VACANCY ANNOUNCEMENT
National Pipeline Company (U) Ltd is a Private Limited Liability Company
that was incorporated under the Companies Act (2012) as a subsidiary of
the Uganda National Oil Company (UNOC). The objective of the NPC(U)Ltd
is to hold Governments interest on behalf of UNOC in the oil/gas
pipelines, storage facilities and associated infrastructure. NPC(U)Ltd now
invites applications from candidates interested to develop their career
with a dynamic results oriented Company to occupy the following
position:
JOB TITLE: GENERAL MANAGER
REPORTS TO: BOARD of DIRECTORS NPC(U) Ltd
Job description;
The General Manager (GM) will be the overall in charge of the administra-
tion of the National Pipeline Company (U) Ltd and is also the Accounting
Officer of the Company. He/She will be charged with providing strategic
and visionary leadership to a dynamic team in achieving the efficient
development and operation of oil and/or gas pipelines, storage facilities
and associated infrastructure. The General Manager will report to the
Board of Directors of the NPC(U)Ltd.
Essential Duties:
a) Is an ex-official member of the Board of Directors.
b) Provides general oversight of all NPC(U)Ltd activities, manages the
day-to-day operations and ensures a smoothly functioning and
efficient Company.
c) Manages the business aspects related to Governments interests in
pipelines and storage facilities in order to maximise shareholder
value.
d) Proposes to the Board strategic and investment plans related to
the development of pipelines and storage facilities for crude oil
and refined petroleum products.
e) Participates in pipeline negotiations covering aspects of project
structuring, Engineering/design, Procurement and Construction
(EPC), Operations and Maintenance (O & M) and Sales and
marketing of crude oil and refined products;
f) Oversees the fiscal activities of the NPC(U)Ltd including budgeting,
reporting and audit.
g) Develops and maintains appropriate systems to enable the
Company to conduct its activities both lawfully and ethically;
h) Ensures the Company maintains high standards of corporate
citizenship and social responsibility wherever it does business;
i) Participate in various engagements with petroleum industry
Partners.
j) Any other duties assigned by the Board.
Qualifications and Attributes:
a) Masters Degree in Pipeline Engineering or Mechanical
Engineering or any relevant degree
b) Bachelors Degree (Hons) in mechanical Engineering or
construction engineering from an internationally recognized
University;
c) Masters Degree in Business Administration or equivalent from a
recognized University would be an added advantage;
d) Must have at least 10 years relevant working experience in the
petroleum business in a reputable, busy and successful
company/organization;
e) Demonstrate both technical and commercial experience in pipeline
and storage business.
f) Excellent knowledge of pipeline design, industry structure and
operations.
g) Excellent knowledge in planning, routing, locating and design of
pipelines, storage facilities and their operations.
h) Strong familiarity with industry standards, safety and regulatory
codes
i) Demonstrate experience in working in a leadership role in an
Organization/Company with diverse professionals.
j) Possess excellent project management, leadership and team
building skills with sound ability to complete projects in
coordination with other stakeholders
k) Have excellent communication, personnel management skills and
high level of integrity;
l) Be commercially astute and possess sound negotiation skills,
combined with strong understanding of the petroleum transporta-
tion and storage business;
m) Ability to raise capital for the Companys investments; and
n) Stakeholder management and institutional building skills will be
vital in working with Governments leadership, international oil
companies and any other Partners.
