and abuse our natural
resources is not
synonymous with creating
financial stability for
Filipinos. Its not great for
the environment, either.

We depend on
governments to use
laws to protect our
health, the environment
and the economy. Our
government is elected
to use its power and
laws to promote healthy
environments, people
and economies.

Clean Air Act. Although
the law provided for an air
pollution control policy, there
is still difficulty in
implementation associated
with inter-agency
collaboration. Airsheds are
unheard of. Not even once
have I come across reading
that an LGU established an
airshed particularly in Metro
Manila. The transport sector
is the significant contributor
to air pollution. But despite
this fact, the Department of
Transportation (DOTr) is not
keen on making strict
regulations a priority. Traffic
congestion seems a more
logical topic since we are an
emerging economy and
lessening vehicles is not an
option. There should be a
strict implementation of the
law or the institutionalization
in DOTrs mandate the
priority of keeping a standard
air quality.
Clean Water Act. While
the Act established water
quality management areas,
wastewater charge system
and a National Sewerage and
Septage Management
Program, there is inadequacy
of technical staff and
resources and sufficient data
on polluters point to the need
for more inspections. Long-
term monitoring programs for
major waterways are not
undertaken, making it
impossible to establish the
changes in the quality of our
waters.
Solid Waste
Management.
The National Solid Waste
Management Commission
plays the major role in
institutionalizing a national
program that will manage the
transport and disposal of solid
waste in the country. Despite
this, the performance of LGUs
in solid waste management
continues to be poor.
Collection from local
businesses through garbage
fees/permits are unrealistic.
