PUP-BANSUD CAMPUS EXPANSION

I. INTRODUCTION

a. Background of the Study

Poverty

Poverty has always remained a critical social problem that calls to be addressed.
Oriental Mindoro recorded the highest poverty incidence (34.2%) in 2006, making it the
12th poorest province in the country. Poverty incidence in Oriental Mindoro increased from
24% in 2003 to 34.2% in 2006. Most of these poor households reside in the rural areas
and are headed by either small farmers or marginalized fishermen. Between 2006 to
2009, there were positive events that significantly contributed to the decrease of
poverty incidence in the province.

These included the poor families availment of the governments conditional cash
transfer, the implementation of Salary Standardization Law and the absence of
natural calamities for the past several years.

As an agricultural province, 54% of Oriental Mindoros total land area is


utilized for agriculture. Its major commodities include grains, fruits particularly
calamansi, banana, rambutan and lanzones, vegetables and coconut. Fifty-four percent
of its total households are engaged solely in farming. Likewise, according to the 2010
BAS data, out of the 157,120 total households in the province, 54% are farmers, eight
percent are fishermen and four percent are engaged in both means of livelihood These
basic sectors however, find difficulty in accessing credit for their inputs due to high
interest rates. Likewise, they could not avail of appropriate facilities due to high cost.
This constraint naturally lowers their productivity since their goods lose competitiveness
as they reach the market. This ultimately results in low family income and profitability. The
pie graph below shows the type of economic activity of household of Oriental Mindoro in
percentage.

Accessibility to Educational Institution

Oriental Mindoro is not a highly urbanized province where majority of the people
sustain their living through conventional fishing and farming. Lack of colleges is one of
the reasons that leads to it. There are some existing colleges spread throughout the
province yet problems still exist. Lack of is the proximity and accessibility to the said
colleges and financial problems are some of those problems.

Mindoro State College of Agriculture and Technology (MinSCAT) and Polytechnic


University of the Philippines (PUP)-Bansud Campus are the only state colleges in Oriental
Mindoro which is part of the 8 billion pesos additional budget for Commission on Higher
Education (CHED). MinSCAT has its main campus at Victoria, Oriental Mindoro and has
campuses in Calapan City and Bongabong, Oriental Mindoro.

b. Justification

Given the data of incidence of poverty in Oriental Mindoro, there is a need for a
low-priced education where students can learn and focus on their studies and not on their
lack of money. Knowing the hardships of them, accessibility to the school is also another
problem which many students encounter. Expenditures for transportation and
accommodation is also expensive enough for them to continue their studies.

Also, the Local Government Unit of Bansud is committed to provide the campus
with an annual appropriation of one million pesos for the construction of classrooms to
accommodate the growing number of students.
c. Research Topic background

It was October 2008 when the PUP Bansud Oriental Mindoro Campus was
established. It offers undergraduate programs in Information Technology, Secondary
Education (major in English and Mathematics), a diploma program in Office Management,
and graduate programs in Educational Management and Public Administration through
the PUP Open University. It is the first university campus in said province.

It initially offered PUP Open University Programs Master in Educational


Management and Master in Public Administration during the second semester of School
Year 2008-2009. Undergraduate program offerings followed in the School Year 2009-
2010 through two courses: Bachelor in Secondary Education with majors in Mathematics
and in English, and Bachelor in Office Administration. Later, Bachelor of Science in
Information Technology and Diploma in Office Management Technology were included in
the program offerings in the School Year 2010-2011.

The campus had its first set of graduates in May 2011. Thirty-six Master in
Educational Management and 18 Master in Public Administration students graduated in
the year-end commencement of the PUP Open University held at the PUP Main Campus.

At present, PUP Bansud Campus has 23 Master in Educational Management


students, 606 undergraduate students, 22 faculty members, and four administrative staff.
It has eight classrooms and one computer laboratory. It has a newly-built administrative
office and six-cubicle comfort rooms for the students and faculty.

The adjacent municipal gymnasium is being utilized by the campus during big
events. This is also where the Physical Education subjects are being conducted. Only
steps away from the campus is the municipal library which was renovated for the use of
the campus students.

Pandang-Gitab (Festival of Lights), MaHalta Cup (Inter-School Debate), and


Basketball competitions are just some of the events that PUP Bansud Campus
participated and gained achievements over its very young existence.

d. Envisioned Development/Development Proposal

The Polytechnic University of the Philippines-Bansud Campus expansion is


envisioned as the prime educational institution in Oriental Mindoro that is student-friendly
and environment-friendly. The expansion will accommodate more classroom for the
growing number of students as new courses will be offered. For the students coming from
the other municipalities that lodging is economical than traveling, a student housing is
especially design for them.

Since the site is located adjacent to an open field, this will be embraced and accord
through incorporating landscape in which students can perfectly and harmoniously study.

A proposal to add courses that is relevant to the provincial development such as courses
related to agriculture and fishery. This will encourage Mindoreno students to contribute to
the agriculture and fishery technology that is relevant to the improvement of the
conventional ways.

II. Objectives

a. To develop and expand the Polytechnic University of the Philippines-Bansud


Campus into a student-friendly and environment-friendly campus. Being an
educational facility, the campus design aims to innovate the learning environment.
Being located in a province full of natural resources, the campus aims to adapt its
environment and raise awareness to the current condition not just of the country
but also of the world as a whole.

b. To provide a quality education in a wider scope of profession for a wider range of


students.

c. Subject to growth of population of students, the expansion aims to accommodate


a desirable learning surroundings through well-lit and well-ventilated classrooms.

d. Having an affordable tuition, the Polytechnic University of the Philippines-Bansud


Campus aims to provide an affordable student housing without losing the quality
living environment.
e. To create well-planned development that encourages both a better social
interaction among students and learning environment.
