While on patrol near First St. and Cedar Point Dr., I observed a Cedar Point PD cruiser
respond to the Cedar Point Commons with emergency lights and sirens. As this was happening,
Ofc. DeSalle advised via radio that Cedar Point Police was requesting assistance for an unknown
problem at the Commons Booth. At that time I responded with emergency lights and sirens to
the Commons Booth. As I arrived, I could immediately observe a large fight in progress and
could observe several Cedar Point Officers actively fighting subjects.
As this was happening, I called for more units to respond to the booth and assist us. Once I
exited my cruiser, I could see several Cedar Point officers struggling with a black male on the
ground just north of the Commons Booth. I could see he began to gain the upper hand in the
fight against officers and was attempting to punch them. I instructed the male if he continued to
fight, I would use pepper spray on him. Due to the large crowd and several other fights
occurring at the same time, I instructed Cedar Point officers to get off of the male so I could
transition to my Taser. They did so and Carlos began to turn his back towards me. I announced
Taser usage and deployed my Taser. The Taser probes struck Carlos in his right, lower back and
NMI was achieved. He then went to ground, stopped resisting, Ofc. Bailey (CPPD) then secured
him in handcuffs and he was secured in the rear of cruiser S1.
After all prisoners were secured at the scene, I spoke with Ofc. Bailey (Cedar Point PD) to get
her account of the what had occurred that led up to the large fight at the Commons Booth. Ofc.
Bailey told me she had responded to the Commons Booth to look for individuals involved in a
previous altercation in the Cedar Point EVC lot. Once she arrived she observed a black male,
wearing a white t-shirt, and black pants attempt to shove past a line of employees waiting to
enter Cedar Point Commons. Two Cedar Point Security Guards (identified as Ryan Opfer and
Aaron Ritchie) put their hands up to stop him at the booth. The male, later identified as Carlos
Clayton II, continued towards Opfer and Ritchie and began to fight them. A crowd then began
to surround them and several other fights occurred. For more information about this, refer to
supplements to this original report.
When asked how the fight started, Ofc. Bailey told me Carlos began punching Opfer about

the face and both guards shoved Carlos back. At that point in time, Ofc. Bailey saw what was
occurring and intervened. She then began using reasonable force to take him into custody.
While this was happening Officers Opfer, Ritchie, Bailey and Carlos then started going to the
ground. During the struggle, Ofc. Bailey was on Carlos's back and he continued to fight with
their guards/police officers. Carlos was going down to his knees during this time in the struggle.
Ofc. Bailey went on to tell me once Carlos was on his knees, Carlos reached behind himself
with his right hand and attempted to remove Ofc. Bailey's service weapon. Ofc. Bailey told me
she looked down and could see he had a full grip on her weapon. While this was happening,
Opfer saw Carlos was attempting to disarm Ofc. Bailey. To help retain Ofc. Bailey's weapon,
Opfer removed Carlos's hand from the same. After this happened, all then went down to the
ground.
Once all were on the ground, Ofc. Bailey then attempted to put cuffs on Carlos. Carlos then
continued to fight all officers and he tried to use a handcuff as leverage to escape. This is the
point where I arrived, intervened and Carlos was taken into custody. While speaking with Ofc.
Bailey, I could see she was bleeding from her right elbow, and her right index finger. I could also
see her uniform was dirty as well. I spoke with Guard Opfer separately and his statements were
consistent with Ofc. Bailey's. I could also see his face was red and slightly swollen. Pictures were
taken of Ofc. Bailey and of Guard Opfer. These will be downloaded into an evidence file on the
OIC computer. Ofc. Bailey and Guard Opfer were then given departmental witness statements.
Both completed these and later returned them to me. They will be attached to this report. In
addition to this, officers noted Carlos had the odor of alcoholic beverages on his breath. His
eyes were glassy, bloodshot, and he was slurring his speech. He was further found to be under
the age of 21.
After the scene was secured, I then collected item number one. This was later tagged, logged,
and placed into evidence. I then assisted other officers in clearing Cedar Point Commons of
subjects. While this was being done, Deputy Sargent from ECSO transported Carlos to the Erie
County Jail to assist this officer.
After this happened, I responded to the police station to begin charges. Ofc. Laurendeau
(CPPD) responded to the police station as well to assist me with this incident. Ofc. Laurendeau
told me the large fight at the Commons Booth was a continuation of an altercation that
occurred in the Cedar Point EVC lot. Ofc. Laurendeau told he was dispatched to a fight in the
middle row of the lot and he identified Jakari Willis as the main aggressor in the same.
He told me he identified himself as an officer, told Jakari to stop and she would not do so.

Ofc. Laurendeau then went to arrest Jakari and she pulled away from him. He then was able to
take her to the ground, placed her in handcuffs, and secured her in the rear of his cruiser. Once
Jakari was arrested and secured, Ofc. Laurendeau told me this is when he received information
that another large fight was occurring at the Commons Booth. He then responded to the
Commons Booth and began assisting Ofc. Bailey. This is the point where officers became
involved in this incident.
Ofc. DeSalle contacted Judge O'Brien and informed him of all events that unfolded. Judge
O'Brien then authorized a No Bond request for all parties arrested as a result of this incident.

I was informed of a problem at Cedar Point Commons Apartments and additional units were
being summoned. When I arrived in the parking lot, I heard on the radio that a male had been
tasered and a group was gathering. I observed more than several police vehicles in the parking
lot and a very large group of people in both the parking lot and in the Commons Court Yard. I
approached Ofc. Hernandez who was found to have tasered a male and the male that was
tasered was on the ground. I began setting a perimeter with Ofc. Greenawalt and Cedar Point
Officers to protect Ofc. Hernandez and the Cedar Point officers. The crowd began trying to get
closer to Ofc. Hernandez, but myself and Ofc. Greenawalt began ordering subjects to back away
and to disperse. I also ordered subjects to disperse, but as other subjects turned and started to
back away from the area, Paula Smith was observed to stand still and refusing to disperse as she
continued to be boisterous. Paula was told again to disperse and she responded to me that she
was leaving. When Paula did not leave, I placed my hand on her shoulder to escort her away but
Paula then flailed her arms at me at which time she was informed she was under arrest.
Once I took a hold of Paula's left wrist, she began swinging her arms and trying to pull away
from officers as she was directed to the hood of a Cedar Point cruiser. After I placed Paula
against the hood of the cruiser, I used enough reasonable force necessary to take Paula into
custody. Once Paula was secured in hand restraints, I began escorting her to my cruiser. Paula
continued yelling and trying to pull away from me. Once I was able to assist Paula to the cruiser,
she was secured in the back seat of the cruiser. Paula was secured in the cruiser and I was
summoned to more problems inside of the Commons Court Yard. I assisted Ofc. Desalle and
other Cedar Point officers and the area was dispersed.
When I was no longer needed inside of the Commons Court Yard, I returned to my cruiser and I
spoke with Paula further. As I spoke with Paula, I detected an odor of intoxicants on or about
her person. I learned through a records check that Paula is 19 years old. I asked Paula if she had
been consuming intoxicants and she told me someone spilled alcohol on her shirt. I asked Paula
to submit to an Alco Sensor III breath test and she submitted to the test which showed .008.
Paula told me she only had a small drink of alcohol.
I informed Paula she was being additionally charged with consuming under 21 along with riot
and resisting arrest. It was learned that all parties arrested during this incident were being held
at the ECSO without bond per Judge O'Brien.

As I was transporting Paula to the ECSO, I asked her to explain why she was involved in the
incident at Cedar Point Commons. Paula told me Carlos Clayton is her cousin and when he was
tasered by Ofc Hernandez, she became very distraught and concerned. Paula said when she did
not want to back away or leave the area when ordered to do so because she was concerned
about the Carlos. Paula said she was somewhat dramatized that her cousin had been tasered so
she was not sure how to react and she did not want to leave Carlos.
I transported Paula to the ECSO where she was served with her charges and booked into the jail.
I informed Paula I would document her side of the incident in the report and she said "Ok".
ARRESTED :
I responded to Cedar Point Commons in reference to a large disturbance where officers were
requesting assistance. Upon arrival there were several people already under arrest, one Cedar
Point Officer was holding a subject on the ground, and there was an extremely large disorderly
crowd. The crowd was yelling at officers and not dispersing as ordered numerous times.
I started walking toward the group with other officers and we were ordering them to return
to their rooms. A male started yelling at me that they didn't have to leave and I ordered him
back to his room or he would be arrested. The male continued yelling at me as he started to
walk toward the courtyard which was inciting others around him. I told the male he was under
arrest and went to grab a hold of him. The male pulled away and another male, later identified
as Kainan Reed, got between me and the male allowing him to get away from me. Reed was
also part of the group being disorderly near officers who already made an arrest. He then
placed a hand on the fence and against the security building at the entrance so I could not get
to the other male. He was holding me back as the other male walked away so he was told he
was under arrest.
The entire crowd of several hundred started closing in and yelling at officers. With assistance
from other officers I was able to remove Reed from the entrance and he was placed under arrest.
He was placed in the rear of my cruiser until the crowd could be dispersed.
As I was filling out paperwork Reed was talking to a male standing near my cruiser. He was
telling the male he couldn't let me arrest his brother "Dylan" because his father would be upset.
However, Reed was claiming he did nothing wrong. He was transported to the Erie County Jail
where he was incarcerated.

While clearing the Cedar Point Commons courtyard, a male subject, later identified as Justin
Brooks, was warned multiple times to disperse the area. There was already multiple incidents of
Disorderly Conduct that had taken place, as well as several arrests to include Riot. Justin was
told multiple times to disperse. He walked up to Officers tending to subjects and started to
continually question them. Justin was placed under arrest for Failure to Disperse and
transported to ECSO.

At the commons booth Ofc. Ritterbach was struggling with a subject at the entrance to the
Commons. A very large crowd was at the gates and were males and females grabbing at Ofc.
Ritterbach and the subject he was arresting. I pulled Ofc. Ritterbach toward the lot with his
prisoner, and Sgt. Wilson and I deployed blasts of OC into the crowd that took effect and the
crowd backed off and began running in different directions. Some were being carried and
other were screaming and walking off. CP Officers were advised anyone with the effects of OC
were to be arrested. This Officer began assisting other Officers affecting arrests and clearing the
area of others who were yelling and failing to disperse.
Later it was found SFD treated and transported Roshown Baker, and Brittany Hawkin were
transported by SFD to Firelands ER for OC decontamination for OC to their faces. Charges of
Riot were drafted for the two. Officers Ritterbach and Hernandez responded to the ER for
additional problems with CP employees on scene. Ritterbach found Baker was released and
went to take him into custody. Angel Barnes who was on scene got between Officers
preventing the arrest of Baker. She was taken into custody, but claimed she needed medical
attention. She was told a warrant would be issued for her arrest. Baker was taken to ECSO. A
short while later Barnes turned herself into ECSO and was served with her charges.
From Cedar Point Officers arrests it was found that Russell Donahue was pushing through and at
Officers in an attempt to get into the fight. He was told numerous times to get back and refused
to do so. He was taken into custody and transported to ECSO. Statements obtained from
Officers.
Anthony Freeman and Yulandi Rodgers were also taken into custody by CP Officers form
attempting to get past Officers and get into the fights taking place and were warned several
times before being taken into custody and taken to ECSO.
Hawkins had returned to CP dorms and was taken to ECSO by CPPD. Per Judge O'Brien all who
were arrested at Cedar Point Commons were held on NO BOND.
