Crisis Management
Procedures

INTRODUCTION
The Superintendent has primary responsibility for the emergency at hand. In the event
that the Superintendent is not on duty at the time of the emergency, the building
Principal will take charge and be responsible for the emergency at hand.
The key elements for this Crisis Management Plan involve the following:
Keeping our students and staff safe and out of harms way

Identifying the specific role of each member of the school staff during a crisis
The Crisis Management Plan provides for crisis communication strategies that include
the following:
FIRE
In the event a fire, smoke from a fire or a gas odor has been detected:
Pull fire alarm. Alarm will sound and notify building occupants.
Evacuate students and staff to designated area. A map is located in each classroom.

Follow normal fire drill route. Follow alternate route if normal route is too dangerous
or blocked. (See attachment)

After consulting with appropriate official, building administrator may move students
to Granada Park Shelter and Granada Bar and Grill.
No one may reenter the building until the entire building is declared safe by fire or
law enforcement personnel.
SEVERE WEATHER
Tornado/Severe Thunderstorm/Flooding
Monitor the National Weather Service via the internet and radio (KFMC 106.5 fm)

Close classroom doors.
Remain in safe area until warning expires or until emergency personnel have issued
an all-clear signal.
See attachment of building diagram showing safe areas.
Flood Watch has been issued in an area that includes your school:
Monitor the National Weather Service via the internet and radio (KFMC 106.5 fm)
and stay in contact with local emergency management officials.
Flood Warning has been issued in an area that includes your school:
If advised by emergency responders to evacuate, do so immediately.
Teachers take role upon arriving at relocation center. Report missing students to
building administrator.

Assault/Fight
Ensure the safety of students and staff first.
Defuse the situation if possible. Control the scene and demand that the combatants
stop. Clear onlookers. Work as a team.
Notify CPR/First Aid certified persons in the building of medical emergencies (names
of CPR/First Aid certified persons are listed in Crisis Team Members section).
Building administrator notifies law enforcement if weapons were used, victim has
physical injury causing substantial pain or impairment of physical condition, or
assault involved sexual contact (intentional touching of anus, breast, buttocks or
genitalia of another person in a sexual manner without consent. This includes
touching of those areas covered by clothing).

Building administrator notifies Superintendent and parents/guardians of students
involved in assault.
BOMB THREAT
Upon receiving a phone call that a bomb has been planted in school:
Complete the Bomb Threat Phone Report and the Caller Identification Checklist
on the following pages.
Listen closely to callers voice and speech patterns and to noises in background.
After hanging up phone, immediately dial the call back service in your area to trace
the call, if possible.

Upon evacuation, teachers take roll and notify building administrator of any missing
students.
Evacuation Procedures:
Building administrator notifies staff. Do NOT mention bomb threat.
After consulting with appropriate officials, building administrator may move students
to the football field or Granada Park Shelter.
Teachers take roll after being evacuated and notify building administrator of any
missing students.
No one may reenter building until fire or law enforcement personnel declare the
entire building safe. (Note: Teachers and Staff know what has been disturbed or
added to their work area and may be asked by fire or law enforcement personnel to
help search.)

DEMONSTRATION or DISTRUBANCE
Building Administrator:
Ask demonstrators to disperse.
Warn staff. Building administrator may initiate lock-down procedures. (See Lock-
Down Procedures section.)

Move people involved in disturbance to an isolated area.
Teachers:
Keep students calm.
Do not allow students outside of classroom until you receive an all-clear signal from
building administrator.
HAZARDOUS MATERIALS
Incident occurred in school:
Notify building administrator.

Consider shutting off heating, cooling and ventilation systems in contaminated area
to reduce the spread of contamination.
Consider need for closing outside air intake, evacuation of students to a safe area or
sheltering students in the building until transportation arrives.
Note: consider extra staffing for students with special medical and/or physical needs.
SERIOUS INJURY
If incident occurred in school:
Call 911. Do not leave the victim unattended.

Notify building administrator.
Activate school crisis team. Designate staff person to accompany injured/ill person
to hospital.
Post-crisis intervention
Meet with school counseling staff.
Escort affected students siblings and close friends and other highly stressed
individuals to counselors.
Allow for changes in normal routines or test schedules to address injury or death.

SUICIDE
Suicide attempt in school:
Intervene prior to attempted suicide, as appropriate.
Verify information.
Try to isolate suicidal person from other students. Prevent others from witnessing a
traumatic event, if possible.

Notify school psychologist/counselor, building administrator and appropriate crisis
intervention/mental health hotline number (see Emergency Numbers). Building
administrator activates Crisis Response Team members.
Stay with person until counselor/suicide intervention arrives. Do not leave suicidal
person alone.
Determine method of notifying staff and students. Initiate grief counseling plan as
appropriate.
Activate school crisis team. Designate staff person to accompany victim to hospital.

Prevention Stage:
Intervention Stage:
1. First, ask about depression. You could say something like: You dont seem to be
yourself lately. You seem to be sort of down. Is something bothering you?
2. If the student answers affirmative say, Are you depressed about something?
3. If yes, ask the student about the length of his/her depression, how bad it gets,
how much the person is crying, and how sleep and appetite have been affected.
4. Follow up the students response with a direct question about whether they have
been contemplating suicide. It is important to talk openly about this in order to
determine risk.
4.1 Find out if the student has a plan. How lethal is it? Is the method available to the
student? Does anyone know about this?
4.2 Have they attempted suicide before and by what means?
4.3 Ask: Why are you thinking about this now? Whats bothering you or who are
you angry with? What was the last straw?
5. At this point as the student if he/she would be willing to talk to a counselor, social
worker, school psychologist, or nurse. Tell the student that we will help them. The
student must be informed that his/her parents will be called.
TERRORISM
Chemical or Biological Threat
Upon receiving a phone call that a chemical or biological hazard has been planted
in school:

Listen closely to callers voice and speech patterns and to noises in background.
After hanging up phone, immediately dial the call back service in your area to trace
the call, if possible.
Upon evacuation, teachers take roll and notify building administrator of any missing
students.
Ask the person who discovered/opened the letter to place it into another container,
such as a plastic zip-lock bag or another envelope.
Ask involved people to remain calm until local public safety officials arrive.
Ask involved people to minimize their contact with the letter or their surroundings,
because the area is now a crime scene.
Evacuation procedures:

Building administrator notifies students and staff if evacuation is deemed necessary.
Do not mention terrorism or chemical or biological agent.
Uninvolved students and staff will be evacuated to a safe distance outside of the
school building. After consulting with appropriate officials, building administrator
may move students to the Granada Park Shelter House, if indicated.
Teachers take roll after being evacuated noting any absences immediately to the
building administrator or designee.
Students and staff involved in a letter opening or receiving a phone call will be
evacuated as a group if necessary per consultation of the building administrator and
public safety officials.
Notify parents/guardians.

WEAPONS
Staff or student who is aware of a weapon brought to school:
Immediately notify building administrator or teacher.
Tell building administrator or teacher the name of suspected person who brought the
weapon, where the weapon is located, if the suspect has threatened anyone or any
other details that may prevent the suspect from hurting someone or himself/herself.
Building administrator:
Call law enforcement if a weapon is suspected, as viewed by a reasonable person,
to be in school.
Ask law enforcement to join you in questioning suspected student or staff member.
Isolate student from weapon, if possible. If the suspect threatens you with the
weapon, do not try to disarm him/her. Back away with your arms up. Stay calm.
Inform suspect of his/her rights and why you are conducting search.
Keep detailed notes of all events and why search was conducted.
LOCK-DOWN PROCEDURES

Code Red: Intruder in the building/situations where harm may result
to persons inside the school building.
Code Red means of securing the school is to implement lock-down procedures.
Lock-down procedures may be issued in situation involving dangerous intruders
or other incidents that may result in harm to persons inside school building.
Direct all students, staff and visitors into the nearest classroom.
Phy Ed outside on football field: proceed to restroom. If possible, fit everyone in one
stall. If there are too many, boys go in mens restroom and girls go in womens
restroom. At least one adult in each restroom if possible and account for students. All
clear signal will be given over radio.
In the event of lock down in the cafeteria, the head cook should lock the doors and
direct all students to the north end of the cafeteria.
Allow no one outside of the classrooms. Law enforcement will be called concerning
the threat/crisis with a request for a police officer to be present at the school. Do not
unlock classrooms until all-clear signal is given by building administrator by using the
designated system of ringing the bells; two short intervals. (Ignore any regular bells
during this time, only the two short intervals will be used for the all clear).

Code Yellow: Intruder Warning/Medical Emergency
A Code Yellow means of securing the building is to lock down the building, but to
continue teaching. The signal for a Code Yellow will be the building administrator
with a verbal Code Yellow using the building intercom system.
1. Account for all students and carry on class as usual. Report any missing students
to the office. No student travel is allowed during Code Yellow. (i.e. no restroom
passes, locker passes, etc. Everyone remains inside the classroom).
2. Students in hallway must return to their classrooms immediately.
3. Phy Ed outside and/or recess:
a. Outdoor Phy Ed should immediately return to the building and proceed to
the gym. Lock all doors to the gym behind you.
b. Outdoor recess: all students should come inside and return to their regular
classrooms immediately. Go into Code Yellow lockdown procedure.
The signal to end a Code Yellow will be the building administrators verbal command of
All Clear using the school intercom system.
RUN: Remain calm, while quickly and quietly exiting if safe to do so.
a. Help others if you can
b. Call 911 once you are safely outside
c. Stop others from entering the building
HIDE: quietly pull blinds, lock and barricade doors, turn off cell phones (do not put on
vibrate) and stay out of hallways. Dont open the door (law enforcement will enter your
room and release you)

HOSTAGE
Witness to a hostage situation:
If taken hostage:
Cooperate with hostage taker to the fullest extent possible. Try not to panic. Calm
students if they are present. Treat the hostage taker as normally as possible. Be
respectful to the hostage taker. Ask permission to speak, do not argue or make
suggestions.

VANDALISM/BURGLERY
When an act of vandalism or a break in has been discovered, the following plans should
be followed:
1. Do not enter the building; go to the nearest phone and call 911.
2. If you have entered the building and you find there has been a break in, do not
touch anything. Leave everything alone, call the police, and wait for them to give
you the orders to clean up or to make repairs.
3. Notify Linda Pierce

5. Notify Law Enforcement
The maintenance/custodial staff should secure the building after the sheriffs office has
completed their preliminary investigation and they should complete the cleanup and
repair the damage as necessary. The building Principal should complete an inventory of
damage or stolen items and additional information relative to damage or loss. This must
be reported to the Superintendent.
The maintenance/custodial staff should summarize the event and develop repair and
replacement cost estimates relative to building damage. This report should be submitted
to the Superintendent no later than 48 hours following the event (excluding weekends
and holidays).

CHILD ABUSE
Any staff member who suspects neglect, physical abuse, or sexual abuse is mandated
to make an immediate report to the building principal. The reporting staff member
should gather the following information on the abused or neglected child:
1. The childs full name, date of birth, home address, phone, and parents name
2. Any person believed to be responsible for the abuse or neglect of the child
3. The nature and extent of the abuse or neglect
4. The name and address of the reporting party
An oral report is to be made to the appropriate child protection agency after the
information has been obtained. The oral report is then to be followed up by a detailed
written report to the notified agency.
If the reporting staff member believes the child is abandoned, subject to a real or
imminent threat, or in need of medical attention, the Superintendent should be called
immediately. If a police officer or child protection worker comes to the school to
interview a child, the Principal shall be notified.
Any staff member who makes a child abuse or neglect report in good faith is provided
with civil and criminal immunity in accordance with the Maltreatment of Minors
Reporting Act. Additionally, the identity of the reporter is protected except in very limited
circumstances.

CHILDNAPPING
Following are some preventative activities, which may help avoid Childnapping
situations:
1. School secretary and elementary teachers should have at their desk a list of
students who are not to be released to anyone except a particular parent or
guardian.
2. Emergency cards of such students should be tagged
3. Before releasing a child to anyone except the parent or guardian on the list, the
school secretary should check with the custodial parent and/or guardian for
approval; a record of the time and date of phone approval should be made and
kept.
4. When a parent telephones a request that a child be released from school, the
identity of the caller should be confirmed (by a separate call to the parent or
guardian, if needed) before the child is permitted to leave. In the event of any
doubt, the message and phone number should be written down; a return call
should be made after cross checking the phone number with those on file in the
childs folder or on the emergency card.
5. All visitors will be asked to sign in and out at the district office.
In the event of a Childnapping:
1. Call 911
2. Contact the building principal
3. Principal will notify parent/guardian and Superintendent
4. Do not release any information to the press. Refer requests to the
Superintendent.

EVACUATION/RELOCATION CENTERS
Evacuation:
Call 911, if necessary.
Direct students and staff to proceed out of the rear of building. Follow alternate
route is normal route is too dangerous.
Custodian, turns off lights, electrical equipment, gas, water faucets, air conditioning
and heating system, and locks doors.
Notify parent(s)/guardian(s)
Teachers:
Direct students to follow directions given.
When outside building, account for all students. Inform building administrator
immediately if student(s) is/are missing.
Stay with class. Take roll again when you arrive at relocation center.

MEDIA PROCEDURES
All staff must refer media to district spokesperson. School district assumes
responsibility for issuing public statements during an emergency.
Media Statement
Create a general statement before an incident occurs. Adapt statement during
crisis.
Respect the privacy of the victim(s) and family of victim(s). Do not release names to
media.
