LA BUROCRACIA DEL ESTADO: DESCONFIANZA E INSATISFACCIN DEL

CIUDADANO.

RESUMEN
En los ltimos aos el ciudadano ha perdido la confianza y se siente insatisfecho con
sus instituciones pblicas, a diario escuchamos las frases trilladas que califican a
nuestros gobernantes, roba pero hace obras, es menos ladrn que el anterior o
todos los polticos son corruptos, el ciudadano manifiesta su insatisfaccin y
desconfianza rechazando a las instituciones de la administracin pblica. Esta
situacin se ha acrecentado con la burocracia estatal excesiva, donde la rutina, la
ineficacia, el papeleo, es el pan de cada da, de todos los ciudadanos que van a realizar
un trmite en una institucin pblica incluso ya est sucediendo en algunas entidades
privadas. Por ello nos hacemos la siguiente pregunta la burocracia del Estado tiene
relacin directa con la desconfianza e insatisfaccin del ciudadano?, la cual ser
respondida en el sustento de nuestro ensayo.
Es importante que realicemos la presente investigacin, porque nos permitir analizar
el malestar de la ciudadana hacia las diversas entidades pblicas y hacia las clases
polticas, lo cual impide una efectiva gobernabilidad en la actualidad.
La metodologa de investigacin empleada para el estudio de nuestro problema, es el
enfoque cualitativo, porque nuestro ensayo est basado en descripciones, puntos de
vista de otros investigadores, sin realizar mediciones numricas.
Al realizar la investigacin concluimos que el trmino burocracia ha perdido su
verdadero significado y objetivo y que dista mucho de su verdadero sentido cientfico,
es por ello que en la actualidad este trmino est relacionado con egosta dominacin
de los funcionarios, lo cual ha afianzado la actitud indiferente del ciudadano hacia las
entidades pblicas y ha repercutido en la participacin pasiva del ciudadano en la
poltica local y nacional, desquebrajando la relacin entre el ciudadano y el Estado.

Abstract

In recent years, the citizen has lost confidence and is dissatisfied with his public
institutions. On a daily basis, we listen to the hackneyed phrases that qualify our
rulers, "steal but do works," "less robber than the previous" or "all Politicians are
corrupt, "the citizen expresses his dissatisfaction and distrust rejecting the institutions
of public administration. This situation has increased with the excessive state
bureaucracy, where routine, inefficiency, paperwork, is the daily bread, of all citizens
who are going to perform a procedure in a public institution is already happening in
some private entities. That is why we ask ourselves the following question: is the state
bureaucracy directly related to the distrust and dissatisfaction of the citizen? , which
will be answered in the support of our essay.
It is important that we conduct this research, because it will allow us to analyze the
discomfort of citizenship towards the various public entities and the political classes,
which impedes effective governance today.
The research methodology used to study our problem is the qualitative approach,
because our essay is based on descriptions, points of view of other researchers, without
taking numerical measurements.
In carrying out the research we conclude that the term bureaucracy has lost its true
meaning and objective and that it is far from its true scientific sense, that is why at the
moment this term is related to selfish domination of the officials, which has
strengthened the attitude Indifferent to the public entities and has impacted on the
passive participation of the citizen in local and national politics, disrupting the
relationship between the citizen and the State.
