1. What is smart school?

Smart School is a Malaysian education system which learning institution that


reconstructed systematically teaching-learning and school management in order to prepared
children for Information Age. Smart School had become one of the seven flagships of the
Multimedia Super Corridor (MSC) that will carry out in 2000. Early in 1996, the Ministry of
Education was created laws of Smart School concept. There was teaching and learning based
on creative thinking. Technology as a important component in Smart School concept when
Smart School project exist as one of application that are part of Malaysian Multimedia Super
Corridor (MSC).

Learning institution of Smart School was created systemically reinvented in term of


teaching and learning practice and school management in order to prepare student for
Information Age. In the Information Age, a Smart School will evolve over time continuously
developing its professional staff, education resources and its administrative capabilities to
adapt to changing condition, while continuing to prepare student life.

The benefit of Smart School assessment is teachers, students and parents will be able
to access on-line assessment items. It will causes increasing of living certification, which not
only attest to students cumulative accomplishments but will also be open to continued
improvement on a lifetime basis. The new teaching strategies will need teaching-learning
materials designed that will accommodate student differing needs and abilities. It is will lead
students to take greater responsiblility for managing and directing their own learning. Smart
school managemeny can be manage efficiently and effectively when the primary objective
were correlation with the resources and process that required to support the teaching-learning
function.

Therefore, teaching and learning process were included the process of curriculum,
pedagogy, assessment and teaching-learning materials in a mutually reinforcing, coherent
manner. The curriculum process will help student achieve overall balanced development and
integrate knowledge, skills, values, and correct use of language. Then Smart School pedagogy
will seek to make learning more interesting, motivating, stimulating and meaningful. It is also
involve the children mind, spirit and bodies in the learning process.

The strategies in Smart School pedagogy were use an appropriate mix of learning
strategies to ensure mastery of basic competencies and promote holistic development,

accommodate individual different learning styles, so as to boost performance and foster a
classroom atmosphere that is compatible with different teaching-learning strategies. The
Smart School management will need strong, professional administrators and teachers who can
articulate school goals clearly, lead teaching at theschool, and elicit strong parental and
community support to fulfill its objective.

Finally, Smart School is important in Malaysian education system in line withand in


support of the nation drive to fulfil Vision 2020. At the same time, the individuals who are
intellectually, spiritually, emotionally and physically balanced and harmonious can be well
produce.

2. The roles played by the pricipal, teacher, student and parents in order to achieve
the goals and objectives of smart school.

There are several groups of stakeholders that play important role in order to ensure
that the Smart School plan always in a good conditions. There are five stakeholders that are
involve as the key to the success of Smart School which is school stakeholders, community
stakeholders, MoE stakeholders, state stakeholders, and industry stakeholders. Now we will
discuss the most important groups that will helps to achieve the goals and objectives of Smart
School which is teachers, students and parents.Teachers and students were in the school
stakeholders while parents are in group of the community stakeholders. Teachers, students and
parents participations with full commitment are the source and major factor to fulfil the goals
and objectives that already been listed in the Malaysian smartschool programmed. As we all
know there are five goals that have to be fulfil which is provide all around development of the
individual, provide opportunities to enhance individual strength and abilities, increase
participation of stakeholders, democratise education and produce a thinking and technology
literate workforce. We will first look at the group of school stakeholders which is teacher.

Teachers are the main source and primary deliver for students to refer in order to get
information. The roles that can be played by teachers to accomplish the goals of smart school
are they have to well planned and preparation of learning activities so that the student we
enjoy in learning timeeither inside the classroom or outside the classroom. For example,
teachers can do an internet searching on the topic that will discus in the next session of
teaching.

Next, teacher should provide additional material that related to the topic so that
students have lots of material to refer not just using textbooks and workbooks. Furthermore,
teachers have to be ready inusing visual, auditory and kinaesthetic learning in order to make
the learning more efficiently. Teachers also have to manage a technology enrich to the school
environment which mean teachers have to allow student to explore the technology that can
make the students torespect the knowledge not just for passing the examination but it can be
use in a wide range that is an awareness of the students to a personal and a society gain.

Teachers have to optimise the usage of the ICT facilities that can contribute to the
students growth anddevelopment. Teachers can use e-mail to post new notes, online
assessment, conduct alearning session using multimedia presentation and teacher and students
and log on to internet so the student can browse information regarding to the topic that have
been thought. If this can be done the students will have more self paced, self-accessed and
self-directed learningwithout not only to the exam oriented but they can have flexible
schedule.

Next, the role can be played by teachers is by delivering effective instruction so that
the students can understand the topic easily. The good communication between teachers and
students will allow effective acceptance from the students to the topics. Another role played
that teachers can make is by handling professional tasks so that the teachers is highly ready to
organize programme in order to enhance students knowledge.

The second group in the school stakeholders is students. This pivotal group can
makethe Smart School goals can be achieve by explore the advantages of self-paced learning,
learning away from school and making learning a creative and enjoyable experience. Students
have to make extensive use of facilities that can help them learn in the school as well as
awayfrom it. In addition students must have lots of initiatives to works in group in order to
solvethe tasks that have been given by the teacher.

Besides, students have to be more proactive in teaching learning process so the


learning become student centred and the learning will bemore effective. Plus, students have to
process and manipulate information so that their critical thinking to reflect on what they have
learned as well as apply the knowledge are good.

As a principal of a smart school, it must not be an easy duty as it was a big challenge
to conduct and organize his or her school well. Excellent and success of a school is heavily

depend on the effectiveness of principal. As the smart school is related to computing system,
so the principal has to emphasis and gives more commitment on provide technology
infrastructure such as laboratory, smart whiteboard and media mass material. It is quite
challenging because the principal has to plan the strategy wisely to ensure the procedure
progress smoothly and in order.

Besided that, the challenge for smart school principal is when there is problem to
provide high quality and relevan of teaching and learning materials for the students. Although
there are available packages but it only suitable for form1 students. The difficulty to obtain
software for form 4 students give trouble to the principal because the materials that provided
by government is not enough. In order to solve this problem, the school administration have to
find the software by searching from the other resources. The problem in obtain an original
software also exist. The principal also responsible to convince students parent so that they
believe and give support to the school and their children.

In line with the smart school mission and vision which is to produce students of IT
savvy the principal must complete himself or herself with technology knowledges and skills.
Smart school principals must have a good appearance in the both physical and mental,
honesty, selflessness, self-confidence and ability to communicate with others. Principals can
use collaborative management for the success of the smart school project. They are not only
need to provide support in terms of money but also be a model and made transformation in
administration. In efforts to cultivate ICT culture in a smart school, a written policy document
should be drawn up. This policy will helps to design and manage the ICT program which
enable teachers and students become master in ICT systematically and progressive.

Next, we move to the community stakeholders which is the parents are playing
important role in helping to achieve the smart school goals. The parents should monitoring
their children progress. In order to do this parents can e-mail their children class teacher
toarrange for a conference to discuss their progress in school. In addition they have to
guide,motivate and counsel their children to ensure that their children in school always bear in
mindschool is not only for making friends but school is the best place to develop theirselves
inorder to be a better person in future.

Parent plays an important role as personal charge of childrens. To be the personal


charge, parents should learn experiences monitor childrens progress guide, motivate and
counsel children. Other than that they also need to support all school activities which parents

can participate in school activities by knowing what the school activities plan for their
children and they also can contribute by giving donation so that the school can have lot of
programme to build up the children. Parents also can get involve in parents role in smart
school conference so the school can get the feed back about the smart school. Then parents
are played a role as resource persons and they are experts in their own area.

To aim these roles, there a few skill and knowledge should be learned by a parent.
There is ability to access school public domain database, ability to counsel and motivate their
children,and ability to understand educational process. When parent are completely master in
these ability, they will enjoy and utilise the ready access to school and relevant school
information toforge a close relationship with the teachers and the staff. This relationship will
enriched the childrens educational experience because their parent participant in school.

Consequently, parents will always informed and made to feel they are part of the
school community will readily contribute cash, materials or services to help initiate projects
that will enhance their childrenslearning experience. If this were to happen on a large scale,
the governments financial responsibilities will be eased so that resources could be directed to
schools in poorer localities. They also play a critical role in delivering education and
developing balanced and holisticstudents. There is a need to increase the participation of
parents in educational processes such as in teaching-learning, development of educational
materials, assessment, etc. These will make astudents learning opportunities stretch beyond
the classrooms.

Parents also can be educational resources, and in the process benefit themselves as
their own learning needs become a life-longendeavor. Research has also shown that children
are more successful in school when parents areinvolved in their education. The roles and
responsibilities of Smart School parents must be widely acknowledged and accepted, in order
to create significant buy-in for parents to assume amuch stronger role in the Smart School
education process. There are a number of strategies that can be adopted to increase the
participation of Smart School parents both in the delivery of education as well as in the
supervision of children outside of school.

Last but not least parents should participate in counselling session on the concept and
implementationof the Smart School project and to develop an awareness of parents to support
and contributeto the development of their children multiple intelligence.

3. What are the goals and objectives of smart school?

The Smart School is a learning institution that has been reinvented in terms of teaching
and learning methods and school administration system in order to prepare thestudents for the
Information-Based Society. Creativity and better management of information is facilitated
through the use of technology where students, teachers,administrators and parents are better
prepared for the challenges of the information Age.The objectives of the Smart School, which
are based on Malaysia's National Philosophy of Education. Education in Malaysia is an on-
going efforts towards further developing the potential of individuals in a holistic and
integrated manner, so as toproduce individuals who are intellectually, spiritually, emotionally
and physically balancedand harmonic, based on a firm belief in and devotion to God. Such an
effort is designedto produce Malaysian citizens who are knowledgeable and competent, who
possesshigh moral standards and who are responsible and capable of achieving high level of
personal well-being as well as being able to contribute to the harmony and betterment of the
family, the society and the nation at large.

Based on The Malaysia's National Philosophy of Education, the objectives of Smart


School are to produce a thinking and technology-literate workforce. The SmartSchool also
made to democratize education and to increase participation of stakeholders. Furthermore, it
aims to provide all-round development of the individual.The objectives of Smart School also
is to provide opportunities to enhance individualstrengths and abilities.Tun Dr. Mahathir
Mohamad, Former Prime Minister of Malaysia, pointed out thethree core visions of the Smart
School Flagship Application during the Launching of Multimedia Super Corridor on 1st
August 1996. Firstly, the vision are teachers will need to change their role in the electronic
classroom from being information providers tocounselors to help students develop know how
and judgment to select informationsources.

Secondly, key to success in the Information Age will be making the right judgment
between an awesome array of choices and the next vision is we are examiningour education
system to create a curriculum where people learn how to learn for continuing education
throughout their lives. Beside that, since the early 1970s, the Malaysian Government
introduced variousinitiatives to facilitate a wider adoption of ICT to boost capabilities in
every field including education. The history of the Smart School Project is rooted in the two-
prongedobjectives of the flagship, which are to jumpstart the Multimedia Super Corridor
Malaysia (MSC) towards building a knowledge-based economy, contributing to the growth of
the ICT industry and creating a pool of talent resulting in high-value job creation. It is also
initiate to prepare the citizens for the information age through an innovative educationdelivery
process.

The Concept Requests for Proposals (CRFP) process was used for the first time ever in
the country to establish partnerships between the government of Malaysia and the private
sector to help conceptualize plan and implement the Flagship Applications of the Multimedia
Super Corridor. In July 1997, the Prime Minister launchedthe Smart School Flagship
Application documents to invite proposals for solutions from the private sector within and
outside the country.

4. How is a smart school different from normal national school?

The Smart School won't be the same as any existing schools anywhere aroundthe
world. These are due to two main factors involving current education system inMalaysia and
will continue in Smart School. Firstly: The National Philosophy of Malaysian Education will
be the main component of Smart School curriculum andsecondly: moral values that have been
stressed in present curriculum will go on intoSmart schooling. These two foundations of
Malaysian Education will not be negotiable inthe Smart Curriculum. This will make the Smart
School different than the rest of normalschools. How the curriculum is being carried out in
Smart School may resemble to theexisting Smart Schools.The Malaysian Smart Schools
Project was started as one of the MSC FlagshipApplications, along with 6 others.

The scope of assessment in the Smart School is holistic in that it covers. not only
achievement but also readiness, progress and aptitude. The assessment also islearner- centered
as all students will be assessed when they are ready. The assessmentsystem shall also be
element-based which focuses on the elements that studentspossess or must develop through
the subjects in the school curriculum such as scienceand technology, social-emotional and
cognitive development and also communication.

Thus, the assessment will be conducted in various forms: Classroom Assessment,
School-based Assessment and Centralized Assessment, to allow different demonstrations of
strengths, abilities and knowledge. Lastly, the curriculum of Smart School is open-ended in
two ways there are it isopen to revision and continued refinement and it provides open access
to all students for internet using, allowing students to go beyond explicitly stated learning
outcomes incurriculum documents. Besides, the curriculum focuses on significant goals. In
this caseall students, including those with special needs can develop the critical skills and
acquirethe knowledge they need for effective lifelong learning and full functioning as citizens
ina changing society and in this challenging life.

5. Advantages and Disadvantages of Smart School

There are advantages and disadvantages in realizing the smart school program. For
advantages, it must stay and improve it. For disadvantages, it must be challenges to school to
find the solution of it.

Advantages

Interactive learning was improved

With the infrastructure and facilities provided by the Ministry of Education in this smart
schoolsto attract students to learn the various fields of knowledge. In this borderless world,
studentsand the community can find a wealth of information at their finger tips only.
Nowadays, it is soeasy for students to find any information using the available technology
without having toqueue. Unlike the old system only using the blackboard as a place or
platform to spreadknowledge. Learning will be more interesting, stimulating and meaningful.
Student easy toaccept something that interests them as elements of color, movement, sound
and so on.

Curriculum is more flexible and open

Learning focused on student-centered learning. Students are free to learn at their own
stylebecause students have a variety of different intelligences. So, they do not have to follow
the teachers method. They can learn according to their intelligence. Various ways they can
learnwithout think difficult. Besides that, student promotes self-learning to creative
andindependence.

Equipped with the latest technology

Technology facilities provided as interesting software for teachers' reference,


facilitatingstudents to understand better. A variety of specialized software has been developed,
either bythe Ministry of Education or the private sector cooperation. Software for the Smart
Schoolcourses involving four subjects, namely Malay, English, Science and Mathematics
wasdeveloped in collaboration with the private. In addition, advanced equipment supplied in

theschool facilitate smart school program can be run smoothly. A variety of ways and
methodsused by teachers in the delivery of information to students

Produce IT literate society in the future.

Malaysia is one of the developing countries of the world. Therefore, this smart school is one
of the measures taken by the government, the Ministry of Education to achieve Vision
2020,which we often hear in order to advance our country. Producing IT literacy is one of the
goalsto be achieved in the Vision 2020. Therefore, it is only appropriate that the
governmentimplement the Smart School is based on IT. For producing IT-literate society in
the future weneed to start from now. Therefore, the government should implement or educate
the public torecognize and know how to use IT. With the establishment of the Smart School's
educational system based on technology canmake learning systems today are becoming more
advanced and can encourage the use of modern technologies available. For example, LCD and
laptop use in the learning process canhave a significant impact on our society. Not only that,
but teachers will also be sent to go tocourses on ICT to enable or success of this Smart School
concept.

Disadvantages

Cost for smart school program is high

Government spends a lot of money to prepare electronic facilities and new books to all
smartschool. To provide full infrastructure of Smart Schools, government needs to spend
RM1.8million, while for the supply of computer laboratory infrastructure, the government
requires anallocation of RM642, 000 for a school.

Curriculum are more flexible and open

Through smart school program, its focus is on student centered learning. Students can think,to
give ideas and evaluate a lesson with the help of teacher. In addition, students will be giventhe
opportunity to learn in the manner they like and comfortable. They are no longer on
theshackle by the teacher.

Lack of technological infrastructure and teaching materials in school in rural


area

Facilities of technology in rural areas incomplete cause teachers difficult to handle Smart
School program. Moreover, the Internet is very limited because it is far from the city.
Thismade technology-based learning cannot be carried out. Computer lab provided not used
inlong time and ignored.4. Lack of good teacher in IT Although the majority of teachers (81
persons or 97.6%) computer literacy IT, but they are notproficient with the software and the
software development method website. Their skills limitedto Microsoft Office software
applications, such as Microsoft Word, Microsoft Excel andMicrosoft PowerPoint

Lack of manpower in handling in technical problem

The absence of specialized technicians to make computer maintenance work burden of
responsibility of teachers keeping the computer lab. Teachers faced difficult to handle
thecomputer and need to wait for other teacher that master in ICT to repair the computer
problem.

Disrupt teaching and learning process

If the computer is damaged it will interfere the teaching and learning in the classroom and
theteacher had to teach students normally using the whiteboard. In addition, computer-
basedlearning resources are often prone to damage hard disk, CD-ROM, diskette or virus
attack. This is because the school takes a long time to repair the computer to be back. This
willdisrupt the learning process.

Student need to wait their turn for using computer in computer lab

Computer is limited. Each school provided only little computer as a start. This causes
thestudents had to take their turns using the computer. Furthermore, they had to use a
computer once a week and the time given is not long in the estimated of 30 or 40 minutes in
one subject.This is because, there are many classes wanted to use the computer.
