EXECUTIVE ORDER NO. ______ series of 20__

ESTABLISHMENT OF STREAMLINED BUSINESS PERMIT AND LICENSING SYSTEM

(BPLS)
AND CREATION OF THE TECHNICALWORKING GROUP (TWG) AND PROVIDING FOR ITS
COMPOSITION, AND FUNCTIONS THERETO.

WHEREAS, based on the indicator of the same survey, most LGUS in the Philippines
are adopting several steps and longer days of processing permits and licenses
compared to East Asia and the Pacific and the Organization of Economic
Cooperation (OEC);

WHEREAS, pursuant to R.A. No. 9485, otherwise known as the Anti-Red Tape
Act(ARTA) of 2007, the standard of processing applications and requests shall be
five (5) days for simple transaction and ten (10) days for complex ones;

WHEREAS, DILG-DTI Joint Memorandum Circular (JMC) No. 01, series of 2010 dated
August 6, 2010 entitled Guidelines in Implementing the Standards in
ProcessingBusiness permits and Licenses in Cities and Municipalities, provides for th
e standards of processing Permits and Licenses as well as the role of the program
Stakeholders;

WHEREAS, Join DILG-DTI Department Order (DAO) provides for the upscaling
of reforms towards the establishment of a streamlined business One Stop Shop
(BOSS) and defines the role of the DILG, DTI and the LGUS in implementing the
spirit of ARTA and JMC;

NOW THEREFORE, I, _______________, Municipal Mayor of ____________, by virtue of

the powers vested in me by law, do hereby order, as follows:

SECTION 1. ESTABLISHMENT OF STREAMLINED BUSINESS PERMIT AND

LICENSING SYSTEM FOR THE MUNICIPALITY OF ________.

There shall be established a streamlined application form, processing steps and

process
flow, processing time and number of signatories for business permits and licenses,
Theses BPLS reforms and standards shall serve as a guide for business.

SECTION 2. COMPOSITION OF THE TWG

BPLO or the Treasurer as Chairperson

Municipal Treasurers Office,

Municipal Planning Office,

Chairman of the Committee on Ways and Means of the Local Council,

Office of the Building Official, Bureau of Fire Protection,

and the City/Municipal Health Office.

SECTION 3. FUNCTONS

1. Its main task is to steer the implementation of the BPLS reform process;
2. Assist in analyzing areas for reforms;
3. Prepare the BPLS action plan;
4. Guide members put the reforms in place;
5. Assist in the creation of ordinances to support and institutionalize the
reforms;
6. Perform such other functions as may be deemed necessary.

Section 4. EFFECTIVITY

This Order shall take effect immediately upon approval.
