JobStart Philippines, International Team Leader

The JobStart Philippines (JSP) Program aims to assist out-of-school youth find employment. It provides
training to youth from poor households, most of whom are either high school graduates or people who
did not finish college.

Funded by the Government of Canada and administered by the Asian Development Bank (ADB), JSP is a
partnership between the Department of Labor and Employment (DOLE) through the Bureau of Local
Employment and the Public Employment Service Offices (PESO) of selected Local Government Units.

The opportunity:
An opportunity has arisen for an experienced Team Leader to join the JobStart Philippines Team, based in
the Manila Office, with travel throughout the Philippines. The role is offered on an 18 month full time,
fixed term contract basis.

The key objectives of the role are to:


Lead capacity development of JSP unit and BLE staff in the JSP rollout;
Work with BLE to ensure all JSP business processes and documentation are operationalized and
remain updated, including financial management and the Skills Registry System (SRS) and other
information technology tools;
Work with BLE in capacity development of public employment service offices (PESOs) in the
implementation of JSP in the LGUs;
Supervise the Project Coordinators and their capacity building efforts;
Work with Project Coordinators and PESOs to develop an active prequalified pool of employers in
JSP, and achieving minimum of 10 employers participating in JSP in each of the PESOs;
Oversee the rollout of the life skills training program;
Provide a range of advocacy support to DOLE with other national government agencies and
stakeholders (private sector, labor groups, youth groups, and vocational training institutions) on
JSP;
Oversee coordination of program activities with the private sector and other stakeholders; and
Work with BLE and PESO staff to transfer knowledge and management of JSP to at BLE and PESOs.

Key selection criteria for the role include:


The successful candidate will possess least 10 years of experience in employment and or skills
development programs;
Demonstrated team leadership skills;
Ability to establish strong working relationships with a range of government and industry
stakeholders;
Ability to provide strategic direction and staff capacity building to achieve outcomes
collaboratively;
Ability to deal with politically and culturally sensitive issues;
Highly developed problem solving skills and ability to think innovatively and laterally; and
Commitment to supporting government reform efforts and overseeing the completion of key
project activities.
The Team Leader will work closely with staff designated to the Bureau of Local Employment (BLE) JobStart
Unit. The successful candidate will report to the ADB Project Officer and BLE Director or the designate.
