One Rank One Pension (OROP)

The Union Government on 5 September 2015 announced One Rank One Pension (OROP) scheme for ex-servicemen.
The scheme was pending for nearly four decades. This was announced by the Defence Minister ManoharParrikar.
Benefit of OROP will be given with effect from 1 July 2014

What and Why of OROP


OROP, (one rank, one pension) scheme promises to pay uniform pension to the Armed Forces Personnel retiring in
the same rank with the same length of service irrespective of their date of retirement and any future enhancement
in the rates of pension to be automatically passed on to the past pensioners. OROP simply means same pension, for
same rank and for the same length of service, irrespective of the date of retirement.

What it does is, bridges the gap between the rate of pension of the current pensioners and the past pensioners. It
also extends the future enhancements if any, to be automatically passed on to the past pensioners. Till now rate of
pension was based on the date of retirement, rank and the tenure of service of the armed personnel. OROP, makes
date of retirement irrelevant to determine the rate of pension, which was a main contentious issue. Pay increase is
dependent on the pay commissions recommendation implementation date, every consecutive redraws the rate of
pay of the personnel, only the serving or the retiring personnel after the implementation of pay commission
recommendations are eligible for the enhanced benefits, goes against those who retired before that date.

The delay was due to the addition of the financial burden on the countrys exchequer, which is about 8,000 to 10,000
crore as of date, it is bound to increase in the future. Additional burden to the Government which is burdened by the
widening fiscal deficit.

Soldiers who have died naturally during war will be a beneficiary of the OROP scheme
Arrears will be paid in installments 4 half yearly (as the scheme will be implanted (retrospectively).
All widows including war widows will be paid arrears in one instalment.
Revised pension will be the average of the minimum and maximum pension in 2013.
Pension of those who were drawing above the average will be protected, their pension will not be reduced.
A one-member judicial committee will be constituted. It will give reports on equalization period in 6 months,
for revision of pension..

Government nod for gold bonds, new monetizaton schemes

India is one of the worlds largest markets for gold jewellery. Indian household and other trusts are holding over
20,000 tonnes of Gold which makes it a non-productive asset. But why cant we start using our wealthy asset to make
money? In order to make this happen it needs the conversion of gold into productive asset. So our Government
announced to give nod to Gold Monetization Scheme (GMS) and Sovereign Gold Bond Scheme as announced in
Union Budget 2015-16. Through these schemes its value will be unlocked and will be circulated in financial
investments. The new scheme consists of the revamped Gold Deposit Scheme (GDS) and a revamped Gold Metal Loan
(GML) Scheme.(Monetization: Converting the countrys gold holdings into cash)

Facts about Gold Schemes


Introduction of GMS replaced 1999 Gold Deposit Scheme (GDS) and Gold Metal Loan (GML) scheme.
GMS reduce dependency on gold Imports. It will facilitate the availability of gold as raw material on loans
from the banks.
Lower import of gold will help to control the current account deficit.
Interest rates on short term deposits will decided by banks and medium or long term deposits will decided by
government in consultation with RBI.
Collection, Purity Verification and Deposit of Gold will be done under revamped GDS.
Out of the 331 assaying and Hallmarking centres, those will meet criteria specified by (Bureau of Indian Standards
(BIS) will be allowed to act as Collection and Purity Testing 1 Centres for purity of gold for the purpose of this
scheme.

European Regugee Crisis : In search of (better) life!

One month after the body of 3-year-old AylanKurdi washed up on a Turkish beach and a week after the European
Union agreed to secure its borders the refugee crisis has largely fallen off the front pages and reporters are going
home. But the human tide keeps rolling northward and westward, and aid agencies are preparing for it to continue
through the winter, when temperatures along the refugee trail will drop below freezing. They fear the crisis may get
worse. One thing is clear, the movement is not going to die down.What we are seeing right now ... its just the tip of
the iceberg.It is normal for illegal migration into Europe to dip in winters and peak during the summer months, when
the sea crossings are safer. One reason for the drop in numbers is the onset of winters. However, it will rise again,
and the influx will be bigger than ever.

No one thought that the war in Syria would have a humanitarian crisis of such endemic scale in the prosperous
European countries. Syrias war has ground on for four years without end in sight. There is no meaningful diplomacy
to end it. At least 250,000 have died. It is no wonder people want to escape. Syrians represent half of this years
unprecedented surge, which is in turn double the number the year before. In other words, without Syrians, the influx
of people seeking sanctuary in Europe would be roughly where it was last year.That was a record year, too, as was
the year before. An upsurge in conflicts worldwide has fueled record levels of displacement worldwide in recent
years. People also are fleeing conflict in countries such as Iraq, Afghanistan, Eritrea, Somalia and Niger. But with Syrians
accounting for the bulk of those, this is turning into the year when Syrias warwashed up on the shores of Europe.

While more than 500,000 people have crossed the Mediterranean to Europe this year, more than double the figure
for all of 2014, that is only a fraction of the people who are on the move. Some 4 million have fled Syria after more
than four years of civil war, and 8 million have been displaced inside the country. And its not just Syrians. Its Iraqis
and Iranians, Afghans and Eritreans. The main reason for this surge in people trying to cross to Europe is the relative
ease of crossing to Europe. Until recently, the sea crossing from Libya to Italy had been the preferred route for all the
migrants and refugees fleeing to Europe. A far shorter and less dangerous sea route exists from Turkey to Greece. But
the journey from Greece through the Balkans to the northern European destinations preferred by refugees was far
more complicated than the one leading through Italy. After Macedonia lifted harsh measures aimed at preventing

refugees from entering the country in June, the route through the Balkans opened up. Turkey is next door to Syria, and
it is also more easily accessible for people coming from countries farther to the east, including refugees from Iraq
and Afghanistan and economic migrants from Pakistan and Bangladesh.Also, the crossing to Greece from Turkey
takes less than an hour and as little as 20 minutes, depending on which beach the boat sets out from. Not only does
this make the sea crossing cheaper, but refugees no longer needed to pay smugglers to sneak them through the
borders of the Balkan countries. People planning to make the journey say they now need to pay smugglers no more
than $2,000 to $3,000 to complete the journey instead of the $5,000 to $6,000 required to reach Libya and take the
boat to Italy.That means more people many of whom were saving for the trip anyway can afford to take the
journey now.

The EU acknowledged the scale of the problem last week, even after it approved a plan to toughen border controls
and provide at least 1 billion euros ($1.1 billion) to help Turkey, Lebanon and Jordan care for refugees living in their
countries. The first new border measures wont take effect until November, and a proposal for strengthening the EU
border agency is due in December. If you visit any refugee camp in Turkey and Jordan, you hear only one thing they
all are determined to get to Europe. Why? The reason is not difficult to find. About 4 million Syrians have already
fled their countrys war and are living in neighboring countries, mostly Turkey, Jordan and Lebanon, as refugees.
There they are living miserable lives, denied the right to work, and most of the children are not in school. They all
want to go to Europe citing better life and childrens education as the main reasons as to why they are seeking to
build new lives.Take, for example, Zafer, a Syrian refugee who spoke on condition that his last name not be used for
fear of reprisals. Zafer, 43, fled his country three years ago for Istanbul and is now contemplating Europe, encouraged
by a friend who made the illegal crossing to Greece and is now in Germany. I dont have a future here, it is very hard.
I had a budget but it is running out, he told The Associated Press. I am worried about my childrens education. Now
they are young, but what will happen later when they are older? I am worried. He isnt alone.

A shot in the arm for Zafer and his friends was the announcement was the German Chancellor Angela Merkel that
Germany would offer temporary residency to all the refugees arriving there. This offer encouraged more people to
set out. Iraqis have begun to join the exodus in bigger numbers, and many of those arriving recently in Turkey to
make the trip say they were encouraged by the TV footage of Germans welcoming refugees. Whether the new border
controls introduced by Germany, Hungary, Austria and Slovakia will deter people who have not yet set out remains
to be seen. The EU was spurred to act after photos of Aylan lying face down on a Turkish beach were published
around the world, triggering outrage over the suffering of migrants fleeing war and poverty. Aylan drowned, along
with his mother and brother, when their boat capsized on the journey from Turkey to the Greek island of Kos. Before
the EU can stop the influx, it must convince the world that it has regained control of its borders after months of news
coverage showing the virtually unimpeded flow of people traveling from Turkey to Greece, then north through the
Balkans to Austria, Germany and Sweden.

The surge came as donors cut back on funding for groups supporting Syrian refugees. The World Food Program
(WFP) in August said funding shortfalls forced it to cut food aid by 50 percent for 1.5 million refugees living in
Jordan, Lebanon, Turkey, Iraq and Egypt. EU members pledged to restore funding for the WFP as part of their
agreement last week. The aid is important. Most refugees are unable to build new lives in their Middle Eastern host
countries because they are barred from working. And as they watch their resources vanish, even people who hadnt
planned to go to Europe are now considering it. Theres no hope at all, so moving on seems the only option, Baloch
said. It could be an exodus in the making.

With a migrant path clearly established, complete with signposts on how to get to Europe, aid groups say its almost
as if a message has gone out: This is your chance. Now or never. In normal conditions, you will think twice about
crossing the Mediterranean with your children because it is dangerous, said Gianluca Rocco, western Balkans
coordinator for the International Organization for Migration. But now you go with the flow. The flow is there and it
is moving very quickly. Macedonia, the main corridor for people traveling north from Greece, is preparing for the
flood to continue through the winter.

Authorities are installing floors and heating in tents at the Gevgelija refugee camp, and aid agencies will provide
warm clothes and blankets for the migrants, said Aleksandra Kraus, a spokeswoman for the UNHCR in Macedonia.
The Macedonian parliament in September extended the state of emergency on the countrys borders until June 2016.
The country of 2 million people is spending about 1 million euros a month on migrants. Conditions and capacities
for migrants depend on the budget, said Ivo Kotevski, a police spokesman. We appeal for assistance. All over the
region, groups are already struggling to keep pace with arrivals, especially with winter drawing close. It will get
much colder still, and the provision of adequate shelter is not even close to matching the number of people crossing

aware the new border measures may take effect in November; and that effectively gives potential migrants a
deadline that could spur them to make a dash for Europe, making the events of recent weeks a mere prelude to an
even larger flood of humanity. The EU is moving in the right direction, but the new programs will take time to
implement, and the conditions that have pushed the refugees toward Europe havent changed, said Maurizio Albahari,
author of Crimes of Peace: Mediterranean Migrations at the Worlds Deadliest Border, and a social anthropologist
at the University of Notre Dame. People in Turkey and in Libya are on top of the news. This includes both smugglers
and refugees, he said by email. The winter months and the promise/threat of additional border control/patrols at
the EUs external borders might motivate them to move earlier than they would.

While war in Syria is the primary reason for the exodus, another reason that cannot be obevlooked is the Syrian
governments conscription drive. Short of manpower to fight the rebellion against his rule, Syrian President Bashar-
al-Assads government has embarked since late last year on a drive to enlist reservists to serve in the army. Many of
the Syrians fleeing to Europe come from government-held areas and say they were escaping forced conscription,
which affects all men who completed their compulsory military service in the past 10 years or basically, all men
under the age of about 30.Also, interestingly, there appears to be no attempt to prevent young men who want to avoid
military service from leaving the country. On the contrary, the government has made it easier to acquire passports
in recent months both in Syria and at embassies abroad and it is possible to defer the military service with a
payment of $300.This has confirmed the suspicions of many Syria watchers that Assad has deliberately encouraged
the refugee flow, both to neighboring countries and to Europe, as part of a strategy to empty the country of potential
opponents. The humanitarian catastrophe we are witnessing is an outcome of Assads survival strategy, said
Emile Hokayem of the London-based International Institute for Strategic Studies. Assad has sought to shift the
burden of dealing with those in Syria who are opposed to him onto other actors.Assad, however, blames Europe and
the United States for the exodus, saying most of the refugees are fleeing the terrorism that he accuses the West of
fomenting by supporting elements of the opposition.

The Government is planning Indias longest 600 km expressway to connect Delhi and Katra. This announcement was
made after announcing a highway project for providing connectivity for the four religious shrines (Char Dham) in
Uttarakhand. The project which is expected to cost more than INR 15,000 crores and will be developed on Hybrid
Annuity Model of PPP (Public Private Partnership), with the Government bearing 40% of the project cost. (

Haryana has launched a scheme called Sakhi, One Stop Crisis Center (OSCC), to help the women, who are suffering
from sexual, mental and emotional harassments. The Objective of this scheme is to provide necessary help to
women victims and others, ( who are suffering from any kind of harassment. ( (

The Manipur Legislative Assembly unanimously passed the Protection of Manipur People Bill, 2015. The House also
unanimously passed two amendment bills, namely the Manipur Shops and Establishments (Second Amendment)
Bill, 2015and the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015. The house also passed
a resolution welcoming the Peace Accord signed between the Union Government of India and the National Socialist
Council of Nagaland (NSCN)-IM.

The Supreme Court has stayed the order passed by Rajasthan High Court declaring Santhara as illegal. ( Santhara is
a Jain custom of embracing voluntary death by taking an oath to stop eating until they die of starvation. According
to Jains, this is a way to purge oneself of bad karma and attain moksha.

India is set to host the World Hindi Conference after a gap of 32 years which will focus for the first time on promoting
the language as a means to employment.

The Myawaddy- ThingganNyenaung-Kawkareik section (25.6 km long) of the Asian Highway No.1, which links India to
Thailand via Myanmar, has become operational reducing the the travel time between ThingganNyenaung and
Kawkareikfrom 3 hours to 45 minutes. The section is a part of the trilateral highway that is planned to connect
Moreh, Manipur to Maesot, Thailand, via Tamu, Mandalay and Myawaddy in Myanmar. The whole highway is
expected to become operational by November this year.

The Food Safety and Standards Authority of India (FSSAI)has reduced the permitted level of trans-
fat content in edible fats and oils from 10 to 5 per cent across the country. The new standards
will come into force by August 2016.

The Government will invest 8.5 lakh crores in railways to enhance the capacity
and improvements in safety, maintenance, better signalling, rolling stock,
increase in speed, better passenger services especially with respect to
cleanliness and hygiene etc. (

Western Central Railway (HQ in Jabalpur, MP) becomes the first to close all the unmanned railway crossings. ( About
118 unmanned level crossings were closed and some were converted into ( manned, while Limited Height Subways
(LHs) were built for some. Elimination of level crossings was one of the recommendations of the Kakodkar Committee
on Railway safety.

On the eve of Teachers day, Prime Minister NarendraModi released two commemorative coins of Rs 125 and Rs 10
in the memory of former President SarvepalliRadhakrishnan.

Greenpeace India, a non-profit NGOs FCRA (Foreign Contribution Regulation


Act) license and its plea to release 25% of unutilised amount from its detained
bank accounts, has been canceled by the Ministry of Home Affairs (MHA) as
it was found violating the terms decided by the High Court.

Haryana State Assembly has passed the Haryana Panchayati Raj (Amendment) Bill, 2015 which seeks to amend the
Haryana Panchayati Raj Act, 1994 and fixes minimum educational qualification relating to eligibility criteria for
elections toPanchayati Raj Institutions (PRIs).Haryana became the second state after Rajasthan to fix educational
and other qualifications as eligibility criteria for the candidates contesting Panchayat elections.

Mandatory for the candidates to have a functional toilet at home and payment slips of power bills.
Minimum qualification for contesting Panchayat elections is: matriculation for general candidates,middle
standard or class 8thpass for women (general) and Scheduled caste candidates andclass V pass forwomen SC
candidates.
Persons against whom charges have been framed by the competent court for criminal ( offences punishable by
not less than 10 years of imprisonment will not be allowed to ( contest the elections till they are acquitted by
the court).
Cooperative loan defaulters will also be debarred from contesting the elections to ( Panchayati Raj Institutions).

Union Home Minister, Rajnath Singh announced 33% reservation to women in all para-military
forces. Central Industrial Security Force (CISF) will also recruit women under 33%
reservations.Currently the participation of Women in all forces remained at only 5.04%. The
reservation would improve the strength of all Para Military forces from 1.36 lakh to an estimated
two lakh.

Haryana government has announced the ban on gutka, pan-masala and other products that are
containing tobacco. Manufacturing, storage and sales of all tobacco products has been completely banned in the
state.

Union Cabinet has given its approval to National Offshore Wind Energy Policy, which would provide the roadmap for
development of such plants in the country. India is already among the worlds top producers of electricity from
windmills on land, with a capacity of more than23,000 mw.Under this policy
Ministry for new and renewable energy (MNRE) will be the nodal authority for offshore wind power within
Exclusive Economic Zone (EEZ).
National Institute of Wind Energy (NIWE) will be the nodal agency to allocate offshore blocks for wind energy,
coordinate with other ministries and development of offshore wind energy in the country.
Development of offshore wind energy, including setting up of offshore wind power projects and research and
development activities, in waters, in or adjacent to the country, up to the seaward distance of 200 nautical
miles (exclusive economic zone or EEZ of the country).

National Institute of Wind Energy (NIWE) will be the nodal agency for development of offshore wind energy in the
country. Policy would help to achieve countrys targets for renewable energy and development of wind energy. The
government aims to add 1 lakh mw of solar energy capacity and 60,000 mw of wind energy by 2022.

The Union Cabinet approved constitution of the 21st Law Commission of India for a period of three years from
September 1, 2015 to August 31, 2018. The Law Commission will consist of Full-time chairperson, 4 full-time
members including a member-secretary, a secretary for Department of Legal ( Affairs, a secretary for Legislative
Department and Part-time members (not exceeding five).

West Bengal CM, Mamata Banerjee announced that the government has decided to put
all files and documents related to NetajiSubhas Chandra Bose in the public domain.
The total number of documents to declassify on NetajiSubhas Chandra Bose is 64 files
and these files will be put on display at Kolkata Police Museum. ( West Bengal CM,
Mamata Banerjee also announced to digitize the documents from the period of 1937 to
1947. ( Netajis grandnephew, Chandra Kumar Bose commented this action as a positive
stepfrom the government. All India Forward Bloc (AIFB), a party founded by Netaji himself in 1939. AIFB also demanded
that all files related to Netaji in the Centre and other states should be made available to public. ( AIFB general
secretary DebabrataBiswassaid that these 64 files may not solve the mystery of Netajis disappearance.

India has made its debut in the Quacquarelli Symonds (QS) list of top 200 universities globally. The Indian Institute
of Science, Bangalore(IISc) and the Indian Institute of Technology, Delhi (IIT-D) have been placed 147 and 179
respectively in the QS World University Rankings for 2015-16. Massachusetts Institute of Technology (MIT) retains
the top spot in the QS World University Rankings for the fourth year running. Harvard is at second position.

This is the 12th edition of QSs annual ranking of the worlds top universities. QS usessix performance indicators to assess
institutions global reputation, research ( impact, staffing levels and international complexion. A total of 82 countries)
are represented in the QS World University Rankings this year, (with the largest shares claimed by the US 154) .

Leaders of the Apatani and Nyishi tribes of Arunachal Pradesh signed an accord in presence( of Arunachal Pradesh
chief minister NabamTukiin capital city Itanagar. This agreement will lead to new era of peaceful co-existence and
social harmony. The accord with eight resolutions was signed by BengiaTulom President of Nyishi Elite Society
(NES) and DrHageLoder President of TaniSupumDukum (TSD) at Ziro town.

The Marathi film Court was selected as Indias official entry to the 88thAcademy Awards, 2016.
( It will be sent in the Best Foreign Film Category. ( The movie was directed by debutant
ChaitanyaTamhane. ( The film already won a National Award for Best Feature Film in 2014. ( The
movie revolves around the proceedings of a lower court and its surrounding drama.

International News

Mount McKinley, the 20,237-foot mountain and the tallest in North America which was named after 25th U.S.
president, William McKinley, Obama administration renames Mount McKinley to Denali.

Government of India is planning to launch the global alliance InSPA (International Agency for Solar Policy &
Application) on solar energy at a conclave in New Delhi. Its launch event is expected to be attended by 107 member
countries that are located between Tropic of Cancer and Tropic of Capricorn including China and Australia.

India on 1 September 2015 won the UNESCO prize Award of Excellence 2015 for conserving the Sree Vadakkunnathan
Temple of Kerala. The award was given in the category of UNESCO Asia Pacific Heritage Award for Cultural Heritage
Conservation.

The National Aeronautics and Space Administration (NASA)and the US Agency for International
Development (USAID)have launched a new joint project named SERVIR- Mekong to strengthen
regional environmental monitoring in five countries ofSoutheast Asia namely Burma, Cambodia,
Laos, Thailand andVietnam.

The Russian spacecraft Soyuz, carrying three astronauts- a Russian, Dane and Kazakh blasted off
from the Baikonur Cosmodrome in Kazakhstan, becoming the 500thmanned launch in space travel
history.

The United Nations General Assembly (UNGA) has approved the( draft 2030 Sustainable Development Agenda. It has
now been sent to all the states for adoption. ( 2015 is marked by watershed events for the International Community,
with the Third International Conference on Financing for Development in Addis Ababa in July; the approval of the
Sustainable Development Goals and the Climate Change Summit, widely referred to as COP-21, that is going to be
held in Paris in December. ( The 17 Sustainable Development Goals (SDGs) are comprehensive and address the

the Constituent Assembly supported this proposal out of total 601members. It is necessary to secure 10% of vote to
amend this proposal).

Nepals 601-seat Constituent Assembly approved the new constitution with a 507-25 vote. It has approved after
seven years of painstaking efforts and deliberations. The vote was boycotted, however, by smaller opposition
parties that account for 9 percent of the assembly. Indian Government has expressed its concern over the new

Union Cabinet has allowed 100% Foreign Direct Investment (FDI) in White Label ATM operations. This decision was
taken byPrime Minister NarendraModiin the Union Cabinet meeting to promote financial inclusion in the country.

ATMs operated in the country by 54 banks which includes public, private as well as foreign banks.

Centre for Railway Information Systems (CRIS), the Railway ministrys IT arm, has launched paperless unreserved
ticketing through mobile phones between Delhi and Palwal section, Coin-cum-Card operated ATVMs (Automatic
Ticket Vending Machines) at New Delhi railway station and a Parichalaan mobile application for freight operations.
(The paperless unreserved ticketing facility is already in operation in Chennai and Mumbai and is going to be
slowly made available in the
suburban sections of the Eastern
Railway, South Eastern Railway
and South Central Railway).
Mobile purchase of Platform tickets and Monthly Seasonal tickets will be enabled in the Mumbai and Chennai

NASA-ISRO Synthetic Aperture Radar (NISAR) is a dedicated US and Indian InSAR mission,
in partnership with ISRO, optimized for studying hazards and global environmental
change. As part of it NISAR satellite, which will be the first radar imaging satellite to use
dual frequency, is expected to be launched during the year 2021.

Taking forward the Digital India Mission of PM Narendra Modi, the deputy commissioner of Faridabad district in
Haryana has launched E-Vidyavahini, a computer literacy vehicle that will travel to the urban and rural belts of the
district. Digital Literacy Bus E-Vidyavahini was dedicated to the people by Haryana chief minister Manohar Lal
Khattar on September 5. The bus, prepared with an investment of Rs 35 lakhs, is aimed to start the computer training
on wheels. It is equipped with 20 laptops, one LCD and is connected with internet facility and can enable computer

India launched its first space observatory, Astrosat, from the countrys main space centre at Sriharikota in Andhra

Capital market regulator The Securities and Exchange Board of India (SEBI) has notified SEBI (Listing
Obligations and Disclosure Requirements) Regulations, 2015 which amended listing regulations
that allow listed companies to seek shareholders approval for related party deals through ordinary
resolutions. As per the notification, a time period of ninety days has been given for implementing
the Regulations. However, two provisions of the regulations in the revised rules, which are facilitating
in nature, are applicable with immediate effect.

In a fresh setback to the beleaguered Sahara India Pariwar, the Reserve Bank of India (RBI) has
cancelled the license of its holding company Sahara India Financial Corporation Limited (SIFCL).
(The action has been taken by the department of non-banking supervision of the RBI, in Kanpur.
The move comes in wake of several irregularities and ignoring financial rules and regulations

Retailing in India

Retailing in Indiaisoneofthepillarsofitseconomyandaccountsfor14to15percentofitsGDP.TheIndianretailmarket
is estimated to be US$ 450 billion and one of the top five retail markets in the world by economic value. India is one
of the fastest growing retail markets in the world, with 1.2 billion people.

As of 2013, Indias retailing industry was essentially owner manned small shops. In 2010, larger format convenience
storesandsupermarketsaccountedforabout4percentoftheindustry,andthesewerepresentonlyinlargeurban
centers. Indias retail and logistics industry employs about 40 million Indians (3.3% of Indian population).

Until 2011, Indian central government denied foreign direct investment (FDI) in multi-brand retail, forbidding foreign
groups from any ownership in supermarkets, convenience stores or any retail outlets. Even single-brand retail was
limited to 51% ownership and a bureaucratic process.

In November 2011, Indias central government announced retail reforms for both multi-brand stores and single-
brand stores. These market reforms paved the way for retail innovation and competition with multi-brand retailers
such as Walmart, Carrefour and Tesco, as well single brand majors such as IKEA, Nike, and Apple.

On 20 September 2012, the Government of India formally notified the FDI reforms for single and multi brand retail,
thereby making it effective under Indian law.

The Indian Retail Industry is generally divided into organized and unorganized retailing.

Organized retailing: Organized retailing refers to trading activities undertaken by licensed retailers, those who
have registered for sales tax, income tax etc. These include corporate backed hypermarkets and retail chains, and
also privately-owned large retail businesses. Hence, organized retail which now constitutes a small four percent of
total retail sector is growing at a much faster pace of 45-50% per annum and quadruples its share in total retail
trade to 16% by 2011-12.
Unorganized retailing: Unorganized retailing refers to the traditional forms of low-cost retailing, for example local
kirana shops, owned operated general stores, paan-beedi shops, convenience stores, hand cart & street vendors,
etc. The unorganized retail sector is growing at about 10% per annum with sales rising from USD 309 billion in 2006-
7 to USD 496 billion in 2011-12.

Growth after 2011


Before 2011, India had prevented innovation and organized competition in its consumer retail industry. Several
studies claim that the lack of infrastructure and competitive retail industry is a key cause of Indias persistently
high inflation. Furthermore, because of unorganized retail, in a nation where malnutrition remains a serious
problem, food waste is rife. Well over 30% of food staples and perishable goods produced in India spoils because
poor infrastructure and small retail outlets prevent hygienic storage and movement of the goods from the farmer to
the consumer. The Economist forecasts that Indian retail will nearly double in economic value, expanding by about
$400 billion by 2020. The projected increase alone is equivalent to the current retail market size of France.

It might be true that India has the largest number of shops per inhabitant. However we have detailed figures for
Belgium, the Netherlands and Luxemburg. In Belgium, the number of outlets is approximately 8 per 1,000 and in the
Netherlands it is 6. So the Indian number must be far higher.

As the contemporary retail sector in India is reflected in sprawling shopping centers, multiplex- malls and huge
complexes offer shopping, entertainment and food all under one roof, the concept of shopping has altered in terms
of format and consumer buying behavior, ushering in a revolution in shopping in India. This has also contributed
to large-scale investments in the real estate sector with major national and global players investing in developing

the infrastructure and construction of the retailing business. The trends that are driving the growth of the retail
sector in India are
Low share of organized retailing
Falling real estate prices
Increase in disposable income and customer aspiration
Increase in expenditure for luxury items

Another credible factor in the prospects of the retail sector in India is the increase in the young working population.
In India, hefty pay packets, nuclear families in urban areas, along with increasing working-women population and
emerging opportunities in the services sector. These key factors have been the growth drivers of the organized retail
sector in India which now boast of retailing almost all the preferences of life - Apparel & Accessories, Appliances,
Electronics, Cosmetics and Toiletries, Home & Office Products, Travel and Leisure and many more. With this the
retail sector in India is witnessing rejuvenation as traditional markets make way for new formats such as
departmental stores, hypermarkets, supermarkets and specialty stores.

Retailing Format in India


Malls:
The largest form of organized retailing today. Located mainly in metro cities, in proximity to urban outskirts. Ranges
from 60,000 sq ft to 7,00,000 sq ft and above. They lend an ideal shopping experience with an amalgamation of
product, service and entertainment, all under a common roof. Examples include Shoppers Stop, Piramyd, and
Pantaloon.

Specialty Stores:
Chains such as the Bangalore based Kids Kemp, the Mumbai books retailer Crossword, RPGs Music World and the
Times Groups music chain Planet M, are focusing on specific market segments and have established themselves
strongly in their sectors.

Discount Stores:
As the name suggests, discount stores or factory outlets, offer discounts on the MRP through selling in bulk reaching
economies of scale or excess stock left over at the season. The product category can range from a variety of
perishable/ non-perishable goods.

Department Stores:
Large stores ranging from 20000-50000 sq. ft, catering to a variety of consumer needs. Further classified into
localized departments such as clothing, toys, home, groceries, etc. Departmental Stores are expected to take over
the apparel business from exclusive brand showrooms. Among these, the biggest success is K Rahejas Shoppers
Stop, which started in Mumbai and now has more than seven large stores (over 30,000 sq. ft) across India and even
has its own in store brand for clothes called Stop.

Hyper marts/Supermarkets:
Large self-service outlets, catering to varied shopper needs are termed as Supermarkets. These are located in or
near residential high streets. These stores today contribute to 30% of all food & grocery organized retail sales.
Super Markets can further be classified in to mini supermarkets typically 1,000 sq ft to 2,000 sq ft and large
supermarkets ranging from of 3,500 sq ft to 5,000 sq ft. having a strong focus on food & grocery and personal sales.

Convenience Stores:
These are relatively small stores 400-2,000 sq. feet located near residential areas. They stock a limited range of
high-turnover convenience products and are usually open for extended periods during the day, seven days a week.
Prices are slightly higher due to the convenience premium

MBOS:
Multi Brand outlets, also known as Category Killers, offer several brands across a single product category. These
usually do well in busy market places and Metros.

Retailing in India is witnessing a huge revamping exercise as can be seen in the graph

Challenges & Opportunities


Retailing has seen such a transformation over the past decade that its very definition has undergone a sea change.
No longer can a manufacturer rely on sales to take place by ensuring mere availability of his product. Today,
retailing is about so much more than mere merchandising. Its about casting customers in a story, reflecting their
desires and aspirations, and forging long-lasting relationships. As the Indian consumer evolves they expects more
and more at each and every time when they steps into a store. Retail today has changed from selling a product or a
service to selling a hope, an aspiration and above all an experience that a consumer would like to repeat.

For manufacturers and service providers the emerging opportunities in urban markets seem to lie in capturing and
delivering better value to the customers through retail. For instance, in Chennai CavinKares LimeLite, Maricos

paltry 3 percent or US$ 6.4 billion. By 2010, organized retail is projected to reach US$ 23 billion. For retail industry
in India, things have never looked better and brighter. Challenges to the manufacturers and service providers would
abound when market power shifts to organized retail.

Job of an Assistant Administrative Officer (AAO) is regarded as a very responsible
and respected job in Indian service sector due to involvement of person holding
post of an AAO in preparation and scrutinizing the bills for the payment. An AAO is

the economy is booming or depressed, you can expect an average salary of 13+lacs from any of these institutes and

Jagmohan Dalmiya (30 May 1940 - 20 September 2015)

At the height of his career, it used to be said that Jagmohan Dalmiya


could sell a refrigerator to an Eskimo. Such was the
marketinggenius of the man, who brought money to Indian
cricket and replicated the success when he became the first Asian
to head the games global body. Seasoned cricket administrator
Dalmiya, 75, who died on 20th September 2015, was also known
for his resilience, with even his detractors acknowledging that
he had it in him to swim back to the shore if thrown deep into the
sea, or could rise like the proverbial phoenix from the ashes. The
septuagenarians almost unbelievable comeback earlier this year
as the head of the countrys premier cricket body BCCI, which had
once ignominiously thrown him out, only reinforced the notion. Born in a business family in 1940, Dalmiya was a
club-level cricketer. He kept wickets for two teams Jorabagan and Rajasthan in the (then) Calcutta cricket league,
and switched to cricket administration after hanging up his gloves. Mentored by then BCCI mandarin BiswanathDutt,
Dalmiya cut his teeth in Cricket Association of Bengal (CAB) politics, one of the most chequered and marathon
innings in Indias sports administration.

Dalmiya became BCCI Treasurer in 1983 the year India won the World Cup. The wily businessman didnt take much
time to understand that huge money could be brought to the game from telecast rights, and teamed up with his then
friend and later big foe I.S. Bindra to bring the cricket World Cup out of the British soil for the first time in 1987, as
India and Pakistan co-hosted the hugely successful Reliance Cup. Later, he served as BCCI Secretary, before becoming
ICC chief for three years in 1997.As the top man of the global body, he brought money to it too. The ICC, which had a
paltry sum in its coffers when he took over, was flush with funds when Dalmiyas stint ended in 2000. Dalmiya was
elected BCCI President in 2001. He was all-in-all in the board till his tenure ended in 2004.Later that year, Dalmiya
hoisted his acolyte Ranbir Singh Mahendra as his successor in a tantalizingly close election where then union
minister SharadPawarthrew his hat into the ring for the top post.

As the election ended in a tie, Dalmiya gave his casting vote to ensure Mahendras victory, prompting a dejected
Pawar to remark that the entire process was unfair.The umpire was the bowler, Pawar had quipped after his loss.
Dalmiya then controlled the board by proxy for a year, with Mahendra being a mere puppet.But the Pawar camp
fought back by using all means to checkmate Dalmiya at his own game in the 2005 election. Months later, the BCCI
lodged a police complaint against Dalmiya for alleged misappropriation of funds related to the 1996 World Cup in
which India was a co-host.As Dalmiya faced a police probe, the BCCI expelled him in December 2006, which also
forced him to step down as CAB president, months after a nerve-wracking election which he had won by defeating
then West Bengal Chief Minister BuddhadebBhattacharjees nominee, city Police Commissioner Prasun Mukherjee.
In mid-2007, Dalmiya was exonerated by the court, and he returned to head the CAB in 2008, by defeating then
president Mukherjee.However, in the next few years, he seemed only a shadow of his former self. He looked old, and
his lack of full fitness was talked about in CAB circles. But the wily cricket administrator bid his time, and pulled off
the first surprise when sidelined president N. Srinivasan pitchforked him to the post of BCCI interim chief in June
2013 after the spot-fixing scam emerged.The short term as head of the board brought him back to centrestage, with
also displaying his wide acceptability in the board. Dalmiya again played his cards well after the Supreme Court
ran out Srinivasan from the race.

Keeping both the lobbies headed by Srinivasan and Pawar guessing his next moves, Dalmiya deftly exploited the
hostility between the two to put himself up as an acceptable candidate and ultimately won the seat unopposed. In
1996, the BBC described Dalmiya as one of the worlds top six sports executives.In 2005, he was awarded the
International Journal of the History of Sports Achievement award for administrative excellence in global sport.Dalmiya
was often cited in the media as the man responsible for commercializing cricket and making BCCI the richest board
in the world.He was also credited for breaking Australia and Englands monopoly of ICC and establishing the
presence of Indian subcontinent in international cricket.He was nicknamed in the media the Machiavelli of Indian
cricket, the master of realpolitik, the king of comebacks.

Australian cricketer and commentator Ian Chappell has said of Dalmiya: He has a vision for the games progress
that I havent heard enunciated by any other so-called leader among cricket officials.

Gadget Review iPhone 6S

Generally, there has been very little difference in the S models from their
predecessors, thus making these S model launches very unexciting. However,
this time around its a little different: the iPhone 6S is both a great upgrade
from those stuck on a 5S, and a decent phone in its own right. If youre ready
for an upgrade from the old design and are desperate to stick with Apple then
this is a great handset to go for.

Design
Visually this is almost identical to last years redesigned iPhone 6, with the same ceramic metal feel and slightly
protruding camera that means you can place it side by side with the iPhone 6 and not really notice the difference.
The only marginal change is the additional thickness, very likely to facilitate the new 3D Touch technology on the
screen. Compared to other phones on the market, the iPhone 6S still manages to mix that feeling of premium build
with a light and thin phone - its a joy to hold. Apples nod to the improved build with reinforced 7000 series
aluminium is clearly a direct result of the iPhone 6s Bendgate, where the phone was slightly prone to changing
shape if pressure was applied. Either way its now much less prone to changing shape even in the back pocket.
However, dont apply force to the expensive object in your pocket!

3D Touch but old screen


The biggest change for the iPhone 6S is 3D Touch. This changes everything for Apple users, and while its not enough
of a reason to upgrade from the 6, its a pretty nifty trick that again promises to make current iPhone 5S owners feel
like theyre getting a real upgrade with their new phone. The main difference 3D Touch brings is the ability to interact
with on-screen instructions in different ways. Its too early to delve into all the ways that the new power will work,
but the system is simple: you can tap like before, but press a bit harder on an icon or message and youll get a new
menu popping up. Imagine its like right-clicking the mouse to get a secondary menu, and youre pretty much there.
Its a cool new feature, although one that app developers will need to work with for a while to really get the best out
of. The iPhone 6S screen, new touchy-powers aside, is pretty much identical to the one seen on the iPhone 6. While
Apple has one of the lowest-res screens of all the flagship phones, the way its displayed (laminated to the glass,
highly colorful) makes it still look beautiful

Camera
The expected upgrade from the iPhone 6s camera has arrived: the iPhone 6S has a 12MP snapper and it looks like
itll deliver in spades. The need to jump in megapixels was rarely warranted for a brand beyond the need to impress
consumers with higher numbers, but this year things are starting to jump forward. The Samsung Galaxy S6 is taking
stunning photos with a 16MP option, and Sonys Xperia Z5, packing a 23MP sensor and super fast autofocus,
actually uses those additional pixels to good use... forcing Apple to take up the challenge.

The usual feature set - which is actually pretty useful - is also still present, with time lapse and slo-mo both present
and correct. Apple still hasnt fixed the most annoying part of the camera (sliding the finger up and down to change
the exposure as the only way of altering the photo, which is basic and actually quite hard to do). The new Live Photo
option, which takes a 1.5 second photo either side of the shot, feels more like a gimmick than a really useful option.
You have to remember to activate it, but its really impressive that it doesnt seem to affect the shutter speed - it
should take a while either side, but it buffers while youre taking the picture. Itll be more of a remembered delight
rather than something you aim to do with your pictures.

Apples A9 chipset and upgraded RAM


As per usual, Apples thrown in an upgraded chipset in the shape of the A9, and as expected it brings with it a number
of changes. The battery will last longer, the phone will run faster and the gaming experience will, once again, be
better than anything weve ever seen. Its a 64-bit architecture, which means some efficiency when opening and
closing apps (although their size is larger and therefore take up more space on the phone, which makes Apples
decision to keep the 16GB variant of the phone all the more infuriating). That 64-bit system still cant be used
properly as we dont have the necessary 4GB of RAM needed to make use of it. Word is, it has another 1GB of RAM
from last year, with 2GB now powering things nicely under the hood and creating a decent snap under the finger -
along with making games and apps run that much more smoothly at the same time. It might not seem like much of
an upgrade, but I bet it blitzes the iPhone 6 (and especially the iPhone 5S) in the speed tests. Apples not said
anything about the RAM under the hood, which means its either the same 1GB from before (likely) or its just keeping
with tradition and not mentioning the RAM - in the same way it doesnt publish the clockspeed of its chipset - as side
by side its not in the same league as the big Android phone on the market.

Early verdict
This is actually the most impressive S variant of an iPhone ever launched and iPhone 5S users are surely going to
flock towards. Only Apple has the ability to get away with releasing the same phone visually - no other brand could
get away with such a thing - its the fourth time its done it and people really like buying it. If it were to have a new
frame, then this would be a brilliant new phone without exception. The new 3D Touch, upgraded camera and
improved speeds really offer tangible benefits, and combined with a solid upgrade to iOS 9 and the impressive
build, Apples made a very decent phone. If youve got an iPhone 6 already, theres little point to buying this for a few
updates. For anyone on an older model, or thinking of defecting from Android, then this worth is checking out -
especially now its getting price matched to other flagship phones on the market.

Book Review Two Years Eight Months And Twenty-Eight Nights by Salman Rushdie
Genre fiction has always been poking around the mainstream, but now more than ever
its enjoying unprecedented success. Sci-fi and historical fiction, fantasy and bawdy
romance, superheroes and dragons, are an integral part of the mainstream media diet,
be it in literature, television, or film. Perhaps its no surprise that fantasy and sci-fi are
enjoying widespread appeal. After all, most can relate to the way those genres explore
class division, oppression, economic and moral collapse, and the constant fight
between good and evil. Such themes feel particularly relevant and urgent in 2015, and
the best fantasy and sci-fi writing isnt an outlandish exploration of the future or some
magical past, but a insightful examination of our current culture.

Salman Rushdies latest novel, Two Years Eight Months And Twenty-Eight Nights, is a
fantasy fable, or at least its evocation of magic, colliding worlds, and sprawling timelines
suggest that it is. Two Years largely tells the story of a jinn named Dunia. The jinn or
jinni are creatures made of smokeless firewhich is Rushdies way of using flashy
rhetoric to overcome the lack of mythology built into the storyand Dunia is one of
their princesses. In the 12th century she falls in love with a human philosopher named Averroes, also known as
IbnRushd (wink wink), and produces multiple jinni children. Those children, the Duniazt, disperse across the Earth
and eventually lose touch with their roots and propensity for the supernatural. Much later, in contemporary New
York, a great storm leaves many people with unexplained powers. Theres Mr. Geronimo, whose feet no longer touch
the ground, and a baby nicknamed Storm Doe who ends up on the steps of City Hall and can sense which city officials

are corrupt.

The line that separates the human world from that of the jinni is split open during the Storm, and a battle thats been
brewing since Dunias time is once again renewed. Its a fine if unnecessarily elaborate setup, but the inventiveness
stops there. Its not so much that the tale is familiar and contrived, despite pulling from more Eastern influences, but
that the prose and storytelling conflates detail with depth. Two Years is a wordy novel, and the result is not an
elaborate text of interweaving stories and a rich tapestry of mythology, but rather a paint-by-numbers approach to
world building. When Rushdie details the dark forces that Dunia and her cross-generational brood must go up
againstZumurrud, Zabardast, Shining Ruby, and Raim Blood-Drinkerthe long-winded descriptions are often
silly, and always frustratingly forgettable. Essentially, Two Years thinks that the allure of fantasy fiction is the
lengthy descriptions of attire, families, worlds, and philosophies. While thats certainly part of the appeal, what
grounds the elements of magical realism is the humanity at its core, and its a lack of humanity that makes Two Years
feel so uninspired. Mr. Geronimo, like every other character in the novel, is defined by his new supernatural
abilities and nothing else. The novel is filled with such glib, shallow characterizations.

More than just a mess of tired genre tropes and self-satisfied prose, Two Years ultimately fails because its fashioned
as a fable but is unsure of its overarching lesson and never truly identifies the object of its scorn. Two Years touches
on a number of interesting themes, from the tension between religion and rationalism, to issues of immigration,
globalization, and the way in which capitalism runs contrary to the needs of the planet. Such themes are hastily
explored, though. Rushdies inability to craft a compelling and perceptive underlying theme is indicative of the
thematic and emotional emptiness of the novel as a whole.

Booking online railway reservation tickets is one such activity that a common man cant avoid and at the same time
has been frustrated with the service IRCTC has provided in the past. Fortunately, things have improved from the last
meme depicting the wrath of a common man booking a ticket online. IRCTC has launched a mobile app for booking
tickets. First it launched the Windows version, then Android and finally iOS. Once the download is done, you get the
login screen of the app, developed by BroadVision. Ifyou have an IRCTC account,login will happen in a flash of a
second; else you can click on Register to create a new account. Once you are in the app, you come to the below screen
New Booking. I tried booking an online ticket via the General quota around 12:30 PM today and the execution
wasnt disappointing at all. Once you select the required details, on hitting the nice big pink color search button, the
app pulls out the desired list of train details under the feature Train List.

Train List feature also showcases features like Route Map and Fare Breakup for a particular train.Select the train
and check the availability; tap on if you like the choice and you are taken to the Add Passenger. First time the app
requires all the details, next time it remembers the user choice while uploading passenger details. Hit the Book
button to proceed further for payment options. Payment, the last leg of booking the ticket, also gives you a smooth
experience. Enter the captcha details and hit make payment. Once you do that you are on the Payment screen with

Credit, Debit Card and Net Banking payment options. The below screen grab gives a quick look of the payment feature.
Thats pretty much what the mobile app is all about and in fact that is what we majorly do on the IRCTC portal too.
Tap on the extreme left corner next to the logo and you get some more useful details of your activities. The App also
gives you other useful information like PNR Status, Fare Enquiry, Seat Map, Train Schedule/Route, Seat Availability,
Live Train Status, Live Station Info and Feedback./Rating.

Should you download the app?


Yes! The IRCTC Connect App should be on your mobile not only because it solves a big purpose but also because of
the neat and smooth experience it provides. The app had no glitches so far and I could perform the main operation
Booking a ticket without much of a hassle. While it is a government app, there hasnt been any problem in the
features and full marks on the design and user experience. Quite a relief to see such an app innovation from IRCTC
which has always been the butt of jokes on the internet. The only shortcoming is that you cannot book a ticket from
8 am to 12 noon on the mobile app.
