This letter is not to be construed in any way as an offer to contract with your
firm/institution. Your proposal could, however, form the basis for a contract between
your company and UNESCO.
You are requested to acknowledge the receipt of this letter and to indicate whether
or not you will be submitting a proposal. For this purpose, and for any requests for

A. INTRODUCTION
1. General: The purpose of this RFP is to invite Sealed Proposals for Narrativas, prcticas y
experiencias en torno a la identidad LGBTI en contextos educativos to be provided to
UNESCO Santiago.
Offerors should not be associated, or have been associated in the past, directly or indirectly, with a
firm or any of its affiliates which have been engaged by UNESCO to provide consulting services for
the preparation of the Terms of Reference, and other documents to be used for the procurement of
services to be purchased under this Request for Proposal.
2. Cost of Proposal:
The Offeror shall bear all costs associated with the preparation and submission of the Proposal; and
UNESCO will in no case be responsible or liable for those costs, regardless of the conduct or outcome
of the solicitation.
B. SOLICITATION DOCUMENTS
All prospective Offerors that have received the Solicitation Documents will be notified in writing of all
amendments to the Solicitation Documents.
C. PREPARATION OF PROPOSALS
8. Proposal Form:
The Offeror shall structure the technical part of its Proposal as follows:
(a) Management Structure
This Section should provide corporate orientation to include the year and country of incorporation and
a brief description of present activities. It should focus on services related to the Proposal.
This Section should describe the organizational unit(s) that will become responsible for the contract,
and the general management approach towards a project of this kind. The Offeror should comment
on its experience in similar projects and identify the person(s) representing the Offeror in any future
dealing with the UNESCO contracting unit.
This should fully explain the Offerors resources in terms of personnel and facilities necessary for the
performance of the requirements, and any plans for their expansion. It should describe Offeror current
capabilities/facilities and any plans for their expansion.
This section should demonstrate the Offerors responsiveness to the specification by identifying the
specific components proposed, addressing the requirements, as specified, point by point; providing
a detailed description of the essential performance characteristics proposed warranty; and
demonstrating how the proposed methodology meets or exceeds the specifications. You should
include the number of person-working days in each specialization that you consider necessary to
carry out all work required.
The technical part of the Proposal should not contain any pricing information whatsoever on the
services offered. Pricing information shall be separated and only contained in the appropriate Price
Schedules.
It is mandatory that the Offerors Proposal numbering system corresponds with the numbering system
as provided in the TOR. All references to descriptive material and brochures should be included in
the appropriate response paragraph, though material/documents themselves may be provided as
annexes to the Proposal/response.
9. Proposal prices:
The Offeror shall indicate on an appropriate Price Schedule, an example of which is contained in the
Price Schedule sheet, the prices of services it proposes to supply under the contract.
In exceptional circumstances, the UNESCO contracting unit may solicit the Offerors consent to an
extension of the period of validity. The request and the responses thereto shall be made in writing.
An Offeror granting the request will not be required nor permitted to modify its Proposal.
13. Payment:
UNESCO shall effect payments to the Contractor within 30 days after receipt and acceptance of the
invoices submitted by the contractor for services provided.
D. SUBMISSION OF PROPOSALS
(b) Both inner envelopes shall indicate the name and address of the Offeror. The first inner envelope
shall contain the information specified in Clause 8 (Technical Proposal) above, with the copies duly
marked Original and Copy. The second inner envelope shall include the Price Proposal duly
identified as such.
Note: If the inner envelopes are not sealed and marked as per the instructions in this clause, the
UNESCO contracting unit will not assume responsibility for the Proposals misplacement or
premature opening.
The UNESCO contracting unit may, at its own discretion extend this deadline for the submission of
Proposals by amending the solicitation documents in accordance with clause Amendments of
Solicitation Documents, in which case all rights and obligations of the UNESCO contracting unit and
Offerors previously subject to the deadline will thereafter be subject to the deadline as extended.
The Offerors withdrawal notice shall be prepared, sealed, marked, and dispatched in accordance
with the provisions of clause Deadline for Submission of Proposals. The withdrawal notice may also
be sent by email or fax but followed by a signed confirmation copy.
No Proposal may be modified subsequent to the deadline for submission of proposals. No Proposal
may be withdrawn in the Interval between the deadline for submission of proposals and the expiration
of the period of proposal validity specified by the Offeror on the Proposal Submission Form.
Arithmetical errors will be rectified on the following basis: If there is a discrepancy between the unit
price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall
prevail and the total price shall be corrected. If the Offeror does not accept the correction of errors,
its Proposal will be rejected. If there is a discrepancy between words and figures the amount in words
will prevail.
Prior to the detailed evaluation, the UNESCO contracting unit will determine the substantial
responsiveness of each Proposal to the Request for Proposals (RFP). For purposes of these Clauses,
a substantially responsive Proposal is one, which conforms to all the terms and conditions of the RFP
without material deviations. The determination of a Proposals responsiveness is based on the
contents of the Proposal itself without recourse to extrinsic evidence.
A Proposal determined as not substantially responsive will be rejected by UNESCO and may not
subsequently be made responsive by the Offeror by correction of the non-conformity.
The technical proposal is evaluated on the basis of its responsiveness to the Terms of Reference
(TOR).
The price proposal of all offerors, who have attained minimum 70 % score in the technical evaluation,
will be compared. The contract will be awarded to the offeror that receives the highest score
out of a pre-determined set of weighted technical and financial criteria as specified below.
F. AWARD OF CONTRACT
Prior to expiration of the period of proposal validity, the UNESCO contracting unit will award the
contract to the qualified Offeror whose Proposal after being evaluated is considered to be the most
responsive to the needs of the organisation and activity concerned.

1. ANTECEDENTES
El presente estudio forma parte del Plan de Inclusin de personas LGBTI, para
fortalecer el diseo e implementacin de polticas, programas y acciones en el
nivel de educacin parvularia y escolar. Este Plan se dise como parte de los
objetivos de inclusin de la Reforma Educacional, en base a los compromisos
internacionales en materia de derechos humanos adoptados por el Estado de
Chile.

De esta forma es que se consagra la obligacin del Estado de Chile a respetar,
promover y garantizar los estndares internacionales que se emanan de los
tratados internacionales.
El Decreto Fuerza de Ley N2 de 2009, del Ministerio de Educacin, que fija texto
refundido, coordinado y sistematizado de la Ley 20.370 (Ley General de
Educacin), con las normas no derogadas del DFL N1 de 2005, Ley 20.370
establece expresamente que la educacin es el proceso de aprendizaje
permanente que abarca las distintas etapas de la vida de las personas y que tiene
como finalidad alcanzar su desarrollo espiritual, tico, moral, afectivo, intelectual,
artstico y fsico, mediante la transmisin y el cultivo de valores, conocimientos y
destrezas. Se enmarca en el respeto y valoracin de los derechos humanos y de
las libertades fundamentales, de la diversidad multicultural y de la paz, y de nuestra
identidad nacional, capacitando a las personas para conducir su vida en forma
plena, para convivir y participar en forma responsable, tolerante, solidaria,
democrtica y activa en la comunidad, y para trabajar y contribuir al desarrollo del
pas.3.
Esta norma indica que el sistema educativo se construye sobre la base de los
derechos fundamentales garantizados por la Constitucin, as como en los tratados
internacionales ratificados por Chile y que se encuentren vigentes 4 , y que
establece una serie de principios bajo los cuales se inspira el derecho a la
educacin, tales como:

En el marco del cuarto informe peridico de Chile sobre la aplicacin del Pacto
Internacional de Derechos Econmicos, Sociales y Culturales, en julio del 2015,
el Ministerio de Educacin asumi los siguientes compromisos:
En relacin a denuncias por casos de discriminacin por motivos de orientacin
sexual y/o por identidad de gnero de nios, nias y adolescentes que
requieran mayor investigacin, la Superintendencia de Educacin fortalecer
sus competencias mediante la asesora de expertos para poder as publicar los
resultados y las medidas de prevencin y reparacin.
El Ministerio de Educacin desarrollar programas de inclusin y no
discriminacin que consideran los DDHH de la comunidad LGBTI.
Promulgacion de Ley que crea el Plan de Formacin Ciudadana para los
establecimientos educacionales reconocidos por el Estadoto, que tiene por
objetivo preparar a nios, nias y jvenes para asumir una vida responsable
en una sociedad libre y de orientacin hacia el mejoramiento integral de la
persona humana. Esto contribuir a la educacion en D.D.H.H. y al desarrollo
de culturas educativas que promueven la no discriminacin, igualdad, inclusin
y buena convivencia en los contextos educativos.
Para el ao 2015 se plantea instalar los siguientes objetivos en relacin a la
promocin de un trato igualitario a los nios, nias y adolescentes LGBTI como
sujetos de derecho:
- Disear y poner a disposicin de los establecimientos educacionales
distintos recursos pedaggicos y de gestin institucional para la
elaboracin e implementacin de un Programa en sexualidad, afectividad
y gnero.
- Impulsar la revisin y ajuste de la actual normativa que determina la
educacin en sexualidad al interior de los establecimientos educacionales.
- Realizar capacitaciones y promover el material de apoyo para docentes.
- Elaboracin y difusin de un Manual que aborde la sensibilizacin y
prevencin del bullying LGBTI.
- Implementacin de jornadas de trabajo con las redes territoriales de
convivencia escolar.
- Elaboracin de un protocolo con orientaciones que valoren la diversidad y
promuevan el respeto a la identidad de gnero de nios, nias y
adolescentes en los establecimientos educacionales basados en el
enfoque de los Derechos Humanos.
- Otras medidas resultantes de los procesos participativos con expertos y
organizaciones de la sociedad civil.
2. OBJETIVOS
Objetivo general
Describir y analizar discursos -entendidos como narrativas, prcticas y
experiencias- en relacin a identidades LGBTI que se vivencian en los
establecimientos educacionales, con el propsito de sustentar y fortalecer el
desarrollo de polticas educativas de inclusin de la diversidad sexual y de gnero.
Objetivos especficos
1. Caracterizar y analizar las distintas narrativas que surgen en torno a la
diversidad sexual y de gnero en los establecimientos educacionales.
2. Describir y caracterizar prcticas y experiencias en los establecimientos
educacionales, que involucren temticas de diversidad sexual y de gnero.9
3. Describir y analizar prcticas y experiencias de violencia y discriminacin
en el contexto educativo, en torno a la diversidad sexual y de gnero.
4. Identificar y comprender vnculos y coherencia entre narrativas, prcticas y
experiencias sobre diversidad sexual y de gnero en el contexto educativo.
5. A partir del anlisis generado, identificar desafos relevantes para el
desarrollo de polticas educativas en relacin a la inclusin de la diversidad
sexual y de gnero.

La propuesta debe definir con qu actores se va a utilizar cada una de las tcnicas
mencionadas, justificando la atingencia de la tcnica/actor(es) seleccionados. Esta
argumentacin debe considerar: viabilidad, tiempos de trabajo, resguardos ticos
y argumentos metodolgicos.

Para la ejecucin del estudio del proyecto se preferir una organizacin, institucin
oferente o equipo de consultores que demuestre experiencia en estudios,
investigaciones o consultoras en mbitos de diseo e implementacin de poltica
educativa en temticas relacionadas con gnero y diversidad sexual; as tambin,
debe demostrar experiencia en el desarrollo de trabajo de campo y anlisis de
datos de carcter cualitativo. Adems es necesario que el oferente ponga a
disposicin del proyecto instalaciones, equipamiento y recursos humanos
suficientes para la realizacin de todas sus actividades.

- Un(a) profesional con con estudios en ciencias sociales, con experiencia laboral
en investigacin (comprobable) en metodologas de investigacin social,
especialmente en el diseo de instrumentos y anlisis de informacin de carcter
cualitativo.

- Un(a) profesional con formacin en ciencias sociales, educacin y/o polticas
pblicas, con experiencia en investigacin y trabajo en terreno (comprobable) en
contextos educativos.
- Una(a) psiclogo/a, que entre sus responsabilidades dentro del equipo est el
velar por la integridad de las personas que participan del estudio (y entregue
espacios de contencin en caso de que sea necesario).
Todos los integrantes del estudio, deben contar con experiencia en trabajo con
metodologas cualitativas, tanto a nivel de construccin y aplicacin de
instrumentos, como tcnicas de anlisis cualitativas.
Es posible que integrantes del equipo cumplan con ms de un perfil. Estos criterios
y perfiles incluyen al jefe del proyecto.

4. Propuesta financiera.
La propuesta debe ser presentada por una organizacin con personalidad jurdica
vigente. No se aceptarn propuestas de personas naturales.
Se debe incluir con claridad el nombre y los datos de contacto (telfono y correo
electrnico) de la persona que est a cargo de la propuesta, ya que los resultados
sern informados a travs del correo electrnico.
Observaciones:
Las propuestas deben incluir todos los costos de la conduccin e implementacin
del estudio, impuestos includos.
Se recibirn consultas por correo hasta el da de 07 junio a las 12:00, las que sern
respondidas y consolidadas en un documento que se enviar a todos los
interesados.

We undertake, if our Proposal is accepted, to commence and complete delivery of all services

GENERAL INSTRUCTIONS
1. The Bidder is asked to prepare the Price Schedule as a separate envelope from the rest of the
RFP response as indicated in paragraph 14 (b) of the Instructions to Offerors.
2. All prices/rates quoted must be exclusive of all taxes, since the UNESCO is exempt from taxes
as detailed in Section II, Clause 18.
3. The Price Schedule must provide a detailed cost breakdown. Provide separate figures for each
functional grouping or category. If the contractor is required to travel in order to perform the work
described in the TOR, a lump sum must be included in the total amount or to be listed separately.
No travel shall be reimbursed.
4. It is the policy of UNESCO not to grant advance payments except in unusual situations where
the potential contractor whether a private firm, NGO or a government or other entity, specifies in the
proposal that there are special circumstances warranting an advance payment. UNESCO, at its
discretion, may however determine that such payment is not warranted or determine the conditions
under which such payment would be made.
Any request for an advance payment is to be justified and documented and must be submitted with
the financial proposal. This justification shall explain the need for the advance payment, itemise the
amount requested and provide a time-schedule for utilisation of said amount.
