In both FY16 and FY17, Governor Rauner
fought for increases to PK-12 education.
In the current school year, the Governor ended
the practice of proration while ensuring schools
received a record level of funding.
Governor Rauner has secured an additional
$100 million investment in early childhood
education.
PK-12 education spending has increased $700
million under Governor Rauner.
Improving Schools
Lead Testing Bill - SB 550 is bipartisan
legislation to protect Illinois children by requiring
schools and daycares to test for lead
contamination
Substitute Teacher Bill - SB 2912 cuts the red
tape to help teachers moving to Illinois get into
classrooms more quickly and efficiently without
sacrificing teacher quality.
Post-Secondary Workforce and Readiness Act -
HB 5729 establishes new initiatives to smooth
the transition for students from high school to
post-secondary and career by creating a more
effective bridge between high school and
community colleges.
Education Superhighway - Partnered with
national non-profit to increase broadband and
fiber access to every school in Illinois and
increase digital learning in every classroom by
leveraging existing federal dollars.
Lead Higher Initiative - Illinois was the first state
in the country to join this partnership to ensure
low income and minority students have access
to Advanced Placement and International
Baccalaureate coursework, which is critical to
college readiness.

Governors Cabinet on
Children and Youth
Governor Bruce Rauner established the
Governors Cabinet on Children and Youth by
executive order in February 2016.
The Childrens Cabinet is creating a cohesive
state-wide strategy to improve outcomes for
children and youth. It convenes the executive
leadership from the fifteen state agencies that
oversee initiatives for children and youth, as
well as four members of the Governors senior
team and the Department of Innovation and
Technology.
Childrens Cabinet 3 initial projects include:
1. Connecting youth to employment
opportunities through an Apprenticeship
Plus program and expanding vocational
courses in high school
2. Reducing the childhood lead burden
3. Developing the early childhood education
workforce.
School Funding Task Force
Governor Rauner is committed to rebuilding
Illinois K-12 education system by combatting
inequity and inadequacy in the current funding
formula.
Governor Rauner convened a bipartisan task
force to address the issues in the current
formula and charged members to come up with
a new formula for the upcoming school year.
The task force is expect to expand school
choice options for parents, including equal
funding for charter schools and creation of
tuition tax credit program.
Bipartisan commission approved framework on
February 1, 2017 to reform Illinois broken
school funding formula.
Ethics
Executive Order 15-09
Signed his first week in office
Tightens the ethical standards for executive
branch employees.

Criminal Justice Reform
Commission
In January 2015, Governor Rauner created the
Commission on Criminal Justice and
Sentencing Reform to offer recommendations of
change to reduce the prison population 25
percent by 2025 and break the cycle of
recidivism.
The bipartisan commission sent the governor
27 recommendations last spring. DOC has
begun to implement a number of the
recommendations administratively.
Two bills passed the legislature with
bipartisan support:
1. Governor Rauner signed the bill to require
judges to explain why an incarceration
sentence is appropriate for low-level felony
offenders with no prior probation
sentences or prior convictions for a
violent crime.
2. Governor Rauner signed a bill that requires
DOC and the Secretary of State to ensure
they have a state ID when they leave
custody. An ID is critical to helping former
offenders reintegrate into society
effectively.

Facility Transformations
Closing F House (Roundhouse) at Stateville
Correctional Facility
Built in 1922, the F House was the only
remaining roundhouse in use in the US.
Its layout was antiquated and created
safety and operational hazards for both
staff and offenders. It was also
labor-intensive and created a loud,
chaotic environment for offenders.
Governor Rauner announced in October
that he was closing F House because it no
longer met the needs to rehabilitate
offenders effectively.
Opening Life Skills and Re-Entry Facilities
Governor Rauner has instructed DOC to
repurpose two Illinois Youth Centers (DJJ)
into Life Skills and Re-Entry facilities at
Kewanee and Murphysboro.
These centers are minimum security and
focus on preparing offenders to transition
back into society with specialized
educational, vocational, and life skills
training.
Focus on mental health treatment at facilities
DOC has begun construction on
Residential Treatment Units (RTU) at
Logan, Joliet, Pontiac and Dixon
Correctional Centers.
DOC has entered into an intergovernmental
agreement with DHS to treat the most
critical patients at the Elgin facility.
More than 13,000 employees have
received training from the National Alliance
on Mental Illness (NAMI).
Segregation sentences have been reduced
and overall use of confinement is down
The percent of population in some sort of
confinement has reduced from 5.86% to
3.86% (January 2015-December 2016).

Governor Rauner inherited a backlog of 2,409
clemency requests from the prior
administrations, and cleared the backlog within
two years. He believes offenders and their
families deserve respect in knowing the
outcome regardless if its granted or not.
When evaluating a petition for clemency,
Governor Rauner considers the following:
Length of time since the completion of the
petitioners sentence (typically a minimum
of 10 years)
Petitioners need for clemency (i.e. inability
to get a job or obtain licensure)
Military service
Community service
Nature of the crime committed
Acceptance of responsibility for the crime
Overall criminal history (convictions only)

Governor Rauner submitted an 1115 Medicaid Medication management program designed to
waiver proposal to the federal government, help older adults simplify their medication
allowing the state to use innovative health regimens and prevent adverse drug reactions.

Houbolt Road Bridge This is a first-of-its-kind
agreement between state and local
governments and the private sector and is
estimated to include up to $170 million in
private investment, leveraged by a state
contribution of $21 million, to help alleviate
congestion and encourage more economic
growth in the country's largest inland port.
With a total project cost of around $200
million, the public is getting nearly a ten to
one return on an investment.

Transformation
Executive Order 16-06, signed last April,
created the pilot Bureau of Administrative
Hearings. Thirty states have some form of
centralized hearing structure, and its a tested
solution to reducing backlogs and improving
resource allocation.
By case sharing with the Department of
Revenue and the Department of Public
Health, the bureau has doubled speed by
which the Department of Labor's cases are
held, from 100 to 200 hearings in its first
month.
The bureau is also preparing a uniform
case management system, with DoIT, for
all state agencies to share. This system
will save $4 million per year once fully
implemented.
