Reference your letter No. ABAD/Dev./653 dated


19.03.2009 on the subject noted above.
The scheme has been examined and the same is
observed as under:-
1. The map of the area is not made available and base line
data is not explicitly stated.
2. It would be more appropriate if the map of small dam /
mini dam and location of project area is included in the
document. Salient features regarding areas and
population and its nature to be part of this document.
3. It is stated that concept paper is prepared in
consultation with stakeholders, NRSP, small dam
organization and water management wing of agriculture
development. In the concept paper the role of these
organizations viz-a-viz. its relationship with ABAD is to
be incorporated.
4. What will be the mechanism for planning of activities
and Monitoring and Evaluation and Coordination of each
agency and different activities?
5. In case community development work is to be carried
out by NRSP, then its role is to be highlighted.
Budgetary allocation for each agency is also to be made
accordingly.
6. Physical and financial phasing to be included. It may
enhance the utility of this document.
7. It would be appropriate to analyze the absorptive
capacity of funds for each organization for a period of
three years.
8. About 17% administrative cost is proposed. It is too high
as no additional staff proposed.
9. The works on cost sharing basis @ of 80/20%. Cost to be
incurred by community is not worked out. It is to be
clarified whether Rs. 1500 million are required from ADP
or only 20% of the cost is proposed to be provided
through ADP allocation?
10. What will be the mechanism and cost sharing for the
involvement in agriculture business for the farmers and
the government for developing proper cropping pattern,
tunnel farming, live stock raring, fruit planting etc.
11. Only 2 numbers of vehicles and 5 number of Motorcycle
have been demanded for monitoring activities. Who will
get these vehicles?
12. It is proposed that 7% of the cost of activities to be
carried out by the component to cater for their
requirements 13. About 10% of the cost of the activities
will be utilized by PCU of ABAD to cater for the
monitoring and consultation. In case additional staff is
not required then this estimation seems exaggerated. It
would be more appropriate to work out the cost
components again.

These observations were presented to Secretary, P&D


and he has advised on the same as under:-
“Please go ahead and hold a preliminary meeting
with ABAD and discuss the points raised above.
They all make eminent sense. Meeting will be hold
only if there are still issues that need further
ironing out.”

Keeping into account, the observations of the Secretary,


P&D, you are requested to please amend the document. In case any
clarification is required my services are available and meeting may
be convened too.

laps/duplication of the proposal with the programme of Agriculture/Irrigation

Constituted by Chief Minister Punjab to Review the Project for
Construction of Mini Dams was held on 01.06.2009 and it was decided to
include the project “Water Resource Development through
Construction of 200 Mini Dams alongwith Command Area
Development of Pothohar Region, Barani Areas of Punjab” in ADP
2009-10.

The scheme has accordingly been reflected in ADP 2009-10


with reasonable token allocation.
This may be considered as Interim Report.

I am directed to return the advance copy of PC-I endorsed by Deputy
Director (Development), ABAD on 13.08.2009 (copy enclosed) with the following
observations:-
i. PC-I proposes the two phases; one for Continuation of PMU staff of
BVDP for preparation of PC-I and the other for implementation of the
PC-I.
ii. The proposal for Continuation of PMU of BVDP has already been
regretted by this department letter No. 3(30)ABAD/P&D/2009 dated
11.07.2009.
iii. No serious effort seems to have been made by ABAD for preparation
of the proper PC-I.

You are, therefore, requested to please submit the PC-I in


accordance with the minutes of the meeting held under the chairmanship of
Secretary, P&D on 01.06.2009 and 15.05.2009 (copy enclosed). In case of need of
Technical Assistance from some expert, ABAD may get the same through the
scheme “Planning Support for Approval of Un-approved schemes” approved by
PDWP (minutes attached).

Sir,
The subject PC-I submitted by ABAD was discussed in a
meeting held with Chief (Regional Planning) with the participation of
Deputy Director (Development) ABAD and SDO ABAD on 27.10.2009. It
was observed that the document did not follow the spirit of decisions of
the meetings held under the chairmanship of Secretary, P&D on
15.05.2009 and 01.06.2009 wherein it was decided that:-

“Reasonable number of dams most suitable for


command area development will be selected under a
criteria to be prescribed by the Focus Group and the
concept of the project will include a complete mapping
alongwith Development Plan of each selected dam
highlighting facilities available in the command area,
facilities missing and facilities proposed under the
project. The Development Plans may also include the
components like fishing and tourism development as
per potential of the command area”.

It was further discussed that ABAD needs a base line survey


to be conducted for preparing the proper PC-I for equitable distribution
of the facilities under the project.

It was, therefore, proposed that ABAD may submit a PC-II


for conducting the base line survey of the Potohar areas which could
possibly emerge into proper PC-I.
You are, therefore, requested to kindly furnish the requisite
PC-II for the base line survey of the command areas of existing dams
and 100 mini dams to evaluate available, missing and proposed
facilities / interventions.

P&D/2009 dated 28.10.2009).
Further action regarding resubmission of the two schemes is awaited from
Director General, ABAD.

I am directed to state that 13th Provincial Development Working Party
(PDWP) meeting held on 25.11.2009 made the following decisions which needs your
attention for their implementation:-

3 Command Area Development The scheme was approved subject to the

missing and facilities proposed for 10
years Master Plan will be part of the study.
vi. An amount of Rs.2.200 million
proposed for ABAD staff was deleted.
vii. Cost of the input of the consultant
will be rationalized.
4 PC-II For Preparation of i. The scheme for PC-II for
Master Plan For Cholistan Preparation of Master Plan for Cholistan
Area Area was approved subject to the
5 Range Land Development in preparation of TORs by multiple group
Cholistan Tract headed by Member (Private Sector
Development) with Managing Director
CDA, Secretary Livestock & Dairy
Development, concerned Secretaries and
other stakeholders as members of the
group. The multiple group will frame the
terms of reference of the study for
preservation of echosystem in Cholistan
area and will finalize the terms of
reference within two weeks.
ii. The consultant will be paid as per
deliverables with no support facilities in
form of vehicle, traveling allowances,
equipment and space by CDA.
iii. The scheme for Range Land
Development in Cholistan Tract (ADP
2293) was decided to be dropped from
ADP.

You are requested to kindly initiate action for implementation of the


decisions of Provincial Development Working Party (PDWP).
