I. SITUATION OVERVIEW

On 23 May 2017, the Armed Forces of the Philippines (AFP) conducted an


operation in a house in Marawi City where Abu Sayyaf leader Isnilon Hapilon
was believed to be in hiding. Hapilon forces fought back and called for
reinforcement from the Maute Group who are sympathetic to the Islamic State.
Firefight between government troops (AFP and PNP) and lawless elements in
Marawi City then started.
As of 23 May 2017, 15 persons including Father Chito Suganob and teachers of
Dansalan Colllege were held hostage by the lawless elements.
President Rodrigo declared Martial Law in Mindanao on May 23, 2017 at 10:00
PM
As a result of the armed conflict, massive evacuation took place to the
municipalities of Lanao del Sur, Iligan City, and Cagayan de Oro City. Due to
this, Marawi City has become a Ghost Town.
On 02 June 2017, airstrike was directed against the lawless elements in the
Barangays of Bonggolo, Madaya, and Malinawon in Marawi City.
As of June 14, 2017 there is still ongoing firefight between the government
troops and lawless elements. Hence, it is still not safe for civilians to go in the
area and the residents to go back to their houses.
Situation is exacerbated on the majority of the IDPs who are fasting and
religiously observing the Ramadhan.
Search and rescue operations for the strandees, and retrieval of dead victims
both combatants and non-combatants are not relentlessly pursued given the
situation.
There is still difficulty in validating and assessing these home-based IDPs even
up to this time. Likewise, there is still difficulty in validating as to the number of
casualties, including the dead, wounded, and those stranded in Marawi City.
Substantial damages, especially in terms of properties are reported and
monitored. However, damage assessment is still not permissible due to the
prevailing situation

A. DAMAGES
1. Residential houses and the following establishments were burned:

Teachers Quarters of Dansalan College
Pacasum Square in Commercial District
Philippine Muslim Teachers College

B. CASUALTIES (TAB A)

1. As of 29 June 2017, there were 80 reported dead due to the incident. Of which,
51 were identified and 29 were unidentified.

2. On the number of the wounded persons, update will be provided as soon as the
Health, SRR, and MDS Clusters have consolidated their data.
3. As of 22 June 2017, a total of 209 persons were reported missing by Philippine
Red Cross due to the incident.

C. AFFECTED/DISPLACED POPULATION (TAB B)


1. As of 15 July 2017, 8:00 PM, a total of 102,860 families or 465,674 persons
are displaced by the armed-conflict.
2. Of the total affected population, 4,977 families / 27,004 persons are currently
staying in 85 evacuation centers while 97,883 families / 438,685 persons are
staying with their relatives tracked in 8 Regions
D. DAMAGED HOUSES
1. A total of eight (8) houses were totally damaged in Marawi City, Lanao del Sur,
Autonomous Region in Muslim Mindanao (ARMM).

E. STATUS OF LIFELINES
1. POWER
In the evening of 23 May 2017, power black-out was experienced in Marawi
City. Power is only operational during night time.
As of 25 May 2017, 9:30 PM, power black-out is experienced in the
Municipalities of Saguiaran and Ditsain Ramain, Lanao del Sur.
As of 02 June 2017, 2:00 PM, Mindanao State University (MSU) Marawi
acquired electricity from LASURECO.
As of 18 June 2017, 30% of power in Marawi City was restored.
As of 01 July 2017, 45% of power in Marawi City has restored.

2. ROADS and BRIDGES


Bonggolo and Malaya Bridges in Marawi City were cleared by the AFP
personnel, but civilians are not yet allowed to access the area.

F. DECLARATION OF STATE OF CALAMITY
The Islamic City of Marawi City declared State of Calamity on May 25, 2017
through Resolution No. 60 s 2017, Declaring a State of Calamity in the
Islamic City of Marawi due to damage caused by the current terrorist attacks
in the city and Authorizing Hon. City Mayor Majul U Gandamra to release
funds from the Local Disaster Disk Reduction and Management Fund
(LDRRMF).
Province of Lanao del Sur was declared under the State of Calamity on 24 May
2017 per Sangguniang Panlalawigan Resolution No. 61, series of 2017.

I. DISASTER PREPAREDNESS AND RESPONSE

A. National Disaster Risk Reduction and Management Council (NDRRMC)


1. OCD
Asec Rodolfo Demosthenes Santillan, NTG EPR Commander, activated the
National Task Group on Emergency Preparedness and Response on the
Marawi Crisis on 4 June 2017
On 10 June 2017, OCD Deputy Administrator/ NTG EPR Commander
presided the Inter-cluster Meeting with the Regional Directors of OCD held at
the RCCC, Iligan City.
On 13 June 2017, TGEPR Deputy Commander Dir. Alex Andrew Uy, NIMT
members and representatives from concerned agencies visited Balo-i, Pantar,
and Pantao Ragat to assess the current situation of the IDPs in the
evacuation centers. They also met with the Municipal Mayors of Balo-I and
Pantao Ragat in planning for strategies and establish referral flow of IDPs to
Pantao Ragat.
On 16 June 2017, CDA/Exec. Director had a meeting with DSWD ARMM,
DSWD X, DOH ARMM, DOH X, and DTI X in order to expedite the
augmentation of resources to address the needs of IDPs and to improve the
response in the gap of monitoring data.
On 21 June 2017, 10:00 AM, CDA/Exec. Director presided the Food and Non-
Food Items Cluster Meeting with Dir. Felino Castro of DSWD, RD Rose
Cabrera and concerned agencies to discuss the gaps on the distribution of
Food and Non-Food Items of the IDPs.
On 21 June 2017, Dir. Felino Castro of DSWD presided the emergency
shelter meeting together with OIC RD Myrna Angot of OCD-ARMM, Regional
Director Liza Mazo of OCD X, DSWD ARMM, DSWD-Lanao del Sur, ARMM
HEART, Province of Lanao del Sur, LGU of Marawi City, Department of
Agrarian Reform of ARMM, UN-WFP, UN-FAO, and DPWH-Lanao to discuss
about the early recovery phase.
On 21 June 2017, 4:00 PM, CDA/Exec. Director presided the 4 th Response
Cluster Meeting with DSWD, RDs of OCD ARMM and X.
On 22 June 2017, 4:00 PM, Regional Director Liza R. Mazo with Regional
Director Myrna J. Angot presided the 5 th Response Cluster meeting.
On 23 June 2017, 4:00 PM, Officer- in-Charge Myrna J Angot together with
SWO IV Esther Geraldoy of DSWD CO presided the 6th Response Cluster
Meeting.
On 24 June 2017, 4:00 PM, RD Liza Mazo and OIC Myrna J. Angot presided
the 7th Response Cluster Meeting.
On 25 June 2017, 4:00 PM, Asec Santillan with SWO IV Esther Geraldoy of
DSWD presided the 8th Response Cluster Meeting as the Deputy Commander
of TGEPR. Together with him is Dir. Manuel Luis Ochotorena- Deputy

Commander of TGEPR, Dir. Eugene Cabrera- IC-NIMT, and Ms. Ma. Theresa
Escolano- C, HRMCC- OCD.
On 27 June 2017, 4:00 PM, SWO IV Esther Geraldoy of DSWD presided the
9th Response Cluster Meeting with OIC Myrna J Angot of OCD ARMM.
On 28 June 2017, 10:00 AM, DSWD convened cluster members of Food and
Non Food Items to discuss issues, concerns, and actions taken.
On 29 June 2017, 9:00 AM DSWD convened cluster members Camp
Coordination and Camp Management to discuss issues, concerns, and action
taken.
On 29 June 2017, 4:00 PM, Dir. Felino Castro- DSWD presided the 10th
Response Cluster Meeting with Sec. Judy Taguiwalo- DSWD, and Dir.
Manuel Luis Ochotorena- Deputy Commander TGEPR, and Regional Vice
Governor/ DSWD- ARMM Secretary Haroun Al- Rashid Lucman.
On 30 June 2017, 1:00 PM, Usec Judy M Taguiwalo called the meeting to
order and facilitated the meeting. She was co paneled by Usec Ricardo B
Jalad as the Executive Director- NDRRMC.
On 01 July, 2017, Usec Hope Hervilla called the meeting to order and was
facilitated by Dir. Felino Castro of DSWD.
On 03 July, 2017, Usec Hope Hervilla called the meeting to order and was
facilitated by Dir. Felino Castro of DSWD.
On 06 July 2017, OCD-ARMM provided logistical assistance (Fuel) and Rice
Assistance (1 Sack) for the operation of the Municipal DRRM Officer of Lanao
del Sur.
OCD with NIMT conducted site visit to ECs and monitoring of Logistics Hub
and the development of Tent City in Pantar, LDN.

2. OPAPP

In coordination with AFP, PNP and MILF, established a Peace Corridor for
women, men, and children fleeing from the crisis in Marawi.
Established the Joint Coordinating Monitoring Assistance Center (JMAC) in
Marawi and Malabang.

3. PCOO-PIA

Conducted and facilitated media/press briefings in Iligan City.


Conducted 1st Media Briefing in National Emergency Operations Center
(NEOC) with DOH Region X on 23 June 2017.

4. NATIONAL INCIDENT MANAGEMENT TEAM (NIMT)


NIMT was organized on 05 June 2017.
Conducted its first meeting on 06 June 2017 and was facilitated by the Incident
Commander.
Formulated and issued checkpoint pass to vehicles going to Lanao Del Sur
and Lanao Del Norte to transport the manpower and relief goods
Attended the Joint DWSD Region X and ARMM meeting held on 06 June 2017
at the Crystal Inn, Iligan City.
Planning Section Chief provided briefing for OCD Administrator / NDRRMC
Executive Director Usec. Jalad on 6 June 2017 at the Incident Command Post
regarding the Marawi Crisis situation.
Conducted assessment of the evacuation centers and the needs of IDPs in the
Municipalities of Balo-I, Pantar, and Pantao Ragat.
Coordinated with BFP for the provision of water source used in the testing of

the Sky Hydrant water purifier.
Established an official facebook page, NIMT Marawi Response wherein
location map of the evacuation centers and hospitals, and recent updates are
being posted.
Paid courtesy call to Iligan City Mayor with OCD Asec Santillan and OCD
Regional Directors X and ARMM on 10 May 2017.
Incident Commander provided a briefing to OCD Asec Santilan regarding the
location of the evacuation centers and hospitals in Lanao del Sur and in
Marawi City.
Provided 104 pcs Jerry Cans to Pantar, Lanao del Norte on 10 June 2017
Provided water utilizing Sky Hydrant Ultrafiltration System at Balo-i Municipality
on 12 June 2017 for the 126 families in Markazi Evacuation Center and to 258
home-based families in East Poblacion.
Provided emergency transportation of IDPs seeking medical care to Iligan City
Hospital.
TGEPR Deputy Commander, NIMT IC and other concerned agencies visited
evacuation centers in Balo-I, Pantar, and Pantao Ragat last June 13, 2017 to
conduct assessment on the current situation of the IDPs in the evacuation
centers. They have met with the Municipal Mayors of Balo-I and Pantao
Ragat in planning for strategies and establish referral flow of IDPs to Pantao
Ragat.
Conducted briefing with the BFP R X and Balay Mindanaw Foundation for the
expansion of the potable water rationing operations to the Al Mohklis Islamic
Institute and Landa Pamana Evacuation Camps. A total of 3, 500 liters of
potable water was given to the ECs serving 209 families.
Inspected Linamon Logistics Hub to verify the system of releasing of supplies
and equipment.
Facilitated the water rationing operations conducted by the MMDA technicians
at the MaHad Abdul Al Islamic, Evacuation Camp 4, and Madraza Hail
Zapacan evacuation centers in Balo-I, Lanao del Norte serving a total of 1,200
liters to 273 families / 1,387 individuals.
IC participated in the Coordination Meeting with the Presidential Management
Staff (PMS) and other concerned agencies and field validation regarding the
visit of the President on 20 June 2017.
Facilitated a meeting with the LDRRMOs of Lanao del Norte on the rising
needs and concerns with regard to the management of both home-based and
inside-camp IDPs.
Visited the Maria Cristina evacuation camp and coordinated with the camp
manager on the needs and concerns of the said camp.
Facilitated the water rationing operations conducted jointly by the MMDA and
Cagayan de Oro City DRRMC-Oro Rescue in two (2) evacuation camps (Al-
Khairaya and BaAbul Jann Toriil) in the Municipality of Balo-i, Lanao del Norte
utilizing a total of 1,026 gallons of potable drinking to 146 families / 916
individuals.
Attended the visit of the President in Iligan City National School of Fisheries
with the TG EPR.
Conducted safety briefing to the Cagayan de Oro CDRRMO Rescue Team and
to the BFP contingent tasked to provide emergency medical assistance to the
NEOC, NIMT, and Response Cluster personnel.
Conducted sanitary inspection at the Marros Cusina, the caterer providing
meals for the NEOC, NIMT and Response Cluster members.
Conduct of Daily Operational Briefing.
Finalized the giving out of new car passes for all of the government agencies
and volunteer organizations.

Conducted meeting with USEC Jalad, RD Liza Mazo and Myrna Angot, and
DPWH Lanao del Norte Provincial Director regarding the distribution and
putting up of tents in Pantar, Lanao del Norte.
Conducted inspection and validation in Pantar, Lanao del Norte to checked the
possible tent city to be put up in the municipality
Provided rain gears to the responders of MMDA, BFP, and Cagayan de Oro
Rescue for their deployment
Facilitated the water rationing operations by the responders of MMDA,
Cagayan de Oro City Rescue, and BFP R10 to the two (2) evacuation camps in
municipality of Balo-I, Lanao del Norte.
Delivered various medicines and other supplies requested to be transported to
the Rural Health Unit of Balo-I, Lanao del Norte. The delivery also included
four (4) portalets to be utilized in the said municipality
Delivered various medicines and pails donated by Mercury Drug to the
Tibanga, Maria Cristina, Buru-un and Sta. Elena evacuation centers in Iligan
City.
Attended a radio interview at 88.1 Radyo Iligan thru Public Information Officer
of NIMT and highlighted the humanitarian assistance of the various response
clusters
Presented to the Response Cluster Meeting the new guidelines of the car pass
by the Safety Officer of NIMT
Operations Section Chief, coordinated with PNP Saguiaran for the request of 2
security personnel for DSWD Region 12 for the distribution of relief goods in
said municipality.
1 truck of corn delivered to Sultan Naga Dimaporo in coordination with the
Department of Agriculture Region 10.
Public Information Officer facilitated the procurement of 230 cubic meters of
gravel for the relocation site of EC at Pantar, Lanao del Norte.
Supervised the delivery of ten cubic meters of gravel to Pantar, Lanao del
Norte. The spreading of gravel in the identified open space will continue on
Sunday, June 25, 2017.
Transferred three (3) patients from Sta. Elena Evacuation Center to a medical
facility in the Lluch Memorial Hospital.
Incident Commander, met with the Department of Public works and Highways
regarding the plan to put up tent cities.
Water rationing operations facilitated by the responders from the Metro Manila
Development Authority and Cagayan de Oro City Disaster Risk Reduction and
Management Council-Oro Rescue and Bureau of Fire Protection Region 10
was conducted to four evacuation camps in the municipalities of Balo-I and
Pantar, Lanao del Norte.
276 families/ 1, 179 individuals were provided of 1, 565 galloons of water to
evacuation camps in Al Khairaya, Madrasah Markazie, Poblacion Pamana, and
Pantar West Madrasah.
Facilitated the 300 jerry cans to the municipality of Balo-I.
Facilitated the delivery of 100 sacks of NFA rice to Matungao, Lanao del Norte,
200 sacks of rice to Pantao Ragat and 100 sacks of rice to Balo-I, Lanao del
Norte. The rice asistance was provided by the Office of Civil Defense.
Delivered two (2) drums of fuel (440 Liters) to Amai Pakpak Medical Center in
Marawi City.
Delivered 400 sacks of rice assistance and 50 boxes of water for the home
based IDPs and 7 shovels from OCD to Pantar and Balo- I, Lanao Del Norte.
Coordinated with the Balo- I Municipal Police Station for the provision of
security personnel for the joint Relief Operations of DSWD Regions 10 and 12.
Conducted medical evacuation and water rationing operations in Balo- I, Lanao

del Norte.
Facilitated the deployment of REACT Phils for distribution of relief goods to
different areas in Lanao Del Norte with a total of 1, 009 food packs.
Water rationing operations facilitated by the responders from the Metropolitan
Manila Development Authority (MMDA) was conducted to six (6) evacuation
camps in the municipality of Balo-I, Lanao Del Norte with 4,380 galloons of
water served to 372 families/ 1,633 individuals.
Personnel from DOH and EMTs of San Lazaro Hospital conduct continuous
Medical Assistance in the Municipality of Balo- I.
NIMT and BFP 10 delivered electrical supplies; 40 pcs LED light bulb, 40 pcs.
Receptacles, and 2 rolls of .75 mm electrical wire received by MDRRMO
Baguinda Ali of Municipality of Balo- I to be utilized in evacuation centers.
NIMT and BFP- 10 delivered food items to OPFM- BFP, Lanao Del Norte ,
Municipality of Pantar for Responders the following items: 10 boxes of mineral
waters, 1 box sardines, 1 box noodles, 1 sack rice, and 75 pcs hygiene kits.
Met with BFP- Marawi at Agus 2, Municipality of Pantar to discuss
arrangement of the delivery of potable water and other needs.
NIMT, DSWD, and OCD coordinated with LGU Pantar for the construction of
the tent city in their Municipality.
Coordinative meeting with ETC, NIMT, NTC, and Civic Group was conducted
for the establishment of communication group at Municipalities of Balo- I,
Pantar and Saguiaran, Lanao Del Norte.
Facilitated the release of fifty (50) boxes of bottled water for Municipality of
Magsaysay, Lanao Del Norte.
Coordinative meeting with Balay Mindanao Representatives, Leonardo
Bautista and SWO III Mokin M Mamda- MSWO of Municiplaity of Tamparan re
set up of Sky Hydrant.
Ambulance service of Medical Group transported patient from Brgy. Poblacion
to the City Hospital in Iligan.
Water Rationing operations facilitated by the responders from MMDA
conducted to Brgy. Tongcopan, Pantao Ragat Municipality and Brgy. Baabul
Jana Toril, Balo- I Municipality in which 142 families/ 851 individuals received
1, 650 gallons of water.
On 30 June 2017, 302 families/ 1, 237 individuals were served with 900
galloons of water facilitated by MMDA through their water purifier in the
barangays of Mahad Al- Mokhlis and Mahad Abdel Azis.
241 families/ 364 individuals were given 2, 000 galloons of water through Sky
Hydrant of Balay- Mindanao.
On 01 July 2017, conducted coordinative meeting with DSWD, PNP, AFP-PA
regarding security pass guidelines.
On 03 July 2017, water rationing operations facilitate by BFP R-X Team 2 and
Balay Mindanao at Municipality of Balo-i.
Conducted meeting with CHR Central Office, R-X and R-XII
4 July 2017: NIMT attended Wash Cluster Meeting and coordinated some
NGOs for the requirements of procuring water bladder
4 July 2017: NIMT conducted water rationing operations facilitated by
responders from the BFP-R X team 2 and balay Mindanao in Municipality of
Balo-i. Sky Hydrant is courtesy of Balay Mindanao. Total of 217 fams or 1,316
individuals served with 1100 gallons of water.
5 July 2017: NIMT conducted water rationing operations facilitated by
responders from the BFP-R X team 2 and balay Mindanao in Municipality of
Balo-i. Sky Hydrant is courtesy of Balay Mindanao. Total of 432 fams or 2,529
individuals served with 1000 gallons of water.
The MDM cluster conducted ante-mortem to the ECs of Ma. Christina, Buru-an

and Balo-i.
Water rationing facilitated by BFP responders of 10 Team 2 and Balay
Mindanaw in the Municipality of Balo-I and Pantao Ragat a total of 813
Famlies/3,927 individuals were served 3,275 gallons of water.
Water rationing operation and served a total of 359 families / 1563 individuals
with 2000 gals.
Water bladder installed at two (2) ECs at Al-Khairiya and Madrassah Markazie
both at Balo-I municipality by HRC and UNICCEF.
On 08 July 2017, 359 familiies / 1563 individuals were served a total of 1775
gal of water during the rationing operation by BFP 10 and Balay Mindanao.
On 09 July 2017, out going IMT CARAGA conducted IMT Briefing and Transfer
of Command to incoming IMT Davao to handle the NIMT for Marawi Crisis.
On 10 July 2017, Water rationing conducted for 476 individuals with a total
4000 liters at Madrasa EC, Pantar, LDN
Coordination meeting done with SOCO - Management of the Dead and
Missing Cluster.
Coordination Meeting done with Balay Mindanao at ICP.
Coordination Meeting done BFP R10.
Media Interview with UNTV at ICP.
CDRRMC-Island Garden City of Samal coordinated with current NIMT for
possible conduct of Relief distribution for the affected families of the Marawi
Crisis.
On 12 July 2017, 141 Families /705 Individuals were served 705 gallons of
water during NIMT Water Rationing and a total of 63 car passes were released
at ICP.
On 13 July 2017, 111 Families / 555 individuals were served 2000gals of water
at Campong Pantar and a total of 41 car passes were released at the ICP.
On 13 July 2017, 111 Families / 555 Individuals were served 1800 gals of
water at Pantao Ragat and Balo-, NICP released a total of 72 car pass.

B. Regional Disaster Risk Reduction and Management Council - ARMM


1. ARMM Humanitarian Emergency Action Response Team (HEART)
Regional Government (ARG) immediately convened the Regional Crisis
Management Committee (CMC) on 24 May 2017 to determine the appropriate
response actions to the crisis based on the continuous and thorough
assessment.
CMC opened five (5) hotline numbers, operating 24/7 to receive calls and text
messages from concerned citizens reporting stranded or missing family
members or friends. A Facebook campaign dubbed as One With Marawi was
launched to post updates on the ongoing crisis.
Regional Peace and Order Council (RPOC) was convened on 24 May 2017.
ARMM Regional Vice Governor coordinated with LGU Lanao del Sur and
Marawi City.
The ARMM HEART, DSWD-ARMM, and the Regional Disaster Risk Reduction
Management Council (RDRRMC) established a CMC Operations Center
(OpCen) in Iligan City to monitor the influx of Internally Displaced Persons
(IDP) in Iligan City and nearby towns of Lanao del Norte.
ARMM HEART, DSWD-ARMM, DSWD FO 12 established an OpCen in
Malabang, Lanao Del Sur.

ARMM Regional Planning and Development Office (RPDO) prepared a post-
conflict plan to ensure the immediate recovery and rehabilitation of Marawi
City. Dubbed as the Unified Plan for Marawi City the initiative will be linked
with the existing plans of neighboring municipalities.
As of 17 June 2017, ARMM HEART has served a total of 47,677 families /
233,200 individuals in evacuation centers, house-based, and OpCens with
relief goods consisting of food and non-food items.
As of 22 June 2017, ARMM HEART has served a total of 41, 409 families/
197, 932 individuals with food and non food items in evacuation centes,
house based, and operation center. Also, medical services were provided to
5, 284 individuals.
ARMM HEART has already started Relief distributions to the Internally
Displaced Persons with DFAC to 974 Families in the ECs & HB in the
municipalities of Picong, Balabagan, Kapatagan and part of Malabang on
June 24-27, 2017. Relief goods contains 25 kilos of rice; 16 cans of sardines;
16 cans of corned beef; 2 dozens of 3 in 1 coffee and Hygiene kits.
As of 09 July 2017, ARMM HEART has delivered to IDPs (Lanao Sur Areas)
54,120 Family food packs (6 kilos of Rice;4 sardines; 4 corned beef;10
sachets of 3 in 1 coffee) and Hygiene kits.

in Brgy Bito Buaditua, Saguiaran, LDS.
ARMM HEART conducted Medical Consultation, Psycosocial Intervention for
Children and Mass Feeding in Brgy Bito Buaditua, Saguiaran, LDS.
During the conducted search and rescue operation on 06-22 June 2017 by
ARMM-HEART, a total of Twenty eight (28) Identified Individuals and
Nineteen (19) Unidentified individual.

2. OFFICE OF CIVIL DEFENSE (OCDRO ARMM and X)

OCDRO ARMM OpCen raised its alert level on 24 May 2017 from white to
RED Alert Status following the pronouncement of Martial Law of the President
due to the ongoing incident in Marawi City, Lanao del Sur.
Coordinated with Lanao del Sur PDRRMO re the incident.
Established the Joint OCD Region X and ARMM Command, Control and
Coordination in Iligan City, Lanao del Norte on 27 May 2017. Response
Clusters of both ARMM and Region X were activated also on this date.
RCCC is also monitoring the price freeze in coordination with DTI.
OCDRO ARMM deposited thru LandBank the amount of PhP 375,000.00 to the
Account of RCA NFA Iligan, as payment for purchase of 300 bags of rice
intended for to PDRRMO Lanao del Sur and to the affected families from
Marawi City currently staying at Baloi and Saguiaran.
Coordinated with CDRRMO Iligan City regarding staging area for ARMM
HEART relief goods.
Coordination Meeting with Office of the Presidential Adviser on Peace Process
(OPAPP) regarding updates in the situation at Marawi City.

safety of everyone as well as updates on the current situation.

A total of 18,000 learners kit was received in Iligan City Division from World
Vision on June 21, 2017.

total of 174 have been provided with PFA intervention. The 3rd batch of PFA is
scheduled on 18-20 July.
Deployed Marawi teachers in receiving schools in Iligan City and Lanao del
Norte. A total of 128 Marawi teachers have been deployed to receiving schools.
Office of the Vice Presidents Angat Buhay program donated 1,000 chairs for
DepEd Iligan City Division on 8 July.
Delivered and distributed 331 complete sets of learning kits for Marawi
transferees in Iligan City NHS Tambacan Annex on 7 July.

DEPARTMENT OF EDUCATION-ARMM
Reported the total number of affected schools at 132 (45 private and 87
public), total number of affected teachers at 2,933, and total number of affected
students at 22,714.
The Department of Education (DepEd)-ARMM has been monitoring schools,
students and teachers. Opening of classes in Marawi City was tentatively
deferred to a later date, subject to the approval of the Department of Education
in consultation with the National Security Council and the concurrence of the
ARG.
Opening of classes in the Districts of Saguiaran (1, 2 & 3), Marantao (1 & 2),
and Ditsaan Ramain (1, 2 & 3) of Lanao del Sur 1 Division will be moved to

June 19, 2017 subject to the results of assessment currently being undertaken
by DepEd ARMM, which include tracking of learners and teachers, both in
the established Evacuation Centers (ECs) and Home-Based (HB), physical
inventory of schools, and the degree of psychosocial support to the affected
learners and teachers.

DEPARTMENT OF EDUCATION RO X
DepEd-X personnel are continuously tracking the learners at the evacuation
centers and those IDPs staying with their relatives of Iligan City, Balo-I and
Pantar, municipalities of Lanao del Norte.
DepEd-X will officially start the first day of classes on June 5, 2017 in all public
schools. Private schools may start their classes simultaneously with the public
schools or they choose to start their classes later.
Children of IDPs shall be listed by DepEd-X (these are assigned personnel
who will enlist pupils/students from Marawi City or those affected areas) by
Grade Level and they will be endorsed to the nearest public school for their
accommodation.

2. HEALTH

Department of Health (DOH)-ARMM


Activated health facilities in the evacuation centers for IDPs requiring medical
services. As of date, there are 12,824 individuals rendered with medical
services (examination, provision of medicine, referrals, hospital care, among
others).
Established medical posts with surgery team in the Provincial Capitol, as well
as in Saguiran, Balo-I, and Pantao Ragat, and conducted psychosocial
interventions and stress debriefing in Saguiaran. In addition, Tamparan District
Hospital, Unayan Municipal Hospital, Balindong District Hospital, Tamparan
Medical Foundation, and Dr. Serapio B. Montaer Memorial Hospital have
been activated and are fully-operational to provide full patient care services.
A total of 908 cases were reported from 5 ECs in Iligan City as a result of the
Active disease surveillance. The cases are due to URTI (346 cases), skin
diseases (253 cases), ARI (128 cases), HPN (91 cases) and AWD (90 cases).
Most cases were identified inside Sta. Elena EC.

reported on June 29, 2017. From June 4 29, 2017 a total of 2,517 cases
was reported in five (5) evacuation centers in Iligan City. Most of the cases
were due to Upper Respiratory Tract Infection (775), Skin Diseases (409),
Hypertension (181), Acute Respiratory Illness (176), and Acute Watery
Diarrhea (159).
A total of 39,697 IDPS received medical and public health consultations,
treatment and management in ECs and health facilities (25,615 public health

3. MANAGEMENT OF THE DEAD AND MISSING


DILG
MDM cluster intensify its coordination and collaboration effort to facilitate the
smooth working relationship in the proper process, of extracting, identifying and
disposal of cadavers.
Philippine Red Cross, offered its services in conducting a basic orientation on
body extracting.
Based on information from DILG Iligan City, one (1) cadaver of the eleven (11)
remaining at Capin Funeral Homes was claimed by relatives. Mr. Danilo Capin,
Owner, Funeral Director, requested for additional payment of Four Thousand
Five Hundred Pesos (Php 4,500) for the coffin. The MDM team shall again
renegotiate for the package on the remaining cadavers.
Convened the National, Regional and Local MDM Partners at the NDRRMC
Emergency Operations Center to discuss and implement the MDM Action Plan
last June 21, 2017
Activated with the National MDM Cluster thru a Memorandum dated June 20.
2017, entitled Activation of the National Management of the Dead and Missing
Person Cluster for the Marawi Crisis.
Coordinated with the Philippine Mortuary Association for possible assistance to
the DVI Process
The MDM Cluster (DILG, PNP CL, NBI, PRC and ICRC) convened and
developed an Action Plan in relation to the Marawi Crisis last June 17, 2017
The PNP CL if Iligan City has started the process of DVI (finger prints, DNA
samples, etcs), in addition, the PNP CL NHQ also provided support by
conducting odontology examination to the retrieved cadavers.
PRC volunteer groups were oriented on collection basic AM Data with the
supervision of PNP SOCO personnel.
Organization and Orientation of the MDM Search and Retrieval Teams on June

DILG coordinated with the Local Government Unit of Iligan and identified the
Temporary Burial Site at Dalipunga Cemetery, and Capin Funeral Homes as
the DVI Area both in Iligan City. (This has yet to be cleared with concerned
individuals).
DSWD Region X has drafted a Memorandum of Agreement with Capin Funeral
Homes in providing burial assistance to the Bereaved Families.
On 23 June 2017, MDM Cluster organized initial three (3) Search and Retrieval
Teams, component as follows: four (4) BFPs, two (2) SOCO, PNP for security,
and AFP for clearance.
On 05 June 2017, The Office of Civil Defense ARMM provided burial
assistance to bereaved families of the 19 identified (claimed and unclaimed)
cadavers worth 140,000.00 and other logistical needs such as transportation
of the families.
The Department of Health Region X has covered all medical expenses of all
the victims who died at the DOH Retained Hospital and other medical facilities,
and provided MPHSS to the bereaved families.
On 25 June 2017, DILG requested Logistics Cluster on the following items
(prepositioned for upcoming SRR in Marawi City).

religious practices for the MDM Search and Retrieval Teams to proceed the
operation.
On 27 June 2017, DILG with ICRC and PRC in partnership with the PDRRMO
has organized and conducted a general orientation on the proper handling of the
dead bodies to the MDM Search and Retrieval Teams;

Coordinated with the Local Government Unit in which an emergency meeting
with the Iligan City Peace and Order Council Executive Committee was held
presided by Mayor Celso G. Regencia
The EXE-COM thru Iligan City Mayor Celso G. Regencia declared strict
containment actions in Iligan City with the following activities implemented:
- 24/7 established checkpoint operation at strategic areas in the city;
- Mobile checkpoints at the heart of the city utilizing the mobile assets;
- Conduct of motorcycle patrol utilizing the available motorcycle assets;
- Strict Implementation of City Ordinance Nr. 17- 6602 on Curfew Hours
from 9:00 PM to 5:00 AM on all ages;
- Utilization of Intel Operatives and BINs to conduct security survey and
inspection to all Inns, Hotels and Hospitals for possible casualties of
crisis and presence of Maute Local Terrorist Group;
- Establish Police Assistance Desks to designated Evacuation Centers

- Optimize deployment of PNP augmentation from COCPO CPSC and
Misamis Occidental PPSC
- Operating units of this office conducted house visitations (Tokhang) to
identify the presence of Maute members or supporters in their
respective AOR together with the Barangay Officials

strategic areas for immediate response;
- Mobilization of BPATs of 44 Barangays and Eight (8) groups organized

with the support of the Mechanized Brigade of the Philippine Army.
Facilitated the delivery of 2,000 pieces (16 tons) of Family Food Packs, 522
pieces of mats, and 2,000 pieces of Malong provided by DSWD from the
Linamon Logistics Hub to the DSWD-ARMM Crystal Inn Operations Center
Warehouse in Palao, Iligan City.
Facilitated the request of DSWD ARMM for 1 transportation vehicle which will
mobilized from the DSWD Operations Center in Crystal Inn Hotel, Iligan City to

Marawi City. As per the president of MSU-MC, they will facilitate the hauling
and transportation of relief goods from the logistics hub back to their facility.

for the delivery of 2,300 FFPs provided by the DSWD ARMM from San Miguel,
Iligan to Bumbaran, LDS.

of their site inspection regarding the creation of the semi-permanent latrines in

semi-permanent latrines in the ECs as directed by the Secretary of DPWH;
inviting other CSOs to contribute if they have such facilities.
DPWH started refilling gravel at the relocation area of Pantar

in Cotabato City.
OCD ARMM provided Php 124, 250 of assorted goods consists of
coffee,sardines, noodles, and biscuits to IDPs.
The use of the municipal gymnasium of Bacolod, Lanao del Norte as DSWD-
FO X hub extension has been approved by the municipal Mayor. This will
serve as storage facility for tents and other non-food items.
Forty-four (44) tents have been installed in Balo-i and another 40 in Pantar.
Distributed Ramadan packs on 24 June 2017 to home-based IDPs at Brgy.
Tambacan (1,649), Brgy. Tubod (3,560), and Ubaldo Laya (565) in Iligan City.
Relief assistance extended by DSWD to IDPs both in ECs and home-based as
of June 25, 2017 totals to 66,559,528.00 breakdown of which is
49,020,809.00 for Family Food Packs and 17,538,720.00 for non-food
assistance. These include bottled water, hygiene kits, water containers, plastic
mats, laminated sacks, family tents, kitchen kits, blankets, towels, mosquito
nets, malong, assorted used clothing, and slippers.
OCD Region 10 donated a total amount of Php1,600,000.00 worth of assorted
goods.

As of 23 June 2017, Bureau of Fisheries and Aquatic Resources (BFAR-10),
Department of Agriculture (DA) and DA Regions 10, 12, and 9), Office of Civil
Defense (OCD) and the Local Government Unit (LGU) of Compostela Valley
provided food and non food items to IDPs through the DSWD-FO X.
Total cost of assistance extended to IDPs reached to 70,008,411.00; of
which, 67,397,339.00 worth of assistance provided by DSWD
(51,374,630.00 for Family Food Packs and 16,022,710.00 for non-food
assistance)
FNI Cluster met last 28 June 2017 and came up with guidelines on the
administration of DAFAC.
To date, a total of P18,843,000.00 worth of cash assistance has been released
to 25,026 IDPs while there are no addition to the P106,779.00 that was
extended to 60 IDPs for their transportation assistance in returning to their
respective provinces.
HRC provided non-food items to IDPs in Madrasa Campong Evacuation
Center of Pantar.
ARMM Government has already conducted its relief operations, including the
25kg rice package; already served Malabang but deferred = to settle DAFAC
and other security-related issues. LAO Cluster to take note of this and
address the concern to ensure safety of responders

o Out of 70,000 FFPs allocation, 8500 FFPs already received as of this date

DSWD CO allocated 50,000 FFPs to be sourced from VDRC for FO XII, for their

o Out of 50,000 FFPs allocation, 8500 FFPs already received as of this date
while 5100 FFPs is in-transit.
PRC served 6,536 families with food items and ICRC standard NFI served to
9,753 families.
600 Family Food Pack(10 kilos of Rice) were augmented at Bacolod Kalawi,LDS
from Advertised Development for Relief Agency (ADRA).
PRC-Iligan Chapter distributed 110 food packs (10 nescafe 29g sachets& 5 packs
toasted muffins) in Tibanga Evacuation Center and 245 food packs in Sta. Elena
Evacuation Center.

7. SEARCH, RESCUE AND RETRIEVAL (SRR)

The 899 trapped individuals inside Marawi City were rescued by the
joint forces of ARMM HEART, AFP and BFP.
Rescued additional six (6) civilians who are currently at the Provincial
Capitol of Marawi under the care of PSWDO:
Oliver Gaan, 16 y/o from Libertad, Misamis. Oriental
Lawan Bai Mantoyan and Lila Mantoyan from Brgy. Bacolod Chico, Marawi
Joel Sagang and Vilma Sagang from Brgy. Marinaut, Marawi City
Rodin Colina from Brgy. Raya Madaya, Marawi City.

As of 12PM, 24 June 2017, two (2) more civilians rescued totaling 1,656.
As of 27 June 2017, there are fifty five (55) trapped civilians rescued with the
total of 1, 711 rescued civilians.
SRR Team has recovered 17 unidentified bodies.
On 29 June 2017, troops rescued two (2) civilians in Bubong.
As of 01 02 July, troops rescued four (4) more civilians 1,723 civilians rescued
to date
On 07 July 2017, AFP troops rescued four (4) civilians and on 9 July 2017
additional one (1) civilian were rescued, a total of 1,728 civilians were rescued
to date.
During the conducted search and rescue operation on 06-22 June 2017 by
ARMM-HEART, a total of Twenty eight (28) Identified Individuals and
Nineteen (19) Unidentified individual.

8. IDP PROTECTION

Conducted assessment on the identification of families for the 7 tents to be used


as rooms for evacuees and setting up of tents for Women and Child Friendly
Spaces at the Baloi Gymnasium.
Along with CCCM, DSWD Ugop Marawi IDP Protection Team provided services
such as the conduct of art activity for the children of Madrasa Campong
Evacuation Center (EC), and coordination meetings with the MSWDOs on the
status of the IDPs, and setting up an Information Board at the ECs.
Conducted getting-to-know activities with the evacuation center (EC) team
leaders to identify the protection needs and issues of IDPs, and provided stress
debriefing services to solo parents at the Mahad Abdel Azis Evacuation Center
in the Municipality of Balo-i.
Assisted in setting up Women and Children-Friendly Spaces at the Madrasa
Campong Evacuation Center (EC) and held an initial meeting with the women of
the EC.
OCD ARMM provided Php 6, 000.00 for the transportation expenses of IDPs
going to their hometown in Misamis Oriental.
Conducted documentation and referrals of Unaccompanied and Separated
Children (UASC) with Family Tracing and Reunification

map out Plans to padlock houses in certain cleared areas near Amai Pak Pak
Hospital. Such Plan was implemented continuously until yesterday (6 July 2017).
Coordination with the Health Cluster on the request for medical check up and
medical kits.

9. CAMP COORDINATION AND CAMP MANAGEMENT

DSWD Field Office 10 and 12 and DSWD ARMM distributed hygiene kits to all
evacuation centers while malong is distributed to both IDPs inside evacuation
camps and home-based in Iligan City and Lanao del Norte.

UN and AFP put up tent as prayer room, separating males from females in Sta.
Elena Gymnasium, Iligan City.
UN, AFP, and Philippine National Red Cross put up child and women-friendly

DOH, World Vision, CFSI, faith-based organizations and other local /
international humanitarian organizations conducted psycho-social activities for
children and women inside the child and women-friendly spaces.
Camp managers and CSWD workers in coordination with DSWD conducted
revalidation of IDPs inside the evacuation and home-based in Iligan City.
LGU of Pantao Ragat called for a meeting to all LGU employees to help
MSWDO and DSWD workers encode the names of IDPs and retrieve the
Family Access Card for payroll preparation.
Camp management in National School of Fisheries in Buruun, Iligan City has
set up a system controlling the ins-and-outs of IDPs and visitors
Profiling and age segregation of IDPs is on-going inside evacuation centers.
Philippine National Red Cross, UN and other humanitarian groups provided
water supply to camps needing potable water in evacuation camps of Iligan
City and in Baloi, Pantar and Pantao Ragat, all in Lanao del Norte province.
DOH and other humanitarian organizations put up portalets in National School
of Fisheries in Buruun; Buruun Gymnasium in Buruun; Sta. Elena Gymnasium
in Sta. Elena and in evacuation camps in Baloi, Lanao del Norte.
DSWD Central Office & other Responding FOs provision of technical
assistance and resource augmentation (TARA) to DSWD ARMM and
responding Field Offices X and XII along food and non-food items (FNI), IDP
Protection, camp coordination and camp management (CCCM), Disaster
Information Management, Logistics, and Emergency Telecommunications.
DSWD Ugop Marawi Camp Coordination and Camp Management (CCCM) and
Internally Displaced Persons (IDP) Protection Team 3 has assisted in setting
up Women and Children-Friendly Spaces at the Madrasa Campong Evacuation
Center (EC) and held an initial meeting with the women of the EC.
Continuous distribution of Family Food Packs (FFPs), malong, dignity kits to
the Internally Displaced Persons (IDPs) in two evacuation centers (ECs) in the
Municipality of Saguiaran. Staff from the DSWD-Field Office XII also went
around the ECs in order to determine gaps and further needs of the IDPs.
Held coordination meetings between DSWD Central Office Ugop Marawi
Mission Team, the Regional Directors of DSWD-Field Offices X and XII,
DSWD-ARMM Secretary and Regional Vice Governor Haroun Alrashid Alonto
Lucman, Jr., together with Undersecretary for Operations and Programs

safety of IDPs in all ECs.
Registered through Barangay Certification around 1,000 home-based families
in Brgy. Tubod, Iligan City yesterday.
Ramadan Packs were distributed IDPs that were housebased in four (4)
barangays in Iligan City.
Coordinated with the PNP to provide security during payout of Cash
Assistance in Iligan City.
Families from Marawi City who are temporarily sheltered at Tibanga

continue their activity to all declared Evacuation Centers in Lanao del
Sur and Lanao del Norte.
o DPWH already started the filling and clearing of the area for the tent city
of Madrasah Campong EC, Pantar, LDN.
o Site Development of the Tent City for the Madrasah Campong EC,
Pantar is still on going. The activity is headed by DPWH in cooperation
with the LGU
o Additional 3 portalets were installed at Burrun Gym EC, Iligan City and
proper drainage is already resolved.
Provision of electrical supplies to Abdul Hamid EC.
DSWD-ARMM conducted psychosocial activity to the 820 IDPs in Saguiaran
and 100 children IDPs in Evacuation Centers in Provincial Capitol, Marawi City.
PRC established child-friendly spaces in four (4) evacuation centers,
conducted informal learning, art and play.

10. EMERGENCY TELECOMMUNICATIONS

As of 18 June, DSWT RETT Team installed one (1) UHF two-way radio repeater
at the NDRRMC EOC and one (1) two-way base radio at DSWD FO X Satellite
Office at Pala-o, Iligan City which serves as communication point of DSWD
responders in possession of two-way handheld radio moving within Iligan City
Proper. The radio repeater operates at frequency Rx/Tx of 440.375 MHz
respectively.

On-going coordination between DICT and Globe for the enhancement of Cellular
Signal (Globe) at NEOC
Ongoing identification / coordination with possible partners for deployment of
data encoders (with laptops)
NIMT has already organized a communications group and established a radio
room @ the NIMT.
Globe installed Cellular Signal Booster inside NEOC as interim solution while to
cover the whole building will use COW (Cellular site On Wheel) as solution to
penetrate signals inside other rooms as part of assessment done by the Globe
Technical team, which will be subject for approval from Globe Head of Office.
DICT Mindanao Cluster II provided ten (10) laptops and Iligan ICT Council
provided 10 volunteer encoders.
Amateur Civic Radio Club (ACRC) of Iligan installed VHF Base at the ICP and
gathered information from municipalities of Saguiaran, Balo-I, and Pantar. They
are also monitoring the updates from various evacuation centers.
Conducted tactics and planning meeting.
On 01 July 2017, 123 families/ 813 individuals were served of 900 galloons of
water through the sky hydrant of Balay Mindanao.
DICT have provided 10 laptops, and the ICT Council of Iligan City (10) and
IOM (7) have provided volunteer data encoders
Marawi-Lanao Network (MALANET) done with the processing of securing
necessary documentary requirements for work clearances at Civil Military
Operations Coordinating Center, Provincial Capitol, Marawi City. Tomorrow
PLDT, Tower Trio and MALANET will meet for the survey and installation
