1. SCOPE

1.1. General Rules and Information


This Method of Statement is exclusively intended and applicable in this particular project
only for the Sub-Station System Works. This method is for the setting in place and
installation of MVMDB, laying and termination of power cables and setting in place of
Power Transformer.

1.2. Work Coverage


Cover in this particular work is the supply of manpower and resources by PT. Kinden
Indonesia to the point of completion including inspection and acceptance.

1.3. Override
For any instance that there are some change of works occur that are not mentioned in
this Method of Statement shall be properly discussed immediately and the outcome of
discussion shall be absolutely followed and the agreed procedures may override.

1.4. Recognition
To avoid any inherent mistakes during execution of this particular work, the contents of
this Method of Statements shall be thoroughly verified. A copy shall be distributed and
recognized by all concerns prior to the commencement of works.

2. MATERIALS

2.1 . Resources and Specification


The materials intended to use for this project shall be procured in accordance to the
approved submittal catalogue and specification as listed below.

2.2 Procurement, Handling and Storage


These equipment are locally or imported purchase and subject to delivery by the supplier.
Proper handling shall be carried out to avoid damage of the equipments. Secure a
safekeeping place with enough space for maneuvering of crane of forklift during unloading
works of these equipments.

2.3 Check and Inspection


Prior to acceptance, the materials shall be thoroughly checks in accordance to materials
receiving checklist, FM/OPR E026.

3. TOOLS AND EQUIPMENTS

3.1 Preparation and Sources


To prevent further delays and attaining quality of works, proper tools and equipment shall
be qualitatively chosen in terms of safety and capability. PT KINDEN INDONESIA will
provide these tools and equipment as listed in table below.

4.2. Work Survey and Overview.

4.2.1. Drawing Review and Familiarization


It is required to study the entire construction drawing not only electrical drawings
but also the drawings of different trades and discipline such as mechanical,
structural, plumbing / sanitation, slopes and grids and most of all architectural
drawing so that electrical installation can not hinder architectural activities and
design. In order to achieve a harmonious installation, every works shall be
properly review and proper coordination and discussion must be observed.

4.2.2. Check and Coordination


Prior to installation works, ensure that the actual site condition is in safe and
sound for the execution of works, check any obstruction with respect to the
approved shop drawings and immediately coordinate with the people concerns
and proper discussion should be carried out.

4.3. Installation Method (Reference : KDI 016; CMWD E016)

4.3.1 Considerations for setting in place of MVMDB and Power Transformer


A. Check the overall weight of heavy lift equipments
B. Make a survey for possible route of heavy equipment going to its foundation and
check the elevation of foundation.
C. Provide H-beams and steel plates if necessary to make elevation surface uniform,
take note the sizes of H-beams must be suitable to height of foundation.
D. Prepare the chill roller and hydraulic jack with enough capacity to carry the
equipment for setting in place to its location.
E. Prepare a sheet of steel plate for the outrigger base of unloading mobile crane in
the position area of heavy equipment.
F. Position the truck that carries the equipment as close as possible to the mobile
crane.
G. Locate the lifting eye of the heavy equipment, fasten the lifting cable to carry the
equipment, then locked the shackles.
H. Fasten sling rope (guyline) to the heavy equipment and the other end of the rope
must be held firmly by the workers in order to prevent or minimized swinging of the
equipment during lifting process.
I. Carefully the rigger makes a signal to crane operator through hand gesture
signalling or through handheld VHF radio, to start lifting the equipment slowly.
J. Put the heavy lift equipment to the chill roller, the roller must be manned with expert
and professional to avoid any untoward incident during installation.

4.3.2 Laying of power cables


A. Confirm from the design the cable schedule for MVMDB going to power
transformer. ( e.g. N2XSY,3 x 1C x 120mm2 )
B. Pull the cable very carefully from MVMDB to transformer.
C. Consider the bending radius of power cable. ( Do x 12 )
D. Put markings to each end of cables for phase reference.
E. Use cable roller if possible then check for sharp edges to prevent cable damage.
F. With enough manpower, pull the cable going to its respective panel location.
G. Make sure that the end portion of power cable is properly sealed to prevent
moisture and dust that penetrate in the cable conductor after pulling.

4.3.3 Cable Dressing / Termination of power cables


A. Before execution of cable dressing, check first the cable insulation resistance level
to determine cable damage and moisture using 5kv insulation resistance tester.
B. Make sure the other end of the cable is properly isolated before execution of
insulation resistance test and be sure that there is a watcher in the other end so
that nobody can able to touch the cable during testing process.
C. After the testing, immediately discharge the residual voltage by shorting the cable
and its shields.
D. In preparation for cable dressing, clean the surrounding area from dust and other
dirt that possibly affect and contaminate the cable insulation.
E. Barricade the area and limit the person that come and go to avoid disturbance
during working process of cable dressing.
F. Check to ensure the cable fits within range of termination kits.
G. Proceed the dressing of power cables in accordance to the instruction specified in
the termination kit manual base in the type and size of cables being used.
H. Make sure that the semi-con is properly remove then polish the cable using fine
sand paper and wipe with carbon tetrachloride (beware of severe exposure to
CCl4) after removal of semi-con.
I. Continue as the instructions stated in the termination kit manual with extra care to
the cables.
J. Insert the termination boots to the cable.
K. Using heat gun/torch, apply gradual temperature to the boots until such complete
compression is attained.
(please note that Raychem and 3M termination kit has different procedures for
termination: Raychem using hot shrink type;3M using cold shrink type)
H. Insert terminal lugs then crimped tightly or install load break connector depends in
the type of transformer bushing/terminal.

5. WORK INSPECTION AND QUALITY CHECK

5.1. Internal Inspection


A routine inspection from PT. KINDEN INDONESIA site manager, engineer and Q-CAS
team shall be carried out to ensure that the installation is in accordance to quality
standard and comply to approved shop drawings and also the approved materials used.
Internal inspection shall be done during first stage of work, in the middle stage of works
and after completion of works.

5.2. Witnessed Inspection


The site manager, engineer and Q-CAS team of PT. KINDEN INDONESIA shall prepare
inspection request address to client's representative using standard form FM/OPR E027
and prepare Inspection control sheet FM/OPR E016, E020, E022 documents as needed
during witnessed inspection by the client. Proper supporting documentations shall be
completely attached and photograph are taken during actual inspection. (Reports shall be
separately keep by PT. KINDEN INDONESIA engineer and Q-CAS team for
documentation and submit to client representative an original copy).

6. OCCUPATIONAL HEALTH AND SAFETY CONTROL

6.1. Job Safety Analysis and Work Hazards


It is improper to start a work without consideration the risk and safety of personnel
working in site. To overcome and to avoid any untoward incident or accidents in working
area, proper safety practice shall be strictly implemented. Identify the nature of works that
can create hazards and find ways and means to avoid occurrence of such events.
