Objectives

EP (Environmental Protection) and OS (Occupational Safety) of RC Code for MY+SG


Implement country strategy in ensuring legal compliance, corporate
conformance and continuous improvement in own RC code
On-demand RC code services to Sites.
Provides leadership and directions of RC code subjects.
Performs day-to-day consolidated functional RC code tasks andEstablishes
and maintain country RC code requirements

Main Tasks
EHS Management
Establishes an integrated EHS management system (IMS) and documentation for
owned RC code
Support RC code topic for country/site Management reviews
Harmonize EHS standards and establish RC code standards.
EHS Training
Training provider and explains new/updated on owned RC code regulations.
Coordinates/arranges/delivers RC Codes training, e.g. risk assessment
training, permit to work e-learning etc.

Stakeholder Management
Acts as single point of contact with local authority on owned RC codes.
Interfaces with AC/E for owned RC code
Interfaces with national regulatory agencies on behalf of RC codes for
issue management and advocacy.
Dialogues regularly with stakeholders on owned RC code to evaluate level
of service, prioritizes & allocates resources and improves effectively and
efficiency of the structure.
Compiles service catalogue and conducts service dialogue with
stakeholders to fine-tune the service scopes.
Risk Management
Review owned RC code job list on a yearly basis
Develop RC code TA together with site EHS
Work with the site EHS to deliver competitive, reliable and high quality
EHS services according to site needs.
Benchmarks and Monitors the implementation across sites on owned RC Codes
(i.e. Evaluates EHS performances and identifies potential issues.)
Legal compliance
Tracks local legislation on own RC code for approval/permit
Maintains database on RC code regulations.
Initiate the communication for new regulation and develops measures.
Management Plans and Programs
Supports audit preparation and pre-audits.
Solution provider to action items
RCDB role as gate keeper on owned RC codes
Training provider on AIMS and legal requirement
RC code owner on incidents and supports the investigation.
Acts as single point of RC code contact in AC/E.
Coordinate with site EHS to compiles and submits external reports on own
RC codes
Coordinates with site EHS and compiles internal reports, e.g. TDS
monthly, quarterly and annual reports, fire drill reports, etc.
People Development
Advises and consults role on own RC codes
Safety Leadership
Initiate EHS activities to improve EHS culture
Facilitates experience exchange, lessons learned and know-how transfer
among country.
EP Code for SG+MY
Coordinates internal reports, e.g. RCDB and external emission and
environment reports.
Supports the selection of emission monitoring agency and waste disposal
service providers.
Design and arrange training & activities and facilitate best practice
sharing & lesson learn
Report environmental performance to internal and external parties
including the country management and regulatory bodies.
Gap analysis between existing practices and BASF/local EP requirements.
Liaise with production sites to work out compliance measures, monitor and assess
the effectiveness and efficiency of the implementation.
Oversee all environmental incidents, implement incident investigation
processes, enforce root cause analysis, monitor incident reporting, approval &
closing status in AIMS.
Ensure regulatory compliance in Environmental Protection by establishing
a legal compliance process. (i.e. mechanism on tracking and collecting issues &
regulations and identifying roles & responsibilities to support the gap analysis &
gap filling measures and monitoring the implementation schemes).
Conduct regular site visit to check and inspect the compliance status.
Act as country expert in the country to provide advisory and consultancy
services to the sites and interface with AC/E
Support business success by providing professional Environmental
Protection assessment for new investment and M&A projects.
Develop specific EP strategies & policies and support the implementation
(i.e. establishing and following up the EP KPI)
OS Code for SG+MY
Consults and supports incident management & reporting system, i.e. AIMS
Spot checks contractor operations and safety measures, e.g. on-site
operation, work permits, PPE, fall protection, electrical equipment/tool,
housekeeping, dust control, radiation protective plan, nose control, etc.
Joins risk assessments of critical operations, e.g. JSA, piping test
plan, hydraulic testing plans, etc.
Monitor the safety performance and identify potential safety issues of
production and construction sites by analysing the incident reports and site
verification results.
Report safety incidents and issues to internal and external parties
including the country management and regulatory bodies.
Participates in integration of new sites on specific OS chemical safety
subjects
Develops specific management procedures on Contractor Safety &
performance evaluation scheme with project owners.
Supports contractor assessment and selection. Reviews contractor
operation plan.
Contractor management and training.
Establishes specific OS/chemical safety, requirements, process and
programs.
Delivers high quality training that includes relevant EHS programs
required by BASF, e.g. HIRA, JSA, PPE, HazCom programs, on-site safe chemical
handling, toxic chemical control programs, MOC, etc.
Ensure regulatory compliance in safety & safe operations at sites &
companies by establishing a legal compliance process.

Act as competence center in Occupational Safety and/or RCMS to provide


advisory and consultancy services to the sites.

Qualifications

Education: Bachelor degree in EHS, Science, Engineering, Production, Chemical or


equivalent. Master degree and PhD will be an advantage.
Working Experience: At least 10 years working experience in production, engineering
or EHS area plus 2 years with management responsibility.
English Proficiency: Level 3
Technical & Professional Knowledge: Excellent communication and management skill,
familiar with local legislation system and legal requirements in EHS. Must have
good understanding of scope and function of EHS units.
