AWARENESS LECTURE (CRIME PREVENTION, PUBLIC SAFETY, ILLEGAL DRUGS,


INFORMATION GATHERING, ETC)

On September 15, 2015, PIO, PI FAITH A. IGUALDO and PO1


Benjamin Chumacog conducted lecture on defensive driving and
road safety, prevention and response to vehicular accidents at
Sagada Municipal Hall, Sagada Mountain Province thru the
initiative of Gov. Leonard Mayaen.

Deputy COP SPO3 Melvin L. Salvador discussed some tips


concerning crime prevention to the seminar participants
composed of Barangay Officials and BPAT members of this
municipality at the municipal hall, Gawana, Barlig, Mountain
Province. Likewise, he reiterated the importance of their roles as
the PNPs force multipliers in deterring the occurrence of crimes within the AOR.

SPO3 Inocencio B. Masadao, Chief Patrol Supervisor, visited the


Kadaclan National High School and lectured on Safety and other
Crime Prevention tips to the high school students thereof. He was
accompanied by the Barangay Kagawad in charge on Peace and
Order Committee on September 7, 2015.

Personnel of this MPS attended the environmental education


workshop conducted by Cordillera Green network (CGN) base at
# 25 J. Felipe Street Baguio City headed by Mariko Saimachi
(director) to all Daycare workers and Committee Chairman on
Environmental Protection of all Barangays of Bauko Municipality.
SPO4 Peter B. Apangcay lectured on Crime Prevention, and child protection law and
stressed that the rights of children must be respected at all cost. Further, he encourage
the participants to conduct information drive to parents of their pupils to make them
aware and make safety measure in their Schools and home and disseminate it to their
neighbors at about 9:00 oclock in the morning of September 5, 2015 .

WCPD PNCO this police station joined the MSWD personnel led
by MSWDO Marichu Cominga and LCR personnel in conducting
Pre-Marriage Counselling held at the Bauko Liga Building,
attended by six couples who were applying for marriage license.
On the part of the PNP, SPO2 Norma Tuaca discussed RA 9262
also known as Anti-Violence Against Women and their Children purposely to inform the
women participants that there is law protecting them, also for the men to be informed
that there is a law prohibiting them in abusing the members of their family on September
9, 2015.

Personnel this MPS went to Barangay Tapapan conducted


symposium lecture to the community member particularly 4pcs
beneficiaries and other organ . Representative about iwas sa
bisyo at mga banta sa kaayusan ng Pamilya and about drugs on
September 10, 2015 at 8:30 AM.
Personnel of this MPS led by DCOP proceeded to Guinzadan
Norte in response to the invitation to conduct Family development
Session (FDS) to the pantawid beneficiaries discussed to them
pag-iwas sa bisyo at mga iba pang banta sa kaayusan ng
pamilya and ill effect of illegal drugs at about 9:00 AM September
11, 2015.

On September 4, 2014 at 9:00 AM, personnel of Besao MPS


conducted symposium on crime prevention to students of Saint
James High School of Mountain Province Inc. held at the school
conference hall. The activity commenced with preliminary
activities which included opening prayer, opening message from
the principal Mrs. Placida Nerona and getting to know songs facilitated by PO2 Gemma
Lumayyung. SPO4 Elmer Payocong lectured on Kidnapping and MaliciousMischief
criminalities. He also elaborated examples of petty crimes. Further, brief lecture on drug
awareness was also accomplished. At the later part, students voiced out their concerns
and queries and were expounded by personnel. Lastly, flyers on family based crime
prevention tips were distributed. The activity ended at 11:00 AM.

Personnel of Besao MPS conducted school visitation in Payeo


Primary School and lectured on crime prevention tips to 59 pupils
on September 3, 2015. Engagement with school teacher Mrs.
Mary Ann Cayambas was conducted as well and monitored
school crime related incidents.

PI LAZARO PADYA-OS FANGAYEN and PO2 Mary Andrea


Bandoc served as guest speakers at the lecture forum of the
MPSPC-Bontoc campus Criminology department, held at the
auditorium of said campus on September 2, 2015 in which they
discussed about RA 10364 also known as Expanded Anti-
Trafficking in Persons Act of 2012 and Drug Trafficking. A total of 350 participants
attended the lecture.

On September 2, 2015, at about 9:00 Oclock in the morning,


personnel of Paracelis MPS, Invest PNCO, PO2 Glenn F.
Edchamag conducted lecture on Crime Prevention to the 52
students of Butigue National High School in relation to the 21 st
National Crime Prevention Week with the theme: Krimen ay
Tuldukan, Karapatan ay Igalang. Said PNCO encouraged the participants to do their
share in crime prevention for the maintenance of peace and to avoid being victimized by
human traffickers.

On September 3, 2015, at about 1:30 PM, personnel of Paracelis


MPS conducted lecture on Crime Prevention to the 45 students
of San Rafael National High School in relation to the 21 st National
Crime Prevention Week with the theme: Krimen ay Tuldukan,
Karapatan ay Igalang. PO3 Danny S. Amistad also discussed on
the ill effects of drugs, which most heinous crimes perpetrated such as rape, murder
and other crimes are with related to drugs cases.
At about 10:00 Oclock in the morning of September 4, 2015,
personnel of Paracelis MPS, SPO4 Franco P Ramos conducted
barangay visitation at barangay Butigue this municipality and at
the same time discussed Crime Prevention to the barangay
officials of said barangay in relation to the 21 st National Crime
Prevention Week with the theme: Krimen ay Tuldukan,
Karapatan ay Igalang. Said PNCO informed them the peace and order situation and at
the same time encouraged everyone to do their share in crime prevention and be alert
at all times against criminality and terrorism.

At about 2:00 Oclock PM of September 4, 2015, personnel of


Paracelis MPS, Invest PNCO PO2 Glenn F. Edchamag conducted
symposium on R.A 10627 and Crime Prevention tips to the 285
students of Palitud National High School in relation to the 21 st
National Crime Prevention Week with the theme: Krimen ay
Tuldukan, Karapatan ay Igalang.

On September 7, 2015 at about 8:30 AM, during the staff meeting


at Magawod, Bantay this municipality, the Chief of Police, PSI
CRISPIN SERGIO CALUNNAG informed the public the peace
and order situation and discussed Crime prevention to all LGU
staff in relation to the 21st National Crime Prevention Week with
the theme: Krimen ay Tuldukan, Karapatan ay Igalang. The COP
encouraged everyone to do their share in crime prevention and be alert at all times
against criminality and terrorism during the assembly meeting.

At about 2:00 Oclock PM of September 7, 2015, personnel of


Paracelis MPS, WCPD PNCO PO3 Marjorie N. Rivera conducted
lecture on Trafficking in Person, R.A 10267 and Crime Prevention
to the pupils of Canabo Elementary School, located at sitio
Canabo, Poblacion this municipality in relation to the 21 st National
Crime Prevention Week with the theme: Krimen ay Tuldukan, Karapatan ay Igalang.
Said PNCO discussed to the participants how and why trafficking in per are being
committed and who are prone to said crime. She further encouraged the pupils of said
school to be alert and be observant of strange activities within the school campus and
along the national road in front of their school and to be vigilant in reporting such
activities to the authority for proper action.

PNP personnel of Paracelis MPS proceeded at the Mabullog Day


Care Center at Sitio Mabullog, Bantay Paracelis, Mountin
Province at exactly 9:00 O clock AM of September 8, 2015 and
conducted visitation thereat. A short info drive on Human
Trafficking was given to the 14 pupils thereat to prevent any case
of TIP in their place.

PNP personnel of Paracelis MPS led by SPO4 Franco P. Ramos


conducted lecture on R.A. 9165 to the Fourth year students of
Paitud National High School, Palitud, Paracelis, Mountain
Province at exactly 9:30 AM of September 15, 2015. Said activity
was conducted to enhance the knowledge of the students on the
ill effects of drugs, to discourage them in dealing with drugs and
to mobilize them in the maintenance of peace and order by making them realize that
theres no benefit in dealing with drugs.
After the traditional Monday flag raising ceremony at exactly 8:15
AM of September 2015 held at Magawod, Bantay, Paracelis,
Mountain Province, PSI CRISPIN SERGIO CALUNNAG, Chief of
Police of Paracelis MPS gave a short update on crimes
committed within AOR for the past week. He announces the
noticeable drop of VAW/C and Child Abuses cases as reflected by the blotter, however
there is an increase of car napping despite the series of recovery of car napped
motorcycle made by the police personnel this past week also.

On September 3, 2015, PSB assigned at Namatec Sabangan


PO3 Jaime P. Luis conducted school visit at Namatec Elem
School and lecture on anti-kidnapping and the salient features of
RA 9208 otherwise known as Anti-Trafficking i n Persons Act of
2003.crime prevention tips to the pupils at the same time
distributed leaflets on the said topic.

Cascading of PNP PATROL Plan 2030 and Sadanga MPS


Charter Statement was conducted by PO3 Ravinson B. Betayan
cascaded to the members of the different special bodies
(BDRRMC, BDC, BCPC, BADAC) and committees of Barangay
Poblacion composed of the barangay officials and functionaries
and representatives from the different sectors held at the barangay hall, Poblacion,
Sadanga during their meeting held at the Barangay Hall on September 8, 2015.

At about 8:00 AM of September 4, 2015, personnel of Sadanga


MPS attended the flag raising ceremony of the Sadanga Central
School and after which conducted Symposium on Crime
Prevention to more or less 100 pupils and teachers thereat. PO2
Jovilyn Talusig and PO3 Ravinson B. Betayan lectured regarding
Crime Prevention Tips within the family, school and in outside or in the community.

Lecture Orientation regarding Moving Youth towards Peace and


Development (MYPD) and Sadanga Police-Youth Partnership was
conducted by PO3 Ravinson B. Betayan to more or less 20
Citizen Advance Training (CAT) officers of Sadanga National High
School at about 5:00 PM of August 14, 2015 in preparation of the
organization of the MYPD.

Lecture/cascading of PNP Patrol Plan 2030 and Sadanga MPS


Charter Statement was also conducted by PO3 Ravinson B.
Betayan of Sadanga MPS to more or less 20 CAT Officer of
Sadanga National High School on September 14, 2015 in the
afternoon. This is to explain and let the CAT Officers understand
the programs of the PNP and as part of their orientation program for the Moving Youth
towards Peace and Development (MYPD) and Sadanga Police-Youth Partnership.
Lecture on leadership and responsibility was given by SPO4
Norman C. Kiat-ong, MESPO of Sadanga MPS to the CAT
Officers during the orientation and organization of MYPD
Sadanga National High School on September 14, 2015. He
emphasized on their saying Be a Leader not a Boss which was
posted in their classroom. He challenged them to become good youth leaders in the
school, in the family, and in the community.

On September 2, 2015, Personnel of this office conducted lecture


at Ambasing Elementary school regarding crime prevention week
with 38 students who participated the lecture.

On September 3, 2015, Personnel conducted school visit at


Sagada Central School and engage with the teachers in relation
to the activity on Saturday (Press Conference) at the same time
conducted lecture concerning crime prevention in relation to crime
prevention week. 236 students are the participants and the 7
teachers.

On September 4, 2015, Personnel conducted lecture at Ankileng


Elementary School regarding crime prevention in relation to crime
prevention week. 27 participated during the lecture.

On September 5, 2015, Personnel of this office led by the Chief of


Police, PSI Peter T Angyoda, attended the press conference and
lecture about peace and order and crime prevention. This activity
was initiated by this office in partnership with Ms. Gina Dizon,
media. 50 participants attended the conference.

On September 7, 2015, Personnel conducted school visit at


Antadao day care center led by the DCOP PSI Ramon SAINGAN
GARCIA and had a story telling with the pupils at the same time
distributed pad papers. 9 day cares, 1 guardian and the day care
teacher.

On September 7, 2015, Personnel conducted school visitation at


Sagada Central School and the COP PETER TANGLAB
ANGYODA lectured on anti-crime in relation to crime prevention
week. 408 students are the participants.

On September 7, 2015, Personnel


conducted school visitation at Antadao Elementary School
and lectured on anti-crime on relation to crime prevention
week. 98 students participated during the lecture.
On September 11, 2015, Personnel of this office led by PSI
RAMON S. GARCIA lectured and shared crime prevention in
relation to the celebration of crime prvention month at Ankileng,
National High School just after the Flag Raising Ceremony.
Further, students and teacher were active during the discussion
that made it truthful and educational with 441 students and 12 teachers as participants.

On September 11, 2015, Personnel of this office lectured at


Demang Daycare Center regarding crime prevention and rights of
children. 10 day cares, 4 parents and the teacher.

Please be informed that on September 07, 2014, personnel of this


office under the supervision of the Officer in Charge PSI
BERNARDO KILANGAN WONG lectured on crime prevention in
line with the 21st National Crime Prevention Week with the theme
Krimen ay Tuldukan, Karapatan ay igalang at Balaoa National
High School attended by 86 students and 6 faculty members. Activity ended at 11: 30
A.M. of the same date.

In relation to 21st national Crime Prevention Week with the theme


Krimen ay Toldukan, Karapatan ay Igalang, on September 7,
2015, at around 10:00am PCR-FJGAD PNCO of this unit under
the supervision of the Commanding Officer PSUPT LAVIS P.
CAMDAS conducted school visitation and engaged with the
student of Mountain Province General Comprehensive High School during their recess
and lectured to them the Family Based Crime Prevention Tips to be aware and vigilant
to lawless elements.

On September 3, 2015, SPO3 Rommel G Bayaona lectured crime


prevention tips to the students of Ubao National High School,
Ubao, Aguinaldo, Ifugao in support with the 21 st National Crime
Prevention Week Celebration.

On September 3, 2015, PO3 Sharon A Chulhang lectured on the


school violence prevention tips to the students of Ubao National
High School, Ubao, Aguinaldo, Ifugao in support with the 21 st
National Crime Prevention Week Celebration.

On September 7, 2015, SPO4 Samuel B Mangic had an


information dissemination by informing the LGU employees on the
21st National Crime Prevention Week Celebration with a theme:
Krimen ay tuldukan, karapatan ay igalang, he emphasized that
crime prevention is everyones concern so he encouraged
everyone to give importance.
On September 17, 2015, SPO2 Nancy K Ananayo lectured on
anti-bullying to 20 grade- II pupils of Talite Primary Schoo,
Aguinaldo, Ifugao.

On September 17, 2015, PO2 Blacio T Pinkihan lectured on crime


prevention tips and disciplinary measures to 15 grade-I pupils of
Talite Primary Schoo, Aguinaldo, Ifugao.

On September 3, 2015, the Speakers Bureau of this office


together with Mrs. Milagrita Ildefonso from the MSWDO Office
conducted symposium on Crime Prevention at Kiling Elementary
School. SPO3 Ocio S Toribio lectured on Rights and
Responsibilities of Children to 77 pupils of Kiling Elementary
School.
On September 3, 2015, PO3 Generose C Bernal lectured on
Crime Prevention Tips for Children to 77 pupils of Kiling
Elementary School.

On September 3, 2015, PO2 Salvacion B Lebbet lectured on Anti-


Bullying to 77 pupils of Kiling Elementary School.

On September 3, 2015, PO1 Yanie Mae N Lachaona lectured on


Disadvantages and Effects of Absenteeism in School to 77 pupils
of Kiling Elementary School.

On September 3, 2015 PO1 Lauro T Bulong lectured to the 21


grade 7 of Asipulo National High School Bahag, Antipolo, Asipulo,
Ifugao re crime prevention tips in relation to OPLAN LAMBAT
SIBAT.

On September 3, 2015 SPO1 Edward C Balanian lectured


some tips on crime prevention to the children of Antipolo,
Asipulo, Ifugao together with Borromeo Evaristo BPAT
member and Carlos Pigudo barangay kagawad.
On September 4, 2015, PO2 Myrna C Taliwan lectured on Anti-
Bullying to the 40 Grade VII students of Immaculate Conception
School, Banaue, Ifugao.

On September 4, 2015, PO3 Eleonor D Gunan lectured on Courtesy and Discipline to


the 28 Grade V11 students of Banaue National High School, Banaue, Ifugao.

On September 9, 2015, SPO4 Jose L Buccahan lectured on Anti-


Bullying to the 45 Grade VI1 students of Banaue National High
School Annex, Banaue, Ifugao.

On September 9, 2015, PO3 Eleonor D Gunan conducted lecture


on Anti-Criminality Campaign to the 25 Grade 1 pupils of Kinakin
Elementary School, Banaue, Ifugao

On September 3, 2015, 3 personnel led by PINSP CAROLINA K


DAULAYAN, Deputy Chief of Police gave separate lectures on
crime prevention to 21 Grade-1V and 17 Grade-V pupils of
Pitawan Elementary School, O-ong, Hingyon, Ifugao in line with
the observance of the National Crime Prevention Week.

On September 7, 2015, PSINSP PETER GUINUMTAD CAWITAN,


Acting Chief of Police presented to the LGU family the activities of
this station to counter the incidences of crime at the same time
solicited the active support of the municipal and barangay officials
as well as the community in the PNPs mandate to instill peace
and order in the community.

On September 7, 2015, SPO2 Moreno U Cumahling gave a


lecture on crime prevention to the students and personnel of the
Southern Hingyon National High School (SHNHS), Bitu, Hingyon,
Ifugao after their flag-raising ceremony in relation to the
celebration of the National Crime Prevention Week.

On September 7, 2015, PSINSP PETER GUINUMTAD CAWITAN,


Acting Chief of Police explained to the LGU family after the
traditional Monday flag-raising ceremony the mandate of the PNP
organization to preserve peace and order in the community by
neutralizing crime incidence in order to have a safer place to live
and do business at which is the very mandate of the PNP
organization as anchored in its PATROL Plan 2030. This activity culminated the
weeklong observance of the National Crime Prevention Week.

On September 15, 2015, SPO1 Alex L Binwag gave a lecture on


the effects of deforestation to combined Grades - 5 and 6 of
Ubuag Elementary School, Hingyon, Ifugao.
On September 16, 2015, SPO2 Moreno U Cumahling discussed
the importance of preservation of the environment to 36 3 rd - year
students at Southern Hingyon National High School (SHNHS),
Bitu, Hingyon, Ifugao

On September 3, 2015, PO1 Martha B Taguiling lectured on


Courtesy and Discipline to the 50 Kindergarten to Grade-IV pupils
at Bangbang Elementary School, Bangbang, Hungduan, Ifugao.

On September 3, 2015, PO3 Virginia K Gaybon lectured on the


Role of pupils in crime prevention to the 50 Kindergarten to
Grade-IV pupils at Bangbang Elementary School, Bangbang,
Hungduan, Ifugao in observance of the 21 st National Crime
prevention week celebration.

On September 3, 2015, PO3 Virginia K Gaybon lectured on crime


prevention tips to the 36 Grade-V and Grade-VI pupils at
Bokiawan Elementary School, Bokiawan, Hungduan, Ifugao in
observance of the 21st National Crime prevention week
celebration.

On September 17, 2015, PO3 Virginia K Gaybon lectured on


Crime Prevention to 30 participants during the Barangay
Peacekeeping Action Team (BPAT) training at the Hungduan
Municipal Police Station, Hungduan, Ifugao.

On September 17, 2015, Mr. Mauro T. Bandao, MDRRMC-


Designate, Hungduan lectured on the salient provisions of R. A.
10121 (Disaster Risk Reduction Management) to 30 participants
during the Barangay Peacekeeping Action Team (BPAT) training
at the Hungduan Municipal Police Station, Hungduan, Ifugao.

On September 18, 2015, Mr. Emmanuel Banggo, MLGOO-


Hungduan conducted symposium on the Principles of Human
Rights and Katarungang Pambarangay to 30 participants during
the Barangay Peacekeeping Action Team (BPAT) training at the
Hungduan Municipal Police Station, Hungduan, Ifugao.

On September 18, 2015, FO2 Elizer Librado, BFP-Banaue


conducted symposium on Rescue Techniques in cases of
Earthquake and Fire to 30 participants during the Barangay
Peacekeeping Action Team (BPAT) training at the Hungduan
Municipal Police Station, Hungduan, Ifugao.
On September 18, 2015, Julius Dogwe, personnel, MDRRMC-
Banaue, lectured on First Aid and Basic Life Support with
demonstration and assistance by personnel from BFP-Banaue to
30 participants during the Barangay Peacekeeping Action Team
(BPAT) training at the Hungduan Municipal Police Station,
Hungduan, Ifugao.

On September 4, 2015, PO1 Sonia Belle N Ngatiyon, lectured on


Crime Prevention and Safety Measures to the thirty five (35)
Grade VII pupils of Lagawe National High School, Boliwong,
Lagawe, Ifugao.

On September 4, 2015, PO1 Sonia Belle N Ngatiyon, lectured on


Crime Prevention and Safety Measures to the thirty (30) Grade
VIII pupils of Lagawe National High School, Boliwong, Lagawe,
Ifugao She further explained on how to prevent crimes to happen
in their homes, to themselves or their community by not giving
any opportunity to any would be criminal.

On September 4, 2015, PINSP JULIET BINWAG NALIDONG,


Deputy COP lectured on Crime Prevention and Safety Measures
to the thirty (30) Grade IX pupils of Lagawe National High School,
Boliwong, Lagawe, Ifugao. She stressed to the ladies the
importance of presence of mind, acting fast like scratching,
kicking, biting, jabbing and screaming when someone attempts to
sexually harass them.

On September 4, 2015, PINSP JULIET BINWAG NALIDONG,


Deputy COP lectured on Crime Prevention and Safety Measures
to the twenty five (25) Grade X pupils of Lagawe National High
School, Boliwong, Lagawe, Ifugao. She encouraged the students
to help in preventing crimes by texting the Lagawe PNP hotline if
they observe any illegal activities in their community.

On September 17, 2015, SPO3 Mildred N Atluna lectured on


Safety Measures to the twenty five (25) Grade V pupils of Burnay,
Elementary School, Lagawe, Ifugao. She advised them not to stay
out late after their classes for their own safety.

On September 17, 2015, PO3 Maldrid H Liwayan lectured on


Safety Measures and Crime Prevention to the thirty (30) Grade IV
pupils of Burnay, Elementary School, Lagawe, Ifugao. She
advised them not to hurt and bully their teachers and classmates.

On September 17, 2015, PINSP JULIET BINWAG NALIDONG,


Deputy COP lectured on Safety Measures and Crime Prevention
to the twenty (20) Grade VI pupils of Burnay, Elementary School,
Lagawe, Ifugao. She stressed out to the ladies the importance of
presence of mind as to protect themselves from any crimes.

On September 3, 2015, PSINSP CRUZALDO KALAHI LIWAYAN, Chief of Police had a


short lecture on crime prevention tips with the 30 members of Junior Police at Tinoc
Municipal Police Office in lined with 21 st National Crime
Prevention Week Celebration with the theme Krimen ay
tuldukan, Karapatan ay igalang

On September 3, 2015, SPO1 Angelito B Vicente had a dialogue


with honorable Fernando Bulahao, barangay captain of Halag,
Aguinaldo, Ifugao regarding the propaganda of the CNN group.

On September 10, 2015, SPO4 Samuel B Mangic and SPO2


Samuel N Nalimang had a dialogue with Mr. Edwin Paamchon,
farmer of barangay Ta-ang, Aguinaldo, Ifugao regarding their
participation on crime prevention. They encouraged him to report
any illegal activities to the PNP personnel.

On September 14, 2015, SPO2 Jimmy Choy-awon had a


dialogue with BPAT member Paredes Pojhod during his visit at
Galonogon, Aguinaldo, Ifugao regarding the importance of his
role on crime prevention and the strategies of the CNN in
recruitment.

On September 9, 2015, PSI CEASAR DANGATAN SAB-IT and


SPO4 Robert D Almeda had a short talked with Pastor Lunes
Domingo regarding his active participation on crime prevention
and evils of communism.

On September 10, 2015, SPO1 Heherson T Pinkihan had a


dialogue with BPAT member regarding evils of communism at
Kiling, Alfonso Lista, Ifugao during his PSB visit.

On September 16, 2015, SPO4 Robert D Almeda had a dialogue


with 3 security guard of LGU Security regarding black
propaganda and evils of Communism at Sta. Maria, Alfonso Lista,
Ifugao.

On September 1, 2015 PSI LEO DUMIONG GUAY, Chief of


Police and SPO3 Andrew P Binwag had a dialogue with Teacher 3
Jennifer Saranillas at Haliap Elementary School Haliap, Asipulo,
Ifugao re ISO. Further encourage the teacher to do not allow ISO
activity at their premises in relation to OPLAN LAMBAT SIBAT.

On September 7, 2015, PINSP CAROLINA K DAULAYAN, Deputy


Chief of Police gave a lecture during the PTCA meeting at

with the students and Teacher 3 Julia Dupingay at Asipulo
National High School Bahag, Antipolo, Asipulo, Ifugao re
kidnapping and advised them to report any suspicious individual
within their AOR in relation to OPLAN LAMBAT SIBAT.

On September 11, 2015, PO2 Myrna C Taliwan lectured on some


salient provisions of Anti-Kidnapping to the 65 pupils of San
Fernando Elementary School, Banaue, Ifugao for their information
and awareness.

On September 18, 2015, PO2 Jeremiah G Nasdoman informed


18 Grade-1V pupils of Mompolia Elementary School, Hingyon,
Ifugao of the kidnapping incidents reported by the other
municipalities thus he encouraged them not to loiter around after
class hours.

On September 3, 2015, PO3 Menerva H Mombael talked to 8


pupils at Balangbang, Mayoyao, Ifugao regarding the modus
operandi of kidnappers and advised them not to play on the along
street to pre-empt the occurrence of such incidents.

4 kids regarding kidnapping at Chumang, Mayoyao, Ifugao and
advised them to always inform their parents if they play outside

personnel of Station 7 led by SPO2 Manuel Chamcan together
with the FTPs conducted a seminar on Campaign against Illegal
Drugs attended by the Barangay officials led by Chairman Rene

Amcay engaged with the pupils of Englandad Primary School and
had a brief lecture regarding crime prevention specifically on
reporting to their teachers and parents if there are suspicious
people in the area.

On September 11, 2015, Atok MPS led by PO3 Rito Evasco


engaged with the 20 4 Ps beneficiaries of lower Abiang and
lectured on RA 10630 giving emphasis on the criminal sanctions
of the violators of the law, held at lower Abiang, Abiang, Atok,
Benguet.

On September 11, 2015, PO3 Rito Evasco lectured on RA 9165 to


the 4 Ps beneficiaries of lower Abiang and lectured on RA 9165
with talking points on the types of illegal drugs and the sanctions
for the violators of the law, held at lower Abiang, Abiang, Atok,
Benguet.

On September 14, 2015, Atok MPS led by PO2 Elmer Cadias


lectured on crime prevention tips and anti-bullying awareness in
celebration to Crime Prevention Month to 179 pupils and teachers
of Adoyunan Elementary School at Adoyunan, Abiang, Atok,
Benguet.

On September 17, 2015, Atok MPS led by PO3 Rito Evasco


lectured on child abuse and being used as guide or spy, crime
prevention tips and RA 9165 to 45 4 Ps beneficiaries at Abiang,
Atok, Benguet.

At about 10:30 to 11:45 AM of September 2, 2015, four


personnel of Bakun MPS led by PO2 Lito Ayawan visited Bakun
National High School and conducted lecture on Anti-Bullying and
Ill-effects of Illegal Drugs to 103 Grades 5-7 students of Bakun
Central Elementary School and Bakun National High School,
Poblacion, Bakun, Benguet. This activity costs Php 384.00 from the PNP fund.
At about 1:00 PM to 3:30 PM of the same date, same personnel
conducted lecture on Ill-effects of Illegal Drugs and Crime
Prevention Tips to 135 Grades 8-10 students of Bakun National
High School, Poblacion, Bakun, Benguet. There is no fund
required by this activity.

At about 10:30 AM of September 3, 2015, personnel led by PO2


Lito Ayawan visited Palidan Elementary School, Dalipey, Bakun,
Benguet and conducted a lecture on Crime Prevention and Anti-
Bullying to 26 Grades 3 and 4 pupils of said school. This activity
costs Php 201.14 from the PNP fund.

At about 1:00 PM of September 4, 2015, personnel led by PO1


Jhohara B Likinio visited Ampusongan Elementary School,
Bakun, Benguet and conducted a lecture on Crime Prevnetion,
Safety Tips for children and Ill-effects of Illegal Drugs to 52
Grades 5 and 6 pupils of said school. There is no fund required
by this activity.

At about 9:30 AM of September 11, 2015, personnel of Bakun


MPS led by PO1 Jhohara B. Likinio visited Bakun National High
School-Sinacbat Extension, Sinacbat, Bakun, Benguet and
conducted a lecture on Ill-effects of Illegal Drugs to 78 Grades 8-
10 students of said school. This was a ride-on activity with the
IEC of MENRO of Bakun LGU so there is no fund required by this activity.

a lecture on Ill-effects of Illegal Drugs to 79 Grades 5-7 students
of Sinacbat Elementary School and Bakun National High School-

At about 10:15 AM of September 16, 2015, PO2 Felimon Kilip


conducted a lecture on Anti-bullying and importance of education
to 31 Grade IV pupils of Ampusongan Elementary School,

At about 8:30 AM of September 18, 2015, PO2 Reynalde Busli-ac


conducted lecture to more than 60 parents of Ampusongan
National High School during their PTA meeting regarding the
importance of education; their role in encouraging their children
to go to school; and their responsibility in checking their
childrens performances in school. This activity costs Php 36.57 from the PNP fund.
At about 8:30 am of Sept 7, 2015 NUP Philness Sanchez
dissiminated regarding cascading of CMC No. 2015-022 (Lambat-
Sibat) to all personnel of this office and the Annual Cadet

youth at Bangao National High School, Buguias, Benguet.

visitation at Calamagan Primary School and lectured prevention
tips for children at the same time distributed 15 flyers regarding

On September 7, 2015 at 10:00 AM SPO4 Faustino C. Lang-


akhan presented before the Sanguniang Bayan members of this
municipality at the SB Hall, Kabayan Municipal Building,
Poblacion, Kabayan the Local Anti-Crime Action Plan (LACAP) in
relation to the PNP PATROL PLAN 2030. He put emphasis on the mission of the PNP
PATROL PLAN which is enforcing the law, prevent and control crimes, maintain peace
and order, and ensure public safety and internal security with the active support of the
community. He encouraged the body to continuously support the programs of the PNP

On September 9, 2015 at 9:00 AM, at Palenas, Poblacion, Kabayan, personnel of this


station led by SPO2 Charles K. Cayong, PCR PNCO, initiated informal dialogue with
senior citizens and discussed re robbery prevention tips. Moreover, personnel
distributed IEC materials on disaster prevention tips with the
senior citizens.

On September 8, 2015, at around 4:00


oclock PM, personnel of this station led by
SPO2 Charles K. Cayong, PCR PNCO,
engaged in recreation with the youth at the Kabayan Central
School grounds, Poblacion, Kabayan. This is to establish a better
relationship with the youth and mold them to become the future
leaders of the community and to encourage the youth to stay away from bad vices. It is
also to support the Moving the Youth towards Peace and Development program of the
PNP which is also a PCR Emerging Best Practice.

On September 7, 2015 at 10:00 AM SPO4 Faustino C. Lang-


akhan presented before the Sanguniang Bayan members of this
municipality the Local Anti Crime Action Plan (LACAP) at the SB
Hall, Kabayan Municipal Building, Poblacion, Kabayan. He
explained and discussed the municipalitys crime rates and
presented the possible solutions in order to lessen if not eliminate the prevalent crimes
committed within our municipality. He also discussed PNP PATROL PLAN 2030 and its
purpose that is working in partnership with a responsive community towards the
attainment of a safer place to live, work and do business.

In lieu with the 21st National Crime Prevention Week, Personnel of


this station led by PSI Rommel P. Sawatang, COP, gave lecture
on crime prevention during the Parents-Teachers Association
(PTA) meeting at Adaoay National High School, Adaoay, Kabayan
on September 1, 2015 at about 9:00 oclock AM. He discussed
illegal gambling and ill effects of smoking and intoxicating drinks
and encouraged the parents to support their children to finish their studies and mold
them to become law abiding citizens and future leaders of this country.

September 6, 2015, at around 1 oclock PM, PSI Rommel P


Sawatang, COP, assembled the youth at the covered court of
Kabayan Central School composed of high school students of this
Municipality and discussed the construction of Moving the Youth
towards Peace and Development (MYPD). He emphasized to the
students that they are the nations future builders, the concept of MYPD and urged them
to be away from bad vices so much so that they will preserve a healthy sound mind and
body for better future and lasting partnership with the community.

On September 5, 2015 at around 7:00 oclock AM, COMPAC


personnel led by SPO4 Chris Berneth K. Belgica conducted police
presence and assistance to foreign and local tourists ascending to
Mt. Pulag National park. Voluminous number of tourists is always
expected to ingress during the weekend to witness the Mystical
beauty of Mt. Pulag National Park. Orientation with regards to safety and disaster
prevention tips is conducted to them by the personnel.

On September 10, 2015 at the Governor Bado Dangwa Agro Industrial School
Extention, Taba-ao Kapangan, COP PSI Anderson Sison Mauricio and PO3 Leobert O.
Cadingan organized the SSG Officers and Youth Environmental
Student Organization to be part of the Moving the Youth towards
Peace and Development (MYPD) it was emphasized to them
their important participation and responsibilities on the said
program towards Peace and Development in our community.

On September 10,2015, personnel of Kapangan MPS led by PSI


Anderson Sison Mauricio, COP actively attended the culmination
of Buwan ng Wika with the theme "Filipino: Wika ng Pambansang

On September 14, 2015, members of Kapangan MPS Chief PCR


PNCO SPO2 Jueves A. Saltin and PO2 Ambros Galbey
conducted school visitation at Gov. Bado Dangwa Agro Industrial
School Extension Taba-ao, Kapangan wherein SPO2 Saltin
conducted lecture on crime prevention and encouragement to the
students of said school to do their best on their studies to have a
better future. Likewise donated sepak takraw net and ball to be used by the students to
hone their talents in sports for them to be away from bad vices. Said activity will uplift
the good rapport with the students and teachers as partners in the maintenance of
peace and order in aor.

Cadingan and PO2 Kevin N. Hilario attended the flag raising
ceremony at St. Theresitas High School, Labueg Kapangan and
conducted lecture on public safety tips, wherein students who are
using motorcycle as means of their transportation without drivers
license and riding without safety gears such as helmet were
discouraged to avoid traffic accidents.

On September 17, 2015 at about 9:00AM, PO3 Gayle Jaime and


NUP Garland D. Dio-as conducted lecture on RA 9262 and Public
Safety Tips concerning children together with Mr. Marlon Baso
head of DSWD Kapangan during the PTA Conference at GBDAIS
Extension, Taba-ao Kapangan.

On September 18, 2015, four members of Kapangan MPS led by assigned PSB SPO2
Jueves Saltin attended the Taba-ao Elem. School and Gov. Bado
Dangwa Agro Industrial School joint Intramurals wherein SPO2
Saltin gave message being the guest speaker wherein he
encouraged the students and pupils to hone their knowledge and
skills in sports and be away from vises which will draw them to
commit crimes.

About 8:00-10:00 AM of September 12, 2015 at Bineng Elementary School, La Trinidad,


Benguet SP01 Richard S. Binay-an together with MAIDSOTG Operatives conducted
lecture on drug awareness pertaining the ill effect of illegal drugs to the user, modus of
drug syndicate on how to recruit their drug runner, how to report suspected person
involved in illegal drugs. This office also lectured on some of provision R.A. 9165 or
known as Comprehensive Dangerous Drug Act of 2002 to the Brgy. Officials of Bineng,
teachers, PTCA (Parents and Teachers Community Association)
officers and members of said school with a total of seventy (70)
participants.

In line with the 21st National Crime Prevention Week, PO2 Dionita
B. Sacpa and PO1 Jonilyn Pa-ac conducted a lecture with the
topic Pangangalagang Bata sa Anumanguring Pang-aabuso,
Karahasan at Pagsasamantala to the 4Ps beneficiaries at
Barangay Suyoc. Said lecture started at about 10:30AM of

On September 2, 2015 at about 9:00AM PSI Jim Felipe Helario,


Acting Chief of Police lectured on Crime Prevention, Safety Tips
and Values Education to more or less four hundred five (405)
high school students of Tuba National High School in celebration
of the 21st National Crime Prevention Week with a theme:
Krimen ay Tuldukan, Karapatan ay Igalang. Further, ACOP
encouraged the students to respect their classmates/schoolmates and teachers
reminded them to study seriously and stay away from bad company, drugs, and other
negative/illegal activities instead join in sports/ clubs that will enhance their talents and
skills and to be a good person.

WCPD, PNCO lectured on Violence Against Women and Their
Children (VAWC) to more or less four hundred five (405) high
school students of Tuba National High School in celebration of the
21st National Crime Prevention Week with a theme: Krimen ay
Tuldukan, Karapatan ay Igalang. Further, the lecturer encouraged the students to
approach their teachers, police officer, trusted friends if they are
experiencing/experienced abuse or violence for immediate action.

personnel led by SPO1 Ariel Langaoan conducted Leadership
Seminar to the teachers and elected pupil officers of Longlong
Elementary School in La Trinidad, Benguet.

At about 9:00 am of September 14, 2015, four personnel of this


Unit led by PO3 James B. Yodong, Jr. lectured and distributed
150 flyers regarding Anti-Bullying and ill effects of illegal drugs to
the 285 pupils of Cabacab Elementary School in Cabacab, Balili,
Mankayan, Benguet.

At about 1:00 pm of September 15, 2015, four personnel of this Unit led by PO3 James
B. Yodong, Jr. lectured to the 977 students of Loo National High
School regarding RA 9165 and the recruitment of Minors by CNN
at BSU Social Hall in Loo, Buguias, Benguet.

At about 1:00 to 5:00 pm of September 18, 2015, three personnel


of this Unit led by PO3 James B. Yodong, Jr. together with
Buguias RHU headed by Dra. Hilda Kimakim lectured to the 119
grade 9 and 10 students of Bangao National High School
regarding RA 9165, the non-existence of CPLA and the
recruitment of minors by the CNN.

together with other members of the Provincial Peace and Order
Council (PPOC) Team of Kalinga proceeded to Agbannawag
National High High School, Agbannawag, Tabuk City to join the
said school during their Monday Flag Raising Ceremony to
conduct massive information drive on Anti-Criminality specially the ill effects of drugs
with PS FELINA, SPO4 Ruff B Manganip and PO3 Alvius Cordero as the Resource
Speaker while Atty. Christian Wandag, Legal Officer of the Province of Kalinga
introduced the members of the PPOC and the purpose of this program which in relation
to the month long Crime Prevention celebration to inform the students that PPOC of
kalinga is determined to work hand in hand as a team in implementing the rule of law in
the province to make Kalinga a better place to live, do business and study. At 10:00 AM,
the team proceeded to Nambaran Agro-Industrial High School to same Massive
Information on the ill effects of Illegal Drugs with same Speakers to more or less 150
students and Faculty members.

At 7:00 AM sep 21, PSUPT JOMARICK B. FELINA, PCR Officer together with other
members of the Provincial Peace and Order Council (PPOC) Team of Kalinga
proceeded to Tabuk City National High School, Dagupan, Tabuk
City to join the said school during their Monday Flag Raising
Ceremony to conduct massive information drive on Anti-
Criminality specially the ill effects of drugs with PS FELINA as the
Resource Speaker while Atty. Christian Wandag, Legal Officer of
the Province of Kalinga introduced the members of the PPOC and the purpose of this
program in relation to the month long Crime Prevention celebration

At 10:00 AM, the team proceeded at Nambaran Agro-Industrial


High School for the conduct of drug preventive and awareness
lecture to to more or less 150 students with the Faculty members.
Likewise distributed 150 fliers on ill effect of
drugs and crime prevention tips.

At September 09, 2015 four (4) Balbalan MPS personnel led by


SPO1 Orlando P Dapanas under the supervision of OIC
MANOLITO ROXAS MEANA at about 8:00 am, conduct lectures on drug and were very
welcomed by the school Principal Ms Melanie Pan-oy for the time that the PNP is giving
in sharing to the students about drugs. SP01 Orlando P Dapanas lectured on the
different kinds of illegal drugs and explains and discussed to them the bad effects of the
drug once it is taken to the body. He also discussed the Negative Effects of Smoking
and Alcoholism and Furthermore, NUP Josephine Dumagay, lecture was on Anti
bullying (RA10627) she explained what is bullying for the students to have clear
understanding. She highlighted on bad effects of bullying to the victims. Discussed
also the different types acts of bullying. after the presenting all the lectures/subjects,
open forum were done, the participants raised some questions and clarifications and the
lecturer were able to give clarifications.
The team distributed 45 pieces flyers/leaflets on dangerous drug acts after the lecture.
The activity Culminate at around 12:00 NN of same date with a fruitful and dynamic
learning process of Balbalan MPS personnel.

On September 19, 2015 at around 8:00am personnel of Balbalan MPS led by OIC, PSI
MANOLITO ROXAS MEANA conducted lectures to the members
of the Barangay PeaceKeeping Action Teams (BPATs) and to
some members of KALIPI at barangay Balantoy,
Balbalan,Kalinga. He gave emphasis on the five (5) components
of Barangay Peace Keeping Operation (BPO). The Tanod belongs
to the Law Enforcement of BPAT. SP02 David Tangdol tackled on
the importance of having BPAT within a community. In spite of the situation that
members of this team do not receive a big amount of incentives, the participants were
challenged to work more and contribute worthwhile activities for a better and conducive
barangay to livein.

At 8:30 in the morning of September 8, 2015, personnel


of this station led by the OIC PINSP GLENN INLATON
APANGCHAN conducted lecture on Crime Prevention and
Anti-Bullying to the students of Kalinga Academy at UCCP
Church Poblacion Lubuagan Kalinga for the purpose of
imparting them knowledge the donts of said lecture.

At about 8:30 AM of September 8, 2015, Lubuagan MPS personnel led by OIC PI Glenn
I. Apangchan conducted lecture on Crime Prevention and Drugs giving emphasis to
smoking to the students of Kalinga Academy at the UCCP Church Poblacion,
Lubuagan, Kalinga. The undersign gave a briefoverview regarding the topics to be
discussed. SPO2 John Vladimir C. Bawer discussed about Drugs
and its effects, PO3 Haidee Mae D. Daodaoen discussed about
smoking and SPO1 Joffrey A. Caole discussed about Crime
Prevention. Said personnel also distributed IEC materials on
Bullying with a total of 200 copies.

At about 1:00 PM of September 3, 2015, Lubuagan MPS


personnel led by SPO2 John Vladimir C. Bawer went to the
different Barangays to talk to the Barangay Officials and BPAT
regarding Crime Prevention. SPO2 Bawer asked those present to
strengthen their efforts in the campaign against excessive alcohol
use to minimize occurrences of crime related to drunkenness.

At about 10:00 AM of September 2, 2015, Lubuagan MPS OIC PI


Glen Apachan discussed about Crime Prevention to the Pantawid
Pamilyang Pilipino beneficiaries of Lubuagan at the Lubuagan
Eco-Tourism and Cultural Center. Most of those present were
mothers, note that mothers or women play a great role in
disciplining their children. The undersigned asked the cooperation
of those present to help in the campaign against alcohol use especially to the youth
because most crimes occur because the influence of alcohol.

OOA 9:00 in the morning of September 8, 2015, Personnel of this station headed by PSI
JUNIFER C. FUCAO joined the Pasil LGU staff headed by MLGOO of Pasil, Mrs. Franchita L.
Gayudan on the Barangay Governance Refresher and BPAT seminar conducted at Barangay
Galdang,Pasil.

During the said activity, PO3 Crystal Jake Q. Cusipag discussed RA


9208 (Anti-Trafficking in Person Act of 2003) as amended by RA 10364
on February 6, 2013 wherein she gave emphasize on the three
elements the act, means and exploitation which she explained each of
this element. She added to discussed that when a CHILD is a victim of this act it is considered
as Qualified Trafficking which is not bailable and the penalty is Life
Imprisonment.

PO3 Melba T. Lingayo discuss RA 9262 she discussed on the form of


abuses and the role of the Barangay Officials when this crime is
committed in their area of responsibility.
PO3 Samuel M. Viernes discussed the role and components of BPAT
especially the composition of each component.

The Acting Chief of Police, PSI JUNIFER CHUMATOG FUCAO solicited the full cooperation of
the Barangay Officials especially the member of the BPAT and gave appreciation to the
continuing support to the PNP. PO3 Jesse Cliff Tillao was the photographer during the said
activity.

In line with the celebration of the 21 st National Crime Prevention


Week, on September 1, 2015 at about 9:00 AM, personnel of
Pinukpuk MPS led by the MESPO, SPO4 Porfirio Aromin Jr.
visited and conducted lecture to the students of Camalog National
High School, Camalog, Pinukpuk, Kalinga. The students were
informed of the tips on crime prevention to avoid being a victim
especially the female students who are prone to sex criminals. After the lecture, the
personnel distributed 100 IEC materials to the students thereat.

On September 10, 2015 at about 9:00 AM, personnel of this police station led by the
Deputy COP, PI BEDE A DAKIWAS proceeded to Tappo Vocational High School to
organize and same time to conduct lecture on RA 9165 to the students. The DCOP
emphasized in his lecture the salient provisions of RA 9165 such
as engaging in the delivery or transportation of dangerous drugs,
selling, possession or use of dangerous drugs are acts punishable
by law. The DCOP also enumerated the effects of illegal drugs
that destroy the wholesome of one using it. To prevent drug
addiction, the students are advised to engage themselves in
sports and other extra- curricular activities that would develop them to become a better
person to help the community in the pursuit of peace and development.

On September 18, 2015 at about 9:30 AM, personnel of this


station led by the OIC, PCI RANDY D ALAGAO, proceeded to
Cawagayan National High School and conducted lectures thereat
in relation to moving the Youth towards peace and development.
Topics that were discussed are about crime prevention and drug
prevention by the DCOP, PI BEDE DAKIWAS. The students were
advised not to involve themselves to drugs and other vises and crimes instead to
pursue their studies and be involved in sports and other extra curricular activities for
them to be physically, socially and spiritually developed. The students and teachers
were encouraged to report crimes to the PNP thru our hotline number.

On September 1, 2015 at around 9:00 in the morning, during the


kick-off celebration of the National Crime Prevention week, Rizal
MPS personnel SPO2 Darwin P. Balbin, Invest PNCO and Ms.
Maila Depalog gave the lecture on the different drugs that are
present in the locality their symptoms and ill-effect by showing
some videos and pictures and their corresponding penalties and
prevention tips on how to avoid not to be hooked on illegal drugs.

On September 1, 2015 at around 9:00 in the morning, during the


kick-off celebration of the National Crime Prevention week , SPO3
Hipolito Liggayu, PCR-PNCO, likewise gave his lecture on Crime
Prevention reiterating the importance of celebrating and observing the
National Crime Prevention and implementing it in the best way we can.
As the saying says, prevention is better than cure, this applies to
everything, in crime prevention, it is a better to bar an unscrupulous
event than to cure after the damage was done. He urged them to be as supportive ever so that
hand in hand with the PNP, we can achieve a safer place to live in.

On September 1, 2015 at around 9:00 in the morning, during the


kick-off celebration of the National Crime Prevention week , Rizal
MPS OIC PSI LOPEZ, emphasized the alarming presence of drug
personalities in the municipality where the youths and students
are vulnerable, and since the youth are the HOPE of the FUTURE
it is their responsibility to be vigilant and to help the police and
community to combat this arising problem. He also reiterates the importance of healthy
lifestyle away from vices for everything that is prohibited not only destroys life but the
family and community as well.

On September 2, 2015 at around 9:00 in the morning, SPO2 Darwin P. Balbin, Invest
PNCO and SPO3 Hipolito B. Liggayu lectured on Crime prevention as well as giving tips
on how to prevent crime at Saint Michaels Academy. Emphasizing that though Rizal
MPS is committed in ensuring public safety still there are many things each and every
community member can do to reduce his or her chances of becoming a victim or
prevent the incidence of crime from happening thus; this activity was initiated in order to
familiarized the student with all the information and make crime prevention, awareness
and education a part of our everyday life in order to limit the
chance to be a victim of such.

On September 2, 2015 at around 9:00 in the morning, SP01


Romualdo T. Atienza, MAIDSOTG-PNCO lectured on Drug
Awareness, Campaign and Prevention. Since Adolescents are
most vulnerable and susceptible to the allure of illicit drugs the
lecture focuses on primary prevention, which means preventing
drug use before it starts and encouraging current users to quite
emphasizing that effective prevention leads to reductions in traffic fatalities, violence,
unwanted pregnancy, child abuse, sexually transmitted diseases, HIV/AIDS, injuries,
cancer, heart disease, and lost productivity and eventually it will ultimately empower
young people to lead happy and healthy lives.

Depalog, Social Welfare Assistant with personnel of Rizal MPS
gave a brief description of R.A 9344 which means that those
aged 15 and below are exempt from criminal liability, but
subjected to intervention programs. This also applies to those
older than 15 but under 18, unle ss they acted with discernment. She likewise Stressed that
CICL deserve a second chance to become productive members of society. Instead of
punishment, the focus should be on their rehabilitation, more than looking at them with
anger and rebuke, let us look at them with understanding, as most often, they are
victims of circumstances.

On September 3, 2015 at around 9:00 in the morning, SPO2


Darwin P. Balbin, Invest PNCO imparted his knowledge on the
definition, history, principles and strategies of Crime Prevention
and the role/contribution of students in safeguarding themselves,
their homes and the entire community against lawless elements.
Pointing out the active participation and involvement of the youth
in crime prevention makes a great impact to achieve a safer place to study.

On September 3, 2015 at Macutay-Palau National High School,


SPO1 Romualdo Atienza and Ms. Maila Depalog gave a lecture
on Drug Awareness, Education and Prevention. Encouraging the
participants that the most effective prevention not to be doomed
and wrecked with illegal drugs is through understanding
ourselves, accepting, respecting and behaving in acceptable ways to be model to the
community. Lastly we can get our strength from our weaknesses in dealing with
problems.

On September 7, in relation with culmination of NCPW 2015 at


around 9:00 in the morning, SPO2 Darwin P. Balbin, imparted his
knowledge on Crime Prevention and awareness. Highlighting his
lecture on the outmost participation and cooperation of the
students to combat criminality. That Rizal MPS is committed in the
advocacy to combat criminality and ensuring public safety and reducing crime in the
community however; every member of the community can reduce their chance of
becoming a victim through making crime prevention, awareness and education a part of
our daily life.
On September 7, in relation with culmination of NCPW 2015 at
around 9:00 in the morning, SPO3 Hipolito Liggayu lectured on

On September 7, 2015, during the culmination of the Crime


prevention week, Pasil MPS personnel PO2 Marieta Gayudan,
gave information dissemination on the salient feature of R.A
9262. Focusing her lecture on raising consciousness of the public
in recognizing, protecting and promoting the rights of every
Filipino women, and upholding the dignity of everyone especially
women and children.

At 10AM-12 noon of September 17, 2015, the personnel of


Tanudan MPSled by SPO4 Bernabe S. Canabang conducted
school visitation and at the same time provided police presence at
Magtoma, Pangol National High School Annex, Bawac Dupligan ,
Tanudan, Kalinga.The said personnel talked to the teachers and
parents who were there regarding the security of their children
and themselves. Furthermore, gave info drive on crime prevention tips in which the said
personnel explained in detailed on how to report any crime incidents.

At 9-10AM of September 4, 2015, the personnel of Tanudan MPS


led by SPO4 Edmundo A. Bawalan conducted school visitation
and at the same time provided police presence at Magtoma,
Pangol National High School, Pangol, Tanudan, Kalinga.The said
personnel talked to the teachers and parents who were there
regarding the security of their children and themselves.
Furthermore, talked to the student the program of the PNP Moving the youth towards
Peace and Development and discussed with them their active participation to the said
program.

At 9 AM of September 7, 2015 and 8AM of September 8, 2015,


the personnel from Tanudan MPS led by SPO4 Julio S. Basiagon
conducted school visitation and at the same time conducted
lecture on R.A. 9165, R.A. 7610 and R.A. 76107 to the parents,
pupils and teachers at Mabaca Elementary School Mabaca,
Tanudan and Biga Elementary School Dupligan, Tanudan in
relation to the 21st National Crime Prevention Week and same time to talked to the
parents who were there to informed their children regarding the organization of the
MYPD.

At 9: 00 oclock AM of September 7, 2015, personnel of Tanudan MPS led by the SPO4


Julio S. Basiagon conducted lecture on R.A. 9165, R.A. 7610 and R.A. 76107 to the
parents, pupils and teachers of Mabaca Elementary School at
Mabaca, Tanudan, Kalinga.

At about 9:30 AM of the same date, the program was properly


started with a prayer. After which, followed by a roll call on the
participants by the School principal Mrs. Simian Gayudan. After
the roll call, SPO1 Esteban Wacdagan, gave an general idea on
the flow on the program and topics to be discussed wherein he
highlighted about anti-bullying.

At about 10 AM, after a brief overview, SPO4 Julio S. Basiagon


started the lecture proper on R.A 7610 ( Special Protection
Against Child Abuse, Exploitation and Discrimination ) in his
discussion he contextualized his illustration in order for the pupils
and parents to grasp easily what is meant by this law. On the
other hand, he clarified some issues and confusions raised by the
audience especially the parents and teachers.10:30AM PO3 Jundelson B. Cosidon
discussed on the anti-bullying law. He systematically discussed the above mention
subject wherein he defined what is bullying, the types of bullying, how to stop bullying
and further elaborated them by giving exact examples. At about 1:30PM SPO2 Marvin
B. Pinading, operation PNCO, presented the topic on R.A 9165 also known as
comprehensive dangerous drugs act of 2002. He discussed a general overview on this
act and specifically elaborated the kinds of dangerous drugs and gave example to each
and the explaining the reasons why someone get into drugs, signs of using drugs and
effects of using drugs both physically and mentally. Further, he challenged everyone by
posting the question, what we can do to avoid drugs? With this, he emphasized the role
of the family as foundation to prevent children getting into drugs.

On September 8, 2015 at about 8:00 A.M PNP personnel of


Tanudan MPS headed by the Deputy Chief of Police SPO4 Julio
S Basiagon Jr. Proceeded to Biga Elementary.The Program
Started at about 8:30 A.M with an opening prayer and welcome
remark conducted by Mrs. Glory W. Gu-oban, teacher in charge
(TIC) of the said School and likewise introduced the different
resource speakers. Immediately thereafter, the ACOP SPO4 Julio S. Basiagon Jr.
presented an overview of the government campaign against the raise of illegal drugs.
He discussed and explained clearly the following: Salient Point of RA 9165 otherwise
known as Comprehensive Dangerous Drug Act of 2002 and some provisions of the said
law that constitute criminal acts. On the other hand, SPO1 Gabriel Baguiwan (Invest
PNCO) further lectured and explained the comparison of RA 6425 and RA 9165 when it
comes to the penalty for the violation of this law. Lastly, PCR PNCO SPO3 Alfredo
Kinao took a chance to discussed RA 10627 otherwise known as Anti Bullying Act of
2013. On the last part of the activity, the open forum was initiated wherein many
participants were asking questions and satisfactory answered.

On or about 9AM of September 6, 2015 the personnel of Tanudan


MPS conducted initial informal gathering of the youth of Pagugo
and Bawac, all of Barangay Dupligan and Se-et Mabaca,
Tanudan.

The personnel conducted house to house visit to the youth of the said area and
discussed with them informally regarding the program of the PNP
to them and eventually leading in the organization of the MYPD.
Furthermore, the personnel advised those present youth to re-
echo to their co-youth who were not able to attend the gathering,
because, most of the youth in our AOR were studying in the urban
area. They are only present during break and vacation.
Lastly, the personnel informed the youth that there will be a follow up meeting with
them.

At 7PM of September 11, 2015 the personnel Tanudan MPS


conducted 1st meeting on the organization of MYPD to the youth
of Barangay Dupligan, Tanudan..

At about 7:30 PM of the same date, the program was formally


started with a prayer. After which, followed by a roll call on the
participants. After the roll call, SPO4 Edmundo A. Bawalan, gave
an overview on flow on the program and topics to be discussed
wherein he highlighted about the Organization of MYPD.At about
8PM, after a brief overview, SPO4 Edmundo A. Bawalan started
the lecture proper wherein he discussed and explain the youth
vital role especially in promoting peace and order because every now and then young
people are involved in criminal activities thus the purpose and aim of this program is to
hone the youth to be a law abiding citizens, God fearing and enhance their talents and
skills through positive channels like leadership and community services. Furthermore,
he encouraged the youth to participate in any activities of the PNP in promoting peace
and order.After the discussion, simple closing remarks by SPO4 Edmundo A. Bawalan
wherein he express gratitude to the participants in lending there time to this kind of
opportunities and announced to them that there will be call up for another meeting

at 8:30 Am on September 18, 2015 personnel of Tinglayan MPS led by Deputy Chief of
Police SP04 John A.Appi jr.and SPO4 Luis B.Bulao jr. SP02
Lorenzo Tuguic PCR PNCO conducted Drugs Symposium at
Southern Tinglayan National High School Tinglayan, Kalinga.
During the lecture proper, SP02 Lorenzo N. Tuguic PCR PNCO
discussed before the students the Republic Act 9165 otherwise
known as Comprehensive dangerous Drugs ACT of 2002. The
grade 7 and grade 10 high school students attentively listen specially during the open
forum wherein a question from them was properly answered by the lecturer. The
lecturer emphasized the ill effects of drugs to drugs dependent and touched the most
commonly abused substances such as Shabu and Marijuana to the Students of
Southern Tinglayan National High School Arong,Tinglayan, Kalinga After the lecture,
DECOP SPO4 John A. Appi jr. distributed 60 pieces pamphlets on crime prevention tips
and 60 pieces Disaster Safety tips to the Faculty and staff members.

TULLAY SAD-ANG Conducted Shool Visitation at Southern
Tinglayan National High School. Likewise SPO2 Lorenzo Tuguic
PCR PNCO discussed the importance of participation in the
community to be a good model for the upgrowing children to
prevent crimes and other menaces of the society such as drugs. He reiterated the
saying, Youths are the leaders of tomorrow, the hope of our motherland. To achieve
long-lasting peace, they must be protected from drug addiction. DCOP SPO4 John A.
APPI jr. and SPO4 Luis Bulao jr. Took also the opportunity to distribute flyers IEC
materials on crime Prevention tips.

At about 10:00AM of September 8, 2015, Personnel of Tabuk City Police Station


proceeded to St Theresitas School, Dagupan, Tabuk City for a Drug Symposium. PO1
Shanybel Tollino lectured on RA 9165 (Comprehensive Dangerous Drug Act of 2002).
She further emphasized the ill effect of illegal drugs and that it may destroy their future.
Moreover, she reminded all the students that as a youth, they are the future of the
fatherland and that they play a vital role in nation building
especially in promoting peace and order.
Pre marriage counselling was conducted by personnel this office
together with personnel from RHU, LCR and MSWD to the seven
couples who were applying for marriage license on August 26,
2015. On the part of the PNP, SPO2 Norma Tuaca discussed RA
9262 also known as Anti-Violence Against Women and Children
Act particularly on the definition of terms, forms of violence, prescriptive period,
protection order and cycle of violence purposely to inform the female participants that
there is law protecting them from abuse, also the male participants not to abused their
partners.

SPO3 Hilary Magwa of Bontoc MPS conducted lecture regarding


Police Community Relations vision, mission,parameters and its
importance in the organization to 20 Criminology Interns assigned
at this station on August 29, 2015. Further, duties and
responsibilities of being an Intern were reiterated.

At about 8:20 AM of August 24, 2015, PO3 Danny S. Amistad, MAIDSOTG PNCO this
office with the direct supervision of the Chief of Police, PSI
CRISPIN SERGIO CALUNNAG, conducted lecture on Anti-Illegal
Drugs to the Grade 9 and Grade 10 Students of San Rafael
National High School at Bananao, Paracelis, Mtn. Province.
Subject PNCO, presented the laminated and real leaves of
marijuana to motivate the students. That he explained that this kind of illegal drugs is
the commonly drugs being abuse and sold in the region and also in other places, then
discussed the Medical Aspects of Drugs Abuse such as the Classification of drugs and
their effects. The MAIDSOTG officer discussed briefly the direct and indirect harmful
effect/s to ones users health, physically, physiological, social and spiritually. Moreover,
most heinous crimes perpetrated such as rape, murder and other crimes are with
related to drugs cases. Furthermore, discussed the penalties and length of
imprisonment of ones caught as users, pushers, cultivators and suppliers of illegal
drugs. The activity ended at about 10: 30 AM of same date with colossal results.

On August 19, 2015, personnel of Sabang an MPS led by OIC


ALYSON F. KALANG-AD conducted symposium at Data, National
High School regarding crime prevention and Anti- drug abuse.

On August 19, 2015, personnel of Sabangan MPS lecture about


Anti- Drug Abuse and Crime Prevention to the Junior Police of S
abangan National High School.

On August 18, 2015, Personnel of this office conducted lecture to


the Antadao Day care Center regarding anti-bullying with 14
pupils, 2 parents and the teacher as the participants.
On August 24, 2015, Please be informed that Personnel of
Sagada MPS conducted School visitation at Sagada Central
School and lectured the 37 Grade 2 pupils on Anti-bullying act.

On August 31, 2015, Personnel attended the Parents Effective


Seminar held at the daycare center Poblacion regarding crime
prevention week and lectured on keeping the child safe from
abuse. 16 parents attended the meeting.

MPPPSC PCR personnel participated as evaluator/Facilitator
in the conduct of earthquake drill at Xijen Institute of Learning
at barangay Caluttit, Bontoc Mt. Province. The activity is
sponsored by PDRRMC in partnership with its member coming
from PNP, BFP and PDRRMC this is to enhance awareness in disaster preparedness.

On August 26, 2015, PO3 Sharon A Chulhang lectured on anti-


bullying to 20 grade-I pupils at Aguinaldo Central School,
Aguinaldo, Ifugao.

On August 26, 2015, PO2 Richard N Pinkihan lectured on crime


prevention tips to 25 grade-VI pupils of Aguinaldo Central School,
Aguinaldo, Ifugao.

On August 26, 2015, PO3 Sharon A Chulhang lectured on anti-


bullying to 20 grade-I pupils at Aguinaldo Central School,
Aguinaldo, Ifugao.

On August 26, 2015, SPO2 Johnny M Piog lectured on Anti Bullyin


g to the 52 Grade VIII-B students of Immaculate Conception High
School, Banaue, Ifugao.

On August 26, 2015, SPO4 Jose L Buccahan of Banaue MPS


lectured on Rights of children and Proper Hygiene to the 46 Grade
VII-A students of Immaculate Conception High School, Banaue,

On August 26, 2015, PO2 Myrna C Taliwan lectured on Anti-


Bullying to the 45 Grade X-A students of Immaculate Conception
School, Banaue, Ifugao.
On August 24, 2015, SPO2 Moreno U Cumahling gave a lecture
on RA 9262 otherwise known as Violence against Women and
Childrens Act particularly on sexual harassment to the 48 Fourth
year Section Serenity of Southern Hingyon National High
School (SNHS), Bitu, Hingyon, Ifugao for their awareness.

On August 27, 2015, 3 personnel led by PO3 Jeremiah G


Nasdoman visited various business establishments at the central
business area at Piwong, Hingyon, Ifugao to explain to the
storeowners the provision of a municipal ordinance banning the
sale of intoxicating liquor in order to abate the incidence of crimes.

On August 27, 2015, SPO4 Marcial B Bulayo and PO3 Jeremiah


G Nasdoman had a dialogue with furniture maker Pablo Ballogan
regarding PD 705 prohibiting the cutting and transporting of
lumbers.

On August 20, 2015, PI EDWIN CABSON SERGIO talked about


the duties and responsibilities of the BPAT members and tanods
at Guinihon, Mayoyao, Ifugao.

On August 20, 2015, PO2 Julius N Lu-ib discussed that is it


important to conduct regular patrol in order to improve the crime
prevention and solution in our community.

On August 27, 2015, PI EDWIN CABSON SERGIO cascaded the


PATROL PLAN 2030 roadmap to 105 participants during the
training of PBAT members, tanods and barangay officials held at
the Municipal Gymnasium, Poblacion, Mayoyao, Ifugao.

On August 27, 2015, PI EDWIN CABSON SERGIO discussed the


Concept of the Barangay Peacekeeping Operation and Barangay
Peacekeeping Action Team to 105 BPAT members, tanods and
barangay officials during their orientation and refresher training on
Basic Arrest Techniques, Arnis Skills and Basic Life Support held
at the Municipal Gymnasium, Poblacion, Mayoyao, Ifugao

On August 27, 2015, PO2 Johnny Boy A Paligan discussed the


Arrest Techniques to 105 BPAT members, tanods and barangay
officials during their orientation and refresher training on Basic
Arrest Technique held at the Municipal Gymnasium, Poblacion,
Mayoyao, Ifugao.

On August 27, 2015, PO2 Rowena F Cabay talked about some important reminders in
applying arnis skills for self-defense to 105 BPAT members, tanods and barangay

symposium, and lecture on Anti Bullying at Balbalan Agro Industrial School (BAIS)
Balantoy, Balbalan Kalinga. Said activity was participated by all staffs, faculty and
pupils.

The activity started with an invocation, followed by the


acknowledgment of lecturers by Principal Mrs. Antonia Manganip
Caling, he encouraged all the students to listen attentively,
understand and swallow it in heart and mind and put it as their
guide as they grow up in continuing their studies to aim goal for a
successful future. She urged them the importance of the activity is focused for their own
good. She also added that giving reminders to children is very significant and help them
to instill discipline for now a day pupils are sometimes taking advantage of the learning
on special protection wherein the teachers are hard up in instilling discipline and as
observed that values or behavior is decreasing.

Dapanas. Then followed the lecture on Crime Prevention Tips by
SP02 Edward B Banggawan and SP01 Orlando P Dapanas
They gave emphasis on the importance or tips to prevent crimes
and guiding them the right way for their welfare for a better future
and a peaceful community. The second lecture was on Anti
bullying (RA10627) and discussed by NUP Josephine Dumagay, she explained what is
bullying for the students to have clear understanding.She highlighted on bad effects of
bullying to the victims. Discussed also the different types acts of bullying. SP02
Edward B Banggawan also lecture on RA 9165 otherwise known as the Dangerous
Drug Act of 2002 wherein he discussed on the effects of Drugs in the health,
approaches on Drug Problem, Penalties, Effects of Drug Abuse common signs and the
penalties and said special Law citing Art 1V. Sec 44 of RA 9165. He also discussed the
Negative Effects of Smoking and Alcoholism and the 8 Ways to say NO to DRUGS.

Furthermore the team distributed 80 pieces of IEC tips to prevent


crime to students, teachers and staff.

On August 28, 2015 Personnel of this station joined the Pasil Central Elementary
School during their celebration of the Linggo ng Wika.

During the said activity, every section have their presentation on


the culture and tradition of the place wherein there are native
dances and song that they sang.

FJGAD PNCO conducted puolng-pulong to the pupils in a group


and ask the questions Anong pagkaintindi nyo sa Linggo ng Wika? at the same time
told them that dapat natin mahalin at bigyan halaga ang ating sarili wika sapagkat ito
ang daan tungo sa pagunlad ngating bansa.

At about 8AM of August 28, 2015 the personnel Tanudan MPS led by SPO4 Bernabe S.
Canabang attended the opening program of the 2015 District athletic meet held at
Mabaca elementary school, Mabaca, Tanudan and at the same
time conducted area security.The activity was started with the
parade and after which the program proper was started at around
8:00 am of August 29, 2015 with the PNP personnel this office was
the colors followed by the different delegates from the different
elementary schools of Lower Tanudan.
The parade lasted at the Mabaca Elem. School ground and
simultaneously the program started with the singing of the
national anthem and Cordillera hymn followed by the words of
welcome by Hon. Lucenio Ansang, the Brgy. Kagawad of Mabaca,
Tanudan and the opening remarks of Hon. Amado Calsiyao Brgy.
Capt. Of Mabaca followed by the message of the guest speaker
Hon. Johnwell W. Tiggangay Municipal mayor and he stressed during his message the
theme Strengthening Brotherhood, Sportsmanship and Self-confidence thru Sports
that all purposely to know each other and develop self-assurance.

At about 10 AM of same date all different games started with


designated officiating officials while Tanudan MPS Personnel
provided presence and security in the area.

At about 3PM of August 29, 2015 closing and awarding programs. After which, followed
by debriefing of all officials and staff of the different delegates of the athletic meet.
In relation to the 21st National Crime Prevention Week 2015
dubbed as Krimen ay Tuldukan, Karapatan ay Igalang, at about
9:00AM of August 27, 2015, Personnel of Tabuk City Police
Station led by PINSP REYNALDO B. Timmango proceeded to
Tabuk Institute, Magsaysay, Tabuk City purposely to conduct
lectures on crime prevention and Control to the students thereat.
Hence, PO1 Shanybell Tollino lectured on how to prevent crimes and the Roles of
Student in Crime Prevention. Furthermore, the latter encourages the students to report
to the nearest Police Station any crime related matters to stop such and to prevent other
innocent victims of those lawless individual. She ended her lecture with a saying to
ponder An Ounce of Prevention is Worth a Pound of Cure and Self Preservation is a
Crime Prevention, Dont be a Prey to a Crime.
