Subject: Feedback Report on Basic Orientation Seminar for New Employees in the Govt.
Service

Last May 22, 2017, the Office of the Human Resource Management organized a one-day
seminar on the subject stated above at the Multi-Purpose Hall of the New City Hall Building. It
was intended for casual employees who havent attended the said orientation. It registered
____________ participants. ___________ for the morning batch while __________ for the
afternoon.

The major Objectives of the seminar are the following: 1, To explain the duties, rights & benefits
of neophyte employees; 2. Appreciate the significance of work in Public Service.

There were four presenters during the Basic Orientation Seminar, namely:
1. Mrs. Adelaida H. Biacolo, Head of HRMO, discussed the ARTA (Anti-Red Tape Act)
and some of the crucial issuances of the City Mayors Office, to wit:
1.1 CMO Memo # 1 s. 2014 October 8, 2014, re compulsory Attendance at the
Weekly Flag Ceremony
1.2 CMO Memo # 1 s. 2014 with CSC MC # 19, s.2000 & R.A. 6713 Subject:
Prescribed Uniform & Dress Code
1.3 CMO Executive Order # 98-01 with subject: Punching In & Out of DTR
2. Mrs. Eufemia E. Devaras HRMO II presented the topic on Government Appointment.
The following items were discussed, to wit:
What is appointment? Who may qualify? Who has the power to appoint? What are the
qualifications? What is personnel action?
3. Mrs. Maria Ida Consuelo A. Ramas HRMO I presented the topic on Leave
Administration, to wit: Categories of Leaves and Types.
3.1 Categories: Nature of Employment, Gender and Purpose/use
3.2 Types of Leave as follows:
Vacation Leave, Sick Leave, Special Leave Privileges, Paternity, Maternity Leave,
Rehabilitation Leave, Parental Leave Solo Parents, Victims of Violence Leave, Sick
Leave Benefits for Women, Study Leave and Terminal Leave.

4. Mr. Leo Roswald M. Tugonon, Administrative Assistant III presented an overview on


the Revised Rules on Administrative Cases in the Civil Service. Two important items

were emphasized, namely: 1. the Process and, 2. the Penalties. However, due to time
constraint, an in-depth case based presentation was not possible.

Recommendation: In order to assure better learning, it is suggested that more time shall
be given to the Revised Rules Pertaining Administrative Cases in the Civil Service.
Further time must be given to the discussion on the values, and significance of the Panata
Ng Mga Kawani Ng Gobyerno. Hence, it is suggested that the Orientation Seminar shall
for one day.
