GOVT TO AUCTION SIX COKING COAL MINES


The Centre is planning to auction six coking coal blocks, a move that may help in
augmenting the supply of the fuel used for steel-making, to cater to growing demand.
"The Coal Ministry will put on offer six coking coal blocks for captive purposes," an
official close to the development said. The entire demand of metallurgical coal, he said,
is not met indigenously since supply of high quality coking coal in the country is
limited. Therefore, no option is left other than importing such fuel. The state-run Coal
India Ltd (CIL) which produced 55.22 million tonne (MT) of coking coal last fiscal is
eyeing 59.77 MT of metallurgical coal in the ongoing financial year, the official added.
CIL, which accounts for over 80 per cent of the domestic coal production, eyes 63.55
MT coking coal in the next fiscal and 72.30 MT in 2019-20. According to current
import policy, coal is kept under the Open General License (OGL) and consumers are
free to import coal from the source of their choice as per their contractual prices on
payment of applicable duty. During the April-Jan period of FY'17, India imported 34.84
MT metallurgical coal. In FY'16, India imported 43.51 MT of coking coal and 43.71 MT
of fuel used in steel-making in FY'15. The government had earlier said that efforts were
being made to increase the availability of indigenous coking coal in the country in
order to reduce the import of the fossil fuel which is mainly used in production of steel.
The industry body ASSOCHAM had also earlier stated that India needs to emphasise
on indigenous production of coking coal in order to reduce the dry fuel import which
has resulted in loss of forex reserves. In addition, CIL is also planning to acquire
coking coal mines in Australia as it looks to supplement the requirement of country's
metallurgical coal. Australia has put on offer some coking coal blocks and CIL has
initiated dialogues with the Australian government with regard to acquiring some
mines there, a source privy to the development had recently said. However, the
discussions are in a very preliminary stage, the source had said. India's dependence on
imports is particularly heavy on coking coal which is a vital ingredient in the steel
making process. Keeping in view the limited availability of metallurgical coal as an
'disadvantage' for Indian steel sector, the draft steel policy aims at increasing supply of
domestic coking coal to cut dependence on imports by half and a production of 300
million tonne of the alloy by 2030-31.

INDIA'S STEEL EXPORTS SURGE 102% IN 2016-17; IMPORTS

India's steel exports jumped by 102.1 per cent in 2016-17 to 8.24 million tonne (mt),
as compared to 4.07 mt shipped out in the previous financial year (2015- 16),
according to a Steel Ministry's report. "Export of total finished steel was up by 102.1
per cent in April- March 2016-17 at 8.24 mt over same period of last year. Export in
March 2017 at 1.62 mt was up by 363 per cent over March 2016 and grew by 114 per

cent over February 2017," said the report of Joint Plant Committee. "Since domestic
consumption is not picking up well, steel producers have been given thrust on exports.
Such trend is expected in 2017-18 because of brownfield expansion of steel in India.
Steel producers, including SAIL, have been drawing up big plans for exports," Institute
for Steel Development and Growth's Director General Sushim Banerjee said on
Wednesday last. India has become a net exporter of steel in 2016-17 as imports fell
gradually. According to provisional data, imports of total finished steel stood at 7.42 mt
in 2016-17, declining by 36.6 per cent from 11.71 mt of imports in 2015-16. Imports in
the last month at 0.8 mt were down by 19.7 per cent over the corresponding month of
previous fiscal, but up by 51.8 per cent over February 2017. According to the report,
India's consumption of total finished steel at 83.93 mt saw a growth of three per cent
in 2016-17 as against 81.52 mt in 2015-16. Consumption in March only at 7.98 mt
was up by 2.2 per cent over corresponding month last year but increased by 13.4
percent over February, 2017. "Unless investments come in the infrastructure projects,
domestic consumption will not rise sharply. In fact, steel intensity to GDP has come
down," Banerjee said. Production for sale of total finished steel at 101.27 mt registered
a growth of 11.3 per cent during 2016-17, compared to 90.98 mt in the previous fiscal.
In fact, crude steel production grew by 8.5 per cent in 2016-17. Overall, finished steel
production for sale was at 9.75 mt in March, 2017, up by 17.4 per cent over year-ago
month and grew by 14.6 per cent over February 2017.
