1.1 Introduction
The University would like to augment common facilities by constructing 1) Food Court, 2) Open
Air Theatre on pre-fabricated materials structure basis & 3) Creation of auditorium on the
University campus by reconstruction and redesigning of existing space.
the proposal is submitted. Your representative shall liaise with Engineering Section of the
University.
6. This proposal consists of
a. Part A- Technical Proposal &
b. Part B- Financial Proposal
7. It is considered mandatory that the bidder should submit the concept drawings for (i) Food
Court and (ii) Amphi Theatre along with the Technical proposal during their submission of
tender at this stage.
8. The mode of selection of consultants is by Quality- and Cost-Based Selection (QCBS)
method as per the formula and instructions in the Data Sheet.
9. Language(s) to submit proposal is English.
10. Proposals must remain valid for 60 calendar days after the proposal submission deadline.

12. The University reserves the right to cancel the tendering process at any time without giving
any reasons.
13. All disputes are subject to Hyderabad jurisdiction.
14. If it is found at any time that any of the firms have indulged in fraudulent tactics, fake
documentation, bringing pressure etc., their bids / orders if already issued will be cancelled
forthwith and such firm(s) blacklisted by the University. The University reserves the right to
proceed legally against such firms.
PREPARATION OF PROPOSAL
7. Preparation of detailed architectural drawings with plan, elevation with sufficient number of
sections layouts etc.
8. Preparation of plan and drawings of joinery details, plumbing and sanitary layout and
detailed electrical drawings and layout etc.
9. Prepare schedule of quantities and general specifications for civil work, electrical, plumbing
and other services.
10. Preparation of working drawings and details sufficient for proper execution of allied works
like typical bath room layouts will all waste and water supply, including sections, elevations,
power rooms etc
11. Landscaping & Acoustical works
12. Green Building Concepts to be fully integrated.
13. Heating, Ventilation & Air Conditioning (HVAC) systems
14. Fire detection, fire protection and security systems
1. The Consultant / agency shall be responsible for the supervision for all construction works in
i) Food Court, ii) Amphi Theatre & iii) Auditorium
2. As the Engineer, the consultant shall administer the construction contracts and ensure that
the contractual requirements, with respect to both quality and quantity work, are respected
and the works are constructed in accordance with the provisions of the contracts and as per
GOI rules.
3. The project consultant shall make necessary measurements and control the quality of
works.
4. The project consultants shall make all engineering decisions required for the successful and
timely implementation of the construction contracts.
5. Review and approve the contractors quality management system
6. Monitor progress of the works, identify causes of delay and advise the client of suitable
corrective actions in a timely manner
7. Approve / suggest modifications to the contractors program, method statements, material
sources, etc;
8. All other services as required by the client.
3. The technical proposal shall be placed in a sealed envelope clearly marked Technical
Proposal and the financial proposal in another sealed envelope clearly marked Financial
Proposal and warning.Do not open with Technical Proposal. Both envelopes shall be
placed into an outer sealed envelope bearing the submission address and other information
indicated in the Data sheet.
4. The completed Technical and financial proposal must be delivered at the submission
address on or before the time and date stated in the Data Sheet. Any proposal received
after the closing time for submission of proposals shall be returned unopened.
5. After the evaluation of the Technical proposal and Presentation, University officials shall
notify the qualified consultants to witness the financial bid opening, indicating time and place
of opening. All the other consultants whose proposals did not meet the minimum qualifying
mark shall be considered non-responsive to the Request for Proposal, indicating their failure
to make the grade.
6. The financial proposal shall remain sealed until they are opened on the date communicated
by University officials.
4. PROPOSAL EVALUATION
1. The principle of evaluation will be QCBS (Quality and Cost-Based Selection) as per
evaluation criteria indicated in the data sheet and weightage will be given as Technical 80%
and Financial 20%. The firm which is considered as technically qualified will be evaluated
and such firm getting the highest points will be awarded the work.
2. The consultancy cost shall be determined by taking the project cost as Rs.2 crores. The
percentage of fees quoted shall be applied on the cost of Rs.2 crores and the financial
proposal arrived. Of this the lowest cost will be given a financial score of 100 and other
proposals given financial scores that are inversely proportional to their prices.
3. The final evaluation will be done by giving weightage for Technical and Financial proposals
as 0.80 and 0.20. The technical score and financial score will be given weightage as above
and added together to get the final score of the agency. The agencies will be ranked with
the agency getting the maximum marks as first.
4. Presentation 40 Points
1. The consultant is expected to make presentation which includes a brief history on their
organization, past works carried out by the firm, Concept Plan and on methodology and
approach to be adopted by the consultant for overall completion of the assignment
before the committee constituted by EFLU. This presentation should clearly outline the
architectural aspect of the proposed amphi-theatre and food court by presenting
aesthetic and funactional layout, facades, walkthrough.
The Concept Plan for Food Court, Amphi Theatre & Auditorium must include the
following
Index Plan: on State, District and City/ Village map showing major roads leading to
the location. This plan will be prepared by the architect for understanding the location
of the site.

Contour Plan
Campus Plan
Photographs and Google maps
Comparative statement of standard building by laws and architectural standards
applicable for the projects and provision made
Functionality of the buildings
Architectural Concept Design on suitable scale (1:100 or 1:200). Design concept
shall include necessarily include statement of areas of each floor of each block/
building. 3D view from all sides of the buildings is must and walk through is optional.
Innovation. Design innovation, use of green building concept, use of local materials,
plan that does not pre-empt future expansion, comparative study with best known
buildings of similar type etc shall be given credit for innovation
Challenges: Environmental, public opinion, accessibility, suitability of site, impact on
surrounding natural and built up area etc. shall be covered in this aspect.
Cost Analysis: Stage 1 cost, basis for unit rates adopted, floor wise break-up of
area and cost of each blocks / buildings shall be mandatory.

Lowest bid gets 20 points. The other firms financial bids will be calculated proportionately
by assigning relative points.
6. MODE OF PAYMENT
A. For Architectural and Consultancy Services
The fees for the service provider would be payable in the following manner:
Stage 1 : Conceptual Design - 10 % of the Total Fees
Stage 2 : Preliminary Drawings and Design - 15% of the Total Fees
Stage 3 : Drawings for Client Approval -10 % of the Total Fees
Stage 4 : Working Drawings - 25% of the Total Fees
Stage 5 : Project Construction (in Installments) 30% of the Total Fees
Stage 6 : upon Issuance of Completion 10% of the Total Fees
