DT pavimoinecanacion Canadian Hertage Sous-ministre Deputy Minister Gatneau (Québec) Gatineau, Quebec KiAOMS: KiAOMS, FEB 13 2015 MEMORANDUM TO THE HONOURABLE SHELLY GLOVER CANADA 150 LOGO DESIGN EST (Decision Sought) SUMMARY | © We recommend that, on behalf of the Government of Canada, you select the winning design from among the shortlist of finalists of “The Canada 150 Logo Design Contest.” Background Branding Canada 150 © As part of the preparations for the upcoming celebration of the 150" Anniversary of Confederation in 2017, the Department of Canadian Heritage (PCH) is responsible for preparing a branding strategy which will focus on building public awareness of the celebrations in 2017 © Akey element of this branding strategy is the visual element (logo) that will be integrated in all external products and activities. It will be the basis of a unified visual identity that speaks to all Canadians, encouraging participation in the celebrations. © In 2013, PCH focus-tested a number of designs and received useful feedback about the type of characteristics and features that could work for @ logo for the 150" Anniversary of Confederation. However, none of the logos emerged as a clear winner. In 2014, the Goverment of Canada announced its decision to hold “The Canada 150 Logo Design Contest” (Contest) for all Canadian students, aged 18 years and older, in order to engage them in Canada's history and to encourage them to celebrate our country’s birthday. /2 Canada ‘000001 ‘The Canada 150 Logo Design Contest (© The contest was launched at an event on December 5, 2014 and closed at idnight, January 23, 2015. Annex A provides details of rules and eligibility criteria, ‘© As per the contest guidelines, the selection process comprises three parts: i) an initial screening of designs to ensure eligibility to be conducted by PCH; ii) the establishment of a six-member panel of judges to produce a shortlist of finalists; and ii) the final selection of a winner by the Government of Canada. © A total of 473 entries were received. Following the preliminary screening, 302 entries were forwarded to the panel of judges. Annex B provides names and affiliation of the judges. © The judges were given five criteria against which they were to measure the logo designs: theme and clarity of message, originality, colours and fonts, versatility, and overall impression. © An in-person meeting was held in Ottawa on February 5, 2015. Judges presented a shortlist of their personal selections. Following deliberations, full consensus was obtained from all six judges for ten designs. An additional number were deemed suitable to present for further consideration. © These finalists were sent a letter asking them to confirm in writing they are students, citizens of Canada, and the design they submitted is original. (See ‘Annex C for the ten finalists and seven additional options.) The winner will be asked to provide proof of citizenship and post-secondary enrollment. Participant: The individual submitting an Entry. Finalist: The individual whose logo is part of the short list of qualified entries for final consideration selected by the jury made up of community leaders and representatives from the arts, heritage and educational sectors. Eligibility Criteria Participants must be: Canadian citizens residing in Canada or permanent residents living in Canada; 18 years of age or older; and enrolled in a recognized post-secondary Canadian institution (CEGEP, college, technical institute or university), in December 2014 and/or January 2015. Participants are not eligible if they are employees of the Department of Canadian Heritage or members of the jury or members of the immediate family of those employees or jury members. Creation Criteria Applications must include a description of a maximum of 180 words explaining how the Entry portrays Canada and the 150th anniversary of Confederation. Entries must contain the words “Canada 150” and the dates “1867-2017.” Entries containing any other text or numbers will not be considered. Entries must be non-partisan in nature. Entries containing any political symbol or messaging will not be considered. Entries should strive to evoke pride, unity and celebration. Entries should reflect Canada as a diverse nation with a rich past and a promising future. Other criteria are: compliance with the theme (150th anniversary of Confederation); clarity of message; originality; choice of colours; choice of fonts; legibility; versatility (logo can be used in colour, black and white, reverse and in small or large support material); and overall impression. Technical Criteria A maximum of one Entry per Participant must be submitted online at Canada.ca/150 by 11:59 p.m. EST on January 23, 2015. An email acknowledging receipt will be sent. Entries must be submitted as a vector graphic (.eps format compatible with Adobe Illustrator CS6 or earlier versions) and in JPEG format. It is a symbol that our country takes great pride in, and itis used to express our identity to the rest of the world. Above the leaf, there are rays of varying colour that represent the diversity as well as unity of our country. These rays are also the ligt of the future and the milestones in time that Canada will come to ‘experience, The waves on the left and right side of the Canadian Maple Leaf symbolize the passage of time from the moment Canada became a confederation in 1867, to today. At the bottom of the logo | incorporated Aboriginal design, tying back to the roots of Canadian people, and the country's history. Though itis slightly harder to see, running along the bottom of the Parliament buildings are poppies to show the honor and pride we feel for our country. These symbols are known worldwide and even though not all of the symbols | used were official symbols of Canada, they are what | feel represent Canada the best and are most widely recognized. | chose to use a basic color scheme of red, white and black because red and white are Canada’s official colors.
