AN EXECUTIVE ORDER AMENDING EXECUTIVE ORDER NO. 22 ESTABLISHING


THE STRATEGIC INTERVENTION AND COMMUNITY-FOCUSED ACTION
TOWARDS DEVELOPMENT (SICAD), AND FOR OTHER PURPOSES

WHEREAS, the state of poverty in the province is aggravated by the current state of
environment degradation and resource depletion resulting in long-term environmental
effects ranging from flooding and soil degradation with the prevalence of wood charcoal
production, land overexploitation, encroachment in the upland areas, among others;

WHEREAS, the Strategic Intervention and Community-Focused Action Towards


Development (SICAD) was established by virtue of Executive Order No. 22, Series of
2011 dated 28 March 2011 issued by the Provincial Governor for purpose of
convergence and partnerships towards development;

WHEREAS, due to the complexity of issues arising out of the government programs
against poverty, and consistent with the SICADs thrust to promote involvement,
collaboration, and synchronization of efforts, there is a need to amend the said
Executive Order;

NOW THEREFORE, I, ALFONSO V. UMALI, JR., by virtue of the power vested in me


as Provincial Governor by Section 465 (b) (2) (iii), Article One, Chapter 3, Title IV, Book
III of Republic Act No. 7160, otherwise known as the Local Government Code of 1991,
do hereby promulgate this Executive Order as follows:

SECTION 1. Section 6 of Executive Order No. 22 is hereby amended to read as


follows:

Section 6. GOVERNANCE AND STRUCTURE. (See attached structure)

The SICAD shall be under the command-control of the Provincial


Governor. In the absence of Governor, it shall be under the direct supervision of
the Provincial Administrator. In the absence of Provincial Administrator, the legal
facilitator shall be the Executive Assistant or shall come from the Provincial
Advisory Group. The following shall serve as members of the Provincial Advisory
Group:

a. Rev. Fr. Jimson H. Ruga, Ph. D.


b. Mr. Nelson B. Melgar
c. Ms. Olivia L. Palomaria
d. Mr. Efren E. Garcellano
e. Engr. Ray T. Goco
f. Ms. Rowena R. Sanz
g. Ms. Lydia Mueca S. Melgar
h. Don Stepherson V. Calda, Ph. D.

COMMUNITY-FOCUSED ACTION TOWARDS DEVELOPMENT (SICAD), AND FOR OTHER PURPOSES

Further, the Convenors Committee which is primarily tasked to oversee


the execution of policies and programs, policy-making and prepare
recommendatory measures shall be composed of the following:

a. Gov. Alfonso V. Umali, Jr. Provincial Governor


b. Mr. Nelson B. Melgar Provincial Administrator
c. Dr. Romeo G. Infantado Executive Assistant
d. Most Rev. Warlito I. Cajandig Lead Convenor,
Provincial CARE Forum
e. Rev. Fr. Jimson H. Ruga, Ph. D. Lead Convenor,
Provincial Advisory Group
f. Dir. Jesse M. Pine Action Team Lead Convenor
g. Pastor Robert B. Dulay Action Team Lead Convenor
h. Dr. Elsa S. Alberto Action Team Lead Convenor

All units and program implementers of PGOrM, National Government and


other convergence initiatives which have existing activities and development
programs on poverty alleviation and environmental protection shall provide
interventions under each component strategies and approaches. The SICAD
three major component strategies (Protective and Preventive, Transformative
and Integrative, and Promotive and Prosperative) shall have an action team lead
convenor and sectoral heads under each action team that shall be tasked by the
Provincial Governor. SICAD shall actively interface with the Provincial
Development Council and Sangguninang Panlalawigan.

SICAD shall also establish a Field Coordinating Office (FCO) which shall
facilitate external and internal coordination, consolidation and integration of
activities, database gathering an analysis, tracking and triggering of actions,
documentation and record keeping. The FCO shall include a technical support
staff and an administrative support staff.

SECTION 2. Separability Clause. If any provision of this Executive Order is declared


invalid for any reason, the parts not affected shall remain valid and in full force and
effect.

SECTION 3. Repealing Clause. All other issuances inconsistent with this Executive
Order are deemed repealed and/or modified accordingly.

SECTION 4. Effectivity. This Executive Order shall take immediately upon its approval.

DONE IN THE CITY OF CALAPAN, ORIENTAL MINDORO, this 25th day of May in the
year of our Lord, Two Thousand and Seventeen.
