INTRODUCTION Instructions
1. Introduction
A. In compliance with RACP, LIBRO XIV, ARTICULO 147, for Copa Airlines, or RAC, Artculo 4.2.2.7 for
Aerorepublica, a Minimum Equipment List (MEL) is published for each type of aircraft in scheduled service.
The MEL is used to determine whether an aircraft may continue beyond a point of landing with a given
airworthiness item out of service.
B. Duplication of aircraft components, instruments, and systems provides jet transport aircraft with several
degrees of redundancy. With detailed engineering analysis of modes of failure, certain items are legally
allowed to be inoperative without adversely affecting the aircraft's safety or reliability. A list of these items is
summarized in each Air Carriers "AAC / UAEAC Approved Minimum Equipment List". By following the
limitations specific equipment can be inoperative while still preserving an acceptable level of airworthiness.
C. The design intent of the Minimum Equipment List is to allow dispatch with redundant components or items
inoperative provided they occur in non-related systems. It must be determined prior to dispatch the net effect
of multiple discrepancies to assure they do not accumulatively: (a) result in a non-acceptable level of
airworthiness, and (b) result in an undue increase in crew workload. Good judgment should be exercised by
the users of this MEL to always assure safety exists in all phases of flight.
NOTE: To extent practical, placards should be located adjacent to the control or indicator for the item
affected; however, unless otherwise specified, placard wording and location will be determined
by the operator.
D. A MEL Tracking System is utilized to assist in the categorizing and clearing of deferred items within their
specific time period. Each item is assigned a deferral number that matches the associated MEL number.
Additional numbers or letters may be added to the deferral number to differentiate between multiple systems.
E. Each inoperative item must be placarded to inform and remind the crewmembers and maintenance personnel
of the equipment condition.
F. Each holder of the manual as included on the distribution list is responsible for updating and controlling MEL
based on List Of Effect Pages provided.
G. This MEL is a single document for both Copa and Aerorepublica operations as approved in Acuerdo 83 Bis.
The document is approved by both the Colombian UAEAC and Panamanian AAC.
| A. Requests for changes, additions, or clarification to the MEL should be directed as follows:
1) Initiate Form Solicitud de Cambio en Manuales (for Copa Airlines, form COPA-QA-022; for Aerorepublica,
form F-S&Q-09), for any change and include justification to support the request.
| 3) The airlines Engineering Director or his designee will prepare final change.
| 4) If change is considered urgent (due to impact on safety, airworthiness, operations, etc), it will be
| incorporated by means of a Temporary Revision. If change is not urgent, it will be incorporated in the next
| scheduled revision.
| 5) Technical Publications will prepare/coordinate approved changes to MEL for submission to the AAC /
UAEAC for approval.

| B. Scheduled revisions to the MEL shall be reviewed and approved by the MEL committee, prior to submission to
| the AAC / UAEAC for inclusion into the manual system. The MEL committee shall consist of members from
| Flight Operations, Dispatch, Maintenance, and any other department deemed necessary. The meetings shall
| be coordinated by the Engineering Director or his designee and at least one member from the Flight
| Operations Department must be present. MEL meetings shall be held, as deemed necessary, to ensure that
| revisions are incorporated into the manual system in a timely manner. Minutes for these meetings are not
| necessary as the approval form is the product of this process.
| C. Temporary revisions to the MEL may be included without prior review by the MEL committee.
A. If there is a disparity in the manuals due to delay in publications, distribution, or manual revision of MEL
discrepancies or interpretation the Captain should contact Maintenance Control for current MEL wording and
dispatch requirements.
A. Non-revenue maintenance ferry flights may be dispatched when necessary with less than the equipment
specified in the MEL. However, all equipment must be operative per the MEL that is to be used during the
maintenance flights to assure an acceptable degree of airworthiness.
For example, certain passenger cabin escape slides, lights, and doors may be inoperative for non-revenue
that would not be permitted on a revenue passenger flight.
A. Some aircraft fleet types have MEL/CDL procedures which allow the aircraft to continue the flight or series of
flights. If these items are found to be inoperative or missing after gate departure at any airport, it is not
necessary to delay a trip, or return to the gate for repairs unless the MEL/CDL procedures require action prior
to departure (as described below).
NOTE: A flight is considered to have departed the gate when the aircraft has blocked out for the
purpose of flight.
B. Should an equipment malfunction occur after gate departure and prior to takeoff, at any airport, it is not
necessary to return to the gate or delay a trip to install a placard on the Aircraft Maintenance Logbook
provided:
1) The Aircraft Flight Manual "Abnormal" for the malfunction are accomplished.
2) The item can be inoperative per the Aircraft Minimum Equipment List (MEL).
3) The aircraft Minimum Equipment List (MEL) Dispatch Deviation Procedures and restrictions can be
accomplished without maintenance action or repairs.
4) Notification to Dispatch" is required, as noted in column 5 of the MEL, Dispatch must be notified so that
operational or performance issues may be evaluated and the Dispatch Release amended prior to takeoff.
The release will be verbally amended.

NOTE 1: When a Dispatch Deviation Procedure is required, it is noted by an "M" and/or "O" in
column 5 of the aircraft Minimum Equipment List (MEL).
NOTE 2: Where an "M" (Maintenance) Dispatch Deviation Procedure only requires pulling circuit
breakers or positioning switches, the Flight Crew may perform the procedure.
NOTE 3: An Aircraft Maintenance Logbook entry is made enroute by the crew stating the
discrepancy and MEL item.
NOTE 4: It is not necessary for the Flight Crew to contact System Control prior to departure
except as noted in 5) above. The Flight Crew should contact System Control enroute
with a description of the discrepancy. System Control will notify Maintenance Control of
the discrepancy.
For Copa Airlines, upon arrival at the next station, if that station is not a COPA Maintenance station, the Captain or
his designated representative will contact Maintenance Control to evaluate the discrepancy. The Procedures for
Non-Maintenance Stations will be followed. Maintenance Control will authorize the use of On Call Maintenance.
Non-Maintenance Stations are defined as any station where COPA / Aerorepublica maintenance technicians are
not assigned or on duty.
Upon an aircraft landing at a non-maintenance station with a reported discrepancy, Maintenance Control will review
the discrepancy and determine if On Call Maintenance will be required. If it is determined that the discrepancy is a
MEL/CDL item and no maintenance action is required, or no maintenance action other than pulling circuit breakers
or positioning switches is required, the following procedure will be adhered to.
Any item deferred using this procedure must be handled per established COPA / Aerorepublica maintenance
procedures at the next COPA / Aerorepublica maintenance station with no exceptions.
Upon notification of a maintenance problem, Maintenance Controls responsibilities are as outlined below:
A. Determine what the specific problem or problems are, by debriefing the Captain or his designated
representative or if possible, have a copy of the log page(s) faxed to Maintenance Control for evaluation.
B. Maintenance Control will review the MEL/CDL to ensure that no maintenance action is required prior to release
of the aircraft other than pulling circuit breakers or positioning switches.
C. If required by the MEL/CDL, the System Dispatcher for the flight will be contacted for approval and to amend
the flight release prior to aircraft departure.
D. The Maintenance Controller will then issue the placard control number for the item(s) to be deferred and enter
the item(s) in the applicable tracking system (VISAER).
E. The Maintenance Controller will also send a message to the departure station authorizing the item(s) to be
deferred. This will provide authorization to continue the flight or series of flights to the next COPA /
Aerorepublica maintenance station. The next COPA / Aerorepublica maintenance station should also be
addressed in the telex.
F. The Maintenance Controller will contact the downline COPA / Aerorepublica maintenance station by phone or a
message or both, explaining what item(s) were deferred, what corrective action will be necessary, and to enter
the deferral information into log page(s) in accordance with COPA / Aerorepublica established procedures.

A. Circuit-Breaker Procedures
A circuit Breaker found in the out position may be the result of:
Tripped condition due to an electrical fault.
Inadvertent pulling out by contact/catching with an object.
Intentional pulling during a MX/operational procedure and failure to reset.
A tripped Circuit Breaker refers to a circuit breaker that was previously verified to be in the normal closed
position, then subsequently pops out due to an electrical fault.
1) Given the significance of any circuit breaker that is found in the out position, flight crews should refer
to the guidelines found in the Airline Flight Manual in order to address the issue.
NOTE: Resetting of any tripped fuel boost pump circuit breaker, fuel-quantity-indication
system circuit breaker, or lavatory flush motor circuit breaker is prohibited.
2) Maintenance personnel are cautioned against resetting tripped circuit breakers without following
proper procedures to determine the cause of the tripped circuit breaker. The following practices are
recommended:
Review aircraft logbook history to determine if the affected circuit breaker has tripped before.
Follow aircraft manufacturer procedures for trouble-shooting the affected system (i.e. AMM, FIM).

1. General
The major systems of the aircraft are identified in the MINIMUM EQUIPMENT LIST (MEL) by a two-digit number in
accordance with ATA Specification 100, and the system pages are arranged in numerical order of the assigned
numbers. Each MEL page is composed of seven columns of information. A brief explanation of the information
presented in each column, proceeding from left to right, of the page format follows.
2. MEL Format
Each component or sub-system approved as an item of equipment that may be inoperative without
compromising the aircraft's certificated requirement for safety of flight is listed in order according to its ATA
chapter, and sub-chapter.
A letter designator (A, B, C or D), Column 2 correlates to the "Repair Interval" which is described in the
"Definitions" portion of this section.
The number in Column 3 indicates the number (quantity) of items normally installed in the aircraft. This
number represents the aircraft configuration considered in developing this MEL. Should the number be a
variable (e.g., passenger cabin items) a dash (-) will indicate that a number is not required.
The number (quantity) of the listed item that must be operative is stated in Column 4. Should the number be a
variable (e.g., passenger cabin items, fleet differences) a dash (-) will indicate that a number is not required.
The MEL provided operators with the authority to operate with certain items or components inoperative
provided an acceptable level of safety is maintained as described in the MEL PREAMBLE.
This column includes a statement either prohibiting or permitting operation with a specific number of items
inoperative, provisos (conditions and limitations) for such operation, and appropriate notes.
A. "NOTES:" In Column 5 provides additional information for crewmember or maintenance consideration. Notes
are used to identify applicable material which is intended to assist with compliance, but do not relieve the
operator of the responsibility for compliance with all applicable requirements. Notes are not a part of the
provisos.
NOTIFICATION TO DISPATCH REQUIRED, will be inserted in Column 5 to indicate that the Flight Control
Center must be notified immediately if the aircraft is to be dispatched with an associated item inoperative.
This is also true of operational restrictions described in the MEL which could affect the flight plan; i.e. fuel
reserves, speed, weight, altitude, VFR only, and if known or forecasted icing conditions exist, etc.

References given in Column 5 are to bring attention to certain interrelationships between the subject item
and other MEL items or COPA / AeroRepblica Flight Manual material. These references are intended to
assist with compliance, but do not relieve the operator of responsibility for determining such
interrelationships as stated in the Preamble.
B. The person in charge of releasing the aircraft is responsible for notifying Maintenance Control of any new
inoperative items.
C. This notification must be made as soon as possible after a malfunction is known in order to allow time to
prepare a compatible operating plan.
D. The aircraft may not be released for service until approved by Maintenance Control.
3. Symbols
The MEL depends upon symbols to alert flight and maintenance personnel that a special procedure, penalties or
restrictions may be required if an aircraft is to continue in service with certain items inoperative. A brief
explanation of each symbol follows:
A. "/" (Diagonal) - The slash symbol (/) means "and/or" EITHER MAY BE INDICATED.
B. "-" (Dash) - Appears in Column 3/4 to indicate a variable number (quantity) of the item installed.
C. "(O)" - Symbol in Column 5 indicates a crew operating procedure is required which will be identified in the
MEL DISPATCH DEVIATION PROCEDURES.
D. "(M)" - Symbol in Column 5 indicates a required maintenance procedure which will be identified in the MEL
DISPATCH DEVIATION PROCEDURES.
F. "CATEGORY II" Symbol in Column 5 indicates the item of equipment must be operative for Category II
operation and advance notice to Dispatch is required immediately upon determining the item of equipment is
inoperative. The symbol (text) will appear directly below each item to identify the requirement.
1) VFR items may not be identified by the CAT designator, yet should be considered as required for
Category II operations by implication.
NOTE: Although AeroRepublica is not CAT II certified, it is a Company Policy to keep the aircraft as CAT II,
and in this way, deferral of item identified as CAT II must adhere to identified as stated in this paragraph.
G. Extended Range (ER) symbol in Column 5 indicates the item of equipment must be operative for Extended
Range Operations, (as applicable) and advance notice to Dispatch is required immediately upon determining
the item of equipment is inoperative.
H. RVSM Symbol in column 5 indicates the item of equipment must be operative for Reduced Vertical
Separation Minimum (RVSM) Operations, (as applicable) and advance notice to Dispatch is required
immediately upon determining the item of equipment is inoperative.

I. RNAV/RNP symbol in column 5 indicates the item of equipment has an effect on RNAV (RNP)
SID/STAR/APPROACH procedures and advanced notification to Dispatch is required immediately upon
determining the item of equipment is inoperative. The symbol will appear directly below each item to identify
the requirement. Refer to the Airplane Flight Manual for RNAV (RNP) approach procedure limitations with
inoperative equipment.
J. FUEL RELEVANT ITEM symbol in column 5 indicates the item of equipment has an effect on the fuel
performance of the aircraft. Items identified with this symbol will be tracked by MOC to ensure priority to correct
with the intention of limiting the effect on the fleets fuel consumption.
4. Definitions
| MEL Definitions are based on FAA MMEL Policy Letter 25, Current Revision.
A. System Definitions
System numbers are based on the Air Transport Association (ATA) Specification Number 100 and items are
numbered sequentially:
1) "Item" (Column 1) means the equipment, system, component, or function listed in the "Item" column.
2) Repair Interval (Column 2) a letter designator (A, B, C, D), column 2 correlates to the Repair Interval
definitions in this section.
3) "Number Installed" (Column 3) is the number (quantity) of items normally installed in the aircraft. This
number represents the aircraft configuration considered in developing this MEL. Should the number be a
variable (e.g., passenger cabin items) a number is not required.
| 4) "Number Required for Dispatch" (Column 4) is the minimum number (quantity) of instruments and
| equipments required for operation, provided the conditions specified in column 5 are met.
5) Remarks or Exceptions (Column 5) in this column indicates a statement either prohibiting or permitting
operation with a specific number of items inoperative, provisos (conditions and limitations) for such
operation, and appropriate notes.
| 6) Provisos are indicated by a number or a lower case letter in Remarks or Exceptions. Provisos are
| conditions or limitations that must be complied with for operation with the listed instrument or equipment
| item inoperative.
| 7) Notes provide additional information for crewmember or maintenance consideration. Notes are used to
| identify applicable material, which is intended to assist with compliance, but do not relieve the aircraft
| operator of the responsibility for compliance with all applicable requirements.
| 8) A vertical bar (change bar) in the margin indicates a change, addition, or deletion in the adjacent text for
the current revision of that page only. The change bar is dropped at the next revision of that page. A
single vertical bar is used to indicate deletion of multiple lines of text for readability.
B. Placarding each inoperative item must be placarded to inform and remind the crewmembers and
maintenance personnel of the equipment condition.
NOTE: To the extent practical, placards should be located adjacent to the control or indicator for the
item affected; however, unless otherwise specified, placard wording and location will be
determined by the operator.
C. "Extended Range (ER)" As used in MEL, "ER" refers to Extended Operations (ETOPS) of an airplane with
operational approval to conduct ETOPS in accordance with the applicable regulations

D. Flight Day means a 24-hour period (from midnight to midnight) Panama or Colombia local time (-5:00
UTC) during which at least one flight is initiated for the affected aircraft.
E. Icing Conditions means an atmospheric environment that may cause ice to form on the aircraft (structural) or
in the engine(s) (induction).
F. Alphabetical symbol in Column 5 indicates a proviso (condition or limitation) that must be complied with for
operation with the listed item inoperative.
G. Inoperative means a system and/or component malfunction to the extent that it does not accomplish its
intended purpose and/or is not consistently functioning normally within its approved operating limit(s) or
tolerance(s).
Inoperative components of an inoperative system: Inoperative items which are components of a system
which is inoperative are usually considered components directly associated with and having no other function
than to support that system. (Warning/caution systems associated with the inoperative system must be
operative unless relief is specifically authorized per the MEL.)
H. Notes in Column 5 provide additional information for crewmember or maintenance consideration. Notes are
used to identify applicable material which is intended to assist with compliance, but do not relieve the operator
of the responsibility for compliance with all applicable requirements. Notes are not a part of the provisos.
I. "(M)" symbol indicates a requirement for a specific maintenance procedure which must be accomplished prior
to operation with the listed item inoperative. Normally these procedures are accomplished by maintenance
personnel; however, other personnel may be qualified and authorized to perform certain functions.
Procedures requiring specialized knowledge or skill, or requiring the use of tools or test equipment should be
accomplished by maintenance personnel. The satisfactory accomplishment of all maintenance procedures,
regardless of who performs them, is the responsibility of the operator. Appropriate procedures are required to
be published as part of the operator's manual or MEL. The requirement for a repetitive maintenance action, if
any, will be noted under Remarks or Exceptions.
J. "(O)" symbol indicates a requirement for a specific operations procedure which must be accomplished in
planning for and/or operating with the listed item inoperative. Normally these procedures are accomplished by
the flight crew; however, other personnel may be qualified and authorized to perform certain functions. The
satisfactory accomplishment of all procedures, regardless of who performs them, is the responsibility of the
operator. Appropriate procedures are required to be published as a part of the operator's manual or MEL.
| K. Deactivated and/or Secured means that the specified component must be put into an acceptable condition
for safe flight. An acceptable method of securing or deactivating will be established by the operator.
L. Visual Flight Rules (VFR) is as defined in RAC. This precludes a pilot from filing an Instrument Flight Rules
(IFR) flight plan.
M. Visual Meterological Conditions (VMC) means the atmospheric environment is such that would allow a flight
to proceed under the visual flight rules applicable to the flight. This does not preclude operating under
Instrument Flight Rules.
N. "Visible Moisture" means an atmospheric environment containing water in any form that can be seen in
natural or artificial light; for example, clouds, fog, rain, sleet, hail, or snow.

O. Nonessential equipment and furnishings (NEF) are those items installed on the aircraft as part of the original
certification, supplemental type certificate, or engineering order that have no effect on the safe operation of
flight and would not be required by the applicable certification rules or operational rules. They are those items
that if inoperative, damaged or missing have no effect on the aircrafts ability to be operated safely under all
operational conditions. These nonessential items may be installed in areas including, but not limited to, the
passenger compartment, flight deck area, service areas, cargo areas, crew rest areas, lavatories, and galley
areas. NEF items are not items already identified in the MEL or CDL of the applicable aircraft. They do not
include items that are functionally required to meet the certification rule or for compliance with any operational
rule. Operators NEF process shall not provide for deferral of items within serviceable limits identified in the
manufactures maintenance manual or operators approved maintenance program such as wear limits,
fuel/hydraulic leak rates, oil consumption, etc. Cosmetic items that are fully serviceable but worn or soiled may
be deferred under an operators NEF process.
| P. Operative. An operative system and/or component will accomplish its intended purpose and is consistently
| functioning normally within its design operating limit(s) and tolerance(s). When an MEL item specifies that an
| item of equipment must be operative, it does not mean that its operational status must be verified; its to be
| considered operative unless reported or known to be malfunctioning. When an MEL item specifies that an item
| of equipment must be verified operative, it means that it must be checked and confirmed operative at the
| interval(s) specified for that MEL item. When an MEL item specifies that an item of equipment must be verified
| but no interval is specified, verification is required only at the time of deferral. Other terminology sometimes
| used interchangeably with operative within the MEL is operates normally, "fully operative", and "considered
| operative.
| Q. Repair Category: All users of an MEL approved by AAC / UAEAC must effect repairs of inoperative systems or
components, deferred in accordance with the MEL, at or prior to the repair times established by the following
letter designators:
Category A. Items in this category shall be repaired within the time interval specified in the remarks column
of the operator's approved MEL. For time intervals specified in calendar days or "flight days,"
the day the malfunction was recorded in the aircraft maintenance record/logbook is excluded.
For all other time intervals (flights, flight legs, cycles, hours, etc), repair tracking begins at the
point when the malfunction is deferred in accordance with the operator's approved MEL.
Category B. Items in this category shall be repaired within three (3) consecutive calendar days (72 hours),
excluding the day the malfunction was recorded in the aircraft maintenance record/logbook. For
example, if it were recorded at 15:00L (Panama or Colombia) on January 26th, the three-day
interval would begin at 00:00L (Panama or Colombia) the 27th and end at 23:59L (Panama or
Colombia) the 29th.
Category C. Items in this category shall be repaired within ten (10) consecutive calendar days (240 hours),
excluding the day the malfunction was recorded in the aircraft maintenance record/logbook. For
example, if it were recorded at 15:00L (Panama or Colombia) on January 16th, the 10-day
interval would begin at 00:00L (Panama or Colombia) the 17th and end at 23:59L (Panama or
Colombia) January 26th.
Category D. Items in this category shall be repaired within one hundred and twenty (120) consecutive
calendar days (2880 hours), excluding the day the malfunction was recorded in the aircraft
maintenance log and/or record.
| R. Takeoff. Takeoff is the act of beginning a flight in which an aircraft is accelerated from a state of rest to that
| of flight. For the purposes of MEL relief, this translates to the point at which the pilot physically begins to apply
| power to initiate the takeoff from the runway or takeoff surface.

| S. Electronic fault alerting system: The ERJ-190 is equipped with an Engine Indicating and Crew Alerting System
(EICAS) that provides four different message levels: WARNING, CAUTION, ADVISORY and STATUS. Failures
that effect dispatchability are presented to the flight crew at one of these levels. Other failures may be
presented only to the maintenance personnel on the Multi Function Display (MFD) maintenance pages or
through the download of the Central Maintenance Computer (CMC). System conditions that result only in a
maintenance level message, i.e. no correlation with a higher level EICAS message, do not affect dispatch and
do not require action other than as addressed within an operator's standard maintenance program.
| T. "Day of Discovery" is the calendar day an equipment/instrument malfunction was recorded in the aircraft
maintenance log and/or record. This day is excluded from the calendar days or flight days specified in the MEL
for the repair of an inoperative item of equipment. This provision is applicable to all MEL items, i.e., categories
"A, B, C, and D".
| U. Considered Inoperative, as used in the provisos means that item must be treated for dispatch, taxi and flight
purposes as though it were inoperative. The item shall not be used or operated until the original deferred item
is repaired. Additional actions include: documenting the item on the dispatch release (if applicable),
placarding, and complying with all remarks, exceptions, and related MMEL provisions, including any (M) and
(O) procedures and observing the repair category.
| V. Is not used in the provisos, remarks or exceptions for an MEL item may specify that another item relieved in
the MEL is not used. In such cases, crewmembers should not activate, actuate, or otherwise utilize that
component or system under normal operations. It is not necessary for the operators to accomplish the (M)
procedures associated with the item. However, operational requirements must be complied with, and an
additional placard must be affixed, to the extent practical, adjacent to the control or indicator for the item that is
not used to inform crewmembers that a component or system is not to be used under normal operations.
| W. As used in MEL, Heavy Maintenance Visit (HMV) is a scheduled C-check or airworthiness maintenance
program inspection where the aircraft is scheduled to be out of service for 4 or more days.
| Y. "CATEGORY II" Symbol in Column 5 indicates the item of equipment must be operative for Category II
operation and advance notice to Dispatch is required immediately upon determining the item of equipment is
inoperative.
| Z. RVSM Symbol in Column 5 indicates the item of equipment must be operative for Reduced Vertical

will indicate the models that the item is applicable to. If a listed item of equipment has alternate configurations,
these will be specified, usually in Column 1.
PREAMBLE Preamble
1. General
A. The Preamble explains the intent of the Minimum Equipment List (MEL) and its applicability to Flight
Operations and Maintenance.
2. Preamble
The following is applicable for authorized certificate holders operating under Panamanian or Colombian
Registration. The RACP / RAC require that all equipment installed on an aircraft in compliance with the
Airworthiness Standards and the Operating Rules must be operative. However, the Rules also permit the
publication of a Minimum Equipment List (MEL) where compliance with certain equipment requirements is not
necessary in the interests of safety under all operating conditions. Experience has shown that with the various
levels of redundancy designed into aircraft, operation of every system or installed component may not be
necessary when the remaining operative equipment can provide an acceptable level of safety. A Master Minimum
Equipment List (MMEL) is developed by the FAA, with participation by the aviation industry, to improve aircraft
utilization and thereby provide more convenient and economic air transportation for the public. The FAA approved
MMEL includes those items of equipment related to airworthiness and operating regulations and other items of
equipment which the Administrator finds may be inoperative and yet maintain an acceptable level of safety by
appropriate conditions and limitations; it does not contain obviously required items such as wings, flaps, and
rudders. The MMEL is the basis for development of individual operator MELs which take into consideration the
operator's particular aircraft equipment configuration and operational conditions. Operator MELs, for
administrative control, may include items not contained in the MMEL; however, relief for administrative control
items must be approved by the Administrator. An operator's MEL may differ in format from the MMEL, but cannot
be less restrictive than the MMEL. The individual operator's MEL, when approved and authorized, permits
operation of the aircraft with inoperative equipment.
Equipment not required by the operation being conducted and equipment in excess of RACP / RAC requirements
are included in the MEL with appropriate conditions and limitations. The MEL must not deviate from the Aircraft
Flight Manual Limitations, Emergency Procedures or with Airworthiness Directives. It is important to remember
that all equipment related to the airworthiness and the operating regulations of the aircraft not listed on the MMEL
must be operative.
Suitable conditions and limitations in the form of placards, maintenance procedures, crew operating procedures
and other restrictions as necessary are specified in the MEL to ensure that an acceptable level of safety is
maintained.
The MEL is intended to permit operation with inoperative items of equipment for a period of time until repairs can
be accomplished. It is important that repairs be accomplished at the earliest opportunity. In order to maintain an
acceptable level of safety and reliability the MMEL establishes limitations on the duration of and conditions for
operation with inoperative equipment. The MEL provides for release of the aircraft for flight with inoperative
equipment. When an item of equipment is discovered to be inoperative, it is reported by making an entry in the
Aircraft Maintenance Record/Logbook as prescribed by RACP / RAC. The item is then either repaired or may be
deferred per the MEL or other approved means acceptable to the Administrator prior to further operation. MEL
conditions and limitations, do not relieve the operator from determining that the aircraft is in condition for safe
operation with items of equipment inoperative.
When these requirements are met, an Airworthiness Release, Aircraft Maintenance Record/Logbook entry, or
other approved documentation is issued as prescribed by RACP / RAC. Such documentation is required prior to
operation with any item of equipment inoperative.

Operators are responsible for exercising the necessary operational control to ensure that an acceptable level of
safety is maintained. When operating with multiple inoperative items, the interrelationships between those items
and the effect on aircraft operation and crew workload will be considered.
Operators are to establish a controlled and sound repair program including the parts, personnel, facilities,
procedures, and schedules to ensure timely repair.
WHEN USING THE MEL, COMPLIANCE WITH THE STATED INTENT OF THE PREAMBLE, DEFINITIONS,
AND THE CONDITIONS AND LIMITATIONS IN THE MEL IS REQUIRED.

For the AC GPU AVAIL Light inoperative, an alternative procedure to verify that the AC External power quality is
suitable may be accomplished by:
- Verifying the remaining AVAIL Light indication on the GPU AVAIL Pushbutton or the Flight Attendant Ground
Service Panel, whichever is operative, or
- Check on the MFD Electrical Synoptic Page that the AC External Power Cart is green. The system
automatically monitors the AC power quality appropriately.
If the quality of the AC External Power Source cannot be positively confirmed by any aircraft indication (MFD
Electrical Synoptic page, Pushbutton in Overhead Control Panel, Pushbutton in Ramp Panel or Flight Attendant
Panel Lights), use of APU electric power is preferred.
Positive communication must be established between Flight Deck and Ramp Personnel.
Verify quality of AC External Power Source is within acceptable parameters (115VAC, 400 Hz).
Ensure Pushbuttons (Flight Deck, Flight Attendant Panel and Ramp Panel) are OUT before plugging
GPU to aircraft.

- Adjust the seat position as required and then release the pins to lock the seat in the desired position.
- A spare Backrest Locking System allows manual tilting of the backrest to the up-right position (fixed 5 degrees

- Set backrest recline handle to DOWN position (on the left side of the seat) locks the backrest in the up-right
position.

To manually perform the Passenger Service Unit (PSU) check, proceed as follows:
A button is located on the PSU to turn ON/OFF the passenger reading lights. Turn all lights ON and then OFF.
A manual switch located on the outside of the FWD and AFT lavatory bulkheads is used to turn on the lavatory
lights without latching the door switch. Turn all lights ON and then OFF.
A manual switch located on the outside of the FWD and AFT lavatory bulkheads is used to turn on the lavatory
lights without latching the door switch. Turn all lights ON and then OFF.
The passenger call indicator lights consist of orange color indicator for a lavatory call, blue colored for a
passenger call in the main cabin area, amber colored for a sterile light call, red colored for a pilot emergency call,

- Press the Lavatory Attendant Call button and Passenger Attendant Call button at any station;
- Switch the Sterile toggle switch on the cockpit overhead panel to ON;
- Use the Audio Control Panel on the cockpit to call the Flight Attendants in the Normal and Emergency modes;
Lavatory Occupied signs are used to indicate if the lavatory is in use aircraft. Close and Latch the Lavatory
Doors to verify these signs.

To determine fuel remaining in the affected tank, assuming crossfeed valve remaining closed and that both
engines FUEL FLOW indications are approximately the same:
- Access MCDU FUEL MGT Pages 1/2 and 2/2 then subtract the appropriate FUEL USED value from the initial
fuel on board in the affected tank, and, if applicable,
- Subtract APU fuel consumption from FUEL USED indication, and then subtract half of this value from the initial
fuel on board in the affected tank. The APU fuel consumption, from Tank 2, is presented by AOM section 6-07.
NOTE: The FUEL IMBALANCE Caution and FUEL EQUAL-XFEED OPEN Advisory EICAS Messages will be

If APU start in flight is required, verify that FUEL USED indication on MFD remains operational after APU start. If

NOTE: Except for takeoff, the FADEC will understand that the engine anti-ice valve is open reading the
signal from the EICAS message A-I ENG 1 (2) VALVE OPEN. This will result in a different N1
commanded. For takeoff the FADEC will read REF A/I setting (set to OFF) on the MCDU. Due to
this, and as the valve is secured closed, there is no performance penalty for takeoff.

- ITT increased by a minimum of 6C and a maximum of 10C when Ice Protection Test Selector Knob was
commanded to ENG.
- ITT returned to a value not greater than 2C above the original temperature at least 60 seconds after Ice
Protection Test Selector Knob was commanded to OFF.
Verify that the MCDU takeoff data setting is done considering the appropriate anti-ice setting. On ground,
proceed with normal operation. Refer to Flight Manual (FM) Volume 2, Section 17, or AOM Section 3-75 for Anti-
Ice System selection BEFORE START.
| If the MCDU Reference Anti-Ice is set to OFF, the ENG REF A-I DISAG Caution EICAS Message may be

Verify by pressing the door latch visual indicator on the control ramp that the indicator does not show GREEN in
the latched position. This check is aimed to verify that the Latch indicator has failed.
| To make sure that the door latch mechanism operates correctly, open the door and pull down on the door-latch
| bellcrank assembly; rotate the main latch shaft on both ends, one at a time. The latch shaft must not move.
Verify that the roller bearings are installed properly. Refer to AMM TASK 52-11-20-000-801-A for a detailed view.
Open the door from the outside and after that close it from the inside once before each departure. Door operation
does not require excessive forces to operate. Refer to Flight Manual (FM) Section 6 for door opening and closing
operation.

To verify that the escape slide ARMED/DISARMED indication operates normally, cycle the escape slide handle
twice to arm/disarm the Escape Slide and verify that the escape slide ARMED/DISARMED indication is in
accordance with the escape slide handle position, i.e., showing ARMED with escape slide handle pulled down
and DISARMED with escape slide handle pulled up.
To verify that the Girt Bar is operating normally, open the affected door. Cycle the Escape Slide Handle only (not
the Door Lock Handle) and verify at the bottom of the door that the Girt Bar is rotating. Preferably, two people
should accomplish this task, one cycling the Escape Slide Handle while the other is verifying the Girt Bar rotating.

1. Introduction
Nonessential equipment and furnishings (NEFs) are those items installed on the aircraft as part of the original
certification, supplemental type certificate, or engineering order that have no effect on the safe operation of
flight and would not be required by the applicable certification rules or operational rules. They are those items
that if inoperative, damaged or missing have no effect on the aircrafts ability to be operated safely under all
operational conditions. These nonessential items may be installed in areas including, but not limited to, the
passenger compartment, flight deck area, service areas, cargo areas, lavatories, and galley areas. NEF items
are not items already identified in the MEL or CDL of the applicable aircraft. They do not include items that are
functionally required to meet the certification rule or for compliance with any operational rule. An operators
NEF process shall not provide for deferral of items within serviceable limits identified in the manufacturers
maintenance manual or the approved maintenance program such as wear limits, fuel/hydraulic leak rates, oil
consumption, etc. Cosmetic items that are fully serviceable but worn or soiled may be deferred under the NEF
process.
Placard Items: Includes items that may require routine accomplishment of a Maintenance or Flight / Cabin
Crew action when the piece of equipment is missing or inoperative. Additional items are
included in this section for increased Flight / Cabin Crew visibility such as those commonly
regarded as emergency equipment but not required by regulation (i.e., wheelchair, etc.).
Maintenance Control must authorize deferral of Placard Items. The repair interval is 120
days.
Open Item List: Includes equipment and furnishings traditionally deferred using the Open Item List (OIL).
These items do not typically require the same level of visibility or routine accomplishment of
Maintenance or Flight / Cabin Crew action when missing or inoperative. Maintenance Control
must authorize items entered on the Open Item List. The repair interval is 60 days for all
ATAs, except for ATA 25 items which are controlled to 120 days.
When necessary, Maintenance (M) and Operations (O) procedures are identified as appropriate in the
Remarks or Exceptions column and must be reviewed and completed as noted. The component or system
must be isolated by deactivation, disconnection, or removal, if necessary, to prevent subsequent failures.
Deactivation that may be accomplished by positioning a switch or by pulling a circuit breaker may be
accomplished by the Flight Crew as noted in the Instructions section of this manual. All NEF items (Placards
or OIL) repair intervals will be according to Copa / Aerorepublica MGM 2.6.4.
The items appearing in this section are provided for crew visibility and do not constitute a complete listing of all
items controlled by the COPA or Aerorepublica Deferred Maintenance Program. Maintenance Control should
be contacted if an item or system is not included in the listing or if a disparity exists between this listing and
another document.

This section is divided into general aircraft areas and includes typical items which may be inoperative, broken, or
missing. Maintenance personnel are responsible for completing an evaluation of an OIL item to determine if deferral
of the condition is acceptable. Disassembly, removal, or securing of items may be required. The following
guidelines shall be used to determine acceptability when requesting an item of this type to be included on the Open
Item List.
Does it create the potential for fire / smoke or other hazardous conditions?
Does its condition potentially affect the safety of passengers, crew, or service personnel?
Does it create additional workload for the crew at critical times of flight or flight preparation?
NOTE: Items for which there are limits established in an approved manual (AMM, EM, SRM, etc) or items
contained in a MEL / CDL item cannot be included in OIL category.

INTRODUCTION
This Configuration Deviation List contains additional certificate limitations for operation of the airplane without certain
secondary airframe and engine parts as listed herein. When the airplane is operated using the CDL, the limitations
specified in the AFM must still be complied with, as amended in this Appendix. All the items that are related to the
airworthiness of the airplane and not included on the list are automatically required to be installed.
The associated limitations must be listed on a placard affixed in the cockpit in clear view of the pilots and other
appropriate crewmember(s). The pilot in command should be notified of each operation with a missing part(s) by
listing the missing part(s) in the flight or dispatch release. The operator should list in the airplane logbook an
appropriate notation covering the missing part(s) on each flight.
If an additional part is lost, the airplane may not depart the airport at which it landed following this event, until it
complies with the limitation of the CDL. This, of course, does not preclude the issuance of a ferry permit to allow the
airplane to be flown to a point where the necessary repairs or replacement can be made.
No more than one part for any one system may be missing, unless specific combinations of parts are included in the
CDL. Unless otherwise specified, parts from different systems may be missing. The performance penalties are
cumulative, unless specifically designated penalties are indicated for the combination of missing parts.
Where performance penalties are listed as negligible, no more than three negligible items may be missing without
taking further penalty. For each missing item more than three, reduce the takeoff, landing and enroute climb limits by
45 kg (100 lb). Where performance penalties are listed as no penalty, any accumulative number of items listed as no
penalty may be missing without further penalty.
Takeoff performance penalties should be applied to the takeoff weights that are limited by performance
considerations (i.e., takeoff field length, first, second, or final segment climb, or takeoff flight path).
If the performance-limited takeoff weight is greater than the maximum certified takeoff weight, the takeoff
performance penalties should be applied to the maximum certified takeoff weight to ensure compliance with the noise
requirements.
Landing performance penalties should be applied to the landing weights that are limited by performance
considerations (i.e., landing field length, landing climb, or approach climb). If the performancelimited landing weight is
greater than the maximum certified landing weight, the landing performance penalties should be applied to the
maximum certified landing weight to ensure compliance with the noise requirements.
En route performance penalties apply only to operations that are limited by the one-engine inoperative en route climb
performance.
To correctly apply the speed tape, perform Aircraft Maintenance Manual TASK 51-22-01-910-801A. The use of
speed tape is time limited to 10 days.
If the CDL item refers to a MEL item, the MEL repair interval must be applied.
The CDL is part of the approved Airplane Flight Manual. In case of conflicting information between this handbook and
the AFM, the applicable AFM must prevail.
COMPONENT LOCATION
The numbering and designation of each system in this Appendix is based on ATA Spec. 2200. The parts within each
system are identified by its functional description and, when necessary, by door or panel identification. See
Maintenance Manual, Chapter 06, for panel identification.

INTRODUCTION
This section is intended to provide information related to the possibility of dispatching airplane for flight with selected
configuration deviation items not covered by the Configuration Deviation List (CDL) or MEL, such as
missing/inoperative access door latches, missing/inoperative panel camloc missing screws, or cracked/broken
lights/lenses.
Although the missing/inoperative latches and camloc or cracked/broken lights and lenses could cause flight delays,
they are not classified as a CDL items because the airframe parts are not missing from the airplane. The panels,
doors, lights and lenses are still installed on the airplane.
In order to support operators with information to improve dispatch, Embraer has prepared this DDPM section, which
is divided into four parts:
- Missing screws from external panels, drain mast, some retainer seals and doors protective plate and sill.
All the parts contained here have undergone a dedicated analysis and are allowed to be missing, inoperative or
cracked provided a speed tape is applied to cover the affected or cracked part. To correctly apply the speed tape,
| refer to AMM TASK 51-22-01-910-801-A. The use of speed tape is time limited to 10 days.
Unless otherwise specified, latches and camlocs from different doors or panels may be missing or become
inoperative simultaneously.
Since variables such as airplane configuration, flight route, special operational procedures, and maintenance
practices may affect a given procedure, it is recommended that each maintenance technician review the procedures
presented herein to verify that the airplane is capable of performing a safe flight and to ensure that they are suitable
for this particular operation. It is the technicians responsibility to exercise good judgment to evaluate factors such as
airplane condition, weather, etc.
NOTE: Camloc are also referred to as quick-opening and quick action fasteners, or Dzus or Airloc fasteners.
This Special Dispatch Procedures section is also presented in a different format, but with the same contents, through
the Aircraft Maintenance Manual (AMM). Following is a list of SDP items along with the applicable AMM.

This section is intended to provide information related to dispatching the EMBRAER 190 airplanes for flight with
cracked or broken external light or lenses provided a speed tape is applied to cover the affected or cracked part.
For dispatch with cracked or broken external lighting lights or lenses, check that the crack or broken part does not
present a risk of worsening to the point of breaking apart completely, allowing loose pieces of glass to fall off of the
light assembly during ground or flight operations. Check that there is no movement of the parts of the glass and
check that supporting structure holds them tightly.
The affected light or lens must be covered with speed tape and a check must be done once each flight day.
The light or lens must be considered inoperative and deferred in accordance with the MMEL, as presented below.
The MMEL repair interval must be obeyed and the time allowed to fly with speed tape can not be more than 10 days.
NOTE: 1) Affected lights must be deactivated by pulling and safety the associated Circuit Breakers.
The deferring Maintenance Technician is responsible for exercising the necessary control to ensure that an
acceptable level of safety is maintained when operating with multiple cracked or broken lights or lenses.

This section is intended to provide information related to dispatching airplane for flight with screws missing from
external panels, drain mast, some retainer seals, and door protective plate and sill.
The conditions required for airplane dispatch with missing screws are presented below:
- There must not be missing screws at the corner of the panel/door or at the end of the retainer seal. In this case it
is suggested that a screw from another area takes the place of the missing screw.
- No consecutive screws are allowed to be missing. In this case it is suggested that a screw from another area
takes the place of one of the consecutive missing screws.
- Cavities and panel area adjacent to the missing screws should be taped closed. It does not apply to the flap fairing
seal and baggage bulkhead seal.

TABLE OF CONTENTS
1. Introduction
The main purpose of the EICAS Message List is to provide a quick mean to cross-reference an EICAS message
with the possible associated MEL items.
This list presents all EICAS messages for the EMBRAER 190, and is divided according to the following columns:
- TYPE: indicates whether the message is classified as Warning (W), Caution (C), Advisory (A), or Status (S);
- POSSIBLE FAILED COMPONENTS: among all possible failure causes related to the EICAS message, it indicates
the components that when inoperative may be dispatched in accordance with the MEL. Troubleshooting the affect
system to identify the failed component is required. When no component is indicated and is associated with a No
Dispatch, no dispatch is allowed whichever failure is causing the EICAS message.
- DISPATCH CONDITION: indicates the MEL items or dispatch condition associated to the EICAS message. A Not
Applicable indicates that the MEL is not the applicable document to be used,i.e., the EICAS message reflects a
transient condition or it would normally be mitigated by applicable crew or maintenance procedures.;
- REMARKS: includes a note on the actual system failure condition, i.e., if the system has failed (actual failure) or it
is still operative and its monitoring system has failed (false indication).
To find out the dispatch condition related to the EICAS messages presented, the Fault Isolation Manual (FIM) shall
be used for proper troubleshooting of the associated messages. Only after the identification of the affected
component that this EICAS Message List shall be used to orientate the operator rather the affected component is
dispatchable or not.
This section does not replace troubleshooting actions and proper application of the approved MEL.
