Napier Street upgrade Bendigo
Pedestrians
As part of planning
for the Napier Street
upgrade, weve been
pursuing initiatives
designed to increase
safety and access for
pedestrians.
These initiatives include pedestrian
crossings and improving access for
people with disabilities.

What the community has told us:
ll It is currently difficult for pedestrians
to cross Napier Street along the road,
except at the traffic lights which are few.
ll The proposed raised central median
strip was strongly supported, as it will
provide opportunities to cross Napier
Street in stages.
ll Regardless of new pedestrian facilities
being installed, there was some
reservation that it may still be difficult
for pedestrians to cross Napier Street.
What weve been doing about it:
Weve been working closely with the
City of Greater Bendigo, Public Transport
Victoria, Weeroona College, Holy Rosary
Primary School as well as businesses
to help identify the best locations for
pedestrian crossings.
What weve come up with:
Wide raised central medians that
provide additional Disability
Discrimination Act (DDA) compliant cut
through crossing points with smooth
surfacing suitable for wheelchairs/walkers
for safe staged crossings.
ll Improved pedestrian facilities at
signalised intersections
ll New signalised intersection at
Scott and Napier Street
ll New pedestrian lights between
Grace Street and Cahill Street

Streetscape

Were working with the

City of Greater Bendigo
to achieve a shared
vision of becoming
Australias most liveable
regional city.
As the northern gateway into Bendigo,
we want Napier Street to balance its use
as well as how it will look visually to all
road users.

What the community has told us:

ll Support for placing power
underground.
ll Plant native flora.

ll Ensure landscaping doesnt

compromise parking
ll A boulevard theme is preferred.
ll Soften the landscape as there are
concerns that adding extra lanes could
make the street unattractive.
ll Nature strips should be kept to a
minimum given that maintenance
is often neglected.
ll Roadside trees should be kept if
possible, but some loss of nature strip
is acceptable to improve road function.
ll A tree lined avenue would provide an
attractive entrance to Bendigo.

Cycling
Based on the feedback
we received from the
community and City
of Greater of Greater
Bendigo and some
of Bendigos cycling
fraternity during late
2015, we developed
two project options
to cater for cyclists.
Option 1
A dedicated two metre wide bicycle
lanes in each direction.
Option 2
A three metre wide shared bus and
bicycle lane in each direction.
In June 2016 we took both options back
to the community for their feedback.
What the community has told us:
ll There were strong views that a
shared bus and bicycle lane could
be dangerous.
ll Many questioned how bicycles and
buses would overtake each other
safely
ll There was an opinion that bicycle
lanes shouldnt be provided along
Napier Street and that cyclists should
travel on established alternative tracks
(such as the path along Bendigo
Creek)
ll Some suggested that a bicycle path
along Dundas Street/Bobs Street is
a better option.

ll There was strong support for a
separate bicycle lane to protect
cyclists from traffic.
ll Cyclists would be better protected and
feel safer with a dedicated bicycle lane.
ll There was some interest in seeing a
separated crossing for pedestrians and
cyclists at the OKeefe Rail Trail crossing
What weve been doing about it:
Along with the general community, we
have been working closely with the City of
Greater Bendigo, Public Transport Victoria,
as well as cycling group members to
discuss the project options for cyclists.
What weve come up with:
After an extensive review and feedback
evaluation, we will be providing a 2.3
metres wide dedicated bicycle lane,
on both sides of the road along the
length of the upgrade.
The benefits of this option include:
ll Greater awareness of lane separation
for all road users with new line
marking methods.
ll Reduces likelihood of car dooring
incidents for cyclists
ll Provides space for moving vehicles
to/from neighbouring properties

Please note: buses will travel in the
general lanes provided unless at a bus
stop, where they will occupy the
bicycle lane.
By improving safety and providing a
quality riding surface, we hope more
people consider cycling as a viable
alternative.
Separate to this project, weve engaged
a consultant to investigate options for a
bicycle crossing under Napier Street that
could form part of the OKeefe Rail Trail.
We are working closely with bicycle
groups, the City of Greater Bendigo and
other interested parties to undertake a
high level strategy for cycling through
the broader corridor.

Street parking
To accommodate the
growing needs of the
Bendigo community,
we need to make
changes to parking
along Napier Street.
We want to keep some level of street
parking, which has been a long time
feature of Napier Street. However,
some changes are necessary to
improve traffic flow and safety.
What the community has told us:
Since October 2015, weve worked with
the Bendigo community to seek your
ideas and feedback about upgrades to
Napier Street.
Youve told us that you want to retain
on-street parking.

What weve been doing about it:
Weve worked closely with the City of
Greater Bendigo, Public Transport Victoria
and other stakeholders to understand and
incorporate future growth needs.
We developed concepts and shared them
with the community in June 2016.
Weve spoken with Napier street
businesses, surveyed their customers
and residents to understand their parking
needs and expectations. Our surveys and
investigations have found that:
ll street parking is under-utilised on
both sides of Napier Street
ll shopping precincts must retain
adequate and safe parking for
customers
ll majority of residential properties
already have off street parking
ll over half of the residents surveyed said
it wouldnt matter if we cant provide
street parking
ll other residents would like to keep
street parking for residential parking,
for visitors and because it made it
easier and safer to reverse out of
their properties.

What weve come up with:
Weve worked to keep some level of
parking for community needs; however
there will need to be some changes to
the street parking.
ll Street parking, particularly residential,
will be reduced significantly.
ll Parking outside businesses and
shops will be reduced.
ll To create space for bus stops and
streetscaping, some parking spaces
will be removed or repositioned.
These changes will help ease congestion
and make it safer and easier for the
community to move around.
