WCDMA analysis (relative distance):
Overshooting WCDMA cell, NC closer event indicated if the serving cell distance is (WCDMA)
RelativeNeighborDistanceToSiteThreshold times or more greater than the distance of the strongest
non-serving cell, and above the minimum distance threshold for relative distance evaluation (WCDMA)
MinimumServingCellDistanceToSiteCriteriaForNeighborCloserEvaluation multiplied by scaling factor),
and serving cell is not part of the boomer exclusion list
Active Set Members Relative Distance Greater Than Threshold reported if the difference between
minimum and maximum distance to bin within the active set is greater than
ActiveSetMembersRelativeDistanceToSiteThresholdFixedDistance, or if minimum distance is above
ClosestActiveSetMemberMinimumDistanceToSiteThreshold and maximum distance is above
ActiveSetMembersRelativeDistanceToSiteThreshold, all multiplied by scaling factor
Overshooter cell SectorId, SiteId, cell distance, RSRP and log file reference metrics are reported with
the relative overshooting event, while far and near SectorId, far sector distance and near-far distance
are additionally reported for the active set distance discrepancy event

LTE analysis (absolute distance):
Overshooter criteria assessed for serving and strongest non serving cell
Overshooting LTE cell, serving cell event indicated if the serving cell distance is above (LTE)
DistanceToSiteThreshold multiplied by scaling factor, RSRP is above RSRPThreshold, and serving
cell is not part of the boomer exclusion list
Overshooting LTE cell, non serving cell reported if similar criteria is met for the strongest non
serving cell
Overshooter cell SectorId, SiteId, cell distance, RSRP and log file reference metrics reported with the
event
