Reason: Because Peoples Democratic Party-Bharatiya Janata Party alliance will reportedly
take some time to form the government again following the death of Jammu & Kashmir
Chief Minister Mufti Mohammad Sayeed.

Indian, Chinese troops meet on LAC, commit to cordial ties


Indian and Chinese troops meet on the Line of Actual Control (LAC) in Ladakh sector of Jammu
and Kashmir for the ceremonial Border Personal Meetings on the occasion of 67thRepublic day of
India. Both the troops express their commitment towards enhancing the friendly relations and
maintaining peace along boundary.
Key Highlights of the Meeting
The military commanders of both sides Hoist the Flag and deliver speeches in which
kindness and a spirit of friendship was reflected.
Cultural Program showing the traditional culture of India was organized.
The troops from both the country also wanted to build the treaties and agreements
signed between the governments of the two sides to maintain peace and harmony along
the Line of Actual Control (LAC).

Nai Manzil Scheme Launched in Jammu and Kashmir


Nai Manzil Scheme is an integrated Education and Livelihood Initiative for the Minority
Communities.
Key highlights
It was announced by the Union Budget 2015-16.
Girls from minority communities will be imparted three month skill development training
in seven identified sectors relevant to the region under the scheme.
These include training in saffron processing, food processing, embroidery,
computers IT, Tourism/hospitality, electronics and plumbing.

First Muslim Home Minister Mufti Mohammad Sayeed passes away


The 6th Chief Minister of Jammu and Kashmir Mufti Mohammad Sayeed passed away at All
India Institute of Medical Sciences (AIIMS) in New Delhi due to multiple organ failure. Sayeed
(79) was survived by his wife, three daughters including PDP President Mehbooba Mufti and a son.
The Union government has declared a day of national mourning following his death. National
flags across the country flown at half-mast.
Jammu and Kashmir government has announced a holiday and a seven-day mourning
period as a mark of respect to Sayeed.

Indo-China held maiden JET on border
In order to ensure greater interaction between troops stationed along the Line of Actual
Control(LAC), India and China held their first joint tactical exercise (JET) codenamed Sino-
India Cooperation 2016in the Chushul-Moldo, Jammu and Kashmir.
This was the part of ongoing initiatives taken by India and China to ensure peace and
tranquillity along the border.
The Indian Army team of 30 personnel was led by Col. Ritesh Chandra Singh while
the Chinese delegation was led by Col. Qu Yi.
The exercise focused to jointly tackle aspects of Humanitarian Aid and Disaster Relief.

Government Cancels IRB Contract


Union Government has cancelled the contract for the RS. 10, 050 crore Zojila Pass Tunnel
Building Project.
South Asias longest Tunnel project at Zojila Pass in Jammu & Kashmir to offer all
weather connectivity to the Lah ladakh region.
With this cancellation of the contract, IRBs order size will decline to about Rs. 6, 500
crore.

Cabinet approves Udaan scheme till 2019-20


The Cabinet Committee on Economic Affairs, led by the Prime Minister Narendra Modi has given
its approval for extension of time period of the Udaan Scheme for Jammu & Kashmir till 2019-
20 from the earlier time period of 2015-16.
Udaan Scheme:
Udaan is a national integration scheme with the goal to mainstream J&K youth with rest
of the country and targeting to train and enhance employability of 40,000
graduates, post graduates and three year engineering diploma holders, will be
achieved by 2019-20.

Union Government and Jammu & Kashmir Government signed MoU on UDAY Scheme
Jammu and Kashmir Government has signed Memorandum of Understanding (MoU) with Union
Ministry of Power, An overall net benefit of approximately Rs.9800 crore would accrue to the
State by opting to participate in UDAY.
Jammu and Kashmir reforms and issue power bonds worth about Rs 7000 crores,
which were equal to the power liabilities of the State.

The Hospital named as Mata Vaishno Devi Narayana Super Specialty Hospital it has been
constructed at the cost of Rs 300 crore on a sprawling 80 hectares.

J&K Cabinet approved 5% interest subsidy for flood-hit traders


State Cabinet chaired by Chief Minister Mehbooba Mufti sanctioned a grant of 5% interest
subvention with the effect from 1st April, 2016 with a limit of Rs 5 Lac per unit for a period of
four years.
The move is to give relief to September -2014 flood affected traders and business
units, This will pave the way for subsidizing interest on loan to flood hit traders/
business to an extent of 5% starting from 1st April-2016 to 31st December-2020.
To monitor proper implementation of the scheme the sate cabinet ordered constitution
of a High Level Coordination Committee headed by Chief Secretary and comprising
representatives of any other appropriate agency.

Jammu-born poet Padma Sachdev gets Saraswati Samman


Jammu& Kashmir born poet and novelist Padma Sachdev has been chosen for the
prestigious Saraswati Samman for the year 2015 for her autobiography named Chitt-
Chetewritten in Dogri language and published in 2007.
Sachdevs work was selected among five works that were shortlisted from 22 works

Centre appoints Finance Secretary as liaison officer with Jammu and Kashmir
Finance Secretary Ratan Wattal was appointed as the liaison officer to working
betweenJammu and Kashmir government and central government
He will be responsible to ensure the flow of funds to the J & K government and

J&K govt announces Mufti Sayeed Food Entitlement Scheme


Jammu & Kashmir cabinet in its maiden meeting under the Chief Ministership of Mehbooba
Mufti announced to launch Mufti Mohammad Sayeed Food Entitlement Scheme (MMSFES) to
supplement the National Food Security Act (NFSA)from July 1, 2016.
Under this scheme, all those persons who are covered under the States public
distribution system will get additional 5 kgs of ration per person in addition to 5 kgs of
ration they are entitled to get under NFSA.

The founder of Jammu and Kashmir Liberation Front (JKLF), Amanullah Khan died in Pakistan.
He was 82.

Worlds largest telescope may be set up in Ladakh
The world largest to be built called Thirty Metre Telescope (TMT) project may be set up at
Hanle in Ladakh. This is the effect of protests in Hawaii in the US which was proposed site for
the telescope.
The project intended exploring the universe that will strengthen the domestic
programme of the country in this field and lead to several discoveries. India is a 10 per
cent partner in the TMT project which is a partnership countries includes China, Japan,
Canada and the US.
The project site includes Chile, Hanle in Ladakh and others which are all being
evaluated for technical and logistical suitability

Kalraj Mishra Inaugurates Khadi Spinning and Weaving Centre in Srinagar


i. The Union Minister for Micro, Small and Medium Enterprises (MSME) Kalraj Mishra inaugurated
the Harmukh Khadi Gram Udyog Sansthan, a spinning and weaving centre and marketing plaza
for khadi goods in Srinagar.
ii. The Minister distributed 25 new model charkhas among local artisans at the function, which
was organised Khadi and Village Industries Board Srinagar.
iii. The Minister also pledged to provide all sorts of assistance to Jammu and Kashmir in the view
of removing regional imbalances and urged the state to come forward and seek maximum help
from the centre.

J P Nadda Lays Foundation Stone For 3 Medical Colleges In Jammu And Kashmir
i. Health and Family Welfare Minister JP Nadda laid the foundation stones of three medical

colleges, to be set up at a cost of around Rs 189 crore each, in Jammu and Kashmir.
ii. These colleges will be built at Rajouri in Jammu,Anantnag in south Kashmir
and Baramulla in the north.
iii. These Medical Colleges will be attached to district hospitals of these three districts. Each
medical college is to have intake capacity of 100 for MBBS course.

Dr Jitendra Singh lays foundation stone of Ujh bridge in J&K


i. Union Minister of State in PMO with IC of North Eastern States and Youth Services and Sports,
Dr Jitendra Singh has laid the foundation stone of bridge at Ujh Bridge in Kathua district of
Jammu and Kashmir.
ii. For the construction off the bridge Rs 44 crore has been earmarked that will
have 1020 metre length to be constructed over river Ujh
iii. The bridge will be completed in two years by Border Roads Organization that would benefit
over three lakh people in this border belt.

MoU signed for setting up of IIT in Jammu


Jammu and Kashmir government has signed a MoU with Delhi IIT to establish Indian Institute
of Technology in the Jammu & Kashmir. Regular classes will commence from the current session
in the temporary campus
(i) The MoU has been signed by Higher Education Secretary Hemant Kumar Sharma and
Director, IIT Delhi Prof. V Ramgopal Rao.
(ii) The state government is committed for setting up IIT Jammu with highest standards in a par
with other IITs in the country.
(iii) Around 625 acres of land has been sanctioned at Jagti in Nagrota for the purpose of
setting up an IIT Jammu.

Former Jan Sangh president Balraj Madhok passes away


Former Bharatiya Jana Sangh (BJS) President Balraj Madhok died at age 96, after being ill for
above a month.
Balraj became a full-time member of the RSS in 1942 and politically active in Jammu
and Kashmir.
Balraj Madhok:
(i) He was born in 1920, in Jammu and Kashmir, he led the BJS to its biggest ever win in
1967 when it won 35 seats in the LokSabha.
(ii) Madhok was also a founder of the Akhil Bharatiya VidyarthiParishad (ABVP), He was Initially
associated with the PrajaParishad Party in Jammu, Madhok joined hands with others to form the
Jana Sangh.

Former J&K Congress minister passes away


(i) Senior Congress leader Romesh Sharma passed away after a prolonged illness. He was 65.
He was also Former Jammu and Kashmir Minister.
(ii) He is Minister from Nowshera Constituency Sharma who was also an Ayurvedic doctor,
joined politics before 2000 and won the Assembly elections in 2002.
(iii) He was a Minister of State Commerce and Industries in late Chief Minister Mufti Sayeeds
regime and later as MoS PHE and Irrigation & Flood Control in Ghulam Nabi Azad led
government till 2008.

division
i. Major General Sanjeev Kumar Sharma is set to take over as a General Officer Commanding

Centre approves Rs 1,601 crore for Himayat programme in J&K
i. Union government has approved a sum of Rs. 1601 crore for the skill development
initiative named Himayat Programme.
ii. Under this programme 1.24 lakh local youths will undergo training in job-intensive vocational
courses over the next three years.
iii. The designated Project Implementation Agencies will train the aspirants also it would be
trained in and outside the state.

JKs first Seed Processing Unit to come up in Kathua


i. In order to produce and procure high quality seeds for cultivation and generate employment in
the state, A seed processing unit will be set up in Jammu & Kashmir to help farmers.
ii. The letter to effect this center has been issued by Union Agriculture Minister Radha Mohan
Singh to set up the first-ever modern and exclusive seed processing unit in Jammu and Kashmir
will be set up at Kathua.

MHA sets up T V S N Prasad Committee to explore possible alternatives to pellet guns in


Kashmir
i. Union Ministry of Home Affairs (MHA) has constituted a seven-member expert committee for
exploring the other possible alternatives to pellet guns can be lethal, when sensitive parts like
eyes are hit.
ii. The Committee will be headed by Joint Secretary in the MHA T V S N Prasad. The remaining
six members include members of the committee: Atul Karwal (IG, CRPF), Rajeev Krishna, (IG
Operations, BSF), Tushar Tripathy (DDG, Small Arms, Ordnance factory Board) and Naresh
Bhatnagar (Professor at IIT, Delhi).
iii. The committee likely will submit its report within two months.

i. Union Human Resource Development (HRD) Minister, Prakash Javadekar inaugurated the
Indian Institute of Technology transit campus in Jammu.
ii. In the inauguration function the Minister earmarked Rs 100 crore for NIT, Srinagar under a
special plan this year to facilitate research and development.

iii. For the Jammu IIT campus 159 hectare at village Jagti has been allotted and construction of

Over 10000-Year-Old Camping Site Discovered in Ladakh


i. The Archaeological Survey of India (ASI) has discovered an ancient camping site dating
8500 BC in Ladakh in Jammu and Kashmir, indicating humans were camping in thearea 10,500
years ago.
ii. The site was found at an altitude of 14,000 feet on the way from Saser La to Ladakh in
Nubra valley the ASI team had a section work over there.
iii. Where it is found showing consecutive layers consist of burning residue from the site, which
was sent to Beta Lab, Florida for radiocarbon which is 8500 BC years old.

Narendra Modi unveils a special package worth Rs. 200 crore for sporting activities in
J&K
i. Prime Minister Narendra Modi announced a special package of Rs. 200 crore for J&K
youths,with a view to engage youth of Jammu & Kashmir in constructive sporting activities.
ii. This package can be utilized for the construction of indoor sporting halls in all districts of the
State with a view to provide playing facilities to youth during long winter in J&K.

Indian Army carried out surgical strikes on terror launch pads across LoC
i. Indian Army had successfully conducted surgical strikes on terror launch pads across the Line
of Control () in Pakistan-Occupied Kashmir (PoK).
ii. The strikes were Indias first direct military response to the attack on the Uri army
base earlier this month that killed 18 Indian soldiers and was blamed on Pakistan-based
militants.
iii. The cross-border action came days after New Delhi reviewed its 56-year-old Indus Waters
Treaty with Pakistan and pulled out of the regional Saarc Summit in Islamabad as part of a wider
diplomatic offensive to isolate its nettlesome neighbor.

A grand spiritual gathering that happens once in 12 years and is referred to as theKumbhMela
of the Himalayas had begun in Ladakhs biggest monastery, Hemis, to commemorate the
millennial birth anniversary of the scholar saint Naropa.

Mehbooba Mufti launches CM Scooty scheme for girls


i. Jammu and Kashmir Chief Minister Mehbooba Mufti launched the CM Scooty Scheme for
college girls in Srinagar
ii. This is the first time in weeks that the state of Jammu and Kashmir is making headlines for a
developmental scheme.
iii. The scheme is expected to support women in colleges who come from economically backward
people to continue their education.

Tourism Ministry approves projects of Rs 500 crore for Jammu and Kashmir
i. The Central Sanctioning and Monitoring Committee (CSMC) chaired by Union Tourism
Secretary Shri Vinod Zutshi for the Swadesh Darshan Scheme has approved projects of worth
Rs. 500 Crore for Jammu and Kashmir.
ii. Approved Projects:
Mantalai Sudhmahadev Patnitop Circuit Rs.99.99 Crore,
Baramulla-Kupwara-Leh circuit Rs.99.98 Crore,
Rajouri Bafliyaz Shopian Pulwama Circuit Rs.99.99 Crore
Anantnag-Kishtwar- Pahalgam Daksum Ranjit Sagar Dam Circuit Rs.99.75 Crore.
iii. In addition, Rs. 99.99 Crore has been approved for integrated development of tourist facilities
in lieu of damaged assets in the floods.

CM & Union Petroleum Minister launch Pradhan Mantri Ujjwala Yojana in J&K
i. Jammu and Kashmir CM Mehbooba Mufti launched the Pradhan Mantri Ujjwala
Yojana (PMUY) to provide free LPG connections to BPL households on September 29, 2016 in
Jammu Kashmir in the presence of State for Petroleum and Natural Gas Dharmendra Pradhan
ii. A target of 35 lakh connections has been set under PMUY out of which one
lakh connections are to be provided during next 15 days.

State of Jammu & Kashmir and Himachal Pradesh to get government Helicopter Services
i. The Government has given its approval for operation of helicopter services in the State of
Jammu and Kashmir and Himachal Pradesh on a pilot basis in 10 sectors, as per the
stipulation that the most inaccessible destination points should be chosen.
ii. The scheme can be extended to other/additional sectors at a later date depending upon the
assessment of the justifiable needs of the local population.
iii.Under the scheme, in J&K Srinagar-Kargil, Srinagar-Drass, Kargil-Padum-Leh, Leh-Lingshed
and Srinagar-Leh are the five probable sectors where the government plans to operate the
helicopter services.

Arun Jaitley releases Rs 1,093 cr for restoration of infra in J&K


i. Finance minister Arun Jaitley released first instalment of special assistance of Rs 1,093.34
crore out of Rs.2000 crore to Jammu & Kashmir for repair and permanent restoration of
damaged public buildings such as such as schools, colleges, hospitals, bus stations under Prime
Minister Reconstruction Plan which was announced on November 7, 2015
ii. On October 27, 2016, union government approved one-time relaxation of Mission for
Integrated Development of Horticulture (MIDH) cost norms for restoration of damaged
horticulture areas and development of horticulture in J & K

Cabinet approves establishment of an Indian Institute of Management at Jammu


i.The Union Cabinet has approved the setting up of an Indian Institute of Management
school in Jammu among other approvals that were cleared. The announcement of the

ii.The project will involve a cost of Rs.61.90 crore in temporary campus for the initial four years
from 2016 to 2020. The student strength intake for this year in the Post Graduate Diploma
Programme (PGDP) in Management is 54 which will progressively go up to accumulative student
strength of 120 in the 4th year.

Life expectancy highest in Jammu and Kashmir : RGI Data


i. According to the data given by the Registrar General of India (RGI), Jammu and Kashmirhas
surpassed Kerala as the state with the highest life expectancy in India for all ages, barring life
expectancy at birth.
ii. The data prepared following surveys done between 2010 and 2014, Kerala used to be the
leader in life expectancy in almost all categories of age till 2010.
iii. The RGI last week published state level life expectancy defined as the estimate of the average
number of additional years that a person of a given age can expect to live data for different ages:
0 (at birth), 1, 5, 10, 20, 30, 40, 50, 60 and 70.
iv. Kerala has highest overall life expectancy at birth at 74.9 years, 72 for men and 77.8 for
women , followed by Delhi and Jammu & Kashmir

J&K Bank appoints Parvez Ahmed as Chairman & CEO


i. Parvez Ahmed was appointed as Chairman and CEO of Jammu and Kashmir Bank for a period
of three years on October 6, 2016.

High-altitude glacial lab opens in the Himalayas


i. The glaciological research lab inaugurated by M. Rajeevan, Secretary to the Ministry of
Earth Sciences at Himansh in the Spiti Valley on October 10, 2016. It was located at an
altitude of nearly 13,500 feet.
ii. It was established by the National Centre for Antarctic and Ocean Research (NCAOR), has
automatic weather stations, ground penetrating radars, geodetic GPS systems and other
sophisticated facilities to study glaciers and their discharge.

Second Joint tactical Exercise held by Indian and Chinese army in Ladakh
i. The Indian and Chinese armies held Second Joint Exercise Sino India Cooperation 2016 ,
as a sequel to the first Joint Exercise held in the area of Border Personnel Meeting Hut at
Chushul Garrison of Eastern Ladakh, along with Chinese troops of Moldo Garrisonunder the
provisions of Border Defense Cooperation Agreement, 2013.
ii. During the day-long exercise on Humanitarian Aid and Disaster Relief (HADR), a fictitious
situation of earthquake striking an Indian border village was painted.Thereafter the joint teams
carried out rescue operations, evacuation and rendering of medical assistance, a statement said
here today
iii. The Indian Team for the exercise was led by Brigadier RS Raman

i. The magnificent Kashmiri Red Stag or Hangul could finally get some protection with
the IUCN (International Union for Conservation of Nature) all set to declare it
a critically endangered species
ii. Hangul has been hunted over centuries and its habitat destroyed, leading to its population in
the wild plunging to a mere 150. Even then, IUCN the biggest international body assessing
threat levels to flora and fauna categorized it as that of Least Concern by clubbing with
European and other red deer species of the world.

Legendary Kashmiri Singer Raj Begum Dies At 89


i. The Nightingale of Kashmir, Raj Begum, who enthralled millions with her mellifluous voice

Recovery project on November 14, 2016, for which World Bank has funded an amount of US
$250 million (Rs. 1,600 crore).
ii. The loan assistance from the World Bank would be shared by Centre and the State Government
in the ratio 90:10 and it would be operative for five years ending June 2020.

10 day long festival named Losar festival has begun in Ladakh region of J&K to mark the
beginning of New Year in this Himalayan region. Losar is Tibetan word for new year and this
festival is an important social and religious celebration in Ladakh.

Army launched School chlo operation in south Kashmir


i. AfterOperation Calm down in South Kashmir, Army is now aiming on another
operationSchoolChalo, under which it identifies areas and provides students with free
coaching and make them participate in extra-curricular activities.

iii. The army had launched Operation Calm Down in August- September to eradicate different
parts of the Valley of militants and protesters using minimum force.

Armys Demchok Mission Successfully Completed


i. The Indian Army successfully completed the task of laying an irrigation pipeline for the
villagers in Demchok region of Eastern Ladakh.
ii. The project was undertaken under the Mahatma Gandhi National Rural Employment
Guarantee Scheme for the purpose of linking the village with a hot spring.

as Health Minister in 2006 in GhulamN abi Azad government.

Former J-K Governor Lt Gen Sinha Passes Away


i. Former Jammu and Kashmir Governor Lt Gen S K Sinha passed away at the Army Research
and Referral hospital on November 17, 2016 in New Delhi said by his son Y K Sinha. He was 92.
ii. Sinha has served as the Jammu and Kashmir Governor and led the first batch of Indian
troops who entered J and K when Pakistan raiders invaded in 1947.
iii. He resigned from service after the government superseded him and appointed General A S
Vaidya as the new army chief.
iv. He had joined army in 1943 and also served as Indias Ambassador to Nepal and as
the Governor of Assam.

Cabinet approves rehabilitation package for displaced families from PoKJ, Chhamb
The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi has approved a Central
Assistance of Rs. 2000 crore for 36,384 displaced families from Pakistan occupied areas of
Jammu & Kashmir (POJK) and Chhamb based on an announcement of Prime Ministers
Development Package for Jammu & Kashmir-2015 in November, 2015.
As per the package, Rs. 5.5 lakh cash benefit per family will be disbursed to the
displaced families to enable them to earn an income and live their livelihood. The
amount will be released to the State Government of J&K to be disbursed to eligible
families through Direct Benefit Transfer (DBT).
Mehbooba Mufti launches IT-Enabled Systems to Boost Education System of the State
i. Chief Minister of Jammu and Kashmir, Mehbooba Mufti launched School Management
Information System (SMIS) on December 30, 2016, to provide a complete database of all
the government schools spread across the state.
ii. SMIS been developed by the J&K Education Department in collaboration with National
Institute of Electronics and Information Technology (NIELIT), ISRO, Digital India and
MHRD.

iii. It is a comprehensive IT-enabled Database System to highlight important features of all


Government Schools such as Staff strength, Student-Teacher ratio among others.
iv. Besides, the chief minister also launched a Unified Data Information System for
Education (U-DISE) to provide the details about the enrolments and pupil-to-teacher ratios from
school to school.
v. Mehbooba also inaugurated the GIS (Geographic Information System) mapping of schools,
in which the geographical locations and 3D structures of the schools have been distinctly
marked. It also informs about the school infrastructure and school cluster structure zone-wise in a
district. As many as 28,000 schools are being taken up under GIS mapping in the state.
vi. The chief minister also launched, Vocational Monitoring Details, an online portal for
monitoring the implementation of various vocational courses in the state.
vii .The Minister also launched an e-Office for online management of files in the school education
department to address the critical infrastructure gap and ensure time management

Supreme Court Rejects J&Ks Claim, Says no vestige of sovereignty outside the
Constitution of India
i .The Supreme Court on December 16, 2016, rejected the Jammu and Kashmir High Courts
claim that the states sovereignty cannot be challenged or altered, stating that the state has no
vestige of sovereignty outside the Constitution of India.
ii. A bench of Justices Kurian Joseph and Rohinton Nariman also rejected the J&K High
Courts view that the J&K Constitution was equal to the Constitution of India.
iii. The bench pointed the Section 3 of the Constitution of Jammu & Kashmir, which stated
that the State of Jammu & Kashmir is and shall be an integral part of the Union of India and
the residents of Jammu & Kashmir are governed first by the Constitution of India. The court
stated that there is no dual citizenship and it was completely incorrect to describe the state as
being sovereign and distinct class itself.

Mehbooba Mufti Flags off First Children Special Train in Kashmir


i. Kashmir Chief Minister Mehbooba Mufti flagged off fortnightly special train Vaadi ki sair
(Tour of the Valley) on December 11, 2016, for children that will run between Banihal to
Baramulla.
ii. The Chief Minister also boarded the train at Quazigund station and travelled upto
Baramula. 610 children boarded the train from various stations of valley to enjoy the ride.

10,500 years old ancient camping site discovered in Ladakh


i. A release issued by the culture ministry states that an ancient camping site has been found
near Saser La in the Nubra Valley, Ladakh at an altitude of about 4,200 metresthat was used
by pre-historic man and belonged to circa 8500 BCE.
