What Will it Take?

Full-day kindergarten has become a real option for all
New Hampshire towns as Governor Sununu signed SB
191 on July 12. While the governors statement prior
to signing the action makes it sound like it will happen,
there are a lot of things, both on the state level and here
in Hudson, that have to happen.
Governor Chris Sununus statement: The investments
made today will give New Hampshires children a strong
foundation for tomorrows future. I am proud to be
the first governor to deliver a real full-day kindergarten
program for communities across our state, which
will close the opportunity gap and provide students,
regardless of their economic status, an extra step up as
they enter the first grade. Full-day kindergarten is good
for children and families, and a critical tool in retaining
our future workforce.
Senate Majority Leader Jeb Bradley had this to say:
It is well known that additional time in the classroom
is invaluable to early childhood education and in
building a strong base for future learning. I applaud the
governor and this legislature for making an already great
education system even better for future generations.
Having the opportunity to discuss full-day
kindergarten with Hudson Superintendent Lawrence
Russell earlier this weekend, he outlined many of the
hurdles that Hudson would face with this transition.
Before you jump, remember full-day kindergarten is not
mandated and, even with this new bill, the funding at
100 percent is not carved in stone.
Currently, the New Hampshire public education
funding system is based on a grant under Adequate
Education Aid using a matrix starting at $3,600 per
student per year. Then towns and cities with low-income
households and students with special needs receive
additional support.
In todays formula, kindergarteners get a half rate of
$1,800. With the new bill, the hope is to get revenue
from the gaming form called Keno using those funds
to add $1,100 per every student in full-day kindergarten,
scheduled to start in fiscal year 2019 (July 1 of 2018).
Then, in FY 2020, the amount will be based on Keno
revenue; while it will never drop below the 2019 grant
of $1,100, the goal is for $1,800 to match the matrix
baseline per student of $3,600.
New Hampshire Public Radio has reported that The
city of Nashua will now offer full-day kindergarten at
all of its elementary schools. Nashua joins the roughly
three quarters of school districts around the state that
offer full-day kindergarten programs. Currently there
is no support from the state other than the one half per
student Adequate Education Aid. NHPR continued
that interim superintendent of Nashua Schools Connie
Brown says, with an overall decline in enrollment, they
will be able to implement the program at no cost.
Here in Hudson, with the development of the early
learning campus, all kindergarten students go to the
Library Street School. The school has been downsized
in many areas to meet the needs of the five year olds. In
the process, the outdated kitchen was not needed for the
half-day programs and was removed. Currently, there
are 10 classes of kindergarteners, five in the morning
block and five in the afternoon session. Also, in the
Library Street building, both morning and afternoon
sessions are offered for preschool.
The five kindergarten teachers each teach a morning
and afternoon class, are members of the teachers union
and receive the benefits of the collective bargaining
agreement.
Superintendent Russell was very up front that full-day
kindergarten discussion was not even in an embryonic
stage, but conversations should start at many different
levels before Hudson would be ready to vote on offering
full-day kindergarten.
When Russell was asked about how it would make
a difference to have full-day kindergarten, he used
the term educationally sound. Comparing full- vs.
partial-day kindergarten, the full-day students are often
more prepared for first grade, but the superintendent
stressed that the key is for the kindergartners to acquire
a vocabulary of 21,000 words for a foundation of talk,
which models into learning. Although not an easy
feat, parents who are diligent about talking and reading
with their young children at home can reach this
21,000-word threshold without the full-day-of-school
approach. He mentioned Malcolm Gladwell, author of
(2008) Outliers: The Story of Success, who talks about
environment and its impact in learning.
Drifting back to the mortar-and-brick issue, Russell
mentioned that it is true the student population in
Hudson is falling; the number of first-grade classrooms
is dropping this July from 12 to 11. He mentioned that
there are portable classrooms in the district that the
district owns that might be usable to make up the five
classrooms needed. When asked about getting teachers,
Russell did not see that as a problem, but he cautioned
these are just ideas and that no real planning has even
started.
The meeting with the superintendent closed with a
conversation about how a better school system raises
property values in a community, noting that people
move to a town based on the school system.
While it seems that full-day kindergarten is somewhere
in the future for Hudson, yes, it will have a price tag, and
the state isnt paying the full ticket and even if everyone
loves Keno and plays regularly, property tax dollars will
still be needed.

HMS Math Teacher Gets Nod as a National
Finalist for Presidential Award

Aerial Tramway and daily at the Flume Gorge. Proper
ID (N.H. drivers license or state-issued ID) is required
(Pursuant to RSA 218:5-c).

can ensure that your health-care wishes will
be carried out, and that your finances will

It could happen to you
Incapacity can strike anyone at any time.
Advancing age can bring senility, Alzheimers
disease, or other ailments, and a serious
illness or accident can happen suddenly at
any age. Even with todays medical miracles,
its a real possibility that you or your spouse
could become incapable of handling your
own medical or financial affairs.
What if youre not prepared?
Should you become incapacitated without
the proper plans and documentation in place,
a relative or friend will have to ask the court
to appoint a guardian for you. Petitioning
the court for guardianship is a public
procedure that can be emotionally draining,
time consuming, and expensive. More
importantly, without instructions from you, a
guardian might not make the decisions you
would have made.
Advance medical directives
Without legal documents that express your
wishes, medical care providers must prolong
your life using artificial means, if necessary.
With todays modern technology, physicians
can sustain you for days and weeks (if
not months or even years). To avoid the
possibility of this happening to you, you must
have an advance medical directive. There are
three types of advance medical directives: a
living will, a durable power of attorney for
health care (or health-care proxy), and a Do
Not Resuscitate order (DNR). Each type has
its own purpose, benefits and drawbacks,
and may not be

catching. The striper fishing is by far some of
the best I have seen in a long time.
Outgoing tide drift the mouth with live
mackerel or even dead/chunks/fillets. Incoming
tide work the flats or further up river. The pogies
have been plentiful just outside the river, in
front of Salisbury or Plum Island. We have been
catching a few stripers over 40 inches, but the
vast majority of fish are in the 30-36 inch range.
The bluefish have not really shown up in any
consistent numbers, and I dont feel any need to
switch to steel leaders yet for these toothy fish.
Some of the biggest challenges fishing for the
past couple weeks have been locating schools of
mackerel for bait. I have spent hours to catch very
few and the next day caught hundreds in an hour.
Been frustrating to say the least. Tip: store up
mackerel when you do catch them because they
work fine as dead bait.
Ok, calm down, the giant bluefin tuna are
here. They are coming in very close to shore, and
sightings of them have been in waters a mile or so
off the beach. Catching them is a different story.
The hardcore tuna fishermen that spend multiple
day trips on anchor are being rewarded for their
efforts, but the typical weekend warrior has had
limited success. The dogfish or newly branded
Cape Cod Shark has recently come into the area
from the northwest corner of Stellwagon Bank
outside of Gloucester all the way up to Northern
Jeffreys Ledge in Maine. This creates an added
aggravation to tuna fishing in that these pesky
sharks destroy bait and tackle before the tuna get
a chance to eat.
Speaking of sharks there have been several
sightings of great white sharks and even one
where the angler caught and released a white
shark. To me this comes as no surprise with the
amount of seals we have residing on the North
Shore. Also, reports of mako and porbeagle
sharks being caught behind the Isle of Shoals.
My theory is the reason why the bait fishing has
been hit or miss is these large sharks and tuna
are scattering the bait all over the place making it
difficult to catch. Regardless, the fishing has been
awesome inshore and offshore. Go fishing, you
never know you might even see a whitetail deer
swimming in the river!

score was not enough to overcome the
lead that Dutton had built in the prone
and standing matches. Dutton finished
first overall with a combined score of
1118-29x. Miller finished second with
a 1111-28x and took home the silver
regional medallion. Lazarsky was third
overall and the high Intermediate Junior.
While Dutton was crowned the State
Open Champion and Regional Gold
Medallion winner, it was Hunter Lang of
Troy, N.H. who took home the State Junior
Championship honors with a score of
1086-23x. Mike Jerome of Halifax, Mass.
was the second Intermediate Junior with a
score of 1077-19x.

to the pin at 1 foot 4 inches and Matt Lubinski for the longest drive.

The 24th annual Barbara Hamilton ASA Softball Tournament will be held this weekend in Hudson
and surrounding towns starting Friday night and ending Sunday afternoon. The Northeast Heat-
sponsored tournament is in memory of Barbara Hamilton. The local fields where the action will
take place are Jette/Sousa, Kiwanis and Alvirne High School. More than 45 teams from all over
