews of such minutes and finals review issued for
signature with 5 days.

MONTHLY REPORT
LADOX would make available to SPDC her monthly report and would indicate
the work progress through the month, and also planned activities for the next
month.

AUDIT REPORT
All site audits by LADOX/SPDC would be documented held of site for the
successful close out items identified. The report will include intended closed
out date and the actual close out will be tracked.

2.12 HSES PROGRAMME

2.12.1HEALTH SAFETY AND ENVIROMENT MANAGEMENT SYSTEM


LADOX is a company that is highly committed to development and execution
all her project in a Safe manner. The company has a project management
system that is highly committed to the fulfillment of HSE set goals and
targets.
This will be achieved by having trained manpower resources that are highly
motivated and committed to HSE

LADOX our staff have undergone various HSE training with the following
organizations.

DESIGN REVIEWS; HAZOP and SAFOP reviews will be conducted where


applicable. LADOX may use subcontractor Art and Science ltd for this
activity. Recommendations for this activity will be incorporated in the Project.
HAZID workshop will be conducted before Commencement of Project
construction Phase

Activities will be timely planned, risk level assessed and control measures put
in place as to a level that is as low as reasonably practicable
LADOX would only commerce jobs that are viewed safe otherwise it would not
be done.
LADOX work force (sub-contractors inclusive) has HSE responsibilities as part
of their tasks and targets. They are also their brothers keepers by watching
out for each other and achieve ongoing coaching.

The following HSE objectives would be established for the project.


To fully support comply with SPDC health safety and environmental
management required
To achieve a safe work environment when all task would be carried out
without incident to employees.

SECURITY

Upon contract award, on site / sub-station security assessment to be

conducted and journey management plans will be developed to suit the

needs and security, challenges of the environment.

The site security plan would also be developed with the following objectives;

Emphasizing community relation CLO to manage expectations with the host

communities of SPDC facilities area.

Develop plan that would minimize interference with ongoing operations.

Credible and visible deterrent to discourage engagement with determent.

Whenever necessary LADOX would arrange to provide addition site security

to secure items to be delivered to SPDC.

ENVIROMENT

Considering the operation of LADOX in the construction of the purposed

substation, the task will be conducted in a manner that would reasonability

minimize any possible impact to the environment.

LADOX and its /sub-contractors in the project team will comply with all

applicable standard to prevent damages to the environment.

The project team has established the following objectives to achieve goal

Zero have to environment.

Make preservation of environment a priority in our daily operations.

Reduce the impact of our operation on environment.

Promote environment awareness and responsibilities in our employees

and subcontractors.

The LADOX HSE manager will appoint a person to co-ordinate environmental

issues. LADOXHSE manager shall be responsible and accountable for effective

implementation of the environment management improvement process,

setting objective, goals and monitoring performance of the application area.

2.13 RISK ASSESMENT & MANAGEMENT


This involves defining and planning the risk / opportunity strategy, identifying
the magnitude and likely hood of risk.
Development assigning risk/opportunity owner to track, monitor and control
risk/opportunities. Risk/opportunity owners are responsible for implementing

the response /action plans. LADOX will use a risk management system base
on proven industry technique to identify, asses, develop mitigation strategies
for each credible risk. This will be reviewed by senior managements on a
weekly basis as outlined in LADOX Project risk management procedures.
While the project manager retains overall responsibilities for risk assessment
management.

2.14 CHANGE MANAGEMENT


The change order program is a project management tool for effective cost &
schedule control that affords the opportunity for early identification,
evaluation and analysis of cost & schedule deviations from an established
baseline.
Change management applies to any potential change to the work including
information processes, plans, procedures, drawing/documentations related to
the work. All changes to be implemented by LADOX must be approved by
SPDC change control team.
This early identification provides appropriate action to be taken by the project
team to address change orders in a good manner rather than provision of the
evaluation enabling the project team to make decision that can influence the
direction of project cost & schedule. All changes envisaged will be reviewed,
approved and documented by the appropriate parties before implementation
to ensure that unrecognized safety environmental or operability risks are
introduced into the work.
LADOX Project manager would be responsible for the implementation of the
overall change management on the sub-station project.

2.15 COST CONTROL


Cost control shall consist of identifying the original agreed to cost estimate &
contract. The structuring of a control budget will incorporate the following:
Work breakdown structure to measure performance.
Tracking commitment
Produce estimates of future liabilities estimate to complete
Identifying trends
Explaining & tracking cost & schedule variance
The lording expenditure for cash flow analysis

2.16 PROJECT CONTROLS


LADOX Project controls dept. will provide schedule & cost information to
management and other stakeholder in a good time in order to make effective
management decision.
The control is achieved through establishing a baseline, collecting
committment & actual expenditures, analyzing data evaluating changes,
forecasting and communicating the status of the project.
The steps to achieve the proper reporting consist of doing the following.
Steps 1- Establishing Project baseline commit
Step 2 - Monitor performance measure
Step 3 - Report status communicate
Step 4 - modify forecast to complete adjust
Repeat Step 2, 3 & 4

2.17 PROGRESS MEASUREMENT


Most linear activities in the schedule plan such as engineering & procurement
will be measured with milestone that jointly with SPDC will be determined
before the commencement of the project. Linear activities could be measured
by how many/the units installed.
Company the percentage of completion schedule to its baseline and
determining if schedule is on target and on budget
After this comparison a recovery plan could be approved for implementation

2.18 RECOVERY PLAN


When identified delay is proven, which will be a direct impact on the critical
path of execution for timely project completion, LADOX Management Team
will order a recovery Plan. In which case, the project control engineer will

commence an evaluation for a recovery plan to be in place immediately.

2.19: INTERFACE MANAGEMENT.

LADOX recognizes that there will be interfaces in this Project between
various stakeholders in the achievement of this Project. LADOX will manage
all the interface and ensure a smooth Project execution. For each Project
phase, LADOX has identified the Interface Management required and the
parties involved. The interface includes

2.19.1 LADOX AND SHELL.

The interface between SPDC and LADOX spans across the entire Project. From
Engineering, Procurement, Construction, Installation, Commissioning and
Close out. For the successful execution of this project the interface
relationship with our client for this project would have to be properly defined
and documented
Responsibilities of COBIEX

- Carry out the entire project from Engineering to close out


- All design calculations, drawings, specification for design work and
procurement of equipment is to be fit for purpose
- Nominate a representative to manage Project interface (Project manager)
- Inform Client of any work stoppage due to internal disputes or HSE violation
- Obtain Approvals from Client for use of any subcontractor, as well
subcontractor evaluation process for Engineering and Procurement
- Obtain approvals for any change management
- Agree with client on date/time of factory acceptance test
- Submission of all work procedures
- Interface with Client on cutover of Substation loads from Old to new during
commissioning
- Manage all interface within Project schedule

Responsibilities of CLIENT

- Issue detailed scope of work to LADOX


- Make all necessary Clarifications on project from Engineering to close out
- Assist LADOX during Project execution with any requirement that requires
SPDC prompt attention
- Premobilsation exercise for LADOX
- Provide details and necessary assistance for concurrent operations
- Manage the entire Project

2.19.2 LADOX BASE OFFICE, FABRICATION AND CONTRUCTION SITE

- LADOX shall mange all Interfaces between the Base office, fabrication site

and construction site

- There will be clear responsibilities spelt out on what activities each area will

coordinate

- There will be weekly coordination Meetings to review activities and work

progress

2.19.3 LADOXAND OTHER STAKE HOLDERS (SUBCONTRACTORS,

VENDORS, GOVERNMENT AGENCY, AND COMMUNITY).

The interface between LADOX and these other Stakeholders above, also
spans spans across the entire Project, From Engineering, Procurement,
Construction, Installation, and Commissioning.
The interface relationship with other stakeholders for this project would be
defined, documented and properly managed

Responsibilities of LADOX ENG

- Identify required stakeholders subcontractors/vendors and Community to be


interfaced with in this Project
- All design calculations, drawings, specification for design work and
procurement of equipment is to be defined properly and agreement reached
with the Subcontractor or vendor
- Supervise and Manage all interfaces within each project phase by
appointing a stakeholder representative )
- Inform all stakeholder of their obligation in their contract agreement and
ensure compliance. All obligation will be in line with Clients own
- Obtain Approvals from Client for use of any subcontractor, as well
subcontractor evaluation process for Engineering and Procurement
- Obtain approvals for any change management

PROJECT SCHEDULE;

The Project Schedule planned for a typical substation below, allocates a


Project Span of One year and another year for Warrantee period, during which
a Load study/ Installed equipments can be monitored by Client.

Below is a brief outline of the Schedule. Required details on Project execution


have already been captured in the Project execution plan

PROJECT MANAGEMENT: This is an ongoing activity which spans through out


the one year project period

PROCUREMENT: The procurement activity for this project is planned such that
all the long lead orders will be placed and arrive within (5-7) months, which
include LV/HV equipments, transformers and HV EXLPE cables (If required).
Order for LV cables will be placed via Local Cable Manufacturers.
The allocated period will include Approvals, Manufacturing, Shipment and
Clearing of Equipments, as well as the Factory Acceptance Test which will be
witnessed by Client.

CONSTRUCTION/INSTALLATION: Once order has been placed, Premobilisation


to site begins, then the Civil works - construction of substation, generator
house and bond wall can progress.
Upon arrival of Equipment, The necessary Installation works can begin. This
project phase takes about 4-6 months

TESTING/COMMISSIONING/CLOSE OUT; All Installed equipment will be tested


and commissioned within the allocated period of one month

TRAINING; any required training will be conducted within two weeks after
commissioning of the Project

S-CURVE: The S curve only shows the planned schedule for this Project. No
variance is captured at this stage because we do not know the required Client
target Schedule for the project
