1. GENERAL
1.1. The rules contained in this document shall govern the Great Northern Concrete
Toboggan Race (GNCTR) competition in winter 2018.

1.2. This document shall be read in conjunction with the Competitor Registration
Package, which will be posted on the GNCTR 2018 website (www.gnctr2018.ca).
Competing teams are required to check the website regularly for updates on the
registration, accommodations, Rules, and the Competition in general.

1.3. The Organizing Committee reserves the rights to add, remove, or modify the
Competition Rules at any point in order to maintain the spirit of the Competition and
ensure the safety of all Competitors. Addendums will be issued to all registered
Teams and posted on the official GNCTR 2018 website (www.gnctr2018.ca) should
the Organizing Committee amend the Competition Rules at any time.

1.4. The decisions of the Organizing Committee with respect to enforcing the Rules
outlined herein are final.

2. DEFINITIONS
2.1. Braking System: The Braking System shall be considered the mechanical system
designed to stop the Toboggan at the end of the Run.

2.2. The Competition: The Competition refers to the series of events to be held in
Waterloo, ON in winter 2018, including:

2.2.1. Opening Ceremonies: The Opening Ceremonies include an opening banquet,


introduction of the Teams and the Organizing Committee, and a social event.

2.2.2. Activity Day: A day for participants to explore the host city by engaging in
activities planned by the Organizing Committee.

2.2.3. Technical Exhibition: A trade show style event where Teams present their
Toboggans to the Judges and fellow Competitors. The Technical Exhibition
includes the initial Toboggan Safety Inspection, weigh in, and Technical
Presentations.

2.2.4. Race Day: Consists of a series of solo and head-to-head racing events with
the intent of determining the Toboggan with the fastest speed, best steering,
and best braking.

2.2.5. Closing Ceremonies: The Closing Ceremonies are the final event of the
Competition and include a banquet and an awards ceremony.

2.3. Competitors: Individual members of both Competing and Non-Competing Teams


participating in the events described herein.

2.4. Competitor Code of Conduct: A code of conduct document produced by the


Organizing Committee which governs the conduct of Competitors during the
Competition.

2.5. Concrete Toboggan: A gravity-propelled vehicle that conforms to the requirements


of the official competition rules.

2.6. Crash: At any time during the Run (including braking) when the Toboggan is
considered by Race Officials to be out of control, resulting in concrete running
surface loosing contact with the snow (e.g. the toboggan is lying on its side), and
the Run could not feasibly continue without manual manipulation of the Toboggan
itself. Teams which are able to regain control of their Toboggan and complete the
Run without manual manipulation of Toboggan will not have their Run considered a
DNF. Braking systems which raise the concrete running surface off of the snow will
not be considered a crash as long as the Toboggan is otherwise under control.

2.7. Did Not Finish (DNF): Individual Team Runs on Race Day will be designated as DNF
if the toboggan do not successfully complete a specific run or experience a crash
during that run.

2.8. Disqualification: Teams or competitors may be disqualified from the Competition or


specific events for violation of the competitor code of conduct, or at the discretion
of the Organizing Committee.

2.9. GNCTR: Great Northern Concrete Toboggan Race.

2.10. Judges: Judges are to be impartial, knowledgeable industry and academic


professionals appointed by the Organizing Committee. The Judges are responsible
for reviewing Technical Reports, assessing Technical Presentations, grading teams
on technical aspects of the Competition and assigning scores within their respective
categories. Judges are to be divided into the following categories:

2.10.1. Concrete Judges: Responsible for evaluating the quality of design and
construction of the concrete elements of the Toboggans. Judges will allocate
points based on concrete mix design, performance of the Slab during Race
Day, ingenuity, and construction quality,

2.10.2. Superstructure & Mechanical Judges: Responsible for evaluating the design
and construction of the Toboggan superstructure, including the Brakes,
Steering, roll cage, and safety features.

2.10.3. Safety Judges: Part of the safety committee, and responsible for reviewing
the safety features of toboggans at the pre-race inspection.

2.10.4. Spirit Judges: Impartial volunteers nominated by the Organizing Committee.


The Spirit Judges are responsible for promoting and encouraging Team and
Competition spirit. They are responsible for allocating individual Team spirit
scores and the spirit awards.

2.11. Organizing Committee: The Organizing Committee is responsible for the planning
and execution of the GNCTR Competition. The names and roles of the individual
members of the Organizing Committee can be found in the Registration Package
and on the GNCTR 2018 website.

2.12. Pre-Job Safety Instruction (PSI): A safety document to be completed by teams prior
to the start of a construction activity, outlining the steps for each task, hazards
associated with each task, and controls to mitigate those hazards. PSIs should be
reviewed and signed off by any team member involved in a construction activity.

2.13. Project Schedule: Two submissions (baseline and actual) detailing a Teams planned
tasks and milestones in Gantt chart format, including: design deliverables,
procurement of long lead items, construction activities, and logistics associated with
transporting the toboggan to the event.

2.14. Race Officials: The Race Officials are volunteers contributing to Race Day
operations. Their responsibilities include organizing Teams at the starting area,
preparing the race course between Runs, measuring stopping distances, recording
Run statistics, noting penalties or Disqualifications, and other tasks as required.

2.15. Registration Package: A package produced by the Organizing Committee


containing all pertinent information related to Team registration, transportation, and
accommodations.

2.16. Run: A single official attempt by a Team to ride their Toboggan down the race track.

2.17. Running Surface: Any portion of the toboggan that is in contact with the snow for
the majority of the duration of the run. Braking and Steering components will not be
considered part of the running surface unless they are intended to be in constant
contact with the snow.

2.18. Safety Committee: The Safety Committee is composed of impartial and


knowledgeable industry professionals appointed by the Organizing Committee with
previous GNCTR or other relevant experience. The Safety Committee is responsible
for reviewing Safety Reports and inspecting Toboggans prior to racing.

2.19. Safety Inspection: Safety Inspections will be completed by the safety Judges to
ensure conformance with the Competition Rules and the Teams Safety Report and
design drawings.

2.20. Steering System: The Steering System shall be considered the mechanical system
designed to change the direction of the Toboggan during the course of a race.

2.21. Superstructure: The superstructure shall be considered the portion of the toboggan
that is not in contact with snow in the regular race configuration and is designed to
protect the racers in case of a crash.

2.22. Safety Report A submission outlining the safety features included in the design of
a Toboggan. The Safety Report must include drawings and be submitted by all
Teams (Competing and Non-Competing) prior to racing.

2.23. Team Any Competing or Non-Competing Team registered and participating in the
Competition.

2.23.1. Competing Team Any team comprised solely of current undergraduate


students registered for the Competition that is eligible to receive points and
win the Competition.

2.23.2. Non-Competing Teams Any alumni, business, or student Teams registered


to participate in race activities, but not to compete for points. Non-
Competing Teams are not eligible to win the Competition.

2.24. Technical Display A Teams display at the Technical Exhibition for the purpose of
communicating the technical features of their Toboggan and a description of the
spirit theme chosen.

2.25. Technical Report A document containing description of all design features of a


Competing Teams Toboggan, design calculations, and drawings as required in
Section 5.2.3.

2.26. Technical Presentation A presentation made by members of a competing team to


communicate technical aspects of the design of the construction of the teams
toboggan, including safety considerations.

2.27. Volunteers Any individual officially assisting with running the Competition, and are
not part of the Organizing Committee.

3. CONDUCT
3.1. Competitors attending the competition (as part of either Competing or Non-
Competing teams) must conform to the Competitor Code of Conduct.

3.2. The Competitor Code of Conduct will be posted on the GNCTR 2018 website at least
one month prior to the start of competition.

3.3. All Competitors will be required to sign an agreement to the code of conduct upon
arriving at the competition.

3.4. The Organizing Committee reserves the right to remove any participant or Team
from the Competition or selected activities for conduct in violation of the code of
conduct, or that they determine to be detrimental to the reputation of the
competition. These reasons may include, but are not limited to:

3.4.1. Abuse of the Organizing Committee, Judges, fellow Competitors, Safety


Committee, Race Officials, Volunteers and/or venue employees;

3.4.2. Consumption of alcohol at an unlicensed location;

3.4.3. Possession or consumption of illegal drugs at any time during the


Competition;

3.4.4. Breaking of any specific rules defined by event venues;

3.4.5. Breaking of any rules specified in this document;

3.4.6. Causing damage to property.

3.5. Any participant or Team removed from the Competition will not be allowed to
participate in any subsequent activities and may be removed from the hotel.
Registration fees and damage deposits may not be refunded.

4. REGISTRATION
4.1. All Teams (Competing or Non-Competing) must submit initial and final registration
documents. Deadlines and associated costs will be detailed in the Registration
Package to be posted in future on the GNCTR 2018 website (www.gnctr2018.ca).

4.2. No more than 30 individual competitors may be registered as part of any single
competing team.

4.3. Competing teams must be comprised solely of students who are enrolled in full-time
undergraduate studies at a single post-secondary institution.

4.4. One Competing Team may be registered by any post-secondary institution. It is


permissible for a single post-secondary institution to register more than one team at
the competition, but any subsequent teams must be designated as Non-Competing.

4.5. The Organizing Committee reserves the right to limit the number of Competing
Teams that are registered in the competition. Notice of limited registration capacity
will be communicated clearly via the GNCTR 2018 website.

4.6. All competitors (of either Competing or Non-Competing teams) will be required to
sign a waiver releasing the Organizing Committee from all responsibility for any and
all losses and/or injuries, including death, resulting from participation in the
competition activities. A signed waiver will be required for participation in any and
all Competition events.

5. SUBMISSIONS
5.1. Required Submission Formats

5.1.1. Reports may be submitted in either English or French.

5.1.2. All required submissions must be submitted electronically in PDF format by


the dates specified in Section 5.3. Submit all reports to the VP Technical
(Travis McElveny) via email at technical@gnctr2018.ca.

5.1.3. One (1) bound hard copy of the Technical Report shall be submitted upon
arrival at the designated team registration timeslot. The 11x17 drawing
package (appendix) may be submitted as a separate bound document in
conjunction with the Technical Report.

5.1.4. Teams are not required to submit a hard copy of the Safety Report or
Baseline Project Schedule.

5.2. Required Submissions for Competition Entry

5.2.1. Baseline Project Schedule

5.2.1.1. All Competing Teams are required to submit two Project Schedules
(baseline and actual). The intent of the Project Schedule is to aid and
evaluate Teams ability to plan, monitor, and manage their design and
construction schedule.

5.2.1.2. The baseline project schedule shall be submitted to the Organizing


Committee by the earlier of: (a) Construction commencement; or (b)
the deadline prescribed in Section 5.3.

5.2.1.3. The Project Schedule must be completed in Gantt chart format with
critical path denoted in red.

5.2.1.4. The Project Schedule work breakdown structure must include for each
task or milestone: activity ID, activity description, duration, baseline
start, baseline finish, actual start, actual finish, start variance, and finish
variance.

5.2.1.5. The baseline Project Schedule must be exported to PDF on 11x17


sheet(s) for electronic submission.

5.2.2. Safety Report

5.2.2.1. Each Competing or Non-Competing Team must submit a brief report


outlining the compliance of the Teams toboggan design with the
requirements outlined in Section 7. Teams should specifically highlight
considerations affecting the rider safety during race activities, including
but not limited to racer configuration and protection, effectiveness of
mechanical systems, and special provisions to protect the racers in the
event of a crash.

5.2.2.2. The purpose of the Safety Report is not to provide detailed technical
justification for the design approach, but rather to outline the general
concepts and specific measures to reduce risk of injury during race
activities.

5.2.2.3. Common reasons for Toboggan crashes or injuries have been identified
from past competitions, and are listed below. In the Safety Report,
Teams should specifically describe the measures they have taken to
avoid these problems when racing.

Over-Steering causing crash into side barrier or tipping;


High center of gravity causing lateral instability;
Concrete skis/slab edge digging into snow, leading to tipping;
Ejection of front riders during the run;
Adequately safe seating capacity for five riders.

5.2.2.4. The safety report should not exceed three (3) pages in length,
excluding appendices.

5.2.2.5. Construction drawings for the toboggan must be submitted with the
safety report as an appendix. The drawings must be of sufficient quality
that reviewers can clearly evaluate the effectiveness of the design and
identify potential risks to racer safety.

5.2.2.6. The Safety Committee will review all safety reports submitted by the
prescribed deadline, and feedback will be provided to teams no later
than November 24, 2017.

5.2.2.7. The Safety Committee reserves the right to request response to all or
part of the feedback given with the Safety Report review. If response to
feedback is required of a team, they must submit their responses to the
Safety Committee no later than 11:59:59 PM on the date falling two
weeks after the feedback is given. Late submission of responses to
Safety Committee feedback will be subject to the same point
deductions from the teams competition score as prescribed for late
submission of the Safety Report (Refer to Section 5.4).

5.2.2.8. If a team (Competing or Non-Competing) fails to submit a Safety


Report or a response to safety report feedback prior to the Safety
Inspection as part of the technical exhibition, the team will not be
permitted to participate in race activities.

5.2.3. Technical Report

5.2.3.1. Each competing team must submit a report outlining all aspects of the
design and construction of their toboggan. At a minimum, this report
must include the following:

All design concepts and justification for the toboggan and its
components;
Safety and risk analysis for both design and construction;
Risk mitigation through design;
Description of innovation in the design approach;

Sustainability considerations in the design and construction of


the Toboggan;
Construction methods and justification;
A comparison of planned and actual construction schedule with
explanation of deviations;
Quality control and assurance measures for construction;
Concrete mix design including test results;
Construction documentation of safe work practices including
PSIs or similar as an appendix. A sample PSI form is available to
download from the GNCTR 2018 website (www.gnctr2018.ca);
Description of the teams spirit theme, and its incorporation into
the Toboggan design;
Project management considerations such as budget, schedule,
critical path, milestones, and schedule variances.

5.2.3.2. The body of the technical report shall not exceed 8000 words. No
page limit is imposed on the appendices.

5.2.3.3. The technical report must be clear and concise. There shall be a one (1)
point deduction from a Teams overall score for every 500 words in
excess of the limit outlined in Clause 5.2.3.2. Additional point
deductions may be made from the Teams report score for inclusion of
superfluous information.

5.2.3.4. Appendices shall be for supporting documentation only, i.e. design


calculations, drawings, project schedule, construction photographs, and
testing reports.

5.2.3.5. All reports submitted for the GNCTR 2018 competition must be original
and produced solely by the registered members of the competing
team. Reports may be subject to plagiarism-checking software.

5.2.3.6. Design calculations to verify the structural and mechanical integrity of


all toboggan components and to support the design justification must
be submitted with the technical report as an appendix. All design
assumptions should be clearly stated, and calculations should be
sufficiently clear for detailed review by a third party. At a minimum,
calculations for the following must be produced:

Calculation of demand and capacity of the concrete running


surface of the toboggan;
Detailed calculation of any connection of the superstructure to
the concrete running surface;
Design loads and analysis results for the superstructure;
Analysis and design of all components associated with the
braking, steering, or any other mechanical system included in
the toboggan.

5.2.3.7. Construction drawings for the toboggan must be included with the
report as an appendix. All drawings must be submitted on 11x17 sheets.
Drawings should be neat, legible, and sufficiently detailed that a third
party could construct the toboggan without clarification from the
design team.

5.2.3.8. The baseline and actual Project Schedules must be included in the
technical report as an appendix. Both schedules should follow the
requirements of Section 5.2.1 and be printed on 11x17 sheets.

5.2.4. Concrete Test Cylinders

5.2.4.1. All competing teams are required to provide sample concrete cylinders
upon arrival at the competition.

5.2.4.2. Two (2) concrete test cylinders are required to be submitted by each
Competing Team of their final mix design(s). The intent is to verify
quality control and the compressive strengths listed in the technical
report.

5.2.4.3. Teams utilizing multiple concrete mix designs in the construction of


their toboggan must submit two (2) sample cylinders of each final mix
design.

5.2.4.4. Test cylinders shall be 100mm (4) diameter standard cylindrical


samples, be of the final concrete mix design(s) used, be unbroken, and
have ends pre-ground ready for compressive testing.

5.2.4.5. Team name and cylinder number must be clearly marked on each test
cylinder with permanent marker prior to submittal.

5.2.4.6. Test cylinders shall be cast at the time of toboggan construction.

5.2.4.7. Test cylinders shall be cured in same condition as the toboggan


skis/slab for a period of 28 days. Teams pouring their toboggan late
and unable to achieve a 28 day cure period must note this in their
technical report along with projected compressive strength at time of
testing.

5.2.4.8. The Organizing Committee, and/or designated representatives of them,


will conduct compressive strength testing of the sample cylinders
during the competition in accordance with CSA A23.2. Cylinders that
are found to have a compressive strength less than 90% of the
reported compressive strength will be assessed a three (3) point
deduction to their overall total score.

5.3. Submission Deadlines

5.3.1. All Competing teams must submit their Baseline Project Schedule no later than
11:59:59 PM on October 2, 2017.

5.3.2. All Competing teams must submit their Safety Report no later than 11:59:59 PM
on November 6, 2017.

5.3.3. All Competing teams must submit their Technical Report no later than 11:59:59
PM on January 8, 2018.

5.3.4. All Non-Competing teams must submit their Safety Report no later than 11:59:59
PM on January 8, 2018.

5.4. Point Deductions for Late Submissions

5.4.1. Competing teams who submit the Safety Report after the deadline will receive a
0.5 point deduction from their total score for each day the submission is late.
Teams who are required to respond to feedback provided by the Safety
Committee, and fail to do so within the specified timeframe, will receive a
further 0.5 point deduction from the total score for each day the response is
late. The maximum total deduction for late submissions of the safety report and
response to feedback will be 10 points, unless a team exceeds this limit prior to
the original submission, in which case subsequent late submission of response
to feedback may result in further point deduction, to a maximum of 5 points.

5.4.2. Competing teams who submit the Technical Report after the deadline will
receive a 0.5 point deduction on their Technical Report score per day that the
report is late. Submission of a Technical Report is not required for Teams to race
or compete in the Competition.

5.4.3. Competing Teams who submit the baseline Project Schedule after the deadline
will receive a 0.5 point deduction on their total score for each day the
submission is late, up to a maximum deduction of 5 points. A Team may
petition the Organizing Committee to nullify this penalty if the Team can prove
they had no intention prior to October 2nd to register for GNCTR 2018.

6. SCORING AND JUDGING


6.1. To preserve the integrity of the Competition, the Organizing Committee, Judges,
and the Safety Committee reserve the right to add, delete, or modify any judging
criteria (and their associated score values) at any time prior or during to the
Competition. Teams will be notified immediately in the event of any rule changes.

6.2. Points will be awarded to teams based on their performance in a number of different
categories. The following table describes these categories and shows the points
available to teams for each. Refer to Appendix A of these rules for a more detailed
breakdown of scoring criteria.

6.3. Scores for individual categories will be determined by Judges for the respective
category using scoring rubrics developed prior to the Competition. Every effort will
be made by the Organizing Committee and Judges to ensure impartial and
consistent judging of all Teams.

6.4. A detailed breakdown of individual Team scores will be available on the GNCTR 2018
website (www.gnctr2018.ca) shortly after the conclusion of the Competition.

6.5. The Spirit Judges will evaluate team spirit on an on-going basis throughout the
event. A separate spirit judging package will be made available prior to the
Competition which will outline spirit guidelines and expectations.

6.6. Protests

6.6.1. If a Team feels that it has been unfairly judged during the course of the
Competition, the Team captain may submit a written protest to the
Organizing Committee. Protests can be emailed to technical@gnctr2018.ca.

6.6.2. Protests must be submitted at least one (1) hour prior to the start of the
Closing Ceremonies.

6.6.3. Protests must be submitted with a $100 deposit that will be returned if the
Team's protest is found to be justified.

6.6.4. Decisions will be made by the Organizing Committee and Judges prior to the
Closing Ceremonies. All decisions will be final.

7. TOBOGGAN REQUIREMENTS
7.1. General

7.1.1. Toboggan Weight

7.1.1.1. The Toboggan shall weigh no more than 159 kg (350 lb) in its unloaded
racing configuration. This configuration must include all safety
equipment specified in the Safety Report and identified by the Safety
Judges during the review of the Safety Report.

7.1.1.2. Additional material may be added to the toboggan in excess of the


159kg weight limit (up to a maximum of 4.53 kg additional weight), for
necessary modifications identified during the pre-race Safety
Inspection, only if the requirements had not previously been identified
to the team in review of the safety report.

7.1.1.3. Over-weight Toboggans will be allowed to race but will be penalized


five (5) points in addition to two (2) points per kg in excess of the limit
(rounded up to the nearest half kilogram) from their overall score.

7.1.1.4. Toboggans will be weighed using a floor-based car scale.

7.1.2. The Toboggan must be able to safely and comfortably accommodate five riders.
Teams must be able to demonstrate this at the Technical Exhibit and during all
pre-race Safety Inspections if requested.

7.1.3. The Toboggan must have an attachment point for a tow cable to pull the
toboggan to the top of the race hill. A 50 mm diameter (minimum) eyelet, U-
bolt, or similar is typically required for this. Teams should demonstrate in their
technical report that this attachment point is appropriate for forces generated
from towing up the incline. Teams that do not provide an attachment point will
not be transported to the top of the hill and will not be able to race.

7.1.4. All toboggan and component designs submitted to previous competitions are
considered to be in the public domain and are valid to be replicated by
Competing Teams, provided that proper technical justification is provided and
evidence of new construction is demonstrated in the technical documents.

7.1.5. Any Team presenting design calculations that the Judges deem to be
insufficient or technically flawed will be subject to a thorough Safety Inspection
and may be deducted points for Toboggan design and/or not permitted to race.

7.1.6. Teams should use commonly accepted engineering practices in developing


design loadings and in calculation of member capacities.

7.2. Toboggan Running Surface

7.2.1. The Toboggan's running surface must be comprised entirely of concrete. Refer
to Section 2 for the definition of the running surface.

7.2.2. All concrete used in toboggan construction must be comprised of cementitious


materials containing a minimum of 30% Portland cement by mass.

7.2.3. Ski wax is the only permissible coating for the running surface. The type used
and method of application must be clearly indicated in the Technical Report.

7.2.4. Teams should explicitly calculate the capacity of any connections of the
superstructure to the concrete running surface and demonstrate that the
capacity exceeds likely demand during all foreseeable race conditions.

7.3. Toboggan Superstructure

7.3.1. The Toboggan must have a superstructure which is capable of acting as a roll
cage to withstand any foreseeable crash impact and protect all riders.

7.3.2. Teams must clearly state in their technical report all assumptions made in
preparation of design calculations for loads and resistances, with justification
for any load or resistance factors used.

7.3.3. The following should be accepted by all teams as minimum crash or impact
cases to be considered in design of the toboggan superstructure. Teams are
required to justify all design cases in the technical report.

Front or Rear Impact at 65 km/h design speed;


Roll-over impact at 75% of the design speed;
Side Impact into crash barriers at 50% of the design speed.

7.4. Mechanical Systems

7.4.1. Braking System

7.4.1.1. The Toboggan must have a Braking System capable of safely bringing
the Toboggan to a stop in a reasonable distance at the conclusion of
each Run.

7.4.1.2. The portion of the Braking System acting on the snow and generating
the Toboggans stopping force shall not be placed forward of the
Toboggans centre of gravity. The Braking System itself may be
mounted or otherwise located forward of the Toboggans center of
gravity as long as the above criteria is adhered to.

7.4.1.3. Gravity powered Brakes shall not exclusively utilize rider weight to
provide downward braking force. Designs which utilize the overall
Toboggan and rider weight may be permitted provided they meet the
safety requirements of Section 7.6 and they do not adversely affect
rider safety.

7.4.2. Steering System

7.4.2.1. The Toboggan must have a Steering System. The use of weight-shift
steering is permitted, but only as a secondary measure to supplement a
deliberate mechanical steering system.

7.4.3. Other Mechanical Systems

7.4.3.1. Other mechanical systems, such as suspension, are permitted if the


team provides design calculations to demonstrate capacity to resist
forces resulting from any of the design impact cases.

7.5. Construction

7.5.1. All competing teams must construct an entirely new toboggan, containing no
part or component which has been used in construction of a previously
submitted concrete toboggan, with the following exceptions:

7.5.1.1. The repurposing of salvaged raw materials such as individual lengths of


roll frame tube is permitted.

7.5.1.2. A team may repurpose all of, or some part of, a toboggan
superstructure that was submitted to a previous competition by the
same University or College. This may only be done if sufficient
justification is provided to the Organizing Committee. One possible
justification is significant effort to improve on a previous superstructure
design by modification. Teams are highly encouraged to seek approval
from the Organizing Committee prior to proceeding with design and
construction using a repurposed Toboggan Superstructure. Under no
circumstances will a Toboggan Superstructure be permitted to be used
for more than two competitions. Teams which elect to repurpose a
prior superstructure without significant effort to modify or improve
may only receive partial points for superstructure design.

7.5.2. Non-Competing Teams may re-use a Toboggan from a previous competition.


Non-Competing teams may not be required to modify their toboggans to
conform to current rules, provided the toboggan was in accordance with the
rules at the time of its first use.

7.5.3. All Toboggans must be constructed exclusively by the Team with


photographic documentation of the construction process provided in the
Technical Report and with the Technical Display. The contracting of
specialized work, such as welding, is permitted only if some specific licensure
is required to perform the work, or if it is deemed to be too severe of a safety
risk for a team member to complete the work.

7.6. Safety

7.6.1. There must be clear space for roll protection (50 mm minimum) between the
head of the tallest rider and the inside of the roll cage.

7.6.2. Bottom and sides of Toboggan must be enclosed to ensure no part of any
rider can be ejected from the Toboggan during a crash. The toboggan will be
considered to be enclosed if well-secured paneling or mesh is fixed to the
toboggan, and it is deemed to be sufficient to contain the racers in event of a
crash.

7.6.3. The riders seating area shall be flat and free from bolts, Frame members, or
other protruding objects.

7.6.4. No sharp objects are permitted inside or outside of the Toboggan.

7.6.5. All Frame components enclosing the riders shall be padded with foam (6.5
mm minimum thickness).

7.6.6. Hand grips must be provided for all racers (at least as many handles as racer
arms in the toboggan).

7.6.7. T-bars or other Frame members impeding forward movement of the rider are
prohibited. The front of the Toboggan and associated frame members are
exempt from this requirement.

7.6.8. Individual rider seats may be utilized, but seat backs must be padded to
protect rearward riders in the event of a collision. Seats must be securely
fastened to the Toboggan. Seats and mounting system shall be designed to
accommodate forces exerted during a collision.

7.6.9. No restraint system which connects riders to the Toboggan may be used
except as provided in Clause 7.6.11.

7.6.10. Steering Systems shall have limiter devices to prevent oversteering during
the course of a Run.

7.6.11. Individual rider safety harnesses are not mandatory but may be used if
desired. Harnesses shall be a five point style meeting the requirements of the
National Hot Rod Association (NHRA) drag racing requirements (Section
10.5). Harnesses shall be securely mounted to the Frame, with both the
mounting system and Frame designed for the forces exerted during a
collision event.

8. TOBOGGAN INSPECTIONS
8.1. All Toboggans will be subject to a Safety Inspection by the Safety Committee. The
official Toboggan weigh-in will occur following a successful Safety Inspection.

8.2. The Safety Inspection will be completed during the Technical Exhibition. The Safety
Inspection order will be announced prior to the Technical Exhibition day and the
Organizing Committee will endeavour to ensure inspections do not conflict with the
Technical Presentations.

8.3. Teams which fail to attend their scheduled Safety Inspection will be deducted two
(2) points from the Teams total score.

8.4. Teams that do not pass their Safety Inspection or found to exceed the toboggan
weight limit will be permitted to make modifications to their Toboggan and have
their Toboggans re-inspected and/or re-weighed following the scheduled Safety
Inspections, on a first-come, first-served basis.

8.5. Any Toboggan that does not pass the Safety Inspection, and fails to make revisions
as per the requirements of the Safety Judges, or fails to pass subsequent re-
inspection, will be prohibited from racing.

8.6. Toboggans must be re-inspected and weighed following any modifications that are
made after the initial safety inspection. Such modifications include, but are not
limited to:
Changes to Steering and Braking Systems;
Replacement of Slabs and/or Skis;
Changes to the rider safety features;
Addition or removal of any components.

8.7. Toboggans must be re-inspected after any crash that occurs during Race Day runs
before being permitted to race again.

8.8. Following the Safety Inspection and weigh-in, no further modifications to the
Toboggan will be permitted without the knowledge and permission of the Judges
and Safety Committee.

8.9. Any Team caught racing or attempting to race without having their Toboggan re-
inspected following modifications or a collision will be penalized at the discretion of
the organizing committee, up to and including disqualification from all remaining
races and surrender of all points earned during Race Day.

9. TECHNICAL EXHIBITION
9.1. General

9.1.1. All Competing Teams must be present at the Technical Exhibition and adhere
to the requirements of this section.

9.1.2. Teams are prohibited from performing any modifications to the toboggan
which could damage the facility, such as grinding, painting, waxing etc., on
the premises of the technical exhibition.

9.1.3. All Team members are required to be knowledgeable about the design and
construction of the Toboggan and will be expected to answer any questions
that the Judges may ask.

9.2. Technical Display

9.2.1. Each Competing Team must present a Technical Display showcasing their
Toboggan and design process.

9.2.2. The Toboggan and any parts to be used during the race must be present at
the Technical Display.

9.2.3. Design and aesthetics of the Technical Display shall incorporate the Team
theme. Spirt Judges will judge the Technical Display for relevance to the
Team theme.

9.2.4. Each Team must have at least three (3) Team members present at their
display for the duration of the scheduled Technical Exhibit. All team members
are expected to respond to basic questions about the Toboggan and design
during the Technical Exhibit, and also to know which team member to defer
in-depth technical questions to.

9.2.5. Each Team will be allotted a space within the Technical Exhibition to display
their Toboggan and Technical Display. Teams will be given two adjacent
10x10 areas, which must entirely contain the toboggan display and the
technical display, respectively. Note: This provision of display areas is subject
to change upon final confirmation with the exhibition venue and will be
confirmed on the GNCTR 2018 website (www.gnctr2018.ca).

9.2.6. Only the Toboggan and additional parts to be used on Race Day may be
displayed within the Toboggan display area. A raised platform for display of
the Toboggan will be permitted.

9.2.7. Each Team must provide floor protection for both the Technical Display and
Toboggan display area. Teams not supplying floor protection may not be
permitted to set up their Technical Display. A rug or similar material is
typically sufficient floor protection.

9.2.8. Technical Displays shall generally be limited to 8-0 in height. Technical


Displays taller than 8-0 or those containing an accessible suspended floor

must comply with applicable local building codes regarding the construction
of temporary structures.

9.2.9. The Organizing Committee reserves the right to prohibit the use of structures
which violate any criteria outlined herein.

9.3. Technical Presentations

9.3.1. Each Team will conduct two (2) formal presentations on the design features
of their Toboggan. One presentation will focus on their concrete mix and
concrete reinforcement, and the other on the Toboggan's Frame, Steering,
and Braking components.

9.3.2. Teams will be required to provide an informal safety presentation to


accompany the safety inspection. The intention of this is to highlight risks
inherent to the design and how the team has mitigated these risks.
Performance in this presentation will contribute to the overall safety score
allocated to the team.

9.3.3. Presentations will be scheduled during Technical Exhibit. Teams will be


provided with the schedule prior to the Technical Exhibition.

9.3.4. Presentations will be strictly limited to five (5) minutes of presentation


followed by five (5) minutes for questions from the Judges.

9.3.5. Presentations will be judged on the technical content, presentation quality,


and communication skills of the presenter.

9.3.6. A projector and laptop will be provided in each presentation room for the use
of the presenters. Any presentation slides must be in Microsoft PowerPoint
format (2010 or older) and saved on a USB key. A preparation time period
prior to the presentation will be provided to permit Teams to familiarize
themselves with the presentation rooms and upload their presentations.

9.3.7. Teams failing to attend their slotted presentation time will score zero on their
Technical Presentation.

10. RACE DAY


10.1. General

10.1.1. Order of Race Events:


Drag Race;
Giant Slalom;
King of the Hill.

10.1.2. Racing order will be selected randomly and provided to teams prior to race
day.

10.1.3. The Organizing Committee reserves the right to modify or exclude specific
events due to weather and track conditions, time constraints, or other
unforeseen circumstances.

10.1.4. The Organizing Committee reserves the right to remove, add, or modify race-
specific rules prior to Race Day due to weather and track conditions, time
constraints, or other unforeseen circumstances. Any race-specific rule
changes will be provided to the Team captains prior to Race Day and posted
at the race hill.

10.1.5. Riders must remain within the Toboggan during the entire Run and may not
exit the Toboggan until it reaches a complete stop. In the event that a rider
leaves the Toboggan during the Run or before the Toboggan has come to a
complete stop, the Run will be considered a DNF and will not count towards
scoring.

10.2. Competitor Safety

10.2.1. Riders are not permitted to be under the influence of Drugs or Alcohol while
racing. Teams caught with a rider under the influence of Drugs or Alcohol will
immediately be prohibited from racing and will lose all points for Race Day
activities accrued up to the time of the infraction.

10.2.2. Teams must adhere to the safety requirements for the toboggan as
described in Section 7.6.

10.2.3. All riders must have a fitted, unmodified, and certified (DOT, SNELL or
equivalent) snowmobile or motorcycle helmet and be wearing it as instructed
(chin straps secured) until they have safely left the racetrack.

10.2.4. All riders must have themselves and all their limbs inside the Toboggan
Frame at all times during the Runs. Riders are not permitted to stand at the
rear of the Toboggan.

10.2.5. The boundaries of the racetrack will be clearly marked. Spectators (anyone
not riding a Toboggan) are not allowed on the racetrack at any time.
Violation of the Rule by any member of a Team may result in that Team's
Disqualification from Race Day.

10.2.6. All Competitors must be dressed in an appropriate manner for the race. The
starting official may direct participants to change their attire prior to a Run.

10.3. Racing Hill Geometry

10.3.1. Races will take place on a snow-tube type hill. The Organizing Committee
may update this section with specific hill geometry pending availability from
hill management.

10.4. Race Starts

10.4.1. A Team and their Toboggan must be present in the starting staging area at
least five (5) minutes before the start of their Run. Failure to do so may result
in the Team forfeiting their Run.

10.4.2. Teams must not start their Run until directed to do so by a Race Official.

10.4.3. A Team is allowed to have two (2) members from their Team help push their
Toboggan at the start of the Run.

10.4.4. The pushing start line will be identified on the hill at Race Day. The front of
the Toboggan must be in front of the identified pushing start line at the
beginning of the push start.

10.4.5. The riders on the Toboggan may not help push the Toboggan.

10.4.6. In the event the Team does not have the members necessary, Volunteers
may be employed from the start area to push the Toboggan.

10.4.7. The designated pushers must push against the superstructure and not on the
riders.

10.4.8. Pushers shall commence their pushing efforts while in contact with the
Toboggan. Running starts will not be permitted.

10.4.9. The pushers must release contact from the Toboggan prior to the Toboggan
crossing the start line and make a reasonable effort to not cross the start line.
Failure to do so may result in the Run being marked DNF at the discretion of
the Race Officials and Judges.

10.5. Provisions in Case of Crash

10.5.1. Refer to Section 2 for the definitions of Crash and Did Not Finish (DNF).

10.5.2. In the event of a Crash, no attempt to continue the Run shall be made, and
the riders will be expected to safely leave their Toboggan and transport it to
the bottom of the hill.

10.5.3. In the event that a toboggan stalls during a run, but is otherwise in upright
position and facing downhill, the run will be recorded as a DNF. However, the
team will be permitted one opportunity to have their designated pushers
restart the motion of the toboggan in an effort to reach the finish line. If the
toboggan subsequently stalls a second time, the run shall be abandoned, and

the racers must exit the toboggan and safely transport it to the bottom of
the hill.

10.5.4. Teams that successfully complete the race course by crossing the finish line,
but fail to stop the toboggan within the designated braking area will not be
recorded as DNF, but will receive a braking score of zero (0) for the run.

10.5.5. Any toboggan involved in a crash or braking failure as defined in Clause


10.4.4 must be reviewed by the team, and is permitted to be repaired as
required. If a team intends to continue to use a toboggan that has crashed or
experienced a braking failure, it must be brought to the Safety Judges for
official re-inspection prior to attempting subsequent races.

10.6. Race Events

10.6.1. Drag Race

10.6.1.1. The race course will be set up with three sets of gates, oriented in a
straight line. At the base of the run, there will be a designated braking
area defined by the finish line and a crash barrier constructed some
distance beyond the finish line.

10.6.1.2. The object of this run is to complete the course in the shortest time
possible, while passing through each gate without contacting the gate
markers, and to stop the toboggan within the braking area in the
shortest distance possible.

10.6.1.3. Each team will be permitted one attempt to complete the drag race
course.

10.6.2. Giant Slalom

10.6.2.1. The race course will be set up with three sets of gates, staggered
laterally across the width of the course. At the base of the run, there
will be a designated braking area defined by the finish line and a crash
barrier constructed some distance beyond the finish line.

10.6.2.2. The object of this run is to complete the course in the shortest time
possible, while passing through each gate without contacting the gate
markers, and to stop the toboggan within the braking area in the
shortest distance possible.

10.6.2.3. Each team which successfully completed the drag race course, or
which recorded a DNF in the drag race course and subsequently
passed a safety re-inspection, will be permitted one attempt to
complete the Giant Slalom course,

10.6.3. King of the Hill Tournament

10.6.3.1. Any team which successfully completes at least one of the drag race or
giant slalom race, and has passed any necessary safety re-inspections,
will be entered into the King of the Hill tournament.

10.6.3.2. Teams will be seeded for the tournament based on ranking of their
fastest completed run in either the drag race or giant slalom race. The
tournament bracket will be posted at the base of the racing area prior
to the tournament start.

10.6.3.3. The race course will be cleared of any gates. Two (2) Teams will race
down the hill simultaneously in separate lanes. The Team that crosses
the finish line first will advance to the next round.

10.6.3.4. Teams which Crash or do not cross the finish line will be considered
DNF and will not continue in the tournament. Should both Toboggans
Crash during a head to head race, both Toboggan runs will be
considered DNF and both teams will be eliminated from the
tournament.

10.6.3.5. The tournament follows sudden death format.

10.6.3.6. In the event of an odd number of Teams Competing in the tournament,


the Team with the fastest recorded Run time from throughout the Race
Day may be granted a bye to the next round of the tournament at the
discretion of the Race Officials.

10.6.3.7. The winner of the last tournament race is crowned King of the Hill.

10.6.3.8. Non-Competing Teams will be permitted to participate in a separate


King of the Hill competition following the same rules, if time permits.

10.7. Scoring

10.7.1. Fastest Run

10.7.1.1. The fastest run time for each team shall be the lesser of the run times
recorded for the drag race and giant slalom runs.

10.7.1.2. Points will be awarded to any team that completes at least one of the
drag race or giant slalom runs. If a team fails to complete either of the
runs, they will be awarded no points.

10.7.1.3. Points will be allocated based on a teams fastest run time relative to
the best and worst recorded run times. The following formula will be
used to calculate the points awarded to a team:

10.7.2. Steering Performance

10.7.2.1. Steering Performance will be judged for any run in either the drag race
or giant slalom events that a team attempts.

10.7.2.2. Points may be awarded to any team that completes at least one of the
drag race or giant slalom runs. If a team fails to complete either of the
runs, they will be awarded no points. Only runs which are attempted
will be graded for steering performance.

10.7.2.3. Teams will receive a score for each eligible run they attempt. Teams will
start each run with 6 points, and will be assessed deductions for
infractions during the run, defined as follows:
1 point deducted for contacting a gate marker, per occurrence;
2 points deducted for missing a gate, per occurrence;
3 points deducted for striking the side barrier of the course, per
occurrence;
6 points for a crash or otherwise DNF result.

10.7.2.4. The score to be used for awarding of competition points will be the
average of the score(s) earned by a team for any runs they attempt.

10.7.2.5. Points will be allocated based on a teams average score relative to the
best and worst average scores. The following formula will be used to
calculate the points awarded to a team:

10.7.3. Braking Performance

10.7.3.1. Braking Performance will be judged for any run in either the drag race
or giant slalom events during which a team attempts to brake. Braking
performance will not be judged for any subsequent king of the hill runs.

10.7.3.2. Points may be awarded to any team that completes at least one of the
drag race or giant slalom runs. If a team fails to complete either of the
runs, they will be awarded no points. Only runs in which braking is
attempted will be graded for braking performance.

10.7.3.3. The braking score for any particular run will be based on the calculated
acceleration of the toboggan. The toboggan speed will be recorded at
the crossing of the finish line. The stopping distance will be measured
from the indentation in the snow where the brake was first applied to
the brake location in the toboggans final resting place. The rate of
acceleration will be calculated for each run using this information. If a
toboggan fails to stop within the specified braking area, the run will be
considered a braking failure and zero points will be awarded for the
run.

10.7.3.4. Points will be allocated based on a teams average acceleration relative


to the best and worst average accelerations. The following formula will
be used to calculate the points awarded to a team:

10.7.4. King of the Hill Tournament

10.7.4.1. All teams that participate in the King of the Hill tournament will receive
points. Any team which does not qualify for the King of the Hill
tournament will receive no points.

10.7.4.2. The winner of the tournament will be awarded a full 7.5 points, and the
runner-up will be awarded 6 points.

10.7.4.3. Teams which are eliminated in rounds prior to the final race will be
awarded points based on a tiered system that is established at the time
of setting the tournament bracket. The point system will be calibrated
to award 5 points to semifinalists and 1 point to teams eliminated in the
first round.

11. AWARDS
11.1. General

11.1.1. Awards will be presented at the Closing Ceremonies.

11.1.2. Depending on scores, participation, and/or toboggan designs the awards


listed herein may be modified or not be presented at the discretion of the
Organizing Committee. Registered Teams will be notified immediately of any
changes made to the awards outlined herein.

11.1.3. Awards partially or fully selected by competitors will be voted on at the final
captains meeting prior to Closing Ceremonies. Each Competing and Non-
Competing Team captain will cast a single vote (on behalf of their Teams
collective vote). A Team may not vote for themselves. These awards
include: Peoples Choice, Most Aesthetically Pleasing Toboggan, Most
Spectacular Run, and Most Aesthetically Pleasing Technical Exhibit.

11.2. List of Awards

11.2.1. Overall

11.2.1.1. First Place, Overall Champion & Recipient of the CSCE Cup: Awarded

11.2.1.2. Second Place: Awarded to the Team with the second highest overall
score.

11.2.1.3. Third Place: Awarded to the Team with the third highest overall score.

11.2.1.4. Best New Team: Awarded to the new Team with the best overall score.
A "new team" is defined as a team that has never competed at GNCTR
before, or has not competed in the past two (2) years at GNCTR 2016
in Ottawa and GNCTR 2017 in Winnipeg.

11.2.1.5. Best Non-Competing Team: Awarded to the Non-Competing Team


with the highest overall non-competing team score, based solely on
Race Day performance and spirit.

11.2.1.6. People's Choice: Awarded to the Team that other Teams deem to be
the most spirited, fun, innovative, and one that enhances the
competition for other teams around it. The Peoples Choice Award is
voted on at the final captains meeting prior to Closing Ceremonies.

11.2.1.7. Most Improved Team: Awarded to the Team that has competed in
GNCTR competitions for the past two (2) years and posted the
greatest overall score improvement from the 2017 competition.

11.2.1.8. Most Sustainable Team: Awarded to the Team that best demonstrates
in their Technical Report and Technical Display how the Team was

sustainable in both the choice and use of materials in the design


process, construction, and disposal of their Toboggan. The award will
be based on the sustainability of the following criteria: concrete mix
design; ski and/or slab formwork; toboggan frame; toboggan
mechanical systems; the Teams construction methods; the Teams
technical display; and, the Teams costumes.

11.2.1.9. GNCTR Excellence in Safety Award: Awarded to the Team displaying


the highest excellence in safety practices based on the following
criteria:
Design (30%): justification given in the Technical Report as to
how safety was considered and maximized in the Teams
toboggan design;
Construction (30%): implementation of safe work practices such
as Pre-Job Safety Instructions (PSIs) by the Team throughout the
toboggan construction process;
Presentation (30%): based on a Teams answers given to the
Safety Judges questions to explain design and address any
potential concerns;
Race Day (10%): demonstration of a safety culture by the Team
throughout Race Day.

11.2.2. Toboggan Design

11.2.2.1. Best Theoretical Toboggan: Awarded to the Team with the highest
Toboggan design score.

11.2.2.2. Best Concrete Mix Design: Awarded to the Team with the highest
concrete mix design score with factors including concrete strength,
sustainability, innovation, and design justification.

11.2.2.3. Best Concrete Reinforcement Design: Awarded to the Team with the
highest concrete reinforcement design score.

11.2.2.4. Best Braking Design: Awarded to the Team with the highest Braking
System design score.

11.2.2.5. Best Steering Design: Awarded to the Team with the highest Steering
System design score.

11.2.2.6. Most Innovative Design: Awarded to the Team with the highest
originality & innovation score. This award will be given to the team that
has shown an effort to create a design that differs from designs
submitted by current and previous teams.

11.2.2.7. Most Aesthetically Pleasing Toboggan: Awarded to the Team who the
Judges and competitors deem to have designed and built the most
aesthetically pleasing Toboggan. Both Judges and spectators will have
the ability to vote for the most aesthetically pleasing Toboggan. The
following weighting will be used to calculate the score for the award:
Judges: 50%; Competitors: 50%.

Technical Display score based on the informative content of the exhibit
through posters, product samples, and other medium.

11.2.3.3. Best Technical Presentation: Awarded to the Team with the highest
Technical Presentation score.

11.2.4. Race Performance

11.2.4.1. Best Performing Toboggan: Awarded to the Team with the highest
Race Day score.

11.2.4.2. Best Steering Performance: Awarded to the Team with the highest
steering performance score.

11.2.4.3. Best Braking Performance: Awarded to the Team with the highest
braking performance score.

11.2.4.4. King of the Hill: Awarded to the Team that places first in the King of the
Hill Tournament on Race Day.

11.2.4.5. Fastest Run Time: Awarded to the Team with the fastest run time.

11.2.4.6. Most Spectacular Run: Awarded to the Team the Judges and
spectators deem to have had the most spectacular Run to watch on
Race Day. Both Judges and spectators will have the ability to vote for
the most spectacular run. The following weighting will be used to
calculate the score for the award: Judges: 50%; Competitors: 50%.

11.2.5. Spirit

11.2.5.1. Best Team Spirit, and Recipient of the Spirit Cup: Awarded to the Team
with the highest overall Team Spirit score.

11.2.5.2. Best Theme Costumes: Awarded to the Team with the best costumes.

11.2.5.3. Most Aesthetically Pleasing Technical Exhibit: Awarded to the Team


who the Judges and competitors deem to have designed and built the
most aesthetically pleasing Technical Exhibit that showcases both their
spirit theme and originality. Both Judges and spectators will have the
ability to vote for the most aesthetically pleasing Technical Exhibit. The
following weighting will be used to calculate the score for the award:
Judges: 50%; Competitors: 50%.

11.2.6. Corporate Awards

11.2.6.1. Corporate awards to be announced at a later date.

12. WIN BY DEFAULT


12.1. General

12.1.1. Any Team may be awarded the title of overall GNCTR Champion if they are
able to completely satisfy at least two (2) of the following requirements,
hereby causing a "win by default". Winners by default will be awarded
regardless of actual competition performance.

12.2. Requirements for a Win by Default

12.2.1. The Team must successfully transport their entire Toboggan to the
Competition within their carry-on baggage using the allowance provided by
their transporting airline. Photographic evidence of packing, security, and
stowage during flight must be provided.

12.2.2. The Team must successfully transport their entire Toboggan to Race Day
within briefcases. One average sized brief case (300 mm x 450 mm x 100
mm) per team member will be permitted.

12.2.3. Each registered Team member (no less than 10 members for eligibility) must
attend the 2017 Oktoberfest in Munich, Germany, accompanied by Onkel Hans,
the official mascot of the Kitchener-Waterloo Oktoberfest. Date-stamped
photographic evidence of the travels and passport stamps must be provided
to the Organizing Committee.

12.2.4. The Team must construct their Toboggan running surface and superstructure
entirely using conventional reinforced concrete. The use of non-concrete
elements for connection of mechanical systems is permitted as required.
Teams must provide photographic evidence of the construction of the
Toboggan to verify that only conventional reinforcing bars were used.
Toboggans may exceed the prescribed weight limit by no more than 50 lbs.

12.2.5. All registered Team members must dress as geese and communicate solely via
honking noises throughout the entirety of the Competition. This includes:
Opening Ceremonies, Competitor Interaction Day, the Technical Exhibition,
Race Day, social nights, meals, sleeping, etc. Subtitles translating honking to
English or French are permitted at the bottom of the PowerPoint slides during
the Technical Presentation. Photographic, audio, and video evidence of the
Teams full adherence to these requirements is mandatory.

12.2.6. The Team must bring the Organizing Committees combined weight in
sauerkraut, +/- 1%, to the toboggan weigh-in during the Technical Exhibit.
Sauerkraut shall be homemade and moist cured covered in burlap for a period
of 28 days. Sufficient documentation must be provided proving that the
sauerkraut was cured at the ideal temperature range of 18C to 22C, with no
more than a 3C temperature swing during fermentation.
