Since its founding in 2003, the Alhambra Preservation Group has worked to ensure that the historical, architectural ‘and cultural resources of our City are identified, protected and celebrated through programs, such as the Alhambra Historic Home Tour and the Heritage Awards Program. ‘The City of Alhambra congratulates. the Alhambra Preservation Group for thei dication to honoring the rich architectural history of Alhambra. Mayor Mejia wil present the congratulatory certificate to Ms, Joyce Amaro, President of the Alhambra Preservation Group, COUNCIL BUSINESS 2 RESOLUTION TO GRANT A DESIGNATED PERIOD FOR TWO YEARS ADDITIONAL ‘SERVICE CREDIT — F2M17-2, RAN17-15 Staff requests that the City Council adopt a resolution granting a designated period for ‘wo years addtional service credit. The City has been working withthe Calferia Public Employee's Relitement System on the proposed amendment to the Ciy’s contract to inotide two years addtional service credit beni, and allow the employees of the Environmental Resources Depariment and the Risk Management. Department the ‘opportunity to elect to retire with an additional 2 years of service credit. In order for an employee to receive this benef, the City must first amend its contract with CalPERS, present the cost ofthe benefit at publie mesting, and establish a window of time during Which eligible employees may select this benef and retire. CONSIDERATION OF A RESOLUTION TO OPPOSE SB 231 (HERTZBERG) ~ F2M17-16, R2M17-46 [Atthe request of the City of Rosemead, staff recommends that the City Council approve 3 a ‘a resolution to oppose SB 213 (Hertzberg). Propostion 218 guarantees citizens the right to vote on local taxes, fees, and assessments, but carves out exceptions for trash, water, and sewage fees, However, the measure did not fully define these exceptions, leading an appelate court fo determine in 2002 that property fees for storm water collection were not covered by the water or sewer exceptions. SB 231 would redefine "sewer services” to encompass storm water management costs, which would allow storm waler control costs to be added to property assessments without a direct vote of the residants. The legislation has gamered many cities in support and many cites in ‘opposition. The City of Rosemead has requested the City of Alhambra's opposition to 88231 Recommended Action: City Council adopt Resolution No. R2M17-16 entiled: A Resolition of the City Council of the City of Alhamtre, California opposing SB 231 (Hertzberg) CONSENT AGENDA. (Item Nos. 5-17) {All items listed under the Consent Agenda are considered by the City Council to be routine and ‘wil be enacted by one motion unless a citizen oF Counc member requests otherwise; in which ase, the item will be remaved for separate consideration 5. NOTICE OF COMPLETION: ALHAMBRA PARK POOL REPLASTERING PROJECT ~ F2N46-48, C2MA7-10, M2M17-72 ‘Staff requests that the City Gounel accept the contract for the Alhambra Park Pool Replastering Project as complele. The project was completed on-time with no change ‘orders Issued. The project has been inspected by staff and the Los Angeles County Health Deparment and all work has been completed in accordance with the City’s requirements and spectications. As such, it would be appropriate forthe City Counci to accept this project as complete Recommended Action: City Council accept the contract with Condor, Inc. for the ‘Alhambra Perc Pool Replastering Project as complete in the amount of $199,400; direct the City Clerk to file a Notice of Completion with the County of Los Angeles for recordation; instrct the Finance Director to release the 5% retention 35 days from the Gate of recordation if no fens are fied: and, diect staf to undertake the steps necessary to fnalze Council's action, (W2M17-72) AWARD CONTRAGT: PURCHASE OF HANDGUNS FOR THE POLICE DEPARTMENT - F2N17-6B, N2M17-13, C2N17-30, M2M17-73, Staff requests thatthe City Council approve a contract with Adamson Police Products to provide new handguns and accessories for the Police Department. On February 13, 2017, the City Council approved the distribution of a Notice Inviting Bids to purchase replacement handguns for sworn police officers. Two bids were received by the City Clerk's Office in the amount af $27,321.60 (Adamson Police Products) and $24,516.00 (Pto-Force Law Enforcement). Upon review of the number of handguns and magazines to be included in the trade-in for the purchase, the quantity of trade-ins was mocifie. 7 with this change, the revised bid amounts became $26,889.10 (Adamson Police Products) and $34,051.08 (Pro-Force Law Enforcement), Recommended Action: City Council award a contract, subject to final language approval by the Cy Manager and City Attorney, to Adamson Police Products to provide new handguns and accessaries for the Police Department in an amount not to exceed $526,889.10: authorize the Director of Finance to appropriate the funds from the Federal Asset Forfeiture Fund: and, dlract staff to undertake the steps necessary to finalize Couneits action. AWARD CONTRACT: CONSTRUCTION MANAGEMENT FOR THE MISSION ROAD REHABILITATION PROJECT ~ GARFIELD AVE TO WEST CITY LIMITS ~ F20I16-53, (¢aM17-25, MaM17-65, ‘Staff requests thatthe City Councl award a contract to FG Consultants for construction management services for the Mission Read Rehabilfation ~ Garfield Avenue to West City limits (STPLS130(021)). On March 23, 2017, the City Clerk received seven proposals for this Project. After reviewing the proposals, staff selected FCG Consultants In the amount of $374,600. FCG Consultants has the necessary licenses, permits and hhas done siniar project of type for other local jurisdictions. Recommended Action: City Council award a contract, subject to final language ‘approval by the City Manager and Cily Allomey, to FCG Cansuitants in the amount of $374,600 for Construction Management of the Mission Road Rehabiltaion Project STPL-5130(021); and, direct staf fo undertake the steps necessary to finalize Counci's ‘ction. AUTHORIZE RFP: PARKING ENFORCEMENT SERVICES ~ F2M17-32, RFP2M17-7 ‘Staff requests thatthe City Couneil authorize staf to circulate a Request for Proposals (RFP) for parking enforcement services to enforce street sweeping, parking lot, and fveright parking ordinaneas. The City currently contracts for these services, however, the agreement with Inter-Con Security is due to expre on June 90, 2017. Proposals wil be due to the City Clerk's Office on June 1, 2017 Recommended Action: City Council authorize staff to circulate a Request for Proposals for parking enforcement services to enforce street sweeping, parking lot, and ‘overnight parking orainances, 9. APPROPRIATION OF FUNDS FROM THE SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND, FEDERAL ASSET FORFEITURE FUND & GENERAL FUND ~ F2M 16-47, F2M5-112, F2M13-27, M2M17-74 Staff requests that the City Counell approve the appropriation of funds totaling $34,500 fom the Supplemental Law Enforcement Services Fund, Federal Asset Forfeiture Fund and General Fund to be used tonard the purchase of computer maintenance and vehicle 52047 10. 1" 2. equipment, repairs to bullding equipment and fees for mandatory training for Police Department employees. Recommencled Action: City Council appropriate funds totaling $34,500 from the ‘Supplemental Law Enforcement Services Fund, Federal Asset Forfeiture Fund and General Func to be used toward the purchase of computer maintenance, the purchase ‘of vehicle equipment, repairs to buliing equipment and fees for mandatory training for Police Department employees as outlined in the Chief of Police's report dated May 22, 2017, and, diect staff to undertake the steps neceseary to finalize Counci’s action (wami7-74) NIB: ALMANSOR PARK IMPROVEMENT PROJECT ~ F2M16-42, N2M17-52 (on February 13, 2017, the Cty Counell approved a contract with Lost West Landscape Architecture and. Construction for professional engineering and design services to provide plane, specications, and bid documentation forthe Almansor Park Improvement Project. On May 8, 2017 Paul Nota, from Lost West, presented the City Couneil with renderings and design layauts for the Almansor Park improvement Project and received feedback, which was then incorporated into the plans. Spectications and bid ‘documentation have now been completed for the Almansor Park Improvement Project. Bids are due no later than 10:30 AM on June 22, 2017 in the office ofthe Cy Clerk, Recommended Action: City Council authorize staff to circulate a Notice Inviting Bids to prospective contractors for the Almansor Park Improvement Project; and, direct ‘aff fo undertake the steps necessary to finalize Council's action, CLASS SPECIFICATION: POLICE LIEUTENANTIPOLICE COMMANDER ~ F2M17-2, M2Mn7-75 Before a clas specification becomes effective, it must be approved by the City Council. {An assessment by the Human Resources Department and Police Department sustained the need for an Update of the representative duties and qualifcation guidelines for the position of Police LieutenantiPolce Commander to more accurately reflect the duties land qualifications of the classification, Therefore, staff requests that the City Counc ‘dopt te class specification forthe postion of Police LieutenantiPolice Commander. The review focused on the executive ‘management level ofthe organization and looked a redundancies, duplications or gaps, and the ‘elationship between priorities and programs. The result was a plan that created anew structure and ‘greater effcinies by combining, and In some cases, reassigning certain functions into other departments. In an effort to implement this new executive management stricture, the functions of the Environmental Resources Department are proposed tobe absorbed under Management Services ‘and Community Services, eliminating the current Diecto’'s postion. A Utities staff committee reviewed tho twa proposals submitted and selected Weck Laboratories, Ine. as the most ‘ualfiee based on thelr experience to provide the services as required in the RFP. Weck currently provides testing services for the City, as well as the LA. County Sanitation Distret, City of Thousand Oaks, Golden State Water Company, and San Gabrel Valley Water Company.
