Thank you for the opportunity to respond to Oakland Public Librarys for RFID deployment
components. We believe Tech Logic Corporation can provide a complete solution to help you

We have recently partnered with Gretchen Freeman, former Associate Director of Salt Lake
County Library - a 25+ year expert in library technology and process improvement. Some of
your team has met her, the role of Principal Librarian & Strategist relays our commitment to
providing Oakland Public Library with the best possible solution and the aforementioned
alternatives. We propose that our team, led by Gretchen, consults as needed with Oakland
Public Library to provide not only best products possible, but how to use new technology to
maximize the investment for staff and patrons.

In the proposal, it is stated, This RFP and response may be used for future assessment of
system-wide installation of RFID self-check for all remaining branch libraries and the Main
Library. which gives us the desire to point out that in the myriad environments that Oakland
Public Librarys branches comprise, Tech Logic can address specific location based workflow
improvements. As regards self-checkout deployment, an eye to the future is best addressed by
pointing out that Tech Logic iterates its self-checks in order to meet architectural, space and
traffic-based needs. While we are bidding FLEX units, some of you location might require less,
or different and wed like you to know we can accommodate with a broad selection:

The self-checks break down into >four-ish types. All are pretty, and undaunting. This is where
the conversation about all our iterations, gets engendered- you have the freedom to re-think
placement, based of architecture of the unit as it harmonizes with the architecture of the
location. You can add on, have a mix of proscenia, come reasonably close to your current

screens which alert staff overtly to patron issues and drives reuse through discreet yet

o The new Desktop FLEX which as the name implies, has the added functionality
but could be placed anywhere

On all, you have around 24 pre- baked backgrounds, you can support up to 8 languages on the
main screen, the component manager lets you add overviews, payments, and surveys, and
nearly all graphics are customizable. This allows, say, Montclair to reflect its cozy design sense,
differently from Temescals uniqueness via its tool lending, Dimonds vibrance or Asians
cultural flavor.

SOME EXISTING USER INTERFACE CHOICES (or design your own)

For the record, we have 538 seats of our self-check software at Toronto Public, the largest
library in the world.

As regards workflow for staff, again we offer a variety of solutions that may be desirable across
a variety of potential workspaces:

Pads: shielded and unshielded both have viable roles in a library and choosing where to deploy
which is often based on specific workspace layout. Dimond, for instance, will be close enough
quarters for us to offer our ABS shielded pads that will not only allow staff to expedite activitis
but to do so without interference for neighboring signals. In addition, since its a new
renovation, theyre sleek enough to integrate with a new space.

Software: Deploying across 17 potential locations may call for different levels of control by
deploying the correct level of software, especially where the volume might prove challenging.

Tech Logic can suggest workflow optimizing solutions to meets needs that might one day
extend beyond the Dimond lease.

In addition, we provide gates where security is needed, shelf management tools that will end
the desire for an inventory, and we were the company who developed sorting systems for

possible. Our systems are designed specifically and only for libraries. We hold numerous library-
specific patents and have patents pending for many unique features of our People First
technologies.

Lastly, we feel it is important to note that Tech Logic, unlike at least one of our competitors, has
never litigated against a library. Not for how a bid is written, nor for any other reason. Its not in
our nature. People first. We cannot see how by force is ever a way to achieve consensus. A
natural by-product of not being driven by anonymous capital management groups, one could
conjecture, and Tech Logic is not its family owned.

Tech Logic provides barcode and RFID check in and checkout systems, book drops, Automated

systems. We design, manufacture, deliver, install, maintain, and service all of our systems.

Tech Logic is headquartered in a 22,000 square foot manufacturing facility at 835 Hale Ave. N,

All of our systems and services have been designed exclusively for the library market. This
allows Tech Logic to focus on the needs of libraries and how to make the handling of materials

The Library Corporation (TLC) acquired majority stock shares of Tech Logic in the spring of 2005.
TLC is owned and operated by the same family that founded the company over 30 years ago.

any vendor.

litigation or potential financial reversals that would materially affect the viability or stability of
the Tech Logic organization and warrant that no such condition is known to exist.

Sara Amberg joined Tech Logic in 2015 as a Project Manager responsible for working with
customers defining the scope and direction of their projects to ensure their Automated Sorting
Technology (AST) and Radio Frequency Identification (RFID) projects are completed to their

Section 3:
1. Provide a 5-year lease quote for a three (3) Kiosk, Self-Check system with all necessary
turnkey solution, including RFID tags, hardware, server, client software (OS, utilities,
reporting etc...), taxes, and shipping for system costs at the Dimond Library, user license
pricing structure and fees and costs associated with hardware and software
maintenance, upgrades and enhancements. Prices identified herein shall be stated as
fixed or not to exceed amounts and shall be good for the full term of any Contract.

SCO Payment Terms and Support:

Software support is required starting in year two.


Shipping charges estimated on all quoted products shipping at the same time F.O.B. originating facility. Shipping
is estimated and calculated using todays rates to one receiving location, unless otherwise noted. Additional
shipping charges may apply. Multiple shipments may result in increased charges.

Restocking fee of 20% will be applied to all returned hardware prior to library credit. Costs incurred for
returned hardware are at the expense of the library.
Payment of all applicable duties and taxes are the responsibility of the purchasing entity. All prices including
Service and Maintenance do not include any applicable sales tax. If tax exempt, please provide Tax Exempt
Certificate.
Standard Tech Logic Terms and Conditions apply to all sales
Prices quoted above include a standard Tech Logic one year warranty. Refer to Tech Logic warranty
information for additional terms and conditions.
Any required SIP configuration or ILS renewal fees are not covered by the Tech Logic first year warranty.

Payment Terms, RFID Tags & SCO Equipment: The net amount of each invoice is due in full, within thirty (30) days
of date of invoice. A payment of 50% of order due upon execution of order confirmation 50% payment due net 30
at shipping,
Interest Charges: If any payments due from Library to Tech Logic are deemed to be, in the sole discretion of Tech
Logic, overdue, then interest charges thereon shall be paid by Library to Tech Logic at a rate of one and one-half
percent (1.5%) per month
Credit, Debit, or P-Card Payments are not acceptable forms of payment.

Software and Hardware Support:


Annual Support/Software License and Maintenance program costs are in addition to the item(s) quoted above.
The Support/Software License(s) are required for the duration that the equipment is in use and is billed
annually. Hardware Support is Optional.

Annual Support/Software and Maintenance Programs automatically increase 4% per year after the initial
first year of paid annual support. Customer may qualify for savings with a multi-year pre-payment plan.
Order submission confirms your understand of above stated policy.

Phone Support-Service Calls


The minimum charge for service calls is a 2 hour minimum.
Notes:
1) SIP2 is required. Please ensure that the SIP & ILS implementations are of the latest versions.
2) The SIP interface which integrates self-check systems with ILS software is provided by the ILS vendor.
3) If the library is providing computers for CircIT self-check software, verify computers meet minimum
specifications.
4) CircIT Credit Card Payment works only in conjunction with VeriFone
5) Payment Processing is the responsibility of the Library. Please contact VeriFone to secure the purchase
of PayWare Connect service that is integrated in CircIT.

2. Please also provide a quote for rental of:


a. One (1) RFID conversion station
Tech Logic would like to extended 1 UTagIT unit to Oakland Public Library free of
charge to the library for 3 months.
3. Describe standard and custom reporting features, exporting formats and any other
relevant reporting feature. CircIT Event Reporting is a utility that allows you to view
information from a source file from the events that were recorded during operation. You
can categorize events by branch, client, date, or event type. If you export event data, it is
exported as a text file which can be opened by Microsoft Excel that can be further sorted
and analyzed. Describe methods used for the physical security of equipment, encryption
of data flows, and data stores. Tech Logic uses encryptions for all credit cards information
to ensure security. Tech Logic also provides password protection on the database and
administrative tools.
4. Describe the various training options that you employ (e.g. train-the-trainer, hands-
on, classroom, telephone, computer-based training, etc...) and estimate the costs
associated with each option including costs for users and maintenance/administrator
manuals. Tech Logic offers train the trainer, hands-on, and remote computer based
training. Costs for remote installation and training are $1,595 dollars this provides up
to 4 hours of remote training with the project manager via LogMeIn, WebEX, ShowMY
PC or VPN. Onsite installation and training is also offered at a cost of, $5,585 dollars
this includes two days onsite for installation and 1 day of train the trainer or classroom
training. Tech Logic provides our User / Maintnenance manual free of charge in hard
copy and electronically with unlimited distribution to library staff.
5. Provide detailed placement requirements and describe if the system is capable of
reading item barcodes located in various locations on or in the item, including inside or
outside, outside on top or bottom of the front or back cover, or inside on the top or
bottom of the front or back fly page. Tech Logics proposed FLEX kiosk is provided with
a built in barcode scanner stratefgically placed to allow barcodes to be read in any
location on the item.
6. Please describe how your system uses circulation library parameters from the ILS, i.e.
status, patron instructions and error conditions. Tech Logics system uses SIP2 to
communicate with the ILS to provide real-time patron status and conditions during
checkout. Details that can be displayed include fine, overdue and hold items waiting
for pickup.

7. Describe any user groups you have and your process for gathering feedback
for enhancements. Tech Logic does not have any formal user group
established. Owing to the variety of styles of deployment, there was
determined to be no real center for focus across our client base. Conversely, we
do constantly solicit feedback during support calls and strongly recognize the
value of librtarian feedback during the sales process. It is safe to say that zero
enhancements have taken place purely from the mind of Tech Logic workers,
100% of the enhancements are librarian-driven.
Having said that, we do closely monitor feedback from current customers,
listsmart.osl.state.or.us, LTG, consultants weve partnered with or worked alongside,
competition and trends in other library media. In addition, we have European partners who
regularly share trends that emerge in that more highly RFID-enriched technology space.
8. Describe how the checkout process works from the patrons point of view when
checking out multiple items of various formats (e.g. books, DVDs, periodicals)
simultaneously. Provide screen shots of above transactions.
CircIT software can be customized to suit your librarys current checkout process and
background design.

The basic self- checkout process is as follows:


-The patron brings their items to the self-check station.
-The patron is asked to select their language (optional start screen).

-The patron is prompted to present their library card to the card reader or barcode scanner
or manually enter (optional start screen)

-The CircIT software sends the patron barcode information to the SIP2 server and waits for
the ILS to return a message.

-The software displays any account related messages from the ILS. It also would prevent
the patron from checking out items if blocked by the ILS.

-This account detail screen allows the patron to pay fine (if applicable) and see details of
held, checked out and overdue items by clicking the details button.

-After choosing checkout item, the software then displays any items available to renew and
checks out any additional items by placing on the antennae. Tech Logic recommends a
stack of no more than 4 high. Our software is designed to handle the checkout of large
number of items in one transaction. This is done by placing the stack of items on the
antenna and allowing them to checkout then removing the items from the antenna, and
repeating the process until all items are successfully checked out. The items are individually
verified against the ILS. Once verified, the individual items theft bits are changed to the off
position and the item is successfully checked out. The item status and patron status dictate
if an item can be checked out. The item information displays on the screen. Patron sees
items go for yellow to green during the checkout process and if an item cannot be checked
out, the item turns red.

The items are listed as successfully checked out and the patron is given the receipt option of
email, print, both or none.

9. Please describe how your self-check stations would fit in with OPLs dcor and provide
customizable branding. Please provide information and photographs for all available
color and style options.
Tech Logic self-checks are extremely customizable. In addition to the two dozen or so
pre-baked backgrounds, Oakland Public Library has a great deal of freedom to
design their own, or to engage with us to do the final look.

We begin with backgrounds because they are at the core of the look and feel. If
Oakland Public Library deploys us, and continues to put us in other locations, some of

our self-checks dont have proscenia so to speak; theres no hardware framework to


take customization. Our kiosks, yes our All-In-Ones and Combo stations, no.

As a result, all elements on our screens are .png graphics files of predetermined size
to fit with the CSS that controls the look and feel. This gives any library the ability to
create buttons and backgrounds that match a color scheme, a town mascot or any
concept that can be communicated visually. The standards are not extreme and fun

10. Please describe any other functionality of your self-check stations that would aid in
our final decision. Bang for your buck. The FLEX units being bid have electronic
signage at the top half of every display. This allows the library to alert patrons to
events, services, changes and more. Like our customizability, you can have whatever
you want. Its simple, too. Powerpoint can be saved as .jpeg allowing libraries to create
messages for just their communitys branch, without having to rely on a staff artist to
create images to populate the slideshow. Administration can be local or remote, and
you, in theory have a captive audience in a patron checking out. In addition, it is
another patron attraction factor which is what you want
Under the checkout area, there are large buttons that allow you to add value to the
patron experience by embedding anything that runs in a browser that does not require
a keyboard. Instagram, Pinterest, Your Calendar of Events, Facebook, Twitter. Needless
to say, sometimes we are met with challenges in deploying home brewed media, but
our development team can vet as well as build solutions for most of the content that
falls under the criteria of anything that runs in a browser that does not require a
keyboard. This gives you a chance to show patrons that you are actually putting
together these services on the web, in case they werent aware of it. An in-person tool,
indoctrinating patrons to Oaklands digital goodness. A chance to improve awareness
of your various community touchpoints.
While we dont recommend it from a workflow perspective for patrons, all Tech Logic
self-checks can check in items as well as check out.
This can be an advantage after a long weekend in an all hands on deck situation,
allowing staff to repurpose the self-check to get materials where they need to be.
It should also be mentioned in the event that if the self-checks get delivered before
tagging is completed, that all Tech Logic checkout software writes tags as well. The
self-checks can be an additional tagging station. Bang for your buck!
Lastly we have recently added Shielded Smart Shelving as a means to allow patrons to
self provision materials using RFID technology.
11. How far out is your customary equipment delivery and installation after a signed
contract has been executed? Tech Logic customary equipment delivery, installation and
training can be executed within 8-10 weeks after signed contract execution.
12. Describe and estimate any ongoing support fees, maintenance plans, and warranties. Tech
Logic requires a yearly software license support fee for all self-checkout systems the cost for
each FLEX kiosk software is $645 per year and the staff station software is $220 per year.
This increases by 4% per year beginning year 2. Extended hardware warranty is optional to
purchase. Tech Logic offers discounted pricing for pre-paid hardware maintenance,
payments beginning year 2 are subject to 4% increase per year.

13. Describe the type of support and availability (24x7 support required) including your
average call back time for support. Provide a copy of your standard service level
agreement for support as well as any other terms and conditions applicable to that
support. Those terms will be subject to negotiation as part of the Contract negotiations
with the selected Vendor. Tech Logic offers a web-based ticket entry system that
provides 24/7 online access that is monitored by Tech Logics Customer Care team for after
hours, weekend and holiday troubleshooting and resolution. Tech Logic offers toll free
phone support from 8:00 AM-5:00 PM Central time, Mon.-Fri. excluding company holidays
defined as New Year's Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day, the
Friday after Thanksgiving and Christmas Day. Holidays falling on Saturday will be observed
on the Friday before. Holidays falling on Sunday will be observed the Monday after.
Tech Logic has established response guidelines based upon the severity of the issue. Under
these guidelines, problems are first assigned a "Severity Level", and then resolution efforts
are made commensurate with the severity of the problem. Priorities may be reviewed and
adjusted as circumstances warrant. Tech Logic defines severity levels in accordance with
the following criteria:
Severity 1 (Critical):
A problem resulting in complete loss of service meaning that the Library is unable to access
the database. Typically the issue has one or more of the following characteristics:
Data is corrupted or lost due to software operational issues.
Software does not start.
Software crashes and is unrecoverable.
Software generates significant accuracy errors.

Severity 2
A production-inhibiting problem that causes a software error or intermittent behavior
causing partial loss of service. Operations, however, can continue in a restricted fashion.
Typically the issue has one or more of the following characteristics:
Software fails, but restart or recovery is possible
Hardware failure, but a restart provides recovery of operation
Software performance is degraded
A major feature is broken that seriously impacts usability and productivity
Severity 3
A question about a specific usage or feature of the product, or a problem that causes
minor, operational inconvenience. Typically, the issue has one or more of the following
characteristics:
Software or hardware issue for which there is an acceptable workaround
Software error or hardware issue were impact on operations is minimal

Tech Logic endeavors to provide support services in response to support requests in


accordance with the below guidelines. Understand however, that these guidelines should
not be construed as guarantees of response or resolution time. The times indicated below
are measured from the Tech Logic Technical Services Team's receipt of a properly
submitted support request submitted in the methods noted above.
For all support requests, Tech Logics Customer Care Team will respond and use reasonable
efforts during Tech Logics normal business hours to resolve the support request. The
response times indicated herein are guidelines, and although Tech Logic regards each
support request as a serious matter, these guidelines are not guarantees of the specific
response time indicated.

Escalation Procedures
Tech Logic understands that its standard severity levels are defined on the basis of
functional failures, and there may be times that a reported failure and/or issue may have a
critical business impact to the customer that would not necessarily be apparent to Tech
Logic. Therefore, at the customers request a reported problem may be escalated to a
higher priority level due to the customers specific business reasons with a request sent to
either the Technical Support and Services Manager or the Director of Customer Care.
Following acknowledgement of the escalation, Tech Logic management will work with
customer and our internal support team to obtain a better understanding of the issue and
to determine the quickest path to resolution. If customer and the Tech Logic management
determine the case should not have been escalated due to new information, the Technical
Support Specialist or Software Technicians will be redirected and the issue will be
reclassified and the standard resolution times would become applicable.
14. Describe how your system interoperates with our ILS (Innovative Interfaces
Incorporateds Sierra). Tech Logics self-check software interoperates with Oaklands ILS
using SIP2 communication. Tech Logics staff station software functions as a keyboard
wedge allowing the RFID reader to be used in the same way a traditional barcode
scanner does in any application that accepts keyboard input for the item id. It also
simultaneously enables or disables the tag security mechanism (aka theft bit/s) on the
tag(s). Soon Tech Logic will be using IIIs item status API to integrate with the staff
circulation application.
15. Describe your compliance with standard security protocols such as SSL, TLS and IPSec,
encryption, and firewall access. Provide a verification report that all modules of the
system that interface or utilize credit card information in any manner or form of
collection support are Payment Card Industry Data Security Standards (PCI DSS
compliant). Provide a copy of operative license or service document for the proposed
system. Those terms will be subject to negotiation as part of the Contract negotiations
with the selected Vendor. Tech Logic has integrated with VeriFone for credit card
payment functionality. Comprise integration is forthcoming in Q4 or 2017.

16. Describe and provide alternate pricing for any features that we havent asked about in
this RFP but that would support this project.
CircTrakRF: tech Logic is the only company that has a shelf management wand that can
read tags real time in the stacks and return data from the ILS as to status. This allows the
library to send a staff member into the stacks, have them wand the collection with the
press of a couple of buttons, and come back with a cart full of items that are any status
other than checked in. Items considered lost, Items claimed returned, items not in the
system, and items checked out sitting on a shelf, all get retrieved and processed. These
items diminish over time, and confidence is gained regarding the state of the collection. An
amazing easy-to-use product, that is the centerprice to ant RFID deployment. Were the
only ones who have it. Price: $4,995.00 + tax, installation and shipping.

Gates: there some philosophy surrounding this; Oakland has not suffered the loss that some
libraries have and security is not a mandate. Tech Logic gates however, have bi-directional
people counters to capture data regarding visitors. However, the psychological effect of
gates can be negative as well, as if the community is looked at as a group that is not to be
trusted. Well defer providing pricing, but have included the mention owing purely to the
people counter feature that can probably be accommodated more cheaply using other
technology.

Our shelf management wand. Its a must have. Product sheets and an overview of best
practice have been included. It is the only wand that reads tags in the stack in real time.
Fast affordable and exclusive.

17. Are there any formats or materials your system cannot check out? Tech Logic is compatible
with all formats and materials. Metallic covered items have difficulties being checked out
with RFID as there is a certain level of interference, this can be easily rectified by opening
the cover and placing the tag directly onto the antenna for checkout.
18. Are you able to provide a fully operational self-check machine, of the model to be
purchased by OPL, at one of our locations for testing purposes? This includes all applicable
hardware, software, peripherals and kiosk cabinet including but not limited to touch-
screen monitor, scanner, keypad, RFID reader, cash/credit payment device and receipt
printer. Yes, Tech Logic will be more than happy to provide Oakland Public lIbrary with
a FLEX kioks for testing purposes.

The Tech Logic RFID Shelf Management Wand
Dynamic library shelf management is the hidden benefit of implementing RFID that many
libraries arent enjoying because of the mistaken impression that a handheld RFID wand is only
useful for inventory. With its unique handheld RFID wand, Tech Logic has shifted the paradigm
from inventory to dynamic shelf management.
Tech Logic intentionally calls its handheld RFID wand a shelf management wand instead of an
inventory wand. Thats because it can be used quite differently from the cookie-cutter wands
available from other vendors with their lackluster performance and value. For many libraries,
the pain is not worth the gain of doing an infrequent inventory of the entire collection.
Essentially, the Tech Logic RFID shelf management wand is used to scan an entire collection
frequently and scan the shelves for exceptions instead of for inventory. What does this mean?

No more staff time spent searching the shelves using printed reports to find items in
statuses such as trace, lost, missing, claimed returned, lost in transit, etc.
All materials in any exception status will be found in a single scan of the shelves.

shelved at the wrong branch.
Materials set to trace status due to shelving errors will be found before being deleted
or found on the shelves even after deletion and returned to the collection.
Materials set into special temporary statuses (display, to be weeded) will be found on
the shelves and can be processed accordingly.

How does our dynamic RFID shelf management wand work?


The Tech Logic wand connects wirelessly to an ILS for real-time status checks of materials on
the shelf against the librarys ILS database. There are several advantages to this unique
approach.
1. There is no list being created, downloaded or processed prior to scanning the
collectionand no teaching staff how to create, download or process lists of items.
2. Pages or shelvers can use the wand with minimal instruction. Shelvers could scan
assigned sections of the collection every 2-3 weeks using the wand to find any problems
on their shelves. Scan any portion of the library collection, at any time.
3. Materials on the shelf are read and checked against the ILS for current status. The wand
alerts for any materials that are in statuses other than INtrace, missing, claimed
returned, still checked out, in transit to another branch, on hold, etc. In one pass of the
wand, all exceptions are found and alerted on the wands tablet PC to be removed and
resolved.
4. Because the wand is connected directly to the ILS, it also alerts when a tag is picked up
that is no longer in the library catalog. (Items earlier declared missing and deleted, for
example.) The material can be recovered and returned to the catalog if desired.
Because these items are not in the catalog, they will never show up on any printed
reports and are only found during this shelf scan checking directly against the ILS
database.
5. Materials identified for weeding by librarians are simply batch-changed into exception
statuses and identified by the wand to be pulled. For example, if the library wishes to
pull all adult non-fiction older than 8 years, simply create that list in the ILS and batch-
change the items to an unavailable status in the catalog. On the next scan of shelves,
the handheld wand will alert for these items because their status is no longer IN.

Does the wand read every item in order on the shelf?


No, an RFID wand reads a wider field than a barcode scanner and reads many items
simultaneously. But managing exceptions on the shelves means its not necessary to read every
tag and reading many tags at once is fine. Since the wand scans for exceptions, not to gather
barcodes, it's acceptable to miss an item on a given day with a given scan. The item remains in
its exception status on the shelf until the next time shelves are scannedor a patron checks
out the item. If exceptions arent located in a library-defined period of time, they are usually
deleted from the catalog. And even after deletion, the wand will still locate the item with its
active RFID tag in the future as a title not found.
Would the wand be used to pull holds?
The wand is best used to identify, in real time, the exception items by status. Pulling holds is not
an effective use of the wand because staff can pull single items on random shelf ranges
throughout the library more efficiently.
Why is this approach more effective than using an inventory wand?
Most public libraries move popular materials through the system very quickly and need a real-
time tool for shelf management. Any list downloaded from the ILS is out of date the minute it is
creatednot to mention the difficulty of downloading the lists often requires technical
assistance. Add to this problem the amount of labor and disruption required to inventory an
entire collection and the result is that most public libraries simply dont do regular inventories!
But libraries do want and need the improved accuracy of their catalog that results from finding
and correcting the status of errant materials.

Instead of infrequent and labor-intensive inventory, use the Tech Logic handheld wand to verify
and update the library catalog on a frequent basis. Exception statuses set as a result of
materials requested, looked for, and not found will be identified by a scan of the shelves, as
well as any other materials intentionally set into exception statuses temporarily to weed,
display, or otherwise segregate them.
Are there any pre-requisites?
The librarys ILS must be SIP2 compliant to communicate with the handheld wand software.
The librarys wireless network signal strength will also need to extend to all shelving areas
where the wand will be used.

Customer Care Team


The Customer Care Team at Tech Logic consists of project management, installation/service,
and technical support members. Our team members have a minimum of three years
experience with the Tech Logic organization and will work closely with Oakland Public Library
from the time of order entry through ongoing support of products and services. After intent of
award has been established, the library will be assigned a Project Manager.
Tech Logic takes a thoughtful and systematic approach to assigning the most qualified and
knowledgeable Project Manager to your account. The selected individual is assigned to your
account as your Project Manager and main point of contact for all project related items. Your
Project Manager will continue to work with you throughout the course of this project, each step
of the way through implementation and training of the system(s) within your library.

The Project Manager has the overall responsibility for managing your project from start to
finish. He/She will work closely with you to refine solutions and implementation plans to meet
your librarys ever changing needs as well as unexpected challenges. In addition, your Project
Manager will coordinate the activities of the sub-teams within the Tech Logic organization to
ensure your goals are not only achieved, but achieved correctly and most importantly, on time.
Your Project Manager will also coordinate activities of third party vendors involved in the
project.

Sub-Teams involved in your project implementation consist of individuals from several


departments within our organization that understand all needs to be met so that each stage of
the project moves through our internal system without uncertainty or delay.

These teams consist of our world class Engineering, Software, Manufacturing, Quality

your Project Manager and main point of contact for all project related items. He/She will
continue to work with you throughout the course of this project each step of the way thru
implementation and training of the system(s) within your library.

The Project Manager has the overall responsibility for managing your project from start to
finish, working closely with you to refine solutions and implementation plans to meet the
libraries ever changing needs and unexpected challenges. In addition, will coordinate the
activities of the sub-teams within the Tech Logic organization to ensure your goals are not only
achieved, but achieved correctly and most importantly on time.

Chris Blazek joined Tech Logic in 2008 as a Software Engineer. His responsibilities included

Science degree from Michigan Technological University in 2007.

Gretchen Freeman Chief Librarian Strategist


Gretchen Freeman continues thirty years of working with libraries to improve workflow and
free up staff with technology solutions. She was most recently the Associate Director for
Technology at the Salt Lake County urban library system in Utah for 11 years, directing
technology strategy, implementation and operations for its 21 libraries. She implemented RFID
systems and strategies system-wide to reduce processing time and enhance customer
experience.
Her previous experience as a vice-president for Dynix Inc. (now SirsiDynix) responsible for
support of more than 1,500 North American libraries inspired a belief that librarians, adopting
all types of technology tools, are well positioned to help their communities learn, envision and
create. She worked with the customer user group of libraries for 16 years to emphasize peer
coaching, training and sharing best practices.

Training
Tech Logic understands and agrees that training is an essential part of the
implementation of the system and that implementation will not be complete until
training has been provided to Library staff to the Library's satisfaction. Tech Logic
provides personnel onsite or remote training for Library staff to enable staff to
manage, operate and support the system. This training is appropriate for both public
service staff and technical support staff with a wide range of prior knowledge, skill and
experience.

Planning
The purpose of a project plan is to gather all information necessary to implement and control
the project. This plan is generated and used by project managers to control the implementation
effort. It outlines the overall project objectives and schedule requirements and is used to report
on milestones, tasks, and changes during implementation. A project timeline is created with
goals and milestones set.

Assembly and Testing


Tech Logic assembles and tests clients customized systems prior to shipment and a Factory
Acceptance Test is conducted to verify that the system meets the requirements of the client.

Installation
Tech Logic prepares for the installation with a detailed site survey. Site information is collected
on a survey form.

Training
Tech Logic performs a general overview of RFID systems that we install. This overview covers
basic system operation, basic system troubleshooting, and maintenance. Tech Logic will provide
remote or onsite operator training for as many staff members as the library designates,
although we recommend this number be kept around 67 staff members for an ideal learning
environment. Any additional or advanced training is available upon request and can be
scheduled on an as-needed basis. Tech Logic can extend onsite training at the libraries request
covering additional training topics determined by the libraries needs. Additional onsite days
will be charged at $1,450.00 per day with remote training charged at $150 per hour.

Change Orders
Tech Logics Project Manager addresses any issues on an ongoing basis. Requested changes are
in writing and addressed individually. Change orders are resolved in writing and the customer is
provided all of the documentation. Once the project is underway, any changes and associated
costs are documented and agreed upon by both Tech Logic and the client.

Tech Logic furnishes a highly-detailed User Operations Manual with every product. Tech Logic
also provides detailed mechanical drawings and electrical schematics with every AMH system.
Further, we provide comprehensive maintenance schedules, a spare parts detail, and software
back-up disks.

Staff training may take up to one hour per group if multiple sessions are requested. An
additional two hours should be scheduled for administrators who will be training on

Warranty Information First Year

RFID/SCO
Tech Logic warrants to Purchaser that in normal and contemplated use and service, the
equipment (with the exception of parts supplied by another vendor or incorporated)
purchased from Tech Logic will be free from defects in material or workmanship for a period
ending (i) one (1) year from the installation complete date, or (ii) upon the expiration of the
time specified with respect to a particular item, whichever is applicable. Subject to the
conditions and exclusions contained in this document, Tech Logic will, at its option, either
repair or replace any defective equipment or part thereof, or refund the purchase price of the
defective equipment. Expendable and/or consumable items or parts included with the
equipment are not covered under this limited warranty. This limited warranty does not cover
equipment which has been misused, altered, neglected, handled carelessly, or used for
purposes other than its intended purpose. This limited warranty also does not cover loss or
damage resulting from any casualty loss or from unauthorized use or service. Under no
circumstances shall Tech Logic be liable for consequential or other damages, losses, or
expenses in connection with or by reason of the use or inability to use the equipment
purchased for any purpose.
Equipment Warranty Service Procedures. If a defect should appear during the warranty
period, Purchaser should promptly call Tech Logic Customer Service. Customer Service will
advise Purchaser to return the equipment or propose a schedule for onsite repair. If
applicable, a return material authorization will be assigned and Purchaser shall return the
defective equipment, freight and insurance prepaid, in the original shipping container, to Tech
Logic, 835 Hale Ave. N., Oakdale, MN 55128, or to another designated service location. All
returned defective equipment must be accompanied by a written statement including: the
name of Purchaser's contact; the return material authorization; and the action desired. Tech
Logic shall not be responsible for any loss or damage incurred in shipping. Any warranty work
to be performed by Tech Logic shall be subject to Tech Logic's confirmation that the
equipment meets Tech Logic's warranty requirements. If a defect is covered by this limited
warranty, the repaired or replaced equipment will be returned to Purchaser at Tech Logic's
cost. Following a warranty repair or replacement, this limited warranty shall continue in effect
until the end of the original warranty period or for sixty (60) days after the repair or
replacement, whichever is later.
Product Limited Warranty. Tech Logic warrants to Purchaser that in normal and contemplated
use and service the products purchased by Purchaser ("products" includes components,
consumables and similar materials) shall be free from defects in material or workmanship for a
period ending (i) one year from the date of original shipment by Tech Logic, or (ii) upon
expiration of the time specified with respect to a particular product, as applicable. Subject to
the conditions and exclusions in this document, Tech Logic will, at its option, repair or replace
any defective product, or refund the purchase price of the product. Under no circumstances
shall Tech Logic be liable for consequential or other damages, losses, or expenses in
connection with or by reason of the use or inability to use the product purchased for any

purpose. Tech Logic RFID tags are covered by a lifetime warranty, where the lifetime of the tag
relates to the item to which it is affixed.
Product to Conform to Sample. In the event Tech Logic provided Purchaser with a sample or
model of the product, the product delivered to Purchaser is guaranteed to conform to the
sample or model identified on the purchase document which has been accepted by Tech Logic,
in all material respects.
Product to Conform to Specified Standards. In the event standards for the product are
specified on the purchase document accepted by Tech Logic, the product delivered to
Purchaser is guaranteed to conform to the specified standards until expiration of the period of
time described in the section titled "Product Limited Warranty."
Product Warranty Service Procedures. If within the Product Limited Warranty period, any
product proves defective due to defects in material or workmanship, or fails to meet the
written specifications as described in this Agreement, or (if applicable) fails to conform to the
sample Tech Logic provided to Purchaser, Purchaser shall promptly notify Tech Logic as soon
as reasonably practicable. The notification shall be in writing, or confirmed in writing within
the Product Limited Warranty period. Within a reasonable time, Tech Logic may either replace
the product or refund the purchase price. Tech Logic may require return of the defective
product prior to refund or replacement.
Exclusion of Warranty of Fitness for any Purpose. Tech Logic makes no warranty as to the
suitability or fitness of any of its equipment or products for any particular purpose specific to
the Purchaser. The Purchaser is solely responsible for the selection, use, efficiency, fitness and
suitability of Tech Logic's equipment and products. The Purchaser assumes all risks and
liabilities in connection with the use of Tech Logic's equipment and products.
Limitation to Amounts Paid. Tech Logic's liability, if any, to Purchaser or to the customers of
Purchaser or any other person under this limited warranty shall in no event exceed the total
amount paid to Tech Logic by the Purchaser for defective or nonconforming equipment or
product.
Limitation of Liability for Consequential and Similar Damages. In no event shall Tech Logic be
liable to Purchaser for any indirect, special or consequential damages or lost profits arising out
of or relating to Tech Logic's equipment or products, or the performance or non-performance
of the equipment or products, even if Tech Logic has been advised of this possibility.

THE LIMITED WARRANTY AND REMEDIES SET FORTH IN THIS DOCUMENT ARE THE SOLE AND
EXCLUSIVE REMEDIES AVAILABLE TO ANY PERSON FOR ANY DAMAGES OF ANY KIND AND
NATURE, INCLUDING INCIDENTAL, CONSEQUENTIAL OR SPECIAL, RELATED TO TECH LOGIC'S
EQUIPMENT OR PRODUCTS, WHETHER ARISING FROM WARRANTY, CONTRACT,
NEGLIGENCE, TORT OR OTHERWISE. TECH LOGIC SPECIFICALLY DISCLAIMS ANY IMPLIED
WARRANTY OF MERCHANTABILITY, FITNESS FOR ANY PARTICULAR PURPOSE, OR ANY
OTHER IMPLIED WARRANTY. NO WAIVER, ALTERATION, OR MODIFICATION OF THE
FOREGOING CONDITIONS SHALL BE VALID UNLESS MADE IN WRITING AND SIGNED BY AN
EXECUTIVE OFFICER OF TECH LOGIC.

In the event any implied warranties (including, but not limited to the implied warranties of
merchantability and fitness for a particular purpose) are found to exist, such warranties are
limited (i) in duration to the period of the limited warranties set forth in this document, and
(ii) in amount to the total amount paid to Tech Logic by the Purchaser for the product or
equipment in question. (Some States do not permit the exclusion of incidental or
consequential damages, and in those States the foregoing limitation may not apply. The
limited warranties as set forth in this document give the Purchaser specific legal rights and
the Purchaser may have other legal rights which vary from State to State.)

Extended Limited Warranty Program

TERMS AND CONDITIONS

The following terms and conditions shall be applicable herein:

Parts: Parts will be repaired or replaced with those of like-kind and quality, and may be
new, non-original manufacturer or remanufactured. Expendable and/or consumable items
or parts included with the equipment are not covered under this program. If parts are not
available due to the age of the equipment, end of product life or discontinuation by the
manufacturer, then the equipment owner will be given notification by Tech Logic and we
will advise of new purchase options. Discontinued parts and/or products will then be
removed from the warranty program.
Service Support: Library will notify Tech Logic of any hardware issue via telephone (1-866-
880-9981 or 651-389-4990), email to customercare@tech-logic.com or via support
request through the customer secure portal. Service support hours are from 8:00 AM-5:00
PM Central time, Mon.-Fri. excluding company holidays defined as New Year's Day,
Memorial Day, July 4th, Labor Day, Thanksgiving Day, the Friday after Thanksgiving and
Christmas Day. Holidays falling on Saturday will be observed on the Friday before.
Holidays falling on Sunday will be observed the Monday. Tech Logic will attempt to
correct the issue via telephone support and remote proxy. Should Library and Tech Logic
agree that an onsite service visit is required, Tech Logic shall provide the Library with an
action plan including the anticipated travel and on-site time expected to correct the issue
as well as a quote for the technician service call. Upon receiving authorization from the
Library, Tech Logic will proceed with the service site visit.
Product Service Procedures: If a defect should appear during the extended warranty
period, Library should promptly contact Tech Logic Customer Service. Customer Service
will advise Library to return the equipment or propose a schedule for repair. If applicable,
a return merchandise authorization (RMA) will be assigned and the Library shall return the
defective equipment, freight and insurance prepaid, in the original shipping container to,
Tech Logic, 835 Hale Ave. N., Oakdale, MN 55128 or to other designated service location.
All returned merchandise must include the RMA number. Tech Logic shall not be

responsible for any loss or damage incurred in shipping. If a defect is covered by this
limited warranty program, the repaired or replaced equipment will be returned to the
library at Tech Logics cost. Requests for expedited return will be considered and
difference between normal delivery charge and expedited return pricing will be the
responsibility of the Library.
Access: Tech Logic will inform the Library of any access to the system via remote proxy
prior to the access. Tech Logic will inform the Library of the reason for accessing the
system.
Shipping: Shipping charges will be incurred by Library when ordering replacement items
under this program.
Exclusions/Limitations: Any damage to the System or its components caused by the
misuse, neglect, or unauthorized repair and maintenance of the equipment, is specifically
not covered under this Extended Warranty program. For security gates; should the gate(s)
be removed for any reason and then reinstated by the Library, additional charges may be
incurred for reconfiguration and system optimization. Tech Logic accepts no responsibility
for functionality after re-installation unless the gate(s) are reinstated by Tech Logic
personnel or our third party maintenance organization. Extended warranty may be
voided.
Routine Weekly Maintenance not included: Routine weekly maintenance as described in
the original maintenance documentation provided at the time of sale shall continue to be
the responsibility of the Equipment Owner.
Finance Charge: Delinquent payments shall incur a finance charge of 1.5% per month,
with service being suspended until the account is cleared.
Compliance with Laws, Codes, Licensing, and Other Standards: The Equipment Owner
shall timely advise Tech Logic of any State and/or Local statutes, rules, codes, licensing,
regulations, and other standards which may affect this program and work performed
hereunder; and Equipment Owner shall pay for, and solely bear, all costs of compliance
associated therewith.
Liability: Tech Logic shall not be liable for special, indirect, incidental or consequential
damages, whether arising from contract or negligence.
Assignment: This Extended Warranty Program and all rights and obligations hereunder
shall not be assignable by Library except with the prior written consent of Tech Logic. A
change in control shall be deemed an assignment subject to this subsection. This
Extended Warranty Program shall be binding upon each party's permitted successors and
assigns.
Modification: Any modification or alteration of this Extended Warranty Program shall be
effective only upon written agreement of the parties thereupon.

Notices: To give notice under this Agreement, the Notice must be in writing and sent by
postage prepaid first-class mail, receipted courier service, or electronic mail to the
address which appears below each party's signature below or to such other address as
any party shall specify.
Term: The Extended Warranty Program commences on the Effective Date and, subject to
this Warranty Program, continues from year to year in automatic renewal to be invoiced
yearly at anniversary date. Either Party may give written Notice to the other not less than
thirty (30) business days before the annual anniversary of the Effective Date of this
Warranty Program for renewal to be declined.
Complete Agreement: This Extended Warranty Program constitutes the entire agreement
between the parties with regard to the subject matter hereof. No other representations,
understandings or agreements have been made or relied upon in the making of this
Extended Warranty Program other than those specifically set forth herein. The parties
herein acknowledge that they have read this Extended Warranty Program, understand it
and agree to be bound by its terms, and further agree that it is the complete and exclusive
statement of the agreement between the parties.
Force Majeure. Neither party shall be liable to the other party for any failure to perform
any of its obligations (except payment obligations) under this Program during any period
in which such performance is delayed by circumstances beyond its reasonable control
including, but not limited to, fire, flood, war, embargo, strike, riot or the intervention of
any governmental authority (a "Force Majeure"). In such event, however, the delayed
party must promptly provide the other party with written notice of the Force Majeure.
The delayed party's time for performance will be excused for the duration of the Force
Majeure, but if the Force Majeure events lasts longer than thirty (30) days, the other
party may immediately terminate the applicable Program by giving written notice to the
delayed party.

CircIT Self-Checkout Software


CircIT Self-Checkout software is a dedicated web server based system that integrates with
your library's automation system for self-checkout, circulation, reports, and RFID tag read/write
functions. It works with most ILS brands, provides HTML-based features, and functions with
RFID and barcode technology. Your library can perform circulation functions, and read and
write RFID tags with CircIT. CircIT functions as patron self-checkout and as a staff station

CircIT Staff Software

CircIT Staff is a stand-alone application that lets the library staff easily check-in or check-out
library items and media using a native ILS application form field. It is also accessible from
CircIT by simply pressing the F6 key.

The Checkout Feature


To access the checkout feature, migrate to the top menu and select Mode > Checkout to
check-out items and media, as shown below.

With the check-out feature, the CircIT Staff Station screen minimizes to the taskbar and
the red Checkout icon appears in the taskbar indicating the system is ready to checkout
items.

Now set the library item containing the RFID tag on the antenna. Because this process
checks out the item, the Item ID is read, and the theft bit is turned off. You can confirm
this by choosing Mode > Read/Write from the top menu and again place the library item
on the antenna. You see under the Security heading that the theft bit shows off.

Tag Reading Barcodes Feature

While checking in or out items, the library staff can use the native ILS application
form field to read items that are checked out or in. In this example the ILS data is
displayed in Notepad. Open Notepad to see the Item IDs from the Read process.
The Staff Station screen also shows these Item IDs.

Tag Writing Features

CircIT Staff is an application that lets library staff easily read /or write barcode information to
RFID tags. Its has many user-friendly features as shown below. It is also accessible from
CircIT by simply pressing the F6 key. Simply choose Mode > Read/Write from the top menu to
start the reading and/or writing to tags.

Definitions of Staff Screen Columns

The EAS (Electronic Article Surveillance) column is used to toggle the visibility of tags on items.
EAS is either on or off. An item in the field with its EAS off is not detected. Library systems
adopted the AFI column (Application Family Identifier) to be their theft bit of choice. By
keeping the EAS bit on, the library sees all of the tags from their gates. Then by using the
configurable AFI value, the library can differentiate between items checked in and checked out.

The Security column shows if the theft bit is turned on or off. Tag Type tells you what tag type
was used, such as ISO15693/ISO18000-3. The DSFID field shows the items serial number. The
Item ID shows the library item identification number. The Data Model Name shows the data
model used such as Tech Logic, 3M, Danish, etc.

Writing Tags Manually Feature

You can enter a barcode manually and then write it to the RFID tag.

Place a blank RFID tag on the antenna/reader.

Type an item barcode in the software field.

Click on a button to write the barcode to the RFID tag. The tag security is set at the same time
as writing the barcode. Whether it is set to on or off is dependent on whether Security On is
checked or not under Write Tag Choices.

Also, a regular expression needs to be set in Component Manager (or in the case of the
standalone application, in the configuration file)this is usually done by Tech Logic at
installation. If the regex is not set, the tag would only show if Show All Tags is checked under
the Advanced menu.

The new barcode shows up in the software screen.

Verifying a RFID Tag Feature by Using Read

You can verify if a barcode is already written to a RFID tag by following the steps below:

Remove the just written to tag from the antenna.


Click the Reset button.
Place the just written to tag on the antenna.
Verify the barcode was written to the RFID tag by viewing appearance in the software
window.

Viewing and Changing the Theft Bit Status feature

You have the option to turn security on or off on the RFID tag by using the steps below:

Lay the library item on the antenna.

Press the Security On or Security Off buttons to turn the theft bits on or off.

Writing Tags with a Barcode Scanner Feature

You can scan barcodes in with a reader and then write to an RFID tag by using the
following steps:
Place a blank RFID tag on the antenna/reader.
Click a button to turn on security.
Scan the item barcode(s) with the reader one at a time.
The barcode number is visible in the software screen.
Click the Write button to write the barcode to the RFID tag.
