Technical Specifications

1.0 The contractor should restrict its working movement of vehicles, manpower
executions of works etc. within the allowed strip and should not damage
forestry/trees beyond this allowable strip.

2.0 SECURITY

The site of work is located at international border wherein the movement of


personnel is restricted and regulated by security agencies. The contractor
has to work as per the permission given by these security agencies from
time to time and contractor should check before quoting for this job the
working hours, restrictions in working and has to organize all the resources
so that entire works are completed within stipulated time. For this purpose,
nothing extra shall be payable to the contractor beyond his quoted rates.
The contractor shall have no claim on NBCC or any other
department/agency due to loss of man hours/idleness of his labour,
equipment, extra cost incurred etc. in this regard.

3.0 The contractor shall be responsible for obtaining necessary approvals for
acquisition of land, arrangement of security, shifting or re-alignment of
public utility etc. for their stockyard & fabrication yard, cement godown,
labour hutment etc. Nothing extra will be payable in the account.

4.0 SUB-BASE COURSE (300mm)


4.01 Sub base course of 300mm GSB layer machine crushed black trap (MORTH
Specification section 401)(Table 400-I Gade-I to Grade-IV of MORTH Specification
Rev. V).

401. GRANULAR SUB-BASE


401.1. Scope
This work shall consist of laying and compacting well-graded material on
prepared subgrade in accordance with the requirements of these Specifications.
The material shall be laid in one or more layers as sub-base or lower sub-base
and upper sub-base (termed as sub-base hereinafter) as necessary according to
lines, grades and cross -sections shown on the drawings or as directed by the
Engineer.

401.2. Materials

401.2.1. The material to be used for the work shall be natural sand, moorum,
gravel, crushed stone, or combination the reof depending upon the grading
required. Materials like crushed slag, crushed concrete, brick metal and kankar
may be allowed only with the specific approval of the Engineer. The material
shall be free from organic or other deleterious constituents and conform to one
of the three gradings given in Table 400-1.While the gradings in Table 400-1 are
in respect of close-graded granular sub- base materials, one each for maximum
particle size of 75 mm, 53 mm and 26.5 mm, the corresponding gradings for the
coarse- graded materials for each of the three maximum particle sixes are given
at Table 400-2. The grading to be adopted for a project shall be as specified in
the Contract.

401.2.2. Physical requirements: The material shall have a 10 per cent fines value
of 50 kN or more (for sample in soaked condition) when tested in compliance
with BS:812 (Part 111). The water absorption value of the coarse aggregate
shall be determined as per IS : 2386 (Pan 3); if this value is greater than 2 per
cent, the soundness test shall be carried out on the material delivered to site as
per IS : 383. For Grading II and III materials, the CBR shall be determined at
the density and moisture content likely to be developed in equilibrium conditions
which shall be taken as being the density relating to a uniform air voids content
of 5 per cent.

Note :- The material passing 425 micron (0.425 mm) sieve for all the here
grading when vested according to IS : 2720 (Pan 5) shall have liquid
limit and plasticity index not more than 25 and 6 per cent respectively.

401.3 . Strength of sub- base


It shall be ensured prior to actual execution that the material to be used in the
sub-base satisfies the requirements of CBR and other physical requirements
when compacted and finished.
When directed by the Engineer, this shall be verified by performing CBR tests in
the laboratory as required on specimens remoulded at field dry density and
moisture content and any other tests for the "quality" of materials, as may be ne
cessary.

401.4. Construction Operations


401.4.1. Preparation of subgrade : Immediately prior to the laying of sub-base,
the subgrade already finished to Clause 301 or 305 as applicable shall be
prepared by removing all vegetation and other extraneous matter, lightly
sprinkled with water if necessary and rolled with two passes of 80 -100 kN
smooth wheeled roller.

401.4.2 . Spreading and compacting : The sub-base material of grading specified in


the Contract shall be spread on the prepared subgrade with the help of a motor
grader of adequate capacity, its blade having hydraulic controls suitable for
initial adjustment and for maintaining the required slope and grade during the
operation or other means as approved by the Engineer.

When the sub- base material consists of combination of materials men- tioned in
Clause 401.2.1, mixing shall be done mechanically by the mix- in-place method.

Manual mixing shall be permitted only where the width of laying is not adequate
for mechanical operations, as in small-sized jobs. The equipment used for mix-in
-place construction shall be a rotavator or similar approved equipment capable
of mixing the material to the desired degree. If so desired by the Engineer, trial
runs with the equipment shall be carried out to establish its suitability for the
work.

Moisture content of the loose material shall be checked in accordance with


15:2720 (Part 2) and suitably adjusted by sprinkling additional water from a
truck mounted or trailer mounted water tank and suitable for applying water
uniformly and at controlled quantities to variable widths of surface or other
means approved by the Engineer so that, at the time of compaction, it is from 1
per cent above to 2 per cent be low the optimum moisture content
corresponding to IS:2720 (Part 8). While adding water, due allowance shall be
made for evaporation losses. After water has been added, the material shall be
processed by mechanical or other approved means like disc harrows, rotavators
until the layer is uniformly wet.

Immediately thereafter, rolling shall start. If the thickness of the compacted


layer does not exceed 100 mm, a smooth wheeled roller of 80 to 100 kN weight
may be used. For a compacted single layer upto 225 mm the compaction shall
be done with the help of a vibratory roller of minimum 80 to 100 kN static
weight with plain drum or pad foot- drum or heavy pneumatic tyred roller of
minimum 200 to 300 kN weight having a minimum tyre pressure of 0,7 MN/m2
or equivalent capacity roller capable of achieving the required compaction.
Rolling shall commence at the lower edge and proceed towards the upper edge
longitudinally for portions having unidirectional crossfall and super- elevation
and shall commence at the edges and progress towards the centre for portions
having crossfall on both sides.
Each pass of the roller shall uniformly overlap not less than one- third of the
track made in the preceding pass. During rolling, the grade and crossfall
(camber) shall be checked and any high spots or depressions, which become
apparent, corrected by removing or adding fresh material.

The speed of the roller shall not exceed 5 km per hour. Rolling shall be
continued all the density achieved is at least 98 per cent of the maximum dry
density for the material determined as per IS:2720 (Part 8). The surface of any
layer of material on completion of compaction shall be well closed, free from
movement under compaction equipment and from compaction planes, ridges,
cracks or loose material. All loose, segregated or otherwise defective areas shall
be made good to the full thickness of layer and re -compacted.

401.5. Surface Finish and Quality Control of Work


The surface finish of construction shall conform to the requirements of Clause
902.

Control on the quality of materials and works shall be exercised by the Engineer
in accordance with Section 900.

401.6. Arrangements for Traffic


During the period of construction, arrangement of traffic shall be maintained in
accordance with Clause 112.

401.7. Measurements for Payment


Granular sub -base shall be measured as finished work in position in cubic
metres.

The protection of edges of granular sub-base extended over the full forma tion
as shown in the drawing shall be considered incidental to the work of providing
granular sub-base and as such no extra payment shall be made for the same.

401.8. Rate
The Contract unit rate for granular sub-base shall be payment in full for carrying
out the required operations including full compensation for :
(i) making arrangements for traffic lo Clause 112 except for initial treatment
to verges, shoulders and construction of diversions;
(ii) furnishing all materials to be incorporated in the work including all
royalties, fees, rents where necessary and all leads and lifts;
(iii) all labour, tools, equipment and incidentals to complete the work to the
Speci - fications;
(iv) carrying out the work in pan widths of road where directed; and
(v) carrying out the required tests for quality control.
5.0 DRAINAGE LAYER (125mm)( FILTER MEDIA)
5.01 Drainage layer ( Filter Media) of 125 mm above GSB layer black
trap stone crushed material (Morth Specification Section 401) (Table 400-
I Gade-IV or V of MORTH Specification Rev. V-2013).

6.0 WBM base course of 225 mm in three layers ( Morth specifications s


ection 404)
7.0 Bituminous layer comprising of 50mm DBM and 25 mm SDBC as per
Morth Specification Rev. V-2013.

8.0 Geotextile and Geogrid specifications will be as per IRC:113-2013


titled Guidelines for the design and construction of geosynthetic
reinforced embankment on soft soil. Geotextile and bio axial Geogrid
materials testing should be done from the laboratory of BTRA. The
Ultimate tensile strength of bioxial geogrid and remaining material
properties should be satisfied as per IRC:113-2013.

9.0 TESTING OF MATERIAL

9.1 A site Testing Laboratory shall be set up by the contractor at his


own cost. The equipments for following tests, in addition to the
equipment already specified, are to be arranged by the contractor.

9.1.1 Aggregate Impact value (IS: 5640)

9.1.2 Sieve Analysis of Coarse and Fine aggregate (IS: 2386


Pt 1)

9.1.3 Flakiness Index (IS: 2386 Pt 1)

9.1.4 Moisture Content (IS: 2720 Pt II)

9.1.5 Plasticity (IS: 2720 Pt V)

9.1.6 Proctor Density test (IS 2720 Pt VIII)

9.1.7 Field Density (IS 2720 Pt III)

9.1.8 Water Absorption test (IS 2720 Pt III)

9.1.9 Surface Moisture Content of aggregates

9.2 Wherever possible, the materials shall be got tested at site lab of
the contractor. The cost of samples including packing,
transportation and other incidental charges shall be borne by
Contractor.

9.3 The testing of materials, if required by the Officer-in charge of the


Quality control wing of NBCC or his authorized representative,
beyond specified frequency of testing shall also be carried out at
site laboratory of the contractor or wherever possible by the
contractor without any extra cost. The cost of samples including
packing, transportation and other incidental charges shall be borne
by the contractor.
9.4 In case the tests are conducted at any laboratory other than site
laboratory of the contractor, the testing charges shall be borne by
the contractor. Here the selection of laboratory will be done by
Engineer-in-charge. However cost of samples including packing,
transportation, and other incidental charges shall be borne by the
contractor.

9.5 The test result shall be final and binding on the contractor. The
decision of Engineer-in-charge in this regard shall be final and
binding on the Contractor.

9.6 All necessary tests as per CPWD specification / relevant BIS codes
shall be carried out on all the materials whether ISI marked or
otherwise. Wherever CPWD specification / relevant BIS codes are
not available the tests shall be carried out as per directions of
Engineer-in charge. Nothing extra will be payable on this account.

9.7 At the time off handing over of completed work to the department
all the damages, pot holes and undulations caused by any traffic
shall be made good and road repaired properly by the contractor to
the satisfaction of Engineer-in-charge. Nothing extra shall be
payable to the contractor.

9.8 Necessary platforms of required size etc shall be made by the


contractor to prevent the blinding material (for W.B.M) and other
items of work from coming into direct contact with the local soil.
Nothing extra will be payable to the contractor.

9.9 Geo Textile and Geo-grid material testing should be approved by BTRA
and the ultimate tensile strength of bi-axial geogrid and remaining
material properties should be satisfied as per IRC:113-2013.

10.0 No payment will be made to the contractor for damages caused by


cyclones, hurricanes, sand storms, flood waters or by pounding of water
due to any reason etc, during execution of the work and no claims on
these accounts will be entertained.

11.0 Some restrictions may be imposed by the security staff/BSF/Army etc on


the working and /or movement of labour, vehicles, materials etc on BSF
Link roads and in Rann of Kutch and contractor shall be bound to follow all
such restrictions/ instructions and nothing extra shall be payable on this
account or due to less /reduced working hours etc.

12.0 Royalty at the prevalent rates wherever payable, shall have to be paid by
the contractors on the boulders, metal, shingle, sand and bajri etc or any
other materials collected by him for the work direct to the revenue
authority of the District /State Government concerned. He should submit
money receipts in lieu of deposits made or obtain clearance from
Geological Department for getting released his final bill.

13.0 The contractor shall ensure that sufficient quantity of water (suitable for
construction) is available at site for proper execution of work. Nothing
extra for arranging of water at site will be paid to the contractor by the
corporation.

14.0 Unless otherwise specified in the schedule of quantities, the rates for all
items of work shall be considered as inclusive of pumping out or bailing
out water from all depths if required for which no extra payment will be
made. This will include water encountered from any source, such as rains,
floods, sub soil water being high due to any other cause whatsoever etc.

15.0 The malba /garbage, removed from site shall be disposed off by the
Contractor at his own cost to any suitable place as directed by Engineer-
in-charge.

16.0 The existing salty and slushy layer if any of borrow pits, and earth filling
area should be removed and disposed off as directed by the Engineer in
charge. Nothing extra shall be paid to the contractor on this account.

17.0 The contractor should make all arrangements for the alignment, survey and
fixing the shortest distance by using GPRS and measuring the distance by
using road meter etc., Nothing extra will be payable on this account.
Annexure - II
Specifications for Gabions and Revet Mattresses
This specification covers the application of double twist wire mesh product Gabions
for retaining wall/erosion protection and Revet Mattresses for Erosion Control
along embankment slopes for use at Border roads and Border link road of NBCC.
Gabions and Revet Mattresses to be used as per this specification shall be made
from zinc coated steel wire with polyvinyl chloride (PVC) coating and conform to
ASTM specification A 975, details of which are given in the following paragraphs.
1. Terminology
Definitions of terms specific to following standards are given below:
a) Double Twisted (DT) Wire Mesh: A non-ravelling mesh made by
mechanically twisting continuous pairs of wires through three one-half turn
(commonly called double twisted) which are then interconnected to the
adjacent wires to form hexagonal-shaped openings.
b) Mesh size: The average distance measured at right angles between twisted
sides over meshes.
c) Selvedge wire: Terminal wire used to edge the wire mesh perpendicular to
the double twist by mechanically wrapping the mesh wires around it at least
2.5 times.
d) Edge wire: Terminal wire used to edge the wire mesh parallel to the double
twist by continuously weaving it mechanically into the wire mesh.
e) Lacing wire: It is Zinc + PVC coated metallic wire which interconnects empty
units, to close and secure stone filled units and for stiffeners.
f) Stiffener: A length of Zinc+PVC coated steel wire used for support of facing
by connecting the front panel to the back or side panel of a gabion or across
the corners of gabion cell. Stiffener formed at the project site must be of wire
having the same diameter and composition as for the lacing wire.
2. Mesh Classification and Characteristics
Mesh opening size D as defined in Figure in the next page, shall be 100 mm. The
specifications of mesh, wire and PVC coating are given in Table 1.

3. Material Testing and Acceptance


a. Base Metal
The metal used for the production of the wire (for mesh, stiffeners, lacing, etc.) shall
be Mild Steel as per EN 10223-3 having a tensile strength of 350 MPa to 500 MPa,
with a minimum elongation of 10% at breaking load, performed on a gauge length of
250 mm.
b. Coating
All the wires shall be heavily Zinc coated with hot dipped galvanisation process
according to ASTM A 641.
c. Adhesion of Zinc
Adhesion test is to be conducted according to EN 10244/ ASTM A 641 and no flakes
shall be observed.
d. Mesh and panel joint strength
The minimum strength requirements of the mesh, selvedge wire to mesh connection
and panel to panel connection shall be as shown in Table 2.

e. Typical Sizes of Gabions and Mattresses
The typical sizes of gabions and revet mattresses shall be as per ASTM code A 975.
However, depending on the dimensions of the retaining wall, gabions of suitable size
shall be used as permitted by the Engineer in Charge. The gabions and Mattresses
of length more than 2m shall be divided into cells of 1m length by introducing DT wire
mesh diaphragms.
f. Testing:
The supplier shall issue Manufacturers test Certificates to ensure that the Gabions/
revet mattresses conform to the specifications.
g. Stone Filling for Gabions and Mattresses
Naturally occurring rounded stone or quarried stone are acceptable. The stone
materials with high specific gravity are preferable since the gravity behaviour of the
structure is predominant. To ensure the durability of the structure, the stones must be
weather resistant, non-friable, insoluble and sufficiently hard. These stones shall
have Aggregate Impact Value less than 30 per cent when tested in accordance with
IS:2386 (Part 4) or IS:5640. The most appropriate size of the stone varies from 1.5 to
2.5 times the dimension of the mesh. The stone should be large enough to prevent
its escape through the mesh. Additionally it should be ensured that stones to be used
in gabions/ revet mattresses have individual weight in the range of 15 to 40 kg.
h. Delivery, Storage and handling
1. Gabions in collapsible box form should be delivered to site in bundles weighing
600 kg to 900kg.
2. The products should be stored away from the site traffic to avoid the risk of
accidental damage and should remain packaged until required.
3. Bundles of gabions must be handled with due care to avoid damage to the wire
and the PVC coating.
4. Installation
Procedure for gabions filled insitu:
1. The gabion is opened and unfolded on a hard surface and creases not required
for forming the box pressed out.
2. The front and rear sides, ends and diaphragm are lifted into position to form a
box shape.
3. The edges should be laced together starting from the top corner in a continuous
operation using alternate single and double twists at spacing between 100 mm
and 150 mm. Individual ties of lacing wire must not be used. Alternatively
fasteners can be used for tying the edges together. Manual or pneumatic tool
should be used for fastening.
4. The initial layer of gabions should be placed on a flat surface.
5. A number of gabions are placed in position and secured together as described in
3 above.
6. The end gabion is partly filled with suitable stone to form an end anchor and
bracing wires are fixed at 300mm spacing to prevent the front side from bulging.
The gabions are tensioned by applying a load to the end remote from the anchor
gabion, ensuring the load distributed over whole area of last gabion.
7. Facing stone should be having regular shape and dressed with the help of skilled
mason to get good appearance and alignment.
8. Batter has to be maintained as per the design.
9. One meter high gabions should be filled to one-third height, braced; filled to two
third height and braced again, half meter height gabion requires only one row of
bracing at 250 mm height. The gabion is overfilled by approximately 50 mm to 75
mm to allow for settlement of the infill (due to self weight ). Stones to be used for
filling shall conform to specifications in section 3 (g) indicated above.
10. The mesh lid is folded down, stretched into position and the lid laced to the front
sides and the top of the diaphragms.
11. The remaining row of gabions may then be filled sequentially.
12. It is essential that each gabion is properly laced and fixed to adjacent gabions
above, below and on each side.
Procedure for Revet Mattress laid in dry conditions:
1. The Mattress is opened and unfolded on a levelled surface and creases that
are not required for forming the box pressed out.
2. The front and rear sides, ends and diaphragm are lifted into position to form a
box shape.
3. Mattresses are laid directly onto the ground to be protected, so the slope
must be stable by itself and must not be so steep as to cause the revetment
to slide. These units are normally laid down the slope of the bank, at right
angles to the current. However, if the banks and the bed are to be covered
completely, the units on the bed itself should be laid in the direction of the
flow.
4. The edges are laced together starting from the top corner in a continuous
operation using alternate single and double twists at spacing between 100
mm and 150 mm. Individual ties of lacing wire must not be used. Alternatively
fasteners can be used for tying the edges together. Manual or pneumatic tool
should be used for fastening.
5. A number of Mattresses are placed in position and secured together as
described in 3 and 4 above.
6. The Mattresses are filled with stones of suitable size about 1.5 to 2.5 times
the dimensions of the mesh. Stones to be used for filling shall conform to
specifications in section 3 (g) indicated above
7. The corners should be filled properly. Compaction is not necessary.
8. The Mattresses are then covered with lids, which are folded down, stretched
into position and laced with usual lacing operation.
9. It is essential that all Mattresses are properly laced and fixed to adjacent
Mattresses along all corners with the same lacing operation.
5. Measurement for Payment
Gabion walls/revet mattresses so constructed shall be measured in cubic meter of
finished work. The contract unit rate for the construction shall cover the cost of
excavation or filling for foundation, double twisted wire mesh, rock filling including
transportation, laying, all labour, testing, technical supervision and all incidentals
necessary for completing the work according to these specifications. The cost also
covers the provision of technical expert advice, design and working details which
shall be arranged by the Contractor. Transportation of rock fill shall be incidental to
the work and shall not be paid extra.
6. Other points
1) The contractor shall be required to provide complete design with working
drawings in required numbers. This shall be supported by certificate from the
supplier of gabions and revet mattresses that he has proven experience in
supplying and designing Gabions for Retaining walls / Scour Protection /
Erosion Control for atleast three major projects in India and providing
technical backup like designing using in house facilities and technical
assistance at site. The Supplier shall produce an authentic documentary
evidence to prove his experience for Supplying, Designing and providing
technical assistance at site for at least three Major Projects in India.
2) The Contractor should have proven experience in suppliers technology of
Gabions and revet Mattress. The relevant designs should be provided by the
supplier, which shall be approved by the Consultants/Client.
3) The contractor shall take prior approval from the Engineer-in-charge before
placing the order on the Manufacturer/Suppliers of Wire mesh Gabion
materials. Engineer-in-charge will give the approval in writing after satisfying
himself about the conditions described above.
4) The contractor shall have to give a certificate from the manufacturer regarding
the supply of sufficient quantity of Double Twisted Wire mesh Gabions to the
contractor for this project.
5) The contractor shall provide Performance Guarantee for all the works
including gabion and revet mattresses under normal maintenance.
Providing and laying of 200 gsm non-woven geotextile to be laid as a separator layer
beneath Gabion pitching as per Technical specifications.( as per RC:113-2013).

Item Description
This work shall consist of furnishing and placing of approved non-woven geotextile. The
Geotextile shall allow passage of water while retaining in-situ soil without clogging the
Geotextile.

2. Material

Non-woven Geotextile shall be manufactured only from the thermally bonded process and
have material proposed with 70% of polypropylene (PP) core and remaining 30% covered
with polyethylene (PE) sheath. The Geotextile shall confirm to the following properties:

Geotextile shall be supplied in roll length of not less than 100m and the roll width not less
than 4.5m.

The finished geotextile shall be free from such defects that would affect the specific
properties of geotextile or its proper functioning.

3. Eligibility Criteria for Manufacturer

The Geotextile shall meet the minimum requirements as mentioned above. They need to be
procured only from an Indian suppliers / Indian authorized Distributor who must be dealing
with the Geotextile product and having experience in supply of the same. The Geotextile
manufacturer shall be ISO 9001:2000 certified. General manufacturing procedures shall be
performed in accordance with the manufacturers internal quality control guide and or/
documents. The Indian supplier must have supplied a minimum 70,000 Sqmtr. of thermally
bonded non woven Geotextile in any single road project work in India.

4. Storage and Handling of Geotextile


Each roll delivered to site shall be clearly labeled with grade, batch number and wrapped in
material that will protect the geotextile including the ends of rolls from damage due to
shipment, water, sunlight and contaminants. The protective wrapping shall be maintained
during shipment and storage.
During storage, geotextile rolls shall be elevated off the ground and adequately covered to
protect them from site construction damage, precipitation, extended ultraviolet radiation
including sunlight, chemicals that are strong acids or strong bases, flames including welding
sparks, temperatures in excess of 50C, and any other environmental condition that may
damage the physical property values of the Geotextile

5. Equipment
All equipment necessary for the placing of the geotextile shall be approved before the work
begins.

6. Construction Requirements
Installation of geotextile shall be in accordance with the manufacturers instructions. The
supplier shall provide a method of statement detailing installation procedure.
A. Site preparation The site shall be prepared by cleaning, grubbing and excavation or
filling to the design grade and compaction. Unevenly planed or broken surfaces should be
regulated with a suitable fine asphalt mix.

B. Installation Geotextile shall be laid smooth without wrinkles or folds on prepared


subgrade. Geotextile installation shall proceed in the direction of construction. Geotextile
shall be laid and overlapped in the directions as shown in plans. On curves, the geotextile
may be folded and cut to accommodate the curve. The fold or overlap of cut pieces shall be
in the direction of construction, and pinned, stapled weighted with cover material.
Atmospheric exposure of geotextile after laying shall not be more than 7 days to minimize
damage potential.

C. Joints and overlaps A minimum overlap of 150 mm shall be provided between the
adjacent rolls and at the transverse joints as well.

D. Prior to covering, the geotextile shall be inspected by Engineer in charge to ensure that the
geotextile has not been damaged during installation. Damaged geotextile has identified by
the Engineer in charge shall be repaired immediately. The damaged area of geotextile shall
be covered with geotextile patch which extends 500 mm beyond the damaged area.

E. The sub-base shall be placed by end dumping onto the geotextile from the edge of the
geotextile. Construction vehicles shall not be allowed directly on the geotextile. The sub-base
shall be placed such that at least minimum specified lift thickness shall be between the
geotextile and the equipment tires or tracks at all times.

7. Method of Measurement
The Geotextile shall be measured by the square meter or fraction thereof in place.
Excavation, backfill, bedding and cover material are separate pay items.

8. Basis of Payment
Unless otherwise noted in the Plans, the accepted quantity of Geotextile complete in place
shall be paid for at the contract unit
