Subject: Revision of the intermediary pay scales of E1A and E2A for JTO and
SDE equivalent cadres with standard pay scales of E2 and E3 w.e.f 01.01.2007
as per BSNL recommendation dated 06.06.2016 and subsequent letters.

Respected Sir,
Kindly refer the letter under ref (3) above by which the agitation programmes for
standard pay scales are postponed since 06 th May, 2017, upto 06.08.2017 on the firm
assurance from your goodself and DIR(HR) that the issue will be resolved by DoT by that
time. Almost three months are passed, but the issue is not resolved and there is no
significant progress in the issue in DoT also.
To justify the PO issued by DoT, the concerned officers are still maintaining the stand
that the pay scales of JTO and SDE were E1 and E2 only and there were no such pay
scales as E1A and E2A approved by DoT as claimed by the Associations and BSNL. This
is against the fact that BSNL Board approved JTO/JAO RRs in 2001 and SDE/AO RRs in
2002 with CDA scales equivalent to the IDA scales of E1A and E2A, well before the PO
issued by DoT on 28.03.2003.
It is understood that the BSNL proposal, along with the clarifications sought by DoT and
the reply submitted by BSNL is submitted to Secretary, DoT for direction. The proposal
will be further processed as per the direction given by Secretary, DoT.
It is high time for the BSNL management to immediately impress upon the
Secretary/DoT and Member(Fin)/Telecom Commission about the factual position and
what are the IDA pay scales implemented in BSNL after BSNL formation. It is also to be
brought to their notice that more than 4000 BSNL directly recruited JTO/JAOs were
joined in BSNL during 2001-2003, in the CDA scales before the PO issued on 28.03.2003.
It is humbly requested to use your good office and DIR(HR) to convince
Secretary/DoT and Member(Fin) without further delay as Secretary may take
the decision at any time.
