Counters at eNodeB side are designed to enable the corresponding measurement, which
are split into sub-counters per establishment cause and per failure cause:

cause (time out, admission control failure, other reason)
Note:
The above counters are provided on per cell basis granularity in a non-overlapping 15
minutes periodicity. The measurements are obtained by being reinitialized at the beginning
of each granularity period, and accumulating the number of successful and failed RRC
connection establishments. The accuracy of the measurement result is dependent on
how many RRC connection establishment attempts have been received during the time
for evaluation.

between the receipt of a "RRC CONNECTION REQUEST" and the corresponding "RRC

Measurement Method

between the receipt of a "RRC CONNECTION REQUEST" and the corresponding "RRC
CONNECTION SETUP COMPLETE" message by the eNodeB. The accumulated value
of this time will then be divided by the number of successful RRC connections observed
in the granularity period to give the arithmetic mean.
