Meeting Summary Report

The Blanks (E) Working Group met April 8, 2017. During this meeting, the Working Group:

1. Adopted its Dec. 15, 2016, minutes, during which it took the following action:
a. Adopted the report of the Investment Reporting (E) Subgroup.
b. Adopted three previously exposed blanks proposals: 2016-23BWG Modified; 2016-27BWG Modified; and 2016-
28BWG.
c. Exposed seven blanks proposals.
d. Adopted the editorial listing.
e. Discussed the possible elimination of property/casualty (P/C) supplements in the health blanks.
f. Approved decision tree guidance to be posted the NAIC website to help companies decide whether to file the
Supplemental XXX/AXXX Reinsurance exhibit and its various parts.
g. Received a year-end change memorandum from the Statutory Accounting Principles (E) Working Group.

2. Received the Investment Reporting (E) Subgroup report.

3. Adopted the following seven previously exposed blanks proposals and the editorial listing:
a. 2016-29BWG Add instructions for the Life Insurance Policy Locator Service contact to Jurat electronic-only
section. Property and title are included because the Jurat page and instructions are uniform or all statement types.
b. 2016-30BWG Modify instructions for the Long-Term Care Insurance Experience Reporting Form 5 to indicate
that a grand total page should be filed. Add crosschecks to Form 2, Part 2, column 1, column 2 and column 3 and
Form 3.
c. 2016-31BWG Reduce the number of collateral type categories from 21 to 10 on Schedule D, Part 1. Add
additional explanations and examples to the categories.
d. 2016-32BWG Split the Cybersecurity and Identity Theft Insurance Coverage Supplement blank into three parts
(interrogatories, stand-alone policies and packaged policies). Add interrogatory questions to better indicate whether
a company writes certain types of cybersecurity and identity theft business and whether the supplement should be
completed. Add information on claims open, claims closed with payment and claims closed without payment.
e. 2016-33BWG Modify the appropriate instructions and blank pages to reflect the movement of money market
mutual funds from Schedule DA, Part 1 to Schedule E, Part 2. Change the title for the Schedule E Verification to
include the reference to Part 2. Add a column to the annual verification for money market mutual funds.
f. 2016-34BWG Modify the illustration for Note 12A(3) Retirement Plans, Deferred Compensation,
Postemployment Benefits and Compensated Absences and Other Postretirement Benefit Plans (Defined Benefit
Plan) clarifying the funded status for pensions and OPEB financial statement components.
g. 2016-35BWG Combine the current Schedule F, Part 3, Part 4, Part 5, Part 6, Part 7 and Part 8 into a single new
Schedule F, Part 3 Ceded Reinsurance. Modify the crosscheck references for line 13 and line 16 of the Liability
page to reflect the changes to Schedule F and make changes to Schedule F, Part 1 to eliminate the under $100,000
aggregation for consistency with the changes to Schedule F, Part 3. For consistency, changes are being made to the
Schedule F, Part 3 supplement for property, the Schedule F instruction and blank for the health Property Supplement
and Schedule F, Part 1 and Part 2 of the life Workers Compensation Carve-out Supplement, as these schedules are
based on similar schedules in Schedule F of the property statement.

4. Exposed 16 new proposals with a comment deadline of May 15.

5. Discussed the combining of the life and fraternal blanks and eliminating the separate fraternal blank. Working Group
members directed NAIC staff to draft a blanks proposal showing the blanks and instructions changes for combining the
two blanks. This proposal will be addressed as a future exposure where comments will be solicited from interested
parties including related working groups and task forces.
