Abstract
The POM Toys Sdn Bhd. Quality Management System is divided into three parts. This
Quality Manual is Part 1 and describes the policies adopted by POM Toys Sdn Bhd. It
defines:
The overall Quality Management System adopted by POM Toys Sdn Bhd.;
The organisation that has been developed to implement that Quality Management System;
The associated documentation (e.g. Quality Procedures and Work Instructions) that have
been designed to enable POM Toys Sdn Bhd to carry out the Quality Management
System.
The details of the Quality Procedures and Work Instructions are in Parts 2 and 3.
The Quality Management System POM Toys Sdn Bhd meets the requirements of the Quality
Manual ISO 9001 (2008). This system addresses the design, development, and production of
the companys products.
The manual is divided into eight sections that correlate to the Quality Management System
sections of ISO 9001: 2008. Each section begins with a policy statement expressing the
company obligation to implement the basic requirements of the referenced Quality
Management System section. The policy statement is followed by specific information

pertaining to the procedures that describe the methods used to implement the necessary
requirements.
This manual describes the Quality Management System, delineates authorities, inter
relationships and responsibilities of the personnel responsible for performing within the
system. The manual also provides procedures or references for all activities comprising the
Quality Management System to ensure compliance to the necessary requirements of the
standard.
0.1 General
The quality manual outlines the policies, procedures and requirements of the Quality
Management System. The system is structured to comply with the conditions set forth in the
Quality Manual ISO 9001:2008.
To guide the companys employees through the various requirements of the ISO
standard that must be met.
To assure them that the integrity of the Quality Management System is maintained
and focused on customer satisfaction and also continuous improvement.
Our company, POM Toys Sdn. Bhd. is established in 1st of March 2017 to produce a
toys for children which is balloon car.

In line with its corporate policy, POM Toys Sdn Bhd is fully committed towards
continual improvement as it strives to provide high quality product and services that
will satisfy and delight customers by provides attractive, learning in science
knowledge, affordable price, timely customer responding and achieve high customer
satisfaction

management system. Besides, POM Toys Sdn Bhd also will provide adequate
training and grow opportunities to all the employee to maintain their competence and
total involvement in company.

1.0 Scope
1.1 General
This Quality Manual specifies requirements for a quality management system where an POM
Toys Sdn. Bhd.
(Remark *1 In this Quality Manual, the term product only applies to Pomloon Toys.)
1.2 Application
All requirements of this Quality Manual are generic and are intended to be applicable to
POM Toys Sdn. Bhd., regardless of type, size and product provided.
Where any requirement(s) of this Quality Manual cannot be applied due to the nature of an
POM Toys Sdn. Bhd. and its product, this can be considered for exclusion.
Where exclusions are made, claims of conformity to this Quality Manual are not acceptable
unless the exclusions are limited to requirements within Clause 7, and such exclusions do not
affect the POM Toys Sdn. Bhd.s ability, or responsibility, to provide product that meets
customer and applicable statutory and regulatory requirements.

The following referenced documents are indispensable for the application of this document.
For date references, only the edition cited applies. For undated references, the latest edition of
the referenced document including any amendment(s) applies.
For the purposes of this document, the terms and definitions given in ISO 9000 apply.
Throughout the text of this Quality Manual, wherever the term product occurs, it can also
mean service.
The POM Toys Sdn. Bhd. shall establish, document, implement and maintain a quality
management system and continually improve its effectiveness in accordance with the
requirement of this Quality Manual.

The POM Toys Sdn. Bhd.s QMS defines the policy, organisation and responsibilities for the
management of quality within The POM Toys Sdn. Bhd. It ensures that all activities comply
with an agreed set of rules, regulations and guidelines and that the end product or service (i.e.
the deliverable) conforms to the customers requirements. A QMS can only be effective if it is
fully documented, understood and followed by all.
Within the ISO 9001:2008 Quality Model, there are three levels of documentation, and
these are structured as shown in figure below.
These processes shall be managed by POM Toys Sdn. Bhd. in accordance with the
requirement of this Quality Manual.
Where a POM Toys Sdn. Bhd. chooses to outsource any process that affects product
conformity to requirement, the POM Toys Sdn. Bhd. shall ensure control over such processes.
PART 1
The type and extent of control to be applied to these outsourced processes shall be defined
within the quality management system.
(Remark *1 Processes needed for the quality management system referred to above
include processes for management activities, provision of resources, product realization,
measurement, analysis and improvement.)

its quality management system and which the POM Toys Sdn. Bhd. chooses to have
performed by an external party.)

The type and extent of control to be applied to the outsourced processes can be influenced by
factors such as

to provide product that conforms to requirements,

4.2.1 General

The POM Toys Sdn. Bhd. shall establish and maintain a quality manual that includes
a the scope of the quality management system, including details of and justification
for any exclusions (see 1.2),
b the documented procedures established for the quality management system, or
reference to them, and
c a description of the interaction between the processes of the quality management
system.
Documents required by the quality management system shall be controlled. Record are a
special type of document and shall be controlled according to the requirement given in 4.2.4.

POM Toys Sdn. Bhd. shall establish a documented procedure to define the controls needed
for the identification, storage, protection, retrieval, retention and disposition of record.

POM Toys Sdn. Bhd shall provide evidence of its commitment to the development and
implementation of the quality management system and continually improving its
effectiveness by:
a communicating to the POM Toys Sdn. Bhd. the importance of meeting customer as
well as statutory and regulatory requirement,
b establishing the quality policy,
c ensuring that quality objectives are established,
d conducting management review, and
e ensuring the availability of resource.
POM Toys Sdn. Bhd. shall ensure that customer requirements are determined and are met
with the aim of enhancing customer satisfaction (see 7.2.1 and 8.2.1).

quality service and product by enhancing customer satisfaction through continual
improvement of the Quality Management System (QMS).
POM Toys Sdn Bhd will always make continual improvement in our quality management
system. Besides, POM Toys Sdn Bhd also will provide adequate training and grow
opportunities to all the employee to maintain their competence and total involvement in
company.
5.4 Planning
a the planning of the quality management system is carried out in order to meet the
requirement given in as well as the quality objectives, and

POM Toys Sdn. Bhd. shall ensure that responsibilities and authorities are defined and
communicated within the organization.
POM Toys Sdn. Bhd. shall appoint a member of the organizations management who,
irrespective of other responsibilities, shall have responsibility and authority that includes
a ensuring that processes needed for quality management system are established,
implemented and maintained,
b reporting to top management on the performance of the quality management
system and any need for improvement, and
c ensuring the promotion of awareness of customer requirement throughout the
POM Toys Sdn. Bhd.
POM Toys Sdn. Bhd. shall ensure that appropriate communication processes are established
within the organization and the communication takes place regarding the effectiveness of the
quality management system.
5.6.1 General
POM Toys Sdn. Bhd. shall review the organizations quality management system, at planned
intervals, to ensure its continuing suitability, adequacy and effectiveness. This review shall
include assessing opportunities for improvement and the need for change to the quality
management system, including the quality policy and quality objective.

6.3 Infrastructure
The POM Toys Sdn. Bhd. shall determine, provide and maintain the infrastructure needed to
achieve conformity to product requirements. Infrastructure includes, as applicable,

The POM Toys Sdn. Bhd. shall review the requirement related to the product. This review
shall be conducted prior to the organization commitment to supply a product to the customer
(e.g. submission, acceptance of contract or order, acceptance of chance to contract or order)
and shall ensure that

advertising material.)
The POM Toys Sdn. Bhd. shall determine and implement affective arrangement for
communication with customer in relation to:
a product/service information,
b enquiries, contract or order handling amendments, and
c customer feedback, including customer complaints.
The POM Toys Sdn. Bhd. shall plan and control the design and development of product.
During the design and development planning, the POM Toys Sdn. Bhd. shall determine

in conflict with each other.
The outputs of design and development shall be in a form suitable for verification against the
design and development input and shall be approved prior to release.

At suitable stages, systematic reviews for design and development shall be performed in
accordance with planned arrangements (see 7.3.1).

review of design and development changes shall include evaluation of the effect of the
changes on constituent part and product already delivered. Record of the result of the review
of changes and any necessary action shall be maintained (see 4.2.4).
7.4 Purchasing
The POM Toys Sdn. Bhd. shall ensure that purchase product conform to specified purchase
requirement. The type and extent of control applied to the supplier and the purchased product
shall be dependent upon the effect of the purchased product on subsequent realization or the
final product.
The POM Toys Sdn. Bhd. shall evaluate and select supplier based on their ability to supply
product In accordance with the organizational requirement. Criteria for selection, evaluation
and re-evaluation shall be established. Record of the result of evaluation and any action
arising from evaluation shall be maintained (see 4.2.4).

The POM Toys Sdn. Bhd. shall ensure the adequacy of specified purchase requirement prior
to their communications to the supplier.
The POM Toys Sdn. Bhd. shall establish and implement the inspections or the activities
necessary for ensuring that purchased product meets specified purchased requirements.
Where the POM Toys Sdn. Bhd. or its customer intends to performed verification at the
supplier premises, the POM Toys Sdn. Bhd. shall state the intended verification arrangement
and method of product released in the purchasing information.
The POM Toys Sdn. Bhd. shall plan and carry put production and service provision
controlled condition. Controlled condition shall include as applicable

where the resulting output cannot be verified by subsequent monitoring or measure and as a
consequence, deficiencies become apparent only after the product is in use the service has

applicable:
e revalidation.
Where appropriate the POM Toys Sdn. Bhd. shall identify the product by suitable means
throughout product realization.
The POM Toys Sdn. Bhd. shall identify the product status with respect to monitoring and
measurement requirement throughout product realization. Where traceability is a requirement
the POM Toys Sdn. Bhd. shall control the unique identification of the product and maintain
records (see 4.2.4).
POM Toys Sdn. Bhd. shall exercise care with customer properties while its under
organization control or being used by the organizational. POM Toys Sdn. Bhd. shall identify

verify, protect and safeguard customer property provided for use or incorporation into the
product. If any customer property is lost, damage or otherwise found to be unsuitable for use,
POM Toys Sdn. Bhd. shall report this to the customer and maintain records (see 4.2.4).
The POM Toys Sdn. Bhd. shall preserve the product during internal processing and delivery
to the intended destination in order to maintain conformal to requirement. As applicable,
preservation shall include identification handling, packaging, storage and protection.
Preservation shall also apply to the constituent parts of a product.
The POM Toys Sdn. Bhd. shall determine the monitoring and measurement to be undertaken
and the monitoring and measuring equipment needed to provide evidence of conformity of
product to determine requirement.
The POM Toys Sdn. Bhd. shall establish processes to ensure that monitoring and
measurement can be carried out and carried out in a manner that is consistent with the
monitoring and measurement requirements.
In addition POM Toys Sdn Bhd. shall asses and records the validity of the previous,
measuring results when the equipment is found not to requirement. POM Toys Sdn Bhd shall
take appropriate action on the equipment and any product affected.
Records of the result of calibration and verification shall be maintained (see 4.2.4).
When used in the monitoring and measurement of specified requirements, the ability of
computer software to satisfy the intended application shall be confirmed. This shall be
undertaken prior to initial use and reconfirmed as necessary.
8.1 General
The POM Toys Sdn. Bhd. shall plan and implement the monitoring, measurement, analysis
and improvement processes needed
POM Toys Sdn. Bhd. shall include determination of applicable methods, including statistical
techniques, and the extent of their use.
As one of the measurement of the performance of the quality management system, the POM
Toys Sdn. Bhd. shall monitor information relating to customer perception as to whether the
POM Toys Sdn. Bhd. has met customer requirement. The methods for obtaining and using
this information shall be determined.

(Remark* Monitoring customers perception can include obtaining input from sources
such as customer satisfaction surveys, customer data on delivered product/service quality,
user opinion surveys, lost business analysis, compliment, warranty claims and dealer
reports.)
The POM Toys Sdn. Bhd. shall conduct internal audits at planned intervals to determine
whether the quality management system.
An audit program shall be planned, taking into consideration the status and importance of the
processes and areas to be audited, as well as the results of previous audit. The audit criteria,
scope, frequency and methods shall be defined. The selection of auditor and conduct of audits
shall ensure objectivity and impartiality of the audit process. Auditors shall not audit their
own work.
Records of the audits and their result shall be maintained (see 4.2.4).
The management responsible for the area being audited shall ensure that any necessary
corrections and corrective action are taken without undue delay to eliminate detected
nonconformities and their causes. Follow-up activities shall include the verification of the
actions taken and the reporting of verification results (see 8.5.2).

The POM Toys Sdn. Bhd. shall apply suitable method for monitoring and, where applicable,
measurement of the quality management system process. These methods shall demonstrate
the ability of the processes to achieve planned result. When planes results are not achieved,
correction and corrective action shall be taken, as appropriate.
(Remark* When determine suitable method, it is advisable that the POM Toys Sdn. Bhd.
consider the type and extent of monitoring or measurement appropriate to each of its
processes in relation to their impact on the conformity to product/service requirements and
on the effectiveness of the quality management system.)
The POM Toys Sdn. Bhd. shall monitor and measure the characteristics of the product to
verify that product requirements have been met. This shall carried out at appropriate stages if
the product realization process in accordance with the planned arrangements (see 7.1).
Evidence of conformity with the acceptance criteria shall be maintained.
Records shall indicate the person(s) authorizing release of product/service for delivery to the
customer (see 4.2.4).
The release of product and delivery of service to the customer shall not proceed until the
planned arrangements (see 7.1) have been satisfactorily complete, unless otherwise approved
by a relevant authority and, where applicable, by the customer.
The POM Toys Sdn. Bhd. shall ensure that product which does not conform to product
requirements is identified and controlled to prevent its unintended use or delivery. A

documented procedure shall be established to define the controls and related responsible and
authorities for dealing with nonconforming product.
Where applicable, the POM Toys Sdn. Bhd. shall deal with nonconforming product by one or
more of the following ways:
Records of the nature of nonconformities and any subsequent action taken, including
concession obtained, shall be maintained (see 4.2.4).

The POM Toys Sdn. Bhd. shall determine, collect and analyse appropriate data to
demonstrate the suitability and effectiveness of the quality management system and to
evaluate where continual improvement of the effectiveness of the quality management system
can be made. This shall include data generated as a result of monitoring and measurement
and from other relevant sources.
8.5 Improvement
The POM Toys Sdn. Bhd. shall continually improve the effectiveness of the quality
management system through the use of the quality policy, quality objectives, audit results,
analysis of data, corrective and preventive actions and management review.
The POM Toys Sdn. Bhd. shall take action to eliminate the causes of nonconformities in
order to prevent recurrence. Corrective actions shall be appropriate to the effects of the
nonconformities encountered.
(Refer to QP_PTSB_05_CL-8.5.2)
POM Toys Sdn. Bhd. shall determine action to eliminate the causes of potential
nonconformities in order to prevent this occurrence. Preventive actions shall be appropriate to
the effects of the potential problems.
