ProgramDescription FMDSComprehensive
TheMasterofPublicManagement(MPM)ProgramoftheFacultyofManagementandDevelopmentStudies,UPOpenUniversity ExamDateSchedule
(UPOU)wasfirstofferedduringthesecondsemesterofAY19971998.TheinstitutionoftheProgramwasinitiatedandledbythe
thenUPCollegeofPublicAdministration(UPCPA,nowtheUPNationalCollegeofPublicAdministrationandGovernance,or SecondSem(AY1617)
NCPAG),thecountrysforemostacademicinstitutioninpublicmanagement,education,researchandextension.

TheUPCPA,withthesupportoftheCivilServiceCommission,hadaspiredtoassistindemocratizingeducationbyoffering MasterofArtsinNursing
programsindistancemode.Distanceeducation(DE)asanapproachtolearningaimstoprovideacademicpreparationtoenhance
theskillsofpractitionerswhohavenotimetoattendtheUniversityorcannotleavetheirworkplaceduetotasksintheofficeorin 30May2017
thefield.Assuch,theUPCPAtookthechallengebyofferingDEprograms.TheCollegeinvitedfacultyfromtheUPSystemoffering
PublicAdministrationcoursesascoursewritersandtutors,andensuredqualityintheofferingofprograms. Content(AdultHealthNursing,Nursing
Administration,andMaternalandChildNursing)
Currently,theProgramoffersthreespecializations:LocalGovernmentandRegionalAdministration(LGRA),PublicPolicyand
ProgramAdministration(PPPA),andVoluntarySectorManagement(VSM).TheProgramseekstoexpandanddevelopotherareas 01June2017
ofspecialization,suchasOrganizationStudies,andPublicFiscalAdministration,inthefuture.

ApplicantstotheMPMProgrammusthaveabachelorsdegreeoritsequivalentfromarecognizedinstitution,andatleasttwo SocialAgencyLeadershipandManagement
yearsworkexperience.

ThoseseekingadmissionmustalsotakeandpasstheMPMGraduateAdmissionTest(MPMGAT)whichareusuallyadministered MasterofSocialWork
twiceayear.

Thecomprehensiveexamiscomposedoftwopartsthegeneralfieldandthestudentsareaofspecialization(LocalGovernment
andRegionalAdministration,PublicPolicyandProgramAdministration,VoluntarySectorManagement).Astudentisgiventwo
chancestotakeandpassbothfields.Ifthestudentfailstosatisfythisrequirement,he/sheispermanentlydisqualified(PD)fromthe
MPMProgram.
