This is an exciting opportunity to contribute to improving the


Role Summary: outcomes of the EEVT project (Enhancing Employability through
Vocational Training) and therefore increasing the employability
opportunities for marginalized youth in Tanzania.
You will work in a team of specialists with different backgrounds and
nationalities. Together you will support Vocational Training Centers in
Mtwara and Lindi, through building capacity and supporting in career
services.
Your specific task will to coordinate the Lindi &Mtwara - EEVT project
Implementation plan on a day-to-day basis at the quality outcome
desired, to time and results.

Project Background and contextual information


Enhancing employability through vocational training (EEVT) the project is implemented by
three joint partners (VSO Tanzania, Vocational Education and Training Authority VETA and
Tanzania LNG (formerly by BG Tanzania). Recent initiatives have also managed to include
GIZ in the partnership which provides more opportunities for the project. The discoveries of
gas in the off shores of southern Tanzania (Mtwara and Lindi) expect to boom economy of
Tanzania and so is the employment for Tanzanians especially those with vocational skills in
VETA. The project was first launched in VETA Mtwara November 2012 and later VETA Lindi
October 2013 (2013 2015). The achievements, lessons and challenges from phase one
have helped to provide inputs for improvement in phase two project.

However, the level of VETA students is unlikely to meet the standards required by gas
industry. As result of this challenge; VSO, VETA and BG Tanzania have joined forces to bridge
this gap by improving the standard of VETA in nine (9) identified trades of scaffolding & rigging,
industrial painting, heavy plants operator, welding, plumbing, electrical, carpentry, motor
vehicle and food preparation.

Organization background:
VSO is a leading independent international development organisation that works through
volunteers. We are unique in the way we bring people together to volunteer their knowledge,
experience and skills to fight poverty.
We always work in partnership supporting and bringing together diverse partners
(government departments, community based organisations,
NGOs and the private sector) who are strategically placed to advance pro-poor policies and
programmes.
We have been working in Tanzania since 1961s, placing over 2,100 international volunteers
to support local partners and government in 15 regions , strengthening capacity to improve
the quality, delivery and access of services in Livelihood, education and health.

About Tanzania:
On 9 December 1961, Tanganyika was proclaimed an independent nation, In 1964,
Tanganyika was joined with Zanzibar, an offshore archipelago of islands, to form the present
United Republic of Tanzania.
Tanzania shares borders with Kenya, Uganda, the Democratic Republic of the Congo,
Rwanda, Burundi, Zambia, Malawi, Mozambique, and the Indian Ocean. Tanzania also shares
three great lakesVictoria, Tanganyika, and Malawiwith its neighbours. The country is
comprised of a wide variety of agro-ecological zones: low-lying coastal plains, a dry highland
plateau, northern savannas, and cool, well-watered regions in the northwest and south.

In the late 1990s, the central political administration was moved from Dar es Salaam on the
Indian Ocean coast to the more centrally located city of Dodoma, which lies in the middle of
the central plateau. Because of Dodoma's dry climate, relative lack of economic development,
and small size, however, the port of Dar es Salaam remains the urban center of national
importance.

Personal health considerations


If you have a significant current or past medical condition and/or you have general concerns about
staying healthy as a volunteer, please use this information to assess whether this placement will be
suitable for you. All volunteers require medical clearance from a VSO medical adviser before they are
able to take up a placement with VSO. Occasionally, VSO may consider that this placement is too great
a risk for you in terms of your personal health and you would be advised to consider a different
placement. For further guidance about medical assessment and volunteering with a medical condition

Access to medical care and support
The standard and quality of local medical care and support available at this placement will depend on its
location within the country. Health facilities are likely to be more poorly resourced in rural areas in terms
of medical expertise, equipment, infrastructure and regular supplies of medication. However, this may
not be the case in the capital city or in a larger town, where in some countries there may be a
reasonable standard of medical care. The following gives you an indication of where the placement is in
relation to the country office and how easy it would be to make the journey if you were ill.
This placement is:
In town area for Mtwara and in outskirt of Lindi town, about 12km from Lindi
More than 500 kms from the capital to Mtwara and more than 400kms from capita to Lindi
7 to 8 hrs to travel on both good and bad road.
There is usually everyday flight from here to the capital: flights may be affected by bad weather.

Motorcycle requirements
There is project motorcycle which it would require you to access domestic driving licence
(if training required) for you to ride. Alternatively, you can acquire domestic motor vehicle
driving license both for vehicles and motorcycle.

Security information
You would need to take extra care especially at your residence when in Mtwara. VSO has
arranged security for all advisors; however, this may not give guarantee to the security.
Walking alone is not preferred and it is advised when visiting market areas you join other
VSO advisors for security purpose.

Main Results
1. VETA Mtwara raises standards for craftsmanship skills in line with internationally
recognized levels in various areas (English language, Health, safety & environment,
scaffolding & rigging, heavy plant operator, industrial painting, food preparation, plumbing,
welding, carpentry, motor vehicle, electrical installation and maintenance,
entrepreneurship skills, ICT skills & communications, career guidance skills and industry
links);
2. VETA Mtwara becomes the centre of excellence for vocational training for the oil and gas
industry and provides training to other regions;
3. 50% of students trained by VETA Mtwara and Lindi find a job after completion of their
training;
4. The outcomes of the projects are shared nationally and internationally.

Summary of activities in progress


1. Establishing industry links between VETA and gas relating service companies and
industries where more 22 companies are participating.
2. Increase of employability rate from 28% during the start of the project in 2012 to 51%
of employability by Sept 2015.
3. English language training capacity building to teachers and students. Installation of
speech laboratory to facilitate mastery of English language.
4. VSO Advisors day-to-day coaching and transfer of skills and experience sharing with
VETA teachers.
5. Capacity building and technical support by City and Guilds International; three major
activities are being done;
5.1. Capacity building to VETA teachers through various training programs for
internationally recognized qualifications. In 2013 there 11 teachers undergoing
City and Guilds international qualifications and as of 2015, 20 teachers
completed international Diploma level of qualifications
5.2. Technical support through inspection of workshops and bi-annual assessment of
workshops to assess the progress in meeting international standards.
5.3. International accreditation of South East Zone as centre of implementing training
by City and Guilds.
6. Improvement of workshops to meet international standards by VSO advisors in
collaboration with VETA teachers through;
6.1. Renovation of workshop infrastructure done by VETA
6.2. Refurbishing of equipments, disposal of unused equipments and proper
arrangement of workshop equipments and tools
6.3. Purchase of new equipments for all six workshops in the project
7. Health, Safety and Environmental (HSE) training programs and awareness to VETA
teachers and students.
