Summarizing of Key Qualifications:
Mr Collins is a highly skilled and qualified Water Supply, and Sewerage Engineer. He has over 6 years of consulting experience, including 8
years of project management and 5 years of developing country experience. He has been involved in the planning, design, construction,
monitoring and project management of infrastructure development projects in the sectors industrial, intuitional building, commercial
development, civil works and water, sanitation and hygiene(WASH). His experience encompasses all phases of projects, including report,
proposal preparation, contract negotiation, operation and maintenance, feasibility and planning studies, engineering design, cost estimating,
tendering and award of contract, construction supervision, contract administration and project management, hand pump/borehole
installation and repair/ maintenance. Most of the projects Mr. Collins has worked on have been large, multi-year projects involving large

Provided TA support to a French consultancy firm, Hydroconsili, to conduct feasibility studies on LWSC
damaged water supply and sewerage facilities in Liberia four urban cities of, Monrovia, Gbarnga, Harper,
and Greenville. The Studied assessed all damaged components of the above rural cites water supply and
sewerage system, and produced preliminary and detailed redesign of facilities with tender document
with costs for bidding.

Job Description: Conducted facility assessment and ensured that all SOPs and protocols related to water, sanitation
and hygiene (WASH) activities were in place and well established at the Ebola Treatment Units
(ETUs) and, Community Care Centers, (CCC), including hospitals and health care centers operated
by Partners In Health in Zwedru, Harper, Pleebo and Cestos cities in Liberia.
Worked closely with a team of contractors hired by USAID and Deutsche Welthungerhilfe(WHH) for
ETU construction, and UNICEF for Community Care Centers, (CCC), construction, monitored and
ensured that all construction works related to WASH on site plans and BOQ were properly executed.
Liaised with the Government of Liberia Ministry of Health, county health team and local
government authorities at county level to recruit non- clinicians for training.
Assisted the U.S. army in training the non-clinicians who served as WASH staff in the various Ebola
treatment facilities operated by PIH.
Developed job TOR's and contracts for the WASH staff after training for hiring.
Deployed and supervised 124 non-clinicians, who were hired and worked in the Ebola Treatment
Units, and Community Care Centers in Zwedru, Harper, and Cestos cities in Liberia,
Provided daily supervision and regular Infection, and Prevention Control, (IPC) trainings to the WASH
team to help improve their day to day performance in these Ebola management and treatment
facilities.

up with the ministry of lands, mines and energy to provide cost estimates for hydrological study in
the three cities; assisted in the assessment and preparation of cost estimates for the construction
of tanks for rain water harvesting for Sanniquellie and Voinjama community colleges.
Identified water points in the three cities and carry out pump and water quality testing of existing
surface water sources; determined logistics support for water sampling and testing; conducted yield
testing of selected boreholes; identified potential contamination sources using the GPS devices and
review water quality data along with local engineers.

help support the increase of access of water supply through the repair of broken-down hand pumps

the mining township of Yekepa, Nimba County Liberia.
