Application Letter

Being a passionate and committed professional, I would like to apply for the position of Administrative &
Finance Coordinator, Syria, and offer the best of my knowledge and experiences that will allow me to become
an integral part of SIF team and serve to the best benefit of the organization.

Working in emergency and post-emergency, rehabilitation, local integration, development and peace-keeping
operations for international & national NGOs, UN and OSCE, I developed my strong ability to work efficiently
under limited time and excessive work pressure while successfully applying a high degree of flexibility and
adaptability to the rapidly changing operational environments. I demonstrated strong ability to act as a team
player and team leader while working with multinational teams in various cultural and religious environments of
the Central and South Asia, Middle East, the Caucasus, Eastern and Central Europe and Africa. My senior
Administrative managerial experience obtained throughout the years of challenging diplomatic, humanitarian and
peace-building work developed my ability to make high-level effective and well-balanced management decisions,
contribute to policy-making, provide effective management advisory services and managing staff and operational
systems and establishing relations with and among international and national organizations and governments.

My performance and work experience gained in above-mentioned complex operations provided me with unique
combination of the skills, knowledge and experience in all fields of Administration, namely: Budget/Finance, HR,
Procurement, Logistics, ICT, Facilities Management as well as in the fields of Security & Risk Management and
Programme/Project management. The synergies of the aforementioned skills ensured my effective performance
as the best facilitator for successful accomplishment of the field operations mandates as well as provided the
most efficient linkages among field, regional, country operational clusters and HQ. Im sure that Ill be able to
provide remarkable input building on inter-divisional collaboration and promote systematic approach to the field to
better support the work of Country/Regional Offices and HQ outreach towards the field operations.

Besides Administration-related work, Ive been largely engaged in Programme/Project management and
performed as a chair of the business acquisition task groups and donor management teams. In my previous
tenures, Ive providing careful oversight of the preparation of donor reports (financial and programmatic) along
with preparation of grant and new project proposals.

In view of the above, I strongly believe, that my qualifications and academic credentials, substantiated
by relevant trainings, strong knowledge of and broad experience in Administrative & Finance
management, mission support and project management; strong experience preparing project budgets
for donor grants; proven experience reviewing and finalizing partner grant budgets ensuring cost
effectiveness, clarity of budgets, strong experience establishing effective internal finance controls;
strong experience developing and maintaining risk matrixes and business continuity plans; extensive
knowledge and experience of project planning and budget holding; knowledge and understanding of project
management tools (Logical Framework analysis, project cycle management, objectives and indicators);
substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to
opportunities and challenges and strong ability to translate that into practical plans of action; 12+ years
experience in emergency field coordination contexts, relevant recent humanitarian work experience in
national/international NGOs, UN, OSCE at FO, RO, country office, regional and HQ levels, strong experience
ensuring effective operations of the financial, human resource and administrative management, providing policy
interpretation and application to the management and the staff, fiduciary integrity/responsibility for funds and
assets, leadership in strategic planning and policy formulation in the areas of operations, compliance and internal
control; leading the staff learning and development, partnership, coordination and collaboration; strong field
experience (including conflict & post-conflict operational environment), broad experience in compliance reviews,
audit, emergency procurement and project management audits, strong experience in monitoring and evaluation,
strong experience in establishing new offices in emergency and regular operations, strong experience in
emergency duty stations, proven supervisory/managerial experience, work experience in emergency and post-
emergency duty stations, experience in private sector fund raising, proven experience in reviewing and
enhancing existing policies with aim to improve, strong experience in establishing efficient info exchange among
the field presence and HQ, strong experience in complex large scale procurement and logistical operations,
proven experience in establishing and shutting down field operations, proven ability to conceptualize, innovate,
plan, execute ideas, provide training to colleagues, proven analytical, negotiating and communication skills, well-
developed diplomatic skills, demonstrated ability to work in multinational environment, establishing harmonious
working relations in multicultural teams, experience in establishing and maintaining effective working relations
with the key donors and major stakeholders, proven experience consistently achieving high-level results,
managing and delivering projects on-time and on-budget; strong capacity to translate strategic plans into plans
and objectives, substantial experience of strategic thinking, including identifying, analyzing, problem solving and
responding to opportunities and challenges and the ability to translate these into practical plans of action, strong
analytical skills used in solving potentially conflicting numerical, verbal and other data from number of sources,
proven negotiating skills, good knowledge of the region and country, good understanding of and commitment
to SIFs mission and values, familiarity with the Middle East (Syria, Iraq, Iran, Turkey) & Africa context
would make me an excellent candidate for this position and would make me useful and integral part of Secours
