investigation relative to the case of MURDER (Violation art. 248 of Revised Penal Code)
committed at about 4:00 pm of October 7, 2016 at V.V. Soliven Avenue, Mandaluyong
COMPLAINANT : Anthony Ontoc, 22 years old, single, student, and

presently residing at PinagtipunanSt., Mandaluyong
WITNESS : Loyd Cruz, 35 years old, married, jobless

and presently residing at Philcoa #34 Maligaya St.
Diliman Quezon City.

FACT OF THE CASE:
Initial investigation stated that the victim Paul John Sarcuelo 19 yrs. old, was
reported to be a gigolo who was involved in a drug trade and was about to go home when
the incident happened. While the suspect known as Rey Gu Seung-Lip a known drug
dealer.
Investigation disclosed that on or about 7:55 oclock on the afternoon of January

11, 2017 complainant one (1) Edwin Caparal 20 years old, single, student, and
presently residing at Mandaluyong City to this station, reported an incident of an alleged
murder that occurred at. According to the witness, while he was walking along the
hallway, he heard Paul John Sarcuelo and Rey Gu Seung-Lip having an argument
about drugs where the victim was refusing to give the money he owes to the said
person inside the room of B18. Moments after the said argument, Edwin Caparal heard
a gunshot coming from the room. Afterwards the informant immediately went to station
and reported the alleged incident. Upon receiving the information, and immediately
proceeded to the reported area. Upon arrival at the scene, we saw the Victim laying on
the ground and a gunshot to the back was found.

incident and arrested the suspect. The suspect
was identified as Rey Gue Seung-Lip, 29 years
old, single, jobless. Native of Bohol and presently
residing at E. Magalona St. Mandaluyong City the
victim was identified as Paul John Sarcuelo 20
years old, single, a gigolo and presently residing
at E. Magalona St. Mandaluyong City

situation saying that was the reason why he

2. In the connection with the above cited reference please be informed that on or
about 7:55 oclock on the afternoon of January 11, 2017 complainant one (1) Edwin
Caparal 20 years old, single, student, and presently residing at Mandaluyong City to this
station, reported an incident of an alleged murder that occurred at. According to the

argument, the suspect suddenly killed his victim. After the witness saw the incident the
informant immediately went to our station and reported the alleged incident. Upon
receiving the information, we immediately proceeded to the given area. At the moment
we came to the area, we saw a man trying to escape away from the incident, but to no
avail failed. The arrested suspect was properly informed of his rights under Miranda
Doctrine. We immediately brought the suspect to the station for proper investigation and
disposition.
3. Initial investigation said, the suspect known as Rey Gu Seung-Lip is a known

drug dealer.

THAT, initial investigation state that the suspect was having an argument about
drugs where the victim was refusing to give the money he owes to the said person inside
the room of B18. he immediately took a gun and the victim died due to the gunshot wound.
THAT, based on foregoing facts, the above named arrested suspect were charged
of Art. 248 MURDER of the Revised Penal Code before this Office of the Prosecutor.

Internal Findings:
Both lungs are adherent to the anterior cage. Both lungs are glossy multinodular and
Section revealed cavitations and ulcers at the lungs parenchyma which contain blood
clots. The stomach was heavily damaged due to penetration of
hard objects. The stomach is full of partially digested food particle admixed with blood
clots.xxx
CONCLUSION:
Cause of death is MASSIVE INTERNAL HEMORAGE due to gunshot wounds to the
stomach

SUBJECT : Spot Report Re Alleged Violation Of Art. 248
1. Reference: police blotter with entry no. 001, dated October 7, 2016 subjected
same as above.
2. In connection with above cited reference, please be informed that on or about

4:00 oclock in the afternoon of October 7, 2016, one (1) Erwin Caparal, 20 years old,
single, student, and presently residing at Pinagtipunan St., Mandaluyong, came to this
police station to report a shooting incident transpired along Shaw Blvd. Mandaluyong
wherein victim one (1) Paul John Sarcuelo 20 years old, single, and presently residing at
E. Magalona St. Mandaluyong, was shot by the suspect one (1) Rey Gu Seung-Lip 29
years old, single, jobless, native of BOHOL and presently residing at E. Magalona St.
Mandaluyong, that caused the victim an instantaneous death. From the statement of the
complainant, he was walking along aforesaid area of incident when he saw the suspect
and the victim were arguing at the height of their argument, the suspect drew her firearm
described as one (1) .45 caliber taurus, with one magazine loaded with fourteen (14) live
ammunition, and shot the victim.
3. The motive of the incident is undetermined and the case is still under
investigation.

I. AUTHORITY
1. Police blotter with entry no. 001, dated Janury 11, 2017 subjected same as
above.
2. Memorandum (spot report) from this office dated Janury 11, 2017.
II. MATTERS INVESTIGATED
1. A stabbing incident that transpired on or about4:00 oclock in the afternoon of

October 7, 2016 along Shaw Blvd, Mandaluyong
2. To determine the criminal liabilities of the suspect and to know the prime
surrounding this particular incident.
III. FACTS OF THE CASE
That on or about 7:55 oclock on the afternoon of January 11, 2017 a shooting
incident transpired along Shaw Blvd. Mandaluyong wherein one (1) Paul John Sarcuelo,
20 years old presently residing at E. Magalona St. Mandaluyong was shot by the
suspect one (1) Rey Gu Seung-Lip also residing at E. Magalona St. Mandaluyong, a
native of BOHOL after having an argument. The victim was hastily brought to Our Lady
of Lourdes Hospital for medical treatment but was later pronounced dead on arrival
(DOA) by the attending physician thereat. The suspect was arrested after the incident
and he is now un der the custody of this office for proper disposition. The cadaver was
moved to PNP Crime Laboratory (PNPCLO) for autopsy.
Investigation conducted by this office disclosed that the motive if incident

emanated from financial issue and illegal activies involvement of the suspect.
In the sworn statement of one Erwin Caparal 20 years old, single student presently
residing at Pinagtipunan St., Mandaluyong dated January 11, 2017, he was walking along
the aforesaid area of incident when he saw the suspect arguing with the victim until the
suspect drew his firearm and shot the victim.
Based on the medical certificate issued by the attending physician at the Our Lady
of Fatima Hospital, the herein victim sustained one (1) shot wounds in the back of the
stomach that caused her instantaneous death. Likewise, attached copies of
autopsy/necropsy report of the victim perusal and ready reference.
IV. DISCUSSION
The suspect threatened the victim before the incident happened. The herein
suspect with intent to kill, shot the herein the victim with his firearm that resulted to the
victims instantaneously death.
V. Conclusion
After a careful perusal surrounding this particular incident, probable cause exist
that the herein suspect is criminally liable, hence, the filing of a murder against him.
VI. Recommendation
Wherefore, in view of the foregoing the undersigned respectfully recommends that

this case be considered solve and close.
