MEMORANDUM OF UNDERSTANDING REGARDING NEIGHBORHOOD PUBLIC

IMPROVEMENT PROGRAM FUNDING

WHEREAS, the City of New Haven (City) Neighborhood Public Improvement Program
provides limited grant funding to the Downtown Wooster Square Management Team
(DWSCMT) on an annual basis, as funding permits (the NPIP Funds); and

WHEREAS, NPIP Funds are administered by the Citys Livable City Initiative (LCI). After
soliciting community input, DWSCMT, votes to determine how to the NPIP funds shall be spent
in a given year; and

WHEREAS, the responsibilities of Department of Transportation Traffic & Parking (TT&P)


includes implementing the Citys Complete Streets policy for improving pedestrian and bicycle
infrastructure within the City right of way; and

WHEREAS, the DWSCMT has NPIP Funds available and has voted to direct a portion of such
NPIP Funds to be used by TT&P to fund the installation of certain traffic calming infrastructure
with the DWSCMT area; and

WHEREAS, the City acting through the Director of TT&P (the Director) agrees to assist the
DWSCMT by using the NPIP Funds for use in the installation of certain traffic calming
infrastructure in the DWSCMT area.

NOW THEREFORE, under the terms of this agreement the DWSCMT hereby directs LCI to
transfer NPIP funds in the amount Five Thousand Dollars ($5000.00) to TT&P for the purposes
of constructing certain traffic calming measures in the Wooster Square neighborhood.

FURTHERMORE, the City acting through the Director agrees to install a radar speed sign along
Olive Street, within six months of receipt of the NPIP Funds in an exact location to be
determined by the Director.

AND FURTHERMORE, the City acting through the Director agrees to install five (5) in-street
pedestrian signs and one (1) sidewalk or parking lane planter at locations on Olive Street or
adjoining areas of Wooster Square, within six months of receipt of the NPIP Funds in an exact
location to be determined by the Director, in consultation with executive board of the DWSCMT.

AND FURTHERMORE, the City acting through the Director agrees to assume responsibility for
all maintenance of the signs and the planter.
