Objectives
The goal of the meeting is to enhance the Pacific Islands engagement with
the GCF to deliver upon Pacific Island Country low carbon high resilience
development goals.

The Programme will focus on:


(1) Increasing understanding of the GCF and the opportunities for Pacific
Island countries
(2) Further developing the Pacific Island Roadmap for engagement with
the GCF. How is the Pacific progressing as a region? Identification of
common regional goals. Pacific Coordination and the role of regional
agencies.
(3) Progressing country programming moving from a brief to a full GCF
Country Programme (CP), providing clarity on the role of an Entity
Work Plan (EWP) and how it relates to the Country Programme, and
providing information on the role of an NDA in coordinating CPs and
EWPs.
(4) Increasing the understanding of the roles of different stakeholders in
the GCF process (NDAs, AEs, Private sector, Development partners and
others)
(5) Enhancing Private Sector engagement in the Pacific
(6) Increasing understanding of what happens after approval (ie
addressing conditions, Accreditation Master Agreements, Funded
Activity Agreements)
(7) Sharing best practices, including institutional strengthening, no
objection procedures.

Session to explore opportunities, challenges and enabling conditions for
private sector engagement in the Pacific.

a) Opportunities and challenges for the region, (15 minutes)


b) Country experiences with private sector engagement (30 minutes)
Pacific Leaders or Ministers invited to share key lessons and barriers to
private sector engagement in the climate agenda
c) Conditions required for investment (30 minutes)
Private sector/investment experts (speakers TBC) to share perspectives
how to make their investments more climate resilient and/or low GHG
producing.
d) GCF opportunities, PSF GCF (15 minutes)
GCF role in supporting private sector in the region, and underlying
conditions to be put in place by governments to create enabling
environments for the private sector.

Break out Groups (2 3): Each group will focus on thematic cluster
areas for the Pacific (including energy, coastal protection, early
warning systems, oceans, climate resilient infrastructure). Groups will
have a mixture of countries, partners and other stakeholders.
Pacific Country Programme Briefs will be updated in advance of the
event and shared with all participants. This will help to identify the key
thematic clusters to be covered.
Each break out group to start with thematic presentations around the key
thematic areas:
- Energy
- Early Warning Systems
- Oceans
- Climate Resilient Infrastructure/Coastal Protection

Countries to provide an update on their country priorities (by thematic


area), progress and timeframes, and identification of key challenges
faced at the national level.

Each group will be asked to report key issues from their breakout group

This session will focus on incentivizing and safe guarding private
sector investments in the Pacific. It will also build upon guidance
provided in the High Level Session on Day 1.

including National Designated Authority - Role and responsibilities,
Country Programme, No Objection procedures (1 hour 30 mins)

The GCF will provide a short commentary of the importance each of


these steps and processes play in enabling country ownership and
identified countries will share their relevant experiences. This session is
intended to highlight some good practice and identify challenges that
can be address to progress strengthening country ownership.

Three groups: Each group will have a mixture of countries, partners and other
stakeholders
This session will focus on priority themes, as identified in the Pacific
Road Map, and discuss how country programmes and accredited entity
programmes should align and complement each other, and what
steps/support is required to take these forward (identification of
partnerships, support needed (including Project Preparation Facility
(PPF), Readiness and National Adaptation Planning (NAPs)).

Bilateral meetings between GCF and NDAs or focal points and other partners

Bilateral meetings will focus in particular on:


- NDA strengthening and Country Programme development and
Readiness requirements to support these.
- Project/Programme development and implementation, and GCF,
Accredited Entity and partner support to progress these.

Bilateral meetings with Accredited Entities or other participants

NDAs or focal points will have the option to seek bilateral meetings with
Accredited Entities able to work in the Pacific as well as other partners
present at the workshop to progress their priorities.

Note: Bilateral meeting times between the GCF and NDAs will be
finalized in advance of the workshop wherever possible. In addition, a
sign-up list to book meetings will be available at the registration table
from day 1 and finalized at the end of day 3.
